Scotland sues British government over veto of gender reform bill

April 12 (UPI) -- Scotland plans to file a legal challenge over the British government's veto of a controversial reform measure that would make it easier for people to legally change their gender.

The Scottish government said it will petition the Secretary of State for judicial review after Britain blocked the gender recognition reform bill in January, citing conflicts with other equality protections throughout the United Kingdom.

London struck down the legislation less than a month after it sailed through the Scottish Parliament with overwhelming majority support.

On Wednesday, Social Justice Secretary Shirley-Anne Somerville described the veto as "an unprecedented challenge to the Scottish Parliament's ability to legislate on clearly devolved matters and it risks setting a dangerous constitutional precedent."

The British government said it was prepared to "robustly defend" the decision which had irked Scottish lawmakers as Britain cited Section 35 of the 1998 Scotland Act as the basis to block the bill from becoming law.

"The U.K. government gave no advance warning of their use of the power, and neither did they ask for any amendments to the bill throughout its nine-month passage through parliament," Somerville said, adding that the legal challenge was the "only reasonable means of resolving this situation."

A court will determine the scope of Section 35 and whether it can be legally applied to cases in which transgender people seek to have their new gender legally recognized.

The legislation aimed to simplify the process of changing one's gender by nixing legal hurdles that required diagnoses or medical reports for the government to issue gender recognition certificates.

Under the proposed rules, people as young as 16 would be eligible to apply for official government papers.

The bill also calls for the two-year time period that adult applicants currently have to wait in their newly acquired gender to be cut to three months, while 17- and 18-year-olds will be required to wait six months to receive documents.

Previously, British Secretary of State for Scotland Alister Jack said the proposal would create "significant complications" due to disparate systems of gender recognition already in place throughout the country.

The issue has kept Westminster and the Scottish Parliament divided for months, with Ash Regan resigning as community safety minister last October just as debate on the matter was set to begin.

Several lawmakers in the leading Scottish National Party also broke ranks to vote against the measure.

Scotland's finance secretary Kate Forbes, who announced last month that she was leaving the government, said she planned to amend the legislation in hopes of ensuring its passage.

Former First Minister of Scotland Nicola Sturgeon, who proposed the legislation six years ago, said Scotland's government would continue to defend the bill.

In January, she called London's move a "full-frontal attack on our democratically elected Scottish Parliament and its ability to make its own decisions on devolved matters."

Sturgeon's successor, Humza Yousaf, said Wednesday that legal action was Scotland's "only means of defending our Parliament's democracy from the Westminster veto."

The increased tensions between Britain and Scotland also threatened to add more strain to the issue of Scottish independence as the British government has blocked Scotland's request for independence twice since 2014.

Woman claiming to be Madeleine McCann submits DNA test

A Polish woman who believes she could be Madeleine McCann has submitted samples for forensic testing to determine if she is the missing Brit.

Julia Faustyna, who also goes by Julia Wendell, has been claiming on Instagram and TikTok that she may be the child – who disappeared from a family holiday in Portugal in 2007 – due to similarities in their age and appearance.

She has amassed tens of thousands of followers on both platforms as a result, posting under the handle @iammadeleinemccann.

The 21-year-old has submitted samples for three different forensic examinations that will outline her DNA sequence, along with a 23andMe-style genetic test to establish her ancestry, private investigator Dr. Fia Johansson told RadarOnline.com.

“If the results come back that she’s British or from that area then we are going to continue our investigation into Madeleine McCann and communicate with the detectives in Portugal,” said Dr. Johansson, who relocated Wendell from Poland to a safe house in the United States after a series of death threats.

“We have a lot of evidence right now that shows Julia was definitely trafficked to Poland from another country by an international sex trafficking group.”

“We are still conducting an investigation but Julia is definitely not the biological daughter of her parents in Poland.”

If Wendell’s ancestry comes from the same region as Madeleine’s parents, Gerry and Kate McCann, Dr. Johansson said she will immediately send the DNA sequence to Portuguese investigators for comparison.

