Because they might otherwise be a source of temptation for men. This is why actual women must cover up as well. The onus is entirely on women to ensure male self-control. If they don’t, the women will be punished.

It's a wonder any plastic flesh can be revealed at all. We certainly wouldn't want Afghan men to get all excited from seeing a mannequin's face or shoulders. Self-control is not an Islamic virtue.
