A U.S. district judge has sentenced a 31-year-old woman in Washington state to 23 years in prison for sex trafficking her 6-year-old girl in exchange for a place to stay, cash and new Nike shoes.
The convict, Kylie Ruby Flores from Spokane, Washington, made her daughter available to a man, identified as Trever Harder, for sexual abuse, the Department of Justice said in a statement.
U.S. District Judge Thomas O. Rice sentenced Flores last week, three months after she pleaded guilty in federal court to conspiracy to engage in sex trafficking. Flores will also be on federal supervision for the remainder of her life, the judge said.
Harder has also pleaded guilty and is pending sentencing.
Harder, whom Flores had met online through the dating app “Plenty of Fish,” sexually abused the child, including acts of sodomy.
The man set up a camera on a cat tree in his apartment in Cheney, Washington, where he filmed himself raping the little girl on the couch in his apartment.
“The facts of this case present some of the most egregious sexual abuse of a child one can imagine,” said Vanessa R. Waldref, U.S. Attorney for the Eastern District. “Today’s sentence is important, but it is equally important to remember that Flores’ sentence will likely be much shorter than the lifelong impact on the child.”
She said while no sentence can return the child’s innocence, “our community is now safer and stronger. Most important, the child is now in a safe place.”
The sentencing, she added, sends a “clear message to those who seek to sexually abuse children: justice is coming.”
David Herzog, the assistant U.S. attorney for Eastern Washington who prosecuted the case, thanked the FBI agents and state, local and tribal law enforcement for their investigation, which was part of Project Safe Childhood, a DOJ initiative to combat child sexual exploitation and abuse.
Richard A. Collodi, special agent in charge of the FBI’s Seattle field office, said it was “inconceivable” as a parent how someone could participate in the victimization of a child under their care.
“While the sentence, in this case, is significant and truly justified, it only brings a small measure of justice to the victim,” the agent said. “I hope the dedication of FBI agents and our partners to hold predators like Ms. Flores accountable serves as a message to those who would victimize our most vulnerable among us.”

PORTLAND, Ore. (KOIN) — A 47-year-old convicted rapist was indicted on 10 felonies of first-degree sex abuse with at least 3 children in June and July in Washington County. Investigators said many of the crimes occurred at the VillaSport in Beaverton.
Damien Jay Karp was indicted August 30 on the felonies plus 2 misdemeanor charges for invasion of privacy, documents obtained by KOIN 6 News revealed.
Most of the incidents allegedly happened June 22, the document said. Karp is accused of taking a picture or video of the “intimate area” of a child under 14 and then touched the child(ren) in inappropriate spots and inappropriate ways.
Then on July 16, Karp allegedly touched 3 children in similar fashion.
The Beaverton Police department said it was contacted by employees of VillaSport on July 16. Staff told officers that Karp, a gym member, had just been caught interacting inappropriately with a child in the outdoor hot tub at the facility.
When officers began investigating, they learned Karp was a registered sex offender and was on probation for related crimes. While on probation, he was not allowed to have any contact with children.
With the help of employees at VillaSport, Beaverton detectives began an in-depth investigation into Karp’s behavior. They determined Karp had inappropriately touched several children at the Beaverton VillaSport in June and July of 2022.
Detectives said Karp would use a waterproof camera to film his crimes against the children while they were swimming.
Each of the young victims had “a reasonable expectation of privacy” at the time of the incidents, the indictment said.
While investigating, detectives learned Karp also had a membership at Tualatin Hills Park and Recreation District. Investigators believe he may have visited the THPRD’s swimming pool at the main complex on Southwest Walker Road sometime in April 2021.
Beaverton Detective Chad Opitz said based on the nature of Karp’s crimes, he likely has more victims.
Anyone who may have had an inappropriate interaction with Karp, or who knows anything about his behavior, should contact Detective Opitz at (503) 526-2674 or copitz@beavertonoregon.gov.
Karp, who is listed as 6-feet-5 and 200 pounds, was convicted in 2005 for rape, sodomy, sexual penetration with a foreign object plus 3 counts of first-degree sex abuse.
He is currently being held at the Washington County Jail on 10 felonies, 2 misdemeanors and a parole violation.

NASHUA, N.H. —
After a joint operation that lasted months, law enforcement officers in Nashua said they arrested five New Hampshire residents on charges related to the sexual exploitation of children.
The investigation between the Nashua Police Department's Cybercrimes Against Children unit, Hillsborough County Sheriff's Department, U.S. Marshal's Service and Department of Homeland Security led to five arrested in the past two days, officials said.
"It's that collaboration which allows these investigations to come to a successful conclusion," Nashua Lt. Peter Urban said.
The five Granite State men ranging in age from 29-80 face a variety of charges. Police said the charges range from possession of child sex abuse images to failing to register as a sex offender.
Urban said each of the investigations took months to get a warrant.
That needs to be addressed immediately. Each day that a warrant is delayed, more children are being sexually abused to create child porn of these sick pedos.
"These cases are very complex and difficult to prove because they're occurring over the internet," Urban said. "There's some anonymity to these offenders."
Investigators said they have seen an increase in these crimes online.
"As technology has advanced over the years, it's become more prevalent," Urban said. "These offenses are now happening online."
He said parents should keep an eye on how their children use the internet, social media and gaming platforms.
"Before parents would worry about strangers approaching them in public," Urban said. "Now, parents need to be concerned and monitor activity online, because the same type of offenses are occurring there."