Julia Wendell – who has said she does not “remember most of my childhood” – previously said that Madeleine’s parents have agreed to a DNA test.

She claims that details of her childhood don’t add up, leading her to believe that she was abducted as a toddler and that she has a spot in her right eye and a beauty mark on her cheek similar to Madeleine’s.

Earlier this month, however, Pawel Noga from the Provincial Police Headquarters in Wroclaw told Polish news outlet Gazeta that authorities have “ruled out” Wendell’s version of events to be “true”, according to an English translation of the outlet’s report.

In a 15-minute video posted to her Instagram, Wendell and her “spokesperson”, psychic medium, and private investigator, Dr. Johansson, refuted the officers’ statement.

Dr. Johansson said that “no police officers in Poland said that she (Julia) or she is not Madeleine McCann” and it was “all lies.”

She said the pair also intended to “force” Wendell’s mother to submit to a DNA test.

Internet users have also speculated that Wendell could be Swiss girl Livia Schepp, who disappeared in 2011 with her twin Alessia, aged six.

“Julia is very open to the idea she may indeed be another missing child and they are hoping to carry out a DNA test with her family,” Dr. Johansson recently told The Sun.

“I’ve spoken to her about this and she is open to the fact she could be any missing child out there – not just Madeleine. Julia just wants to know the truth about who she is.”

“One of the reasons she made the connection to Madeleine is because one of the suspects in Madeleine’s case looks very much like a man who she says abused her as a child.”

“But the same man could be connected to Madeleine and other missing children – this is how predators and traffickers work.”

Wendell’s family in Poland, meanwhile, have spoken of their “devastation” at her claims.

“For us as a family, it is obvious that Julia is our daughter, granddaughter, sister, niece, cousin, and step-niece. We have memories, we have pictures,” the family said in a Facebook statement, via Polish missing persons organization Missing Years Ago.

“Julia also has these photos, because she took them from the family home with the birth certificate, as well as numerous hospital discharges.”

“We always tried to understand all situations that happened with Julia. Numerous therapies, medicines, psychologists, and psychiatrists – Julia had it all guaranteed. She wasn’t left alone.”

“Threats to our address from Julia, her lies and manipulations, activity on the internet. We’ve seen it all and we’ve tried to prevent it, to explain, we’ve asked her to stop.”

The family hinted at Ms. Wendell’s motivations, writing that she “always wanted to be popular.”

But, Dr. Johansson urged the family to consider a DNA test, and to “get in touch with us directly so we can discuss the case with them rather than releasing statements online.”

“Some of the information Julia has told us and the evidence we’ve seen doesn’t match what the family are saying so we would like to talk about it directly with them,” she told The Sun.

“It seems suspicious to me that Julia’s family will not take a test, which could clear these claims up very quickly.”

THE family of the young woman who claims to be Madeleine McCann are refusing to take a DNA test to rule out the possibility she is the missing youngster, it has been claimed.

Julia Wandelt, 21, from Poland, has gone viral after suggesting that she may be Maddie, who disappeared in 2007.

Julia is now being investigated and represented by Dr. Fia Johansson, a psychologist, medium and private detective, who says she is doing her best to resolve the case quickly and not bring unnecessary distress to the McCann family.

Fia says she is trying to persuade Julia’s Polish family to provide a DNA test to solve any mystery over the girl’s parentage but so far they have flatly refused.

She is now urging one of Julia's family members to agree to do a test, which could answer Julia's questions about their family background instantly.

"We want to be very respectful to the McCann family, and respect the privacy of them and their kids while we don't know exactly who Julia is," Fia said.

"My feeling is that we need to force the mother or a member of Julia's family to take the DNA test rather than disrupt the peace of Kate and Garry, which is not necessary. 

"If a current family member will take a DNA test we could solve this. But they are refusing to.

