63 charged in child sexual abuse and exploitation on the Internet

Police partners have noted a significant rise in reports of online child sexual exploitation and child sexual abuse material in recent years

A 33-year-old Redbridge man and a 22-year-old North Bay man are among 63 individuals charged in a provincial investigation in child sexual abuse and exploitation on the Internet. Some of the accused cannot be identified due to a court-issued publication ban.

Project Time, is a joint initiative between the Ontario Provincial Police and 25 police services, including North Bay Police Service.

Officers charged 63 individuals and 51 victims were identified in the fight against online child exploitation.

“As part of Project Time, a coordinated provincial effort to identify and apprehend those who prey on children, investigators targeted individuals making, possessing and distributing child sexual abuse material. Victims were also identified and safeguarded, with appropriate support provided to those impacted,” according to OPP.

Project Time results include:

• 51 victims identified
• 63 individuals arrested
• 213 charges laid
• 814 electronic devices seized
• 264 criminal investigations conducted
• 154 ongoing investigations
• Two accused were in a position of trust and authority in their communities
• Eight accused were repeat offenders

“Project Time is a testament to the dedication and commitment of law enforcement professionals across Ontario and Canada to protect children from exploitation,” stated OPP Detective Staff Sergeant Tara Clark, Provincial Internet Child Exploitation Strategy Lead.  “The results of this operation demonstrate the power of collaboration, the strength of the Provincial Internet Child Exploitation Strategy and the relentless pursuit of those who prey on the most vulnerable.”

“Members of the Provincial Internet Child Exploitation Strategy recognize that law enforcement cannot combat these crimes alone.  Parents, educators, child advocacy organizations, government and technology providers are essential in keeping children safe,” according to OPP.

The Provincial Internet Child Exploitation Strategy police partners have noted a significant rise in reports of online child sexual exploitation and child sexual abuse material in recent years.

A doctor at Toronto's Hospital for Sick Children has been charged with possessing and accessing child sexual abuse and exploitation material, police say.

Dilan Dissanayake, 44, of Toronto, was arrested and charged Tuesday, Toronto police said in a news release.

Police said in the release that its internet child exploitation unit launched an investigation after a person allegedly used an electronic device to access and download child sexual abuse and exploitation material.

In February 2026, police carried out search warrants at the hospital and at a private home, seizing several electronic devices, including a work computer.

"At this time, investigators have found no evidence that the child sexual abuse and exploitation material is connected to his practice as a physician," police said in the release.

Dissanayake was due to appear in a Toronto courtroom on Tuesday. The charges against him have not yet been tested in court.

Hospital 'deeply upset and dismayed' by news

In a statement posted to its website, the hospital said it is "deeply upset and dismayed" by the news and it condemns the behaviour alleged by police. It said the safety and well-being of its patients, families and staff is its highest priority.

"SickKids has not been notified of any risk to patients and families, and the Toronto Police Service has indicated there is no evidence that the charges are connected to Dr. Dissanayake's medical practice," the hospital said in the statement.

Dissanayake was placed on immediate leave once the hospital became aware of the investigation, it said.

The hospital said families of patients who received care from Dissanayake can contact its patient relations team with any concerns.

Ontario's College of Physicians and Surgeons has suspended Dissanayake's medical licence, according to its website.

The site lists the charges against him, as well as the conditions of his release on bail, which include a ban on being alone with any minors aside from his own children.

A spokesperson for the college told The Canadian Press the organization's inquiries committee can impose a suspension on an interim basis without notice when a doctor is likely to "expose patients to harm or injury, and urgent intervention is needed."

A 'cruel manipulator' who asked young girls to send him explicit images and then threatened to kill and rape one when she refused to meet him has been sentenced to 22 months in a young offenders' institution.

Tyler Allen, of Vicarage Court in Brockworth, Gloucestershire, manipulated five victims into sending him intimate images and videos of themselves in 2023.

He pleaded guilty to six counts of causing/inciting a child to engage in sexual activity, two charges of causing a child to watch a sexual act and two charges of engaging in sexual communication with a child.

Allen, 20, who committed the offences when he was aged 17 and 18, was sentenced on Thursday at Gloucester Crown Court.

The court was told that Allen's offending followed a common pattern of him manipulating online conversations with girls to become sexual.

It heard that when the girls resisted, he used emotional manipulation by saying he loved them or that he would harm himself if they did not comply.

