Judge sentences 'Britain's most prolific rapist'

Minor boy in critical condition after sexually assaulted in Sujawal
to life in prison
By Sommer Brokaw
(UPI) -- A judge sentenced a man described as "Britain's most prolific rapist" on Monday to life in prison.
Judge Suzanne Goddard sentenced Reynhard Sinaga, 36, at Manchester crown court to life with a minimum term of 30 years, bringing his fourth trial to a conclusion and ending a media-blackout pending ongoing legal proceedings.
Sinaga was found guilty of 159 counts of sexual offenses against 48 different men, Greater Manchester Police said in a statement.
He already is serving 88 concurrent life sentences with a minimum of 20 years before consideration for parole after his first two trials relating to 25 victims. The sentencing involved convictions on counts in the third and fourth trials relating to 23 more victims. Sinaga had raped all but four of the 48 victims who came to court.
The sexual offenses included 136 rapes that he filmed on two mobile phones. Police believe he abused different men over two and one- half years after he lured them into his flat, pretending to be a "good Samaritan."
Authorities said he then drugged them and preyed on them after they passed out, and they have identified at least 195 men who were unconscious when Sinaga abused them through months of analysis of photos and videos.
"Reynhard Sinaga is the most prolific rapist in British legal history," North West Deputy Chief Crown Prosecutor Ian Rushton said. "His extreme sense of sexual entitlement almost defies belief and he would no doubt still be adding to his staggering tally had he not been caught."
"Sinaga's unthreatening demeanor duped these young men - - many of whom thanked him for his kindness in offering them a place to stay - - into thinking this monster was a good Samaritan," he added.
"But once back at his flat he used victims as objects purely for his own gratification -- then appears to have derived further twisted pleasure from rewatching his films in court and putting victims through the trauma of giving evidence."
Sinaga came to the United Kingdom from Indonesia in 2007 on a student visa and never left, living off money from his father, a banker, until his arrest in June 2017.
A victim woke up and fought him off before going to the police in 2017, bringing his attacks to light.

CID gets 63 cases of online child sex abuse
in 3 months in Karnataka
The cyber crime unit of the CID was designated as the OCSAE Prevention and Investigation Unit in Karnataka in September 2019.
BENGALURU: In what can be termed as a disturbing trend; 63 cases of Online Child Sexual Abuse & Exploitation (OCSAE) were registered in Karnataka in the last quarter of 2019 soon after the cyber crime unit of the Criminal Investigation Department was designated as the nodal agency.
Investigation into these heinous crimes against children has led to the arrest of three alleged paedophiles — one each in Mangaluru, Udupi and Ballari — under the Protection of Children against Sexual Offences (POCSO) and Sections 66 E (Punishment for violation of privacy) and 67B (Punishment for publishing or transmitting of material depicting children in sexually explicit act, etc, in electronic form) of the Information Technology (IT) Act, 2000.
The cyber crime unit of the CID was designated as the OCSAE Prevention and Investigation Unit in Karnataka in September 2019. The unit received 63 OCSAE cases between October and December from the central intelligence and other investigating agencies, which get inputs from Interpol.
According to official sources, the cyber crime division of the CID, after analysing the digital footprints of the inputs, has sent the cases to the jurisdictional district Cyber Crime, Economic Offences and Narcotics (CEN) police stations for registration of cases and investigation.
“The CEN police stations have registered OCSAE cases under POCSO and Sections 66E and 67B of the IT Act, 2000. Three suspects have been arrested and investigation in other cases is being stringently pursued,” said an officer.
He added that before commissioning of the special unit, the OCSAE cases were not being reported or registered in the state because there was no infrastructure to handle cases of this nature. “We don’t know the extent of the menace because such cases were not being reported earlier. There is no comprehensive document on online child sexual abuse cases because most often, the crime takes place behind closed doors,” he added.
The Chairman of the Child Rights Commission, Karnataka Chapter, Dr Anthony Sebastian said that cases of online sexual exploitation of children are now coming to light because of growing awareness among people and the interest taken by law enforcement agencies against such heinous crimes and the international network of paedophiles. He added that parents should discuss with their children about their online activities in a non-hostile environment.India is one of the oldest members of the International police organisation.