"I have been personally talking to Julia's mother and told her we will make her safe and secure in any way she needs but she is still refusing to take the test. She claims she has Julia's birth certificate but our worry is that you can easily forge this."

Julia has been sharing her story on social media where she reveals the reasons that have led her to believe that she is Madeleine.

She claims to have been a victim of sexual abuse when she was young and says that a German paedophile, who was a suspect in the Madeleine McCann case, was her abuser.

Julia also points out she has moles in similar positions to Madeleine and also showed that she had a marking in her eye, similar to Madeleine's coloboma, which means her pupil is a different shape.

Madeleine's parents, Kate and Gerry McCann have never given up hope of finding their daughter.

But sources earlier told The Sun that Julia’s claims may be hurting the family. They said: “It causes unnecessary pain for Kate and Gerry. So many false claims have been made over the years and they don’t need any more."

Fia, who has worked with law enforcement in the US in the past as a psychic detective and private investigator, says she understands the family have to protect themselves from unverified claims and wants to respect their privacy.

Known as the Persian Medium, Fia has previously told The Sun how she has helped solve murders, find terrorists and even helped a member of the Royal Family escape a blackmail plot.

She says she has been involved in the official Madeleine McCann investigation since 2019, when she made a psychic "prediction" that Madeleine was still alive. 

However, she says she is keeping an open mind on Julia's case and is trying to ascertain the facts. 

"I made a prediction in 2019 that Madeleine was alive and loved music and will end up finding her identity by herself," Fia said.

"So all of a sudden I thought with this case there seemed to be a lot of matches, Julia is a talented musician she plays piano. Also, the town she is living in is very close by to Germany.

"At this moment I can't answer whether this is Madeleine or not. But a lot of things are following my own prediction and I can't ignore that."

Fia said she became involved with Julia after a detective got in touch with her about her case. 

"When Julia started to go viral through Instagram my investigation team had some conversations with a detective who was officially involved with the case and who I have been in touch with since 2019," she said.

"They said they didn't know if Julia was legitimate or not yet but that it was worth looking into and as I am a psychologist, human behaviorist and a researcher and had worked on the Madeleine McCann case they thought I could help and work out why this person thinks she is Madeleine McCann. 

"I immediately sent two of my team to Poland and look into the situation and figure out exactly who she is and what she is doing."

The disappearance of Madeleine in 2007 remains one of the biggest unsolved cases in British history. The youngster was only three when she vanished from her family's holiday home in Portugal.

Her parents had left her sleeping with her siblings while they had dinner at the hotel's restaurant - before realising at about 10pm that she was missing.

The couple have since devoted their lives to finding the little girl - now left with Madeleine's "Cuddle Cat" as one of the last reminders of their daughter.

An urgent new arrest warrant has been issued for the prime suspect in the disappearance of British toddler Madeleine McCann over a series of rapes and horrific child sex abuse.

A German court issued the warrant for a 45-year-old male tied to a string of sex crimes in Portugal on Monday, the Telegraph reported.

Although the man is not formally identified, he is believed to be Christian Brückner, a convicted drug dealer and sex offender who was formally linked to the McCann case in April.

He became a suspect as early as September 2020.

Brückner, referred to as “Christian B” in all official communication to accommodate Germany’s strict privacy laws, is serving a seven-year sentence for raping a 72-year-old woman in September 2005 at the same Praia da Luz vacation resort where Madeleine vanished on May 3, 2007.

He was charged last month with five additional sex crimes, including the assault of a 10-year-old girl on a nearby beach less than one month before Madeleine disappeared.

“The accused is the same person against whom charges were brought in connection with the disappearance of the then 3-year-old British girl Madeleine Beth McCann,”  the prosecutor’s office confirmed at the time.

Madeleine, of Leicestershire, was last seen sleeping alongside her infant siblings in her family’s vacation rental while her parents, Gerry and Kate, dined with friends at a nearby restaurant. When Kate McCann checked on her children around 10 p.m., she found the bedroom door and window open and Madeleine gone.