He asked a 12-year-old to meet him on her 13th birthday, and when she made an excuse not to, he threatened to rape and kill her.

In a separate incident, he demanded images from a 15 year-old girl and then threatened to post them on social media platforms if she did not send more.

The other charges related to online contact with children aged between 12 and 15.

'He exploited children'

Allen, who made his guilty pleas in July, was then arrested and charged following an investigation by Gloucestershire Police's Child Exploitation Team.

Investigating officer, Police Staff Investigator Amber Jones said: "Allen cruelly manipulated and exploited children for his own sexual gratification.

"The victims in this case have shown great courage in coming forward, especially as what he did to them is an exceptionally difficult topic for people of any age to talk about," she added.

As well as the detention sentence, he was given a 10-year Sexual Harm Prevention Order.

Halifax youth charged with child pornography involved with violent online group: police

A Halifax, Nova Scotia, youth who is facing several child pornography charges is allegedly a member of a violent online extremist group known as 764, according to police.

The group is known to target children and youth by manipulating them into recording and sharing intimate images or taking part in acts of self-harm, violence and animal cruelty.

Halifax Regional Police (HRP) Chief Don MacLean told reporters Tuesday that the youth communicated with “hundreds” of people worldwide, but no local victims have been identified at this stage of the investigation.

“At the time of the arrest, the youth was acting as a predator in a group called 764 … a subgroup of the Com (short for community) network, which is made up of people who glorify serious violence,” MacLean said.

“I urge all parents and guardians to pay close attention to this case.”

HRP and the RCMP’s Integrated Internet Child Exploitation Unit began an investigation in May, after being alerted by the National Child Exploitation Crime Centre in Ottawa.

The youth, whose identity is protected under the Youth Criminal Justice Act, has been released with conditions.

Nova Scotia’s Public Prosecution Service said the accused is a 16-year-old boy, and is facing charges of accessing, distributing, and possessing child pornography, as well as distributing obscene material and inciting hatred against identifiable groups.

Dave Boon, superintendent of HRP’s Integrated Criminal Investigation Division, said more charges may be laid as the investigation progresses.

“It could be on the same youth. It could be other individuals with information we’re sharing with partners,” he said.

When asked if there were indications this particular youth had been a victim of the online group, Boon said there was no evidence of that.

“But through the course of how this network works, victims can be groomed to then become a predator online,” he added.

Not typical sextortion

RCMP’s warning about violent online groups that exploit children states that members operate virtually on social media platforms, apps and online games such as Discord, Telegram, Roblox, Minecraft, Twitch and Steam.

Parents, guardians and adults are advised to watch for warning signs: children could be using encrypted communication, have a newfound interest in Nazism or occultism, or begin showing signs of wounds, cuts and changes in mood.

The warning signs also include pets being harmed.

RCMP Sgt. Danielle Pollock of the Internet Child Exploitation Unit said 764 is part of a larger community — or Com — whose purpose “is nothing more than cause chaos amongst other youth.”

“It works off of notoriety within the Com itself, that I was able to get X, Y, and Z to do this for me. And now that nude (image or video) is actually the commodity, not the money. It’s not typical sextortion for profit,” she said.

“Most of the time, it is just for notoriety or clout within itself.”

She added that the groups emerged around 2020 during the pandemic. Since then, reports of their activity have grown alarmingly.

According to the National Center for Missing and Exploited Children, its CyberTipline received more than 1,300 reports connected to a violent online group in all of 2024.

The U.S.-based group says they’ve received 1,000 reports in the first six months of 2025 alone.

Their data shows that most of the victims were teen girls. Of the cases where age and gender were reported, 75 per cent were between the ages of 14 and 17; 21 per cent were aged 11 to 13, and four per cent were under 10.

In terms of gender, 84 per cent of victims were female.

RCMP and Halifax police are urging parents and guardians to be aware of what their children are doing on the internet.

“Parents need to be more vigilant, and times are different. Know that these relationships that these predators make online, they groom these children for months and manipulate them into doing what they want,” said Pollack.

MacLean added that he himself has an eight-year-old grandson who plays Roblox often, and he has to keep an eye on the activity.

“I make sure that I know what he’s doing,” said MacLean.

“Many of us can’t imagine our children being pulled into a world like this. But children and youth are vulnerable, especially those who struggle with isolation and our social connections in the real world, which many do at that age.”