It's a dim light though, and a long ways from being a Spotlight!
In November last year, the Central Bureau of Investigation (CBI) set up an Online Child Sexual Abuse and Exploitation Prevention and Investigation Unit under its Special Crime Zone after seven Indian nationals were found to be involved in international child pornography in Germany. The cases are being investigated by the CBI, which receives numerous references regarding dissemination of Child Sexual Abuse Material (CSAM) from Interpol and other national and international organizations. The CBI, which is the nodal agency in India for Interpol, shares the inputs with states where the crime has taken place for investigation.
In May last year, India and the United States had signed an MoU to help India check online child pornography and content related to child sexual exploitation.
Interpol database
Interpol’s International Child Sexual Exploitation (ICSE) database has more than 1.5 million images and videos and has helped identify 19,400 victims worldwide.
The database allows specialized investigators from more than 50 countries to use it to exchange information with colleagues around the world for clues, identify any overlap in cases and combine their efforts to locate victims of child sexual abuse.
Profile of online paedophile
The abuser is often known to the child. Recording or photography of the abuse is evidence of a serious crime. Abusers often use the images for future sexual gratification or to be traded and shared with other abusers.(Source: Interpol website)

Police nab American who fled to Israel amid
child sex abuse allegations in 2010
By JACOB MAGID Police on Sunday arrested a Brooklyn native who has been illegally residing in Israel since 2010 amid allegations that he sexually abused his female relatives, a law enforcement official said.
While the identity of the suspect was revealed in the American press shortly after he fled the country, the Justice Ministry has placed a gag order barring the publication of the man’s name in order to protect the identities of the alleged victims.
The suspect was arrested in southern Israel and brought on Monday before the Jerusalem District Court, where a representative from the International Affairs Division of the State Prosecutor’s Office filed a petition for extradition back to the US.
That should take about 15 years, if Malka Leifer's case is any indication.
The arrest ended an over four-year manhunt that began in 2015 after the Justice Ministry said that it had received a request from the US to extradite the suspect. American media reports, however, said that the request had been filed in 2011. A Justice Ministry official did not immediately respond to a request for clarification on the matter.
See what I mean? It's already been 9 years!
According to the American extradition request, the suspect abused his female relatives in his Brooklyn home from 1996 to 2004 while the girls were minors. In October 2010, one of the alleged victims came forward and the NYPD opened an investigation. “That same day, the man’s wife drove him to JFK airport and from there he flew to Israel,” the Justice Ministry statement alleged. Local reports from the time said that the suspect’s wife had ferried her 20-year-old son together with his father, as the former was alleged to have taken part in the abuse along with at least two of his brothers.
The suspect’s tourist visa expired several months after his entry and he has been residing illegally in Israel ever since, the Justice Ministry said.
A source with knowledge of the investigation said the suspect is an ultra-Orthodox rabbi and had been residing in Jerusalem until last year when the son who fled New York with him was nabbed by police and extradited to the US. Since the arrest, the suspect moved to a more isolated town in southern Israel.
Jewish Community Watch, which supports victims of sexual assault and was involved with the latest developments in the case, said in a statement, “We have been shocked at the horrific, drawn-out process that the victims have been forced to endure… The pain of waiting for answers and closure, day after day for 10 years, is a travesty that no victim should ever have to experience.”
“The authorities in both the US and Israel have much to answer for, in allowing this case to drag on for so long,” the group added, before thanking Israeli authorities for eventually making the arrest.
JCW’s Shana Aaronson told The Times of Israel that the case demonstrated the need for Israel to vet individuals who arrive from abroad. “As it currently stands, it’s just open season here and people can come and live here regardless of what they’ve done,” she fumed. “The efforts that have to go into getting anyone to even pay attention are unbelievable and shocking.”
The case comes on the backdrop of a similar one involving former Australia school principal Malka Leifer, who boarded a red-eye flight to Israel in 2008 as allegations against her of child sex abuse were coming to light. She was arrested in Israel in 2014 after Australia filed for extradition, but a Jerusalem court suspended the proceedings in 2016, deeming her mentally unfit to stand trial. She was rearrested in 2018 after being filmed appearing to lead a fully functional life.
Her attorneys have continued to maintain an insanity defense and the proceedings against her are ongoing, to the chagrin of her many accusers and the Australian government.