Brückner came to the attention of authorities over 10 years later, when he bragged to a friend that he “knew all about” what happened to the missing girl. In 2021, lead prosecutor Hans Christian Wolters announced his team was “confident we have the man who took and killed [Madeleine].”

Brückner has reportedly denied any involvement in the McCann kidnapping to authorities. A known drifter, the court’s latest warrant claims that he will be a flight risk if released as planned in 2025.

The arrest warrant needs to be approved by Italy, where Brückner was arrested in 2018 before being extradited to his native Germany, the Sun reported. A decision on whether to send him to trial for five additional cases is still pending.

POLICE in Germany and Portugal are at war over sharing DNA evidence which could be key in the hunt for Madeleine McCann.

German cops want to retest a tiny sample of saliva found on a piece of cloth on the missing girl’s bedspread. But officers in Portugal appear reluctant to do a retest or hand the sample over.

They think it could prove a link to prime suspect Christian Brueckner.

They claim the DNA sample has little “identification value” and their previous tests proved inconclusive.

It comes amid reports in Portugal of an “impasse” between the two countries’ officers.

A source close to their Policia Judiciaria said: “We’ve already ruled this out (in relation to Christian B) and it’s insulting to be asked to do this again.

“What’s even worse is that they now want to do it in their labs, as if ours aren’t good enough. This is typically arrogant of them.”

This is called Portuguese pride! Do they really want this case solved? Do they think they are maintaining any kind of dignity by dragging this case on forever?

The Portuguese suggest sending the sample abroad for retesting might be illegal.

German prosecutor Hans Christian Wolters has been publicly critical of the original probe into Madeleine's disappearance from a holiday apartment in Praia da Luz, Portugal in 2007.

Portuguese cops’ requests to share intelligence — such as which sites could be dug up around the resort to help the search — have been blocked.

Peter Bleksley, a founder member of Scotland Yard’s undercover unit, said: “I think this is descending into a very undignified bun fight.

The Germans say they have “concrete evidence” — so far kept under wraps — that Madeleine is dead.

Christian Brueckner, 43, has for the first time denied abducting Madeleine — who was three when she disappeared.

His lawyer Friedrich Fulscher made the revelation after speaking to the paedophile in jail.

His client is serving time for drug offences and the rape of an OAP.

The former lawyer for Madeleine’s parents Gerry and Kate, of Rothley, Leics, declined to comment.

Suspect in Madeleine McCann Case Linked to Missing German Girl

(UPI) -- Authorities said Friday a new suspect in the mysterious 2007 disappearance of 3-year-old Madeleine McCann is now being investigated for a similar case in Germany.

Investigators said this week a German man identified as Christian Bruckner has emerged as a suspect in the McCann case. The British girl disappeared while on a family vacation in Portugal.

Authorities said Bruckner, 43, has a list of criminal convictions that include child sexual abuse, theft and drug dealing, and was convicted in December for the 2005 rape of a U.S. tourist. He was sentenced to seven years and remains in a German prison.

German authorities said Friday Bruckner is now being looked at for possible involvement in the disappearance of 5-year-old Inga Gehrike, who vanished from a family barbecue in 2015.

It was believed that Inga, known "the German Maddie" in the German press, wandered off into the forest while looking for firewood. Officials said Bruckner had owned property within 60 miles of where Inga disappeared and was in Portugal when McCann vanished.

Officials said Bruckner has been known to law enforcement for years, but detectives now believe they have enough evidence to advance the McCann investigation. Police have asked the public for help in contributing evidence.

British, German and Portuguese investigators believe it's likely that McCann is dead, and they're treating the case as a homicide investigation.

I don't think they should close the door to the possibility that Bruckner kidnapped her for a client. 

The McCann family said the Bruckner investigation is "potentially very significant," saying it's the first time since Madeleine disappeared that police have narrowed the case to a single suspect.

"We are talking about a sexual predator who has already been convicted of crimes against little girls and he's already serving a long sentence," prosecutor Hans Christian Wolters said.

