A SERIAL rapist is to be released from prison despite an appeal from the justice secretary.

The Parole Board has rejected an application by Dominic Raab to cancel his scheduled release.

Barlow, from Bolton, was jailed for life in 1988 and given a minimum term of 20 years for 11 rapes, three attempted rapes and other offences.

He was found guilty of a 12th rape in 2010 and another one in 2017.

Barlow largely carried out his attacks in the Manchester area and became known as the “Coronation Street rapist” because his victims mainly lived in terraced houses in the north of England.

He attacked a 26-year-old woman in her Sheffield home while her terrified three-year-old daughter hid behind a settee.

Barlow would often break into the homes of victims and use weapons to threaten them, and in one case caused injury, before assaulting them.

Many times he carried out his attacks while children were in the same house.

In December the Parole Board decided Barlow could be released having spent more than 34 years in prison.

It has since rejected an appeal from Raab who said the panel had "failed to take proper account of the evidence regarding risk and in particular the expert psychology evidence".

Reports on Barlow from two psychologists slightly differed over his safety, with one saying he was considered safe while the other said he should undergo further tests in an open jail before being confirmed for release.

In rejecting Raab’s application, the Parole Board said: "there has been no misdirection of law", and the panel had considered "all the evidence".

Members of the panel favoured the report of the first psychologist, adding “it was entitled to reach that conclusion”.

The board claimed that Barlow’s “risk management plan with its extensive list of conditions” would be “sufficiently robust” to manage his return to life outside of prison.

It said: "The whole panel would be aware of the correct test and the panel was chaired by a very experienced retired judge who also has considerable experience of parole hearings and applying the statutory test.”

The board’s decision may be challenged by an appeal in the High Court.

A representative for the Ministry of Justice said the case "emphasises the need for reform of the parole system" and "ministerial oversight of the most serious cases".

Following the re-arrest in 2021 of Colin Pitchfork, who raped and murdered two teenage girls in the 1980s, Raab said he wanted to see a more cautious approach to future parole decisions.

After all, the Parole Board is risking the lives and well-being of innocent women and children. Sexual predators should only be released when the evidence of change is overwhelming.

Dominic Raab is Deputy PM, Secretary of State for Justice, and Lord Chancellor. It takes a lot of nerve to ignore someone with that kind of power. Or, perhaps there's a better word than 'nerve'?

raped children and fed them soap is found dead in cell before sentencing

A PAEDO who starved, fed children soap and physically abused them along with his partner has been found dead in jail.

Cheryl Pickles, 35, and Andrew Hadwin, 39, forced the hungry kids to scavenge for food in supermarket bins.

They also locked the children in cupboards and made them take boiling hot showers and baths.

Hadwin has now been found dead at HMP Durham while awaiting sentencing, Mail Online reports.

The Ministry of Justice said: "HMP Durham prisoner Andrew Hadwin died on 2 February. As with all deaths in custody, the Prisons and Probation Ombudsman will investigate."

Hadwin was last month found guilty of three counts of rape, seven counts of neglect, and one count of perverting the course of justice but cleared of sexual activity with a child.

The rape relates to the non-recent abuse of another child, which happened when she was little.

His partner Pickles was convicted of five counts of child cruelty and one of perverting the course of justice. She was found not guilty of sexual activity with a child.

The evil pair were due to be sentenced on April 28.

Teesside Crown Court heard how the couple starved the children so badly they endured four mile walks to scavenge from bins.

One terrified child was held over a motorway bridge during a horrific campaign of torture.

Hadwin and Pickles also forced the children to watch while standing in stress positions as they ate takeaways in front of them.

They dunked their heads underwater and made the children take scalding hot baths and showers.

As a result of the vile abuse, the kids suffered painful injuries, with one child left with life-limiting injuries.

The sickening crimes finally came to an end in 2018 when one of the brave children told an adult what was happening.

When the abuse was finally uncovered, the evil couple hatched a sick plot to hide their tracks. Pickles and Hadwin wrote fake letters from the children saying: "We are sorry, we told lies".

A probe was launched by Durham Police, with Hadwin and Pickles trying to worm their way out with the letters. But a handwriting expert debunked the fake notes and found they had actually been written in a notebook found at the couple’s home.

The pair were remanded in custody to be sentenced on April 28.

Detective Constable Kat Pudney, of Durham Constabulary’s Safeguarding Unit, said: "This was an extremely complex and distressing investigation for all involved, the likes of which I have never encountered during my time as a police officer.

“Hadwin and Pickles subjected several vulnerable children to multiple forms of abuse, robbing them of their childhood, and undoubtedly leaving them with psychological wounds which they may never truly recover from.

“I want to highlight how incredibly brave these children have been throughout this lengthy investigation - their strength to stand up to their abusers must be commended.

“Hadwin and Pickles have lied to police and other professionals, and attempted to blame others throughout this investigation, in an attempt to divert the attention away from themselves.

“I am delighted that the jury have returned these verdicts, ultimately protecting further children from falling victim to their manipulative and abhorrent behaviour.

“I hope this result will allow the children to close this chapter of their lives and start their healing journey.”

Where did they get the children from? Were the foster parents? Did child welfare hand over several kids to these two monsters? Is there an investigation going on? There should be.

Coronation Street actor Chris Harper has been struggling to rehearse as the Bethany Platt grooming storyline is getting even darker.

The 39-year-old actor, who plays abuser Nathan Curtis in the soap, took to Twitter today to admit that he was unable to practice on the way into the ITV studios like he usually does because the sex abuse plot is "heating up" and he felt uncomfortable reading his lines out loud.

He wrote: "Walking into @itvcorrie normally fine to run lines out loud on my hands-free. Not today. Things are heating up #Bethany #control."

It comes after the disturbing scenes on Friday, which saw schoolgirl Bethany [Lucy Fallon] lose her virginity to Nathan after his partner in crime Mel got her drunk at a nightclub.

The story is to become even more unbearable as young Bethany becomes victim to a sex-ring and pervert Nathan shows his even darker side.

Chris - who prepared for the plot with the help of the charity NSPCC - recently insisted he hopes the harrowing storyline will shed light on the issue and help more victims of paedophiles to come forward.

He explained: "Nothing can desensitise you to what survivors of sexual exploitation have gone through. It's the most important storyline I've ever had.

"It's massively important I get this right for them. We want to reach out to people to let them know help is out there, and to tell ­abusers they can't get away with it.

"Half the problem is getting people to come forward. It's been said that for every one ­person reporting abuse, another seven don't."

Chris also said the upcoming plot could serve as an eye-opener for some TV viewers.

He added: "The stereotype is of this older man with a sticky suit, bad hair and bad teeth.

"But often the reality is very different. The perpetrators could be any age, any colour or class, and so can the people affected."