Former corrections officer arrested for aggravated sexual exploitation of a minor

MOUNTAIN CITY, Tenn. (WDEF) –  In February, TBI agents joined Weakley County detectives in investigating a report of a 9-year-old sending child sex abuse material to an adult male via Snapchat.

During the course of the investigation, Hunter Chase Ellison was identified as the Snapchat account user.

Agents obtained warrants for Ellison, charging him with Especially Aggravated Sexual Exploitation of a Minor and Solicitation of a Minor by Electronic Means.

At the time of the incident, Ellison was employed as a corrections officer at the Northeast Correctional Complex in Mountain City.

Friday, with assistance from the Johnson County Sheriff’s Office and the Tennessee Department of Corrections, Ellison was arrested at his place of employment.

He is currently being held in the Johnson County Jail.

Parents and caregivers are encouraged to talk to their children about internet safety.

Silver Spring Man Pleads Guilty to Abusing 108 Girls

GREENBELT, Md. — Chase William Mulligan, 28, of Silver Spring, Maryland, pleaded guilty on May 21, 2025, to two counts of producing child sexual abuse material in federal court, following a sextortion scheme targeting over 100 girls aged 5 to 17 across multiple countries. Mulligan coerced victims into sending sexually explicit images and videos, threatening to post the material online or visit their homes if they refused to comply. He faces a mandatory minimum of 15 years and up to 60 years in federal prison, with sentencing scheduled for August 27, 2025.

He should get 15 years for each one. 

From 2019 to December 2023, Mulligan used platforms including Snapchat, Discord, Roblox, Skype, Omegle, and Instagram to contact minors in the United States, Canada, Denmark, Spain, Philippines, Australia, and the United Kingdom. He manipulated at least 108 girls into producing and sending explicit content, directing them to expose their genitals, engage in sexual acts, urinate on camera, insert objects into their genitalia, or perform acts with dogs. When victims resisted sending more graphic material, Mulligan threatened to publicly share their images or confront them at their residences.

“Mulligan used manipulation, fear, and intimidation to exploit over 100 young victims. Now we must ensure that we send a clear message to Mulligan, and others, that those who abuse the most vulnerable members of our communities will pay a steep price,” said U.S. Attorney for the District of Maryland Kelly O. Hayes. “We’re committed to working with our law-enforcement partners to relentlessly pursue, prosecute, and bring to justice those who engage in these deplorable acts.”

“Chase Mulligan is a depraved and dangerous predator. He used social media to target, viciously threaten, and horribly abuse more than 100 minor victims – one as young as five years old,” said William J. DelBagno, Special Agent in Charge of the FBI’s Baltimore Field Office. “His abhorrent behavior is not diminished by the fact he was thousands of miles away and never met his victims, rather, it’s the opposite. Despite his distance, he presents a serious threat to any child he can access through the internet. The FBI works diligently every day to find and arrest predators like Mulligan so they can no longer prey on innocent children.”

As part of his plea agreement, Mulligan must register as a sex offender under the Sex Offender Registration and Notification Act wherever he resides, works, or studies. The case, prosecuted by Assistant U.S. Attorneys Megan S. McKoy and Elizabeth Wright, falls under Project Safe Childhood, a Department of Justice initiative launched in 2006 to combat child sexual exploitation. The program coordinates federal, state, and local efforts to apprehend and prosecute offenders and rescue victims.

The investigation, led by the FBI’s Baltimore Field Office, underscores the severity of online predation. U.S. Attorney Hayes commended the FBI’s efforts, emphasizing the commitment to protecting vulnerable children. Sentencing before U.S. District Judge Theodore C. Chuang will determine Mulligan’s final penalty, reflecting the gravity of his actions against minors worldwide.

Escambia firefighter charged with child sex crimes pleads not guilty, faces 260 years

A soon-to-be fired Escambia County firefighter charged with over three dozen child sex crimes entered a plea of not guilty May 19.

Florida Department of Law Enforcement special agents arrested 48-year-old Garey Buscaino May 15 after numerous photo and video files depicting child sexual abuse material were allegedly discovered in his possession, resulting in him being charged with 30 counts of possession of child pornography, seven counts of digital voyeurism of a victim less than 16 years old, and one count of using a two-way communication device to facilitate a felony, according to his First Judicial Circuit case file.