McCann's parents were initially considered suspects when she disappeared in 2007, and cleared by Portuguese police the following year.

MADELEINE McCann cops have linked her suspected snatcher to the disappearance of a blonde schoolboy - 11 years earlier.

German detectives investigating Christian B, 43, have contacted the family of René Hasee to say they were looking into his 1996 abduction again.

The youngster, from Elsdorf, Germany, vanished on June 21, 1996 while on holiday with his family in Aljezur - just 25 miles from Praia da Luz, in the Algarve.

He ran ahead during a family walk on the beach to go in the sea. After losing sight of him they never saw him again and were left with just his clothes lying on the beach.

Detectives believe the suspect was regularly living in the Algarve from 1995. He was already convicted of sex offences against children and would have been 19 at the time René disappeared.

René’s dad Andreas Hasee said he heard from police for the first time in 20 years when an investigator from the Federal Criminal Police Office (BKA) contacted him today.

The dad admitted: "There could be a connection."

Mr Hasee, who had accepted his son had drowned, added: "René went to Portugal with my ex-wife and her new partner. He was actually also a very careful child, he would not have easily climbed into the Atlantic alone."

"Of course you start thinking, yes. I don't imagine that René is still alive," he added.

An expert at the found tide and current conditions in the sea at the time of the disappearance made a swimming accident unlikely.

BKA cops in Germany have maintained other victims could be linked to the Maddie investigation. The force declined to comment on René Hasee.

MADDIE SUSPECT

Christian B was first thrust into the frame in connection with Madeleine's disappearance in 2017 after allegedly confessing to abducting the girl while in a bar with a pal in Germany.

He was reportedly chatting to the friend when a TV report came on about the tenth anniversary of the girl's disappearance and he suggested he knew what had happened to her.

German sources claim he boasted he had "snatched her" but didn’t say he had killed her.

Prosecutors in Germany are investigating Christian B "on suspicion of murder" and believe Madeleine is dead and know how she was killed - despite no body being found.

We are now able to show his picture in full in the UK after it was published in a major German newspaper - as cops in both countries appeal for anyone who knows him to come forward.

The convicted paedo, who is currently behind bars, has spent his life in and out of prison since his first crime aged 17.

He was known to have been carrying out burglaries on holiday villas and apartments at the time and had been living at a run-down shack nearby.

Police fear he may have targeted the McCann's apartment when he saw Madeleine and snatched her.

He had expressed a fantasy to "capture something small and use it for days" in a chatroom exchange in 2013, according to reports.

Christian B is currently in prison and was last year sentenced to seven years for the rape of an American woman in Praia da Luz in August 2005, and has a number of previous convictions including one for sexually abusing a child.

He was living in a campervan in Praia da Luz in Portugal around the time the three-year-old vanished on May 3, 2007.

The suspect had previously been in a relationship with an unnamed British woman while living in Praia da Luz in 2004.

As well as the campervan, the drug dealer and burglar also been linked to a 1993 Jaguar XJR6 with a German number plate seen in Praia da Luz and surrounding areas in 2006 and 2007.

The man emerged as a “significant” suspect following a vital breakthrough in the case from a witness who came forward following a 10th anniversary appeal by the Met for information in 2017.

He was already known to British and Portuguese cops investigating the case.

The suspect was aged 30 when Maddie vanished and at the time is said to have been leading a “transient lifestyle” travelling between Portugal and Germany.

The man’s links to Portugal stretch back to 1995 when he was just 18, police said.

Scotland Yard said tonight he has been linked to a 1980s VW T3 Westfalia white campervan with yellow skirting that was registered in Portugal and pictured in the Algarve in 2007 in another bombshell development.

It was pictured in the Algarve in 2007 when he was living in the van in the Praia da Luz area in the days before Madeleine's disappearance.

Cops say he was driving the vehicle in the same town just days before Madeleine vanished and is believed to have been living in it for days or weeks before and after the date of her disappearance.

