Deerfield, Ill, Man Faces 11 Counts Of Sex Abuse
With Girls Under 12

WAUKEGAN, IL — A Deerfield man accused of sexually abusing the children of family friends was last week charged with four new felony counts involving two additional kids. The latest charges stem from an investigation that began over eight years ago and was reopened after the man's arrest earlier this year. The three girls he has been charged with abusing ranged in age from 6 to 11 years old at the time of the allegations.

Milton Galvan, 45, was first arrested May 2 and released the following day after posting the $25,000 cash portion of his bond. Last month, he was indicted on seven counts of predatory criminal sexual assault and aggravated criminal sexual abuse of a child under 13, stemming from allegations he abused a young girl over the course of more than 18 months. He pleaded not guilty on July 24.

During the investigation, Deerfield police recognized Galvan as a suspect in a child sexual abuse allegation that began in April 2011, according to Cmdr. Juan Mazariegos. Police and prosecutors decided to first file charges based on the more recent conduct before re-opening the older case. The allegations were strikingly similar, both in terms of Galvan's alleged conduct and the way he would gain access to the girls, he said.

"This is the same thing — identical, same everything," Mazariegos said. "How's that possible? This guy's at it again."

Investigators conducted new interviews with two girls, now teenagers, whose parents had reported to police that Galvan had touched them inappropriately more than eight years ago. Based on their statements, prosecutors approved the latest charges, four class 2 felony counts reflecting two separate incidents with each girl. Police also recovered the original interviews with the girls from the servers of the Lake County Children's Advocacy Center servers, since the department had disposed of the videos and photos in 2018.

On Aug. 7, a judge approved an arrest warrant for four additional counts of aggravated criminal sexual abuse with the cash portion of his bond set at $25,000. Deerfield police went to his employer in Highland Park, a certified women- and minority-owned promotional product business, and took him into custody the following day.

Galvan again posted $25,000 in cash and was released with bail conditions that included no internet use except for work, no contact with anyone under 18, no possession of weapons, no drugs or alcohol with random testing and compliance with orders from state child services authorities. A Highland Park native, Galvan has been living with family members in Highwood since the spring.

Elliot Pinsel, who was Galvan's attorney in 2011 and is also representing him on the latest charges, has not responded to requests for comment about the cases. Galvan is due back in court in Waukegan on Aug. 28 for a preliminary hearing.




Norristown, PA man draws two decades in prison
for child sex abuse

NORRISTOWN — A Norristown man continued to profess his innocence after a judge sent him to prison for more than two decades for sexually assaulting an underage boy on multiple occasions, including one after he broke into the boy’s borough residence through a window.

“Wait for my appeal,” Kyree Royster, 24, said as sheriff’s deputies escorted him from a Montgomery County courtroom on Friday to begin serving a 21-to-42-year prison term in connection with three incidents with an underage boy that occurred between December 2016 and January 2017 in Norristown and Philadelphia.

The sentence was imposed by Judge Thomas C. Branca. “I do think that the defendant poses an above average risk of re-offending. A long term state incarceration is needed to protect the public,” Branca said after reading various pre-sentence reports about Royster.

The judge imposed consecutive sentences for each of the three assaults to reach the total term of confinement. “I do believe these are three separate incidences that require consecutive sentences,” Branca explained.

After a four-day trial in June, a jury convicted Royster, of the 100 block of Selma Street, of charges of involuntary deviate sexual intercourse, corruption of a minor, indecent assault and burglary, determining Royster sexually abused the child by having sexual contact with him on three occasions, twice in Philadelphia and once in Norristown.

The assaults occurred while the boy was in Royster’s company at locations in Philadelphia and Norristown, according to testimony. Royster knew the boy’s family.

The victim was between the ages of 13 and 14 at the time of the assaults while Royster was 22 years old, according to testimony.

Assistant District Attorney Lauren Marvel sought a lengthy prison term against Royster. “On the last occasion, the defendant climbed through the victim’s bedroom window in Norristown to sexually assault him. That is extreme predatory behavior. Walls and stories of a house could not keep this defendant away from this child,” Marvel argued.

The Philadelphia incidents were combined for prosecution with the Norristown crime and Montgomery County prosecutors handled the cases at one trial.

“He proved to everyone that he is an absolute risk to society and needed to be sentenced for as long as possible,” Marvel said.

Royster did not testify during the trial and did not address the judge before learning his fate.

Defense lawyer Matthew Quigg, who at trial suggested the incidents didn’t occur and that the victim fabricated the allegations, argued for leniency on behalf of Royster, pointing out Royster had a dysfunctional childhood and also was the victim of sexual abuse as a child.

“That is going to damage someone,” Quigg argued. “He is not a monster. He is not damaged beyond repair.”

Marvel acknowledged that Royster experienced trauma as a child but added, “That does not outweigh what he has done.”

Quigg said Royster maintains his innocence and will appeal the conviction. “Through this entire process he has maintained his innocence and looks forward to the opportunity to file an appeal. This is a case where there was no DNA evidence, no corroborative evidence,” Quigg added. “We have the victim’s word and ultimately the jury convicted on that and we respect the jury’s decision but Mr. Royster feels that the jury got this one wrong.”