And me; and hopefully you. This is deplorable!
Pakistani father booked for ‘selling’ his daughter for Dh12 - $3-$7
..
Police arrested the father and the accused who attempted
to rape the minor girl
Ashfaq Ahmed, Associate Editor - Gulf News Online
Dubai: Police in Pakistan have arrested a man who allegedly sold his minor daughter for Rs500 (Dh12) (Either 3.4 or 7 USDs) to another man who then tried to rape her.
According to reports, the police on Sunday also arrested the man who bought the girl for sexual abuse. Police lodged a criminal case against both the suspects on the complaint of the minor’s mother. Zahid Nawaz Marwat, Divisional Police Office (DPO) in Kasur city of Punjab, had constituted a team comprising CIA officials for the arrest of the suspects.
According to the complainant, the mother said that her husband had called a man to their house and let him sexually abuse their 12-year-old daughter after receiving Rs500. She said she was away for work when the incident happened. Her daughter told her about the incident when she returned. Meanwhile, both the suspects managed to escape, reported Dawn news.
Police took the victim to hospital for medical examination. They claimed it was an incident of attempted rape.
The suspect who paid the amount to the father had earlier been booked in a child abuse case in 2013 but got off scot free.
Police lodged the fresh case under sections 376 (of rape), 371-A (selling person for the purposes of prostitution), 371-B (buying person for the purposes of prostitution) of PPC against the suspects and were conducting raids to arrest them.
The district police remained in a defensive mode on Sunday after a list went viral on social media in which over a hundred people of the district were declared as touts — people who are patrons of prostitution and criminals involved in prostitution. The list was reportedly prepared by an intelligence agency.
Influential touts (tweets?)
The list included names of influential people including, local political figures of union council level, lawyers and reporters as ‘touts’, who often got the arrested suspects released after taking some money from the aggrieved party and sharing it with police.
Initially, it was reported that the list had been prepared by the district police, but later the department denied its issuance through an official handout. Various stakeholders, including local reporters in Kasur, criticised the police for wrongly naming them.
The handout also stated that police would prepare a list of touts after thorough verification and investigation. The department refused to own the list that was viral on social media and said that touts in police stations would be banned and dealt with an iron hand.
Kasur, a small city located at distance of some 52km from Lahore, is notorious for child abuse and sexual abuse case.
Zainab rape and murder case
The latest incident has reminded people of heinous rape and murder case of seven-year-old Zainab in Kasur in 2018. The brutal nature of the crime had sparked immediate riots in Kasur — in which two people were killed — while #JusticeforZainab became a rallying cry for an end to violence against children.
The city is known for child pornography as well. In 2015, a child pornography ring was busted in Kasur, where more than 200 children of the Hussain Khanwala village were being filmed. Through the mechanisms of fear and threat to life, these children and their families were pressured to keep silent. As per statistics compiled by non-governmental organisation, Sahil, 285 cases of child sexual abuse were recorded in this case.
The accused Imran Ali, who was convicted in Zainab’s rape and murder case, was executed nine months after the child’s death.
Child abuse cases in Pakistan
A report by the NGO Sahil had revealed earlier this year that reported cases of child abuse increased by 11 per cent in year 2018 compared to 2017, with more than 10 children suffering some form of abuse every day in Pakistan.
The report, titled ‘Cruel Numbers 2018’, had found that cases of child sexual abuse specifically witnessed a rise of a significant 33 per cent when compared with the reported cases of 2017.
The Sahil report released last year found that a total of 3,832 child abuse cases were reported by newspapers in all four provinces as well as Islamabad and Gilgit-Baltistan. In comparison, 3,445 such incidents were reported from January to December 2017.
Major findings:
3,832 cases of child abuse reported in 2018
3 per cent rise seen in child sexual abuse cases
Girls found to be more vulnerable between ages 0-5 and 16-18
Boys found to be more vulnerable between ages 6-10 and 11-15
Most child abuse cases reported from Punjab, followed by Sindh and KP
Of course, these are just the reported cases which is a small fraction of the real child sexual abuse that is happening in Pakistan. It is obvious the situation is getting worse by the day and will continue to get worse, especially since Pakistan is doing very little or nothing to address the issues.