The German lag - in prison on an unrelated matter - has also been linked 1993 Jaguar XJR6 with a German number plate seen in Praia da Luz and surrounding areas in 2006 and 2007.

On May 4, 2007 - the day after Madeleine vanished - the man got the car re-registered in Germany under someone else's name although it is believed the vehicle remained in Portugal.

German police have seized both vehicles and described the major new prime suspect as white with short blond hair, possibly fair, and around 6ft tall with a slim build.

Scotland Yard is now launching a joint appeal with the Federal Criminal Police Office of Germany (BKA) and the Portuguese Policia Judiciaria (PJ) - with a £20,000 reward for information.

Met deputy assistant commissioner Stuart Cundy said last night: “The main line of inquiry is this suspect. All of us are determined to do whatever we can to establish what happened and to see if this man was involved in Madeleine’s disappearance.

“It is a significant development.

“As part of our investigation into this man, since 2017 we have been to Portugal and Germany.

“A huge amount of work has been carried out by the Met, BKA and PJ.”

The Met's £12million Operation Grange probe into the disappearance has identified more than 600 potentially significant suspects.

They were tipped off about the major new suspect, who was already known to police, following an appeal for information in 2017 - ten years after Madeleine vanished.

A statement from Madeleine's parents, read by Det Chief Insp Mark Cranwell said: "We welcome the appeal today regarding the disappearance of our daughter Madeleine. We would like to thank the police officers involved for their continued efforts in the search for Madeleine.

"All we have ever wanted is to find her, uncover the truth and bring those responsible to justice. We will never give up hope of finding Madeleine alive, but whatever the outcome may be, we need to know as we need to find peace."

Police in Germany and Sweden have issued similar warnings because of Muslim migrants raping and gang-raping women and girls.

Nottinghamshire’s police force has been accused of victim-blaming for urging women not to walk alone at night due to the risk of assault. The safety advisory was retracted after causing an uproar on social media.

In a now-deleted Facebook post, Nottinghamshire police said that “taking a risk when it comes to walking alone at night is not one of those things we should be doing,” stressing that the danger is particularly prevalent for women. “Women who walk alone especially at night are at risk of harassment, or even physical assault,” the message noted. The force also asked women to be careful if they choose to make a “late-night store run.”

The advice didn’t sit well with many women, however, who accused the force of sexism and victim-blaming. Helen Voce, chief executive of Nottingham Women's Centre, described the post as an affront to women. “It felt like a 1980s thing; it is so condescending,” Voce told the BBC, adding that the line about late-night shopping was especially offensive. “I think it makes women feel like it’s their fault and that’s ridiculous.”

Another woman who responded to the Facebook post wrote that “it’s 2019 and we no longer blame women for whatever crime has been committed against them.”

On Twitter, one user argued that the police notice sounded like it was from Saudi Arabia – a country criticized for requiring women to be accompanied by men in many situations.

Responding to the criticisms, a police spokesman acknowledged the “clumsy” nature of the message, while insisting that their underlying intention was to help keep people safe. “The post was swiftly deleted as soon as it was brought to our attention. Feedback has been provided and we would apologize unreservedly for any offense caused,” the spokesman said.

Good grief! This is so absurd, it is tragic. As I have written before, girls in college should try to avoid getting blasted out of their mind on alcohol and/or drugs, because it makes them easily vulnerable to sexual attacks. Some would get upset at the suggestion as victim blaming. It's ridiculous! If they didn't drink themselves into oblivion, if they didn't walk alone at night, there would be no victim to blame. 

Why do these women want to put other women at risk? Is it just because they have a right to? They do have a right to and European governments are failing them in not ensuring those rights. But, it is still a colossally stupid thing to do to put yourself in an unnecessarily dangerous situation, just because you have a right to.

Not everyone asked for an apology, however. “Imagine being offended by well meaning, practical advice,” one netizen mused. Another unfazed Twitter user described the controversial police advisory as “common sense.”