The investigation began in January 2017, when the victim’s mother reported to Norristown police that her son revealed he had been sexually assaulted by Royster about 3 a.m. Jan. 23, 2017, after Royster climbed through a window of an Oak Street residence while the victim was sleeping.

The boy subsequently told authorities he awoke to find Royster sexually abusing him, according to the criminal complaint filed by former Norristown Detective Kathleen Kelly, who is now a county detective. The boy told detectives he ordered Royster to leave the house but Royster refused, according to the arrest affidavit.

After the assault, Royster “put his clothes on and climbed out the bedroom window,” Kelly alleged in the criminal complaint. The victim then awakened his mother to tell her what had happened.

During the investigation, the boy revealed that Royster sexually assaulted him on two other occasions while he was in Royster’s company at a Philadelphia residence in December 2016, according to authorities.




Man in Davidson County, N.C., jail under $2 million bond charged with sex abuse of a child

A man is in jail in Davidson County for sexually assaulting a juvenile. 

James Scott, 50, is charged with rape, sex offense and indecent liberties of a child younger than 15 years old.

Scott, who was arrested Thursday, is also charged with child abuse. Investigators said this abuse has been happening for the past few years

Scott is being held on a $2 million bond at the Davidson County jail. Scott is set to appear in Lexington Court on Sept. 30.

In child sex abuse case, Salisbury, MD, man
sentenced to 45 years

A Salisbury man previously found guilty of sex abuse and second-degree rape was sentenced Friday by a Wicomico County judge.

The judge sentenced 30-year-old Austin Christopher White to 45 years, 15 of which is the mandatory minimum to be served, according to the Wicomico County State's Attorney's Office. After his release, he will be on five years supervised probation with special conditions including the following:

No contact with the victim or her family
No unsupervised contact with any minor
No residence near schools, child care centers or any other establishment used primarily by minors
No employment or participation in activities that would bring him close to minors

He will also be registered and supervised for life as a Tier III sex offender.

A jury convicted White in June of one count each of sexual abuse of a minor and second-degree rape and three counts of third-degree sex offense. Prosecutors say the conviction stemmed from the period between 2013 and 2015 when he abused a child younger than 10. 

“Our community is healthier, and our children are safer because of the dedication of the investigators, prosecutors and treatment providers assigned to the Wicomico County Child Advocacy Center," State's Attorney Jamie Dykes said of those who worked on the case in a news release.




Texas man wanted for child sex charges
arrested in Tennessee

MONROE COUNTY, Tenn. (WZTV)A traffic stop in Tennessee led to the arrest of a Texas man wanted for child sex charges.

The Tennessee Highway Patrol stopped a 2005 Chevrolet on I-75 southbound in Monroe County on Aug. 13. While talking to passengers, a trooper noticed a man that was "nervous and shaking." Other troopers arrived to assist with the scene.

After running the passenger's information, authorities discovered that 40-year-old Garcia Marcelo Rodrigo of Houston, Texas, had full extradition warrants for his arrest out of Maryland for four counts of sex abuse to a minor and four counts of third degree sex offense towards a minor.

Rodrigo was arrested without incident and charged with being a fugitive from justice. He was booked into the Monroe County Detention Center.

Schodack, N.Y., man arrested on
child sex abuse charges

SCHODACK, NY (WRGB) State Police say they have arrested 64 year old Charles Romano on sex abuse charges.

Police say Romano was charged with Predatory Sexual Assault Against a Child, Sex Abuse in the 1st degree, and Course of Sexual Conduct Against a Child in the 1st degree.

These charges stem from an ongoing investigation conducted over the last several weeks.

Romano was arraigned in the Town of Schodack Justice Court and remanded to the Rensselaer County Jail without bail.

State Police in Schodack are asking anyone who may have been victimized by Romano to contact the State Police in Schodack at (518) 732-4644.

LOUISVILLE, Ky. (AP)Police say a Kentucky man ruled mentally incompetent in a sexual assault has now raped and robbed an 8-year-old girl whose skull he fractured with a shovel.

News outlets report 29-year-old Cane L. Madden was arrested Saturday on charges of first-degree rape, assault and robbery.

A Louisville police arrest citation says officers responded Friday to a report of a beaten girl robbed of her iPad and found her with a fractured skull and other injuries indicating sexual assault.

It says Madden was seen nearby and questioned, telling detectives "intimate details" of the assault.

Madden was ruled mentally incompetent in February by Judge Annie O'Connell, who dismissed charges that he sexually assaulted a woman and bit off part of her face in 2017.

What happens now? This lunatic can't be allowed to roam the streets.




N.Y. couple face decades in prison for
sexual abuse of infant

Two local people were sentenced to lengthy prison terms Thursday for sexually exploiting an infant, federal authorities said. 

Joshua Carey, 38, of Stamford, and Ariel Machia, 28, of Middleburgh, were sentenced to 40 years and 30 years in prison, respectively.