Denying the risks of walking alone at night is tantamount to leaving your car unlocked – a reality “sadly lost amongst sjw liberals,” noted an equally unbothered netizen.

An international think-tank has revealed an explosive new theory about what happened to missing British toddler Madeleine McCann - she was kidnapped by an international paedophile gang.

Madeleine disappeared from the holiday apartment her family was staying at in Portugal in 2007, and hasn't been seen since.

The shocking allegations were made by John Whitehead, president of conservative human rights organisation Rutherford Institute and an expert on child sex abuse.

He believes she was taken by a sex trafficking gang the same way other children are taken.

"Oh I think she was. Kids are being snatched all over the world," Whitehead told UK tabloid the Daily Star.

"When you look at migrant children coming across the border in the US, they just go missing.

"It's big business. You can get more money than from drugs and guns because you have kids doing multiple sex acts a day and they're being filmed. A child might be raped up to 6000 times in a five-year period of servitude and it's all money."

His comments come as Portuguese detectives investigate a convicted paedophile who was in the country at the time.

Officials have reportedly identified a German man who was in Portugal at the same time Madeleine disappeared.

A convicted paedophile and serial killer from Germany has emerged as a figure of interest in the hunt for missing Madeleine McCann, according to a former Portuguese detective.

Martin Ney, 48, who is serving life in prison for abducting and killing three German children between 1992 and 2001, is reportedly being investigated by officers from Portugal's Policia Judiciaria.

The 48-year-old child sex monster is said to closely resemble a photofit issued by detectives in the case and was understood to have been in Portugal in 2007, when the three-year-old was abducted.

Ney, who is in jail in his native Germany, has previously been interviewed by detectives investigating Madeleine's disappearance but has denied any involvement.

Originally from Hamburg, the predatory paedophile targeted children on holiday sometimes entering their apartments or tents wearing a mask and carrying a weapon and other times using camouflage in order to ambush them.

In 1992 he killed 13-year-old, Stefan Jahr, the following year he struck again, abducting and murdering eight-year-old Dennis Rostel and then in 2001 he killed eight-year-old Dennis Klein.

He is also suspected of killing another child in Holland in 1998 and one in France in 2004.

All of Ney's previous victims have been boys, but police working on the McCann case have continued to consider him as a person of interest.

After training as a teacher he is known to have travelled extensively, including to Ecuador, Peru and Portugal.

He resembles a photofit issued in 2013 of a man who was spotted acting suspiciously in Praia da Luz around the time Madeleine was abducted.

Clarence Mitchell, the McCann's spokesman said: "It might be him and he fits the profile, he is a known predatory paedophile and he's a foreigner.

"It is quite possible and plausible police are looking at him again but it could be someone else. There is a degree of credibility it is Ney but we cannot speculate.

"Ney has been previously interviewed by detectives over Madeleine's abduction, and denied it. He is in a German jail now."

He added: "Kate and Gerry are not in a position to comment on this, nor would they because it is operational detail and they will not discuss it."

Last Friday marked the 12th anniversary of Madeleine's disappearance from her parents' holiday apartment in the Algarve resort of Praia da Luz.

Scotland Yard currently has a small team of detectives continuing to work on any potential leads.

A spokesman for Scotland Yard refused to comment on the claims that a foreign paedophile was now being probed as part of the investigation.

But Goncalo Amaral, the controversial former Portuguese police chief, who was sacked in 2007 after claiming the McCanns were involved in their daughter's disappearance, told the Australian media that a jailed German paedophile was now the main suspect.

Last week Cressida Dick, the Commissioner of the Metropolitan Police confirmed that a small dedicated team, from Operation Grange, continued to investigate Madeleine's disappearance and were following up a number of lines.

She also said they were awaiting a decision from the Home Office whether to continue funding the unit for another year.

A TOP cop has lashed out at the £100,000 extra funding - on top of £11 million already spent - given to the search for Madeleine McCann, calling it a “thankless task.”

The bombshell from Colin Sutton who turned down the opportunity to lead the inquiry into Maddie’s disappearance told a documentary her corpse could be buried in any of 600 ancient Portuguese wells.

Now Mr Sutton said: “It’s almost impossible without specific intelligence that would allow you to focus on a specific area."

“It would be very easy to secrete something there and be very confident it wouldn’t be found.”

Forensic scientist David Barclay agrees with Mr Sutton, calling Praia da Luz, Portugal, “the easiest place to hide a body.”

Maddie vanished from an apartment in the region in 2007, when she was just 3-years-old, as her parents dined at a nearby tapas restaurant.

Kate and Gerry McCann remain optimistic that one day the search will find their missing daughter, who would now be almost 15-years-old.

The parents have set up a ‘Find Maddie Fund’ and raised £728,508 to hire private investigators who can help the search.

Funds raised by the account come mainly from public donations - and if the police’s ‘Operation Grange,’ which wants to find Maddie, ever stops, then the McCanns plan to continue the hunt.

Last year, detectives admitted they were pursuing a “critical line of inquiry.”

Family spokesperson Clarence Mitchell said: “The Met Police will put in a further request for funds if they feel work still needs to be done.

“Money in the Madeleine Fund gives Kate and Gerry the option to pick up their own inquiries again, if they choose, with private investigators.

“They are very encouraged that the Met Police still believe there is work left to be done and they are incredibly grateful to the Home Office for providing an extra budget for the investigation.”

The Home Office approved the extra £100,000 last week, with Operation Grange funding approved on a six-monthly basis.

Between October 2017-March 2018, the Government gave £154,000.

A Home Office spokesman said: “The Government remains committed to the investigation into the disappearance of Madeleine McCann.

“We have briefed the Metropolitan Police Service that its application for special grant funding for Operation Grange will be granted.”

Police searching for Madeleine McCann have said they are pursuing a "significant line of inquiry" as the 10th anniversary of her disappearance approaches.

Assistant Commissioner Mark Rowley told Sky News: "...Because it's worth pursuing it could provide an answer, but until we've gone through it I won't know whether we are going to get there or not.

"Ourselves and the Portuguese are doing a critical piece of work and we don't want to spoil it by putting titbits of information out publicly."

Meanwhile, the only four official suspects investigated by the Met Police over the abduction have been ruled out of the inquiry.

The suspects were believed by Scotland Yard to have taken her during a burglary gone wrong at the McCanns' rented holiday apartment in Portugal.

They were identified by their mobile phone use, their location near the apartment on the night and their backgrounds.

One is Jose Carlos da Silva, 35, a former driver at the Ocean Club complex in Praia da Luz, where Madeleine vanished on 3 May, 2007.

He and the others were questioned and investigated for six months before being told they would face no further action.

Mr Rowley said: "Somebody's doing a burglary, panicked maybe by a waking child and that's what leads to Madeleine going missing."

Asked if that was an unlikely scenario and if any surprised burglar would simply run away, Mr Rowley said: "In my experience, if you try to apply the cold, rational logic of a normal person sitting in their front room to what criminals do under pressure, you tend to make mistakes.

"It was a sensible hypothesis and it's not entirely ruled out."

Madeleine disappeared as she slept in a room with her younger twin siblings while their parents Kate and Gerry McCann, both doctors, dined with friends nearby.

Scotland Yard began investigating six years ago after the failure of the first Portuguese police investigation. The team of detectives, cut in 2015 from 29 to four, has spent more than £11m of UK Government funds.

Mr Rowley said new information was still being received daily.

The Metropolitan Police was recently given an extra £85,000 by the Home Office to keep the investigation going until September.

Portugal's deputy national director of the Policia Judiciaria, Pedro do Carmo, told Sky News that he was under no financial or political pressure to wind up his re-opened investigation.

He said: "If the Metropolitan Police decides to close its investigation that doesn't mean we are going to close ours.

"Our two investigations are not dependent on one another."