The announcement was made by United States Attorney Grant C. Jaquith and James N. Hendricks, special agent in charge of the Albany Field Office of the FBI.

According to a media release, Carey and Machia both pleaded guilty to sexual exploitation of a child in February, admitting that in 2016, they photographed one another engaged in sexually explicit conduct with a 1-year-old child. 

The couple was arrested in February 2018, when the images they produced were recovered by law enforcement officers in an unrelated investigation (an investigation into Machia's husband, Christopher's, alleged use of child pornography). Carey and Machia have been detained in federal custody since that time.

Thursday, Senior United States District Judge Thomas A. McAvoy sentenced Machia to serve 30 years in prison, followed by 20 years of supervised release. Carey, who is a registered sex offender with two prior convictions for rape in the second degree, was sentenced to serve a total of 40 years in prison, to be followed by lifetime supervised release. Both will be required to register with the sex offender registry upon release.

This case was investigated by the FBI and its Child Exploitation Task Force, as well as the Schoharie County Sheriff’s Office, the Delaware County Sheriff’s Office and the New York State Police, the release said. The case was prosecuted by Assistant U.S. Attorney Lisa M. Fletcher, Project Safe Childhood Coordinator for the Northern District of New York.

Launched in May 2006 by the Department of Justice, Project Safe Childhood is led by United States Attorneys’ Offices and the Criminal Division’s Child Exploitation and Obscenity Section (CEOS), Project Safe Childhood marshals federal, state and local resources to better locate, apprehend and prosecute individuals who exploit children via the internet, as well as to identify and rescue victims, the release said. Blount County, Ala, Man Convicted Of
Child Sexual Abuse

BLOUNT COUNTY, AL — A Blount County man has been convicted on sexual abuse charges after paying a woman to bring her daughter to him for the purpose of sexual activity. 

Rama Raj "Sonny" Erramraju was convicted of sexual abuse of a child under the age of 12, facilitating travel for an unlawful sex act, and first-degree human trafficking.

According to an Alabama Media Group report, Erramraju engaged in sexual contact on multiple occasions with the young girl between June 2015 and August 2016. The reported crimes happened in room 106 at the Covered Bridge Inn in Oneonta where Erramraju lived.

The girl's mother, Amy Floyd Morgan, was indicted on two counts of human trafficking, two counts of criminal conspiracy and one count of facilitating the travel of a child for an unlawful sex act. The grand jury did not indict her on enticing a child for immoral purposes and sex abuse of a child under the age of 12. Morgan's trial is set for early 2020. Her children were removed from her custody.

Erramraju's sentencing has been set for Nov. 4, and he faces up to 99 years in prison for each of the Class A felonies – human trafficking and facilitating the travel of a child for an unlawful sex act - and faces up to 20 years for the Class B felony of sex abuse of a child under the age of 12.




Orem, Ut, man previously charged with child sex abuse arrested for possession of child porn

Orem Police arrested Austin Terry, 27, on several charges of sexual exploitation of a minor after finding him in possession of child pornography.

Terry was on parole after being charged with sexual abuse of a child in 2012.

Layton Police originally received a referral from the National Center for Missing and Exploited Children regarding a suspect either downloading or uploading child exploitation material, but passed the referral on to the Orem Police Departments Special Victims Unit after it was discovered the suspect resides in Orem, court documents state.

The referral stated a pornographic photos of a child were viewed on Twitter; Layton Police used the phone number and email associated with the Twitter account to find Terry’s address, according to court documents.

A warrant to search the home at the address associated with Terry was approved on Aug. 6, but when officers went to make contact on Aug. 15 they found Terry’s mother, who said he lived in Provo, court documents state. Officers discovered Terry was on parole and contacted his parole officer, who gave police a Provo address for Terry.

Officers made contact with Terry’s landlord, but court documents state Terry himself reached out to Orem Police and agreed to an interview. During the interview, according to court documents, Terry stated he was charged for sexual abuse of a child in 2012 but that since that time he has not viewed any pornography, child or otherwise. Court documents state Terry admitted to having an addiction to child pornography, but he told police he had changed his ways after serving time in jail.

Officers executed a search warrant on all electronics or digital devices associated with Terry, according to court documents, during which they found five videos and 12 photos consistent with child pornography on Terry’s cellphone, as well as some adult pornography. Other devices have not yet been examined, court documents state.

Terry was arrested and booked into Utah County Jail on 17 counts of sexual exploitation of a minor, a second-degree felony.




Matteson, Ill, man charged with child sex abuse

A 64-year-old Matteson man was charged Thursday with multiple counts of aggravated sexual abuse of a child, according to Will County court records.

Mark H. Brennan was charged with two counts of aggravated criminal sexual abuse of a minor and one count of predatory criminal sexual assault of a child under the age of 13, court records stated.

The three offenses allegedly occurred on July 20, according to court records.

A bail amount of $150,000 was set on Friday. Brennan’s next court date is set for Aug. 22.
