Former teacher Rodney Neville Watkins guilty of sexually abusing boys in Perth




A former teacher who sexually abused primary school-aged boys in Perth, and one on Rottnest Island, in the 1970s in 1980s has been found guilty of multiple charges.

Rodney Neville Watkins, 76, has been on trial in the WA District Court on 14 charges of indecent dealing, accused of abusing four boys.

He was found guilty of all charges.

The court had been told Watkins and his partner Robert Lefroy, who was also a teacher and is now deceased, had abused boys at the schools where they taught and in their shared home in Perth, among other places.

One boy was abused after Watkins had taken him out on a boat on the Swan River, while another was assaulted by both men in a tent at popular holiday destination Rottnest Island.

The four victims did not know each other and most gave evidence to the trial via videolink.



The first victim, now in his 50s, told the court how Watkins touched him in the school library.

He said he visited Watkins' home, used the pool and the sauna with the two men, was given alcohol and smoked hashish in what the teacher called "the happy pipe".

He was then sexually abused by Watkins.

Watkins had also taken him sailing on the Swan River, he told the court, then further abused him in the shower block at Nedlands Yacht Club.

Emotional testimony

The second victim, who is now in his 60s, took the stand in the courtroom.

He was taught by Watkins' partner Lefroy at a different school, and broke down as he described the abuse he endured, including being touched and then slapped across the face by Lefroy as he tried to get away.

He met Watkins when the two teachers took him to their house, where he was forced to engage in sexual activities, he said.

He was nine years old at the time.



The third victim was also a student at Lefroy's school, and also became emotional several times while giving evidence.

He told the court how Lefroy had put his hand on his groin, and hit him.

"I wet myself," he told the court.

During an excursion to Rottnest Island with both teachers, he detailed how the men encouraged him to take his bathers off while swimming and abused him.

He described how he was woken from his sleep in his tent and sexually assaulted by the men, one after the other, leaving him with a painful injury.

He was aged 10 years old at the time.

Victim felt 'disgusted'

The fourth victim, also aged 10 at the time, told the court how Watkins and Lefroy would shower together at their house while he was present, and he was given erotic magazines to look at.

He said Watkins and Lefroy had sexually assaulted him together, leaving him feeling "disgusted".

On one occasion, there were two other men at the house who he didn't know, and Watkins told him they may want to "join in".

Watkins had denied all of the alleged sexual activity with the boys.

He showed no reaction as he stood to hear the verdicts read out by the foreperson.

He was remanded in custody and is due to face a sentencing hearing in November.

Evil 8 Paedophile Ring: Another WA Man Pleads Guilty

A West Australian man has plead guilty to 61 charges
related to the sexual abuse of a girl who was 
offered up for rape and porn by her own father.

In the Perth Magistrates Court today Ryan Trevor Clegg has pleaded guilty to charges including sexual penetration of a child and indecently recording a child.

He's had his bail renewed to appear in the West Australian District Court on September 30.

Six other men have faced court over the sexual abuse of the girl. 

8 men, and I use that term loosely, more than 500 charges total, all involving one little girl.

The father of the girl, who cannot be named to protect the identity of his daughter, pleaded guilty to 61 offences committed between 2013 and 2015 when the girl was aged between 11 and 13.

He has been jailed for more than 22 years.

Nicholas Adam Beer pleaded guilty in Perth Magistrates Court in April to 163 charges including sexual penetration of a child, indecently recording a child, distributing child exploitation material and indecently dealing with a child.

In June Benjamin Simon Clarke was sentenced to three years in jail after taking naked and semi-naked photographs of the young girl in 2014 after her father answered an advertisement he had placed on the internet.

Also in June, Troy Phillip Milbourne, 42, pleaded guilty in Bunbury's District Court to four counts of having indecent dealings with a child under 13 years and three counts of sexual penetration of a child under 13 years. 

Alfred John Impicciatore, 46, faces charges including four counts of sexually penetrating a child aged between 13 and 16, and possessing child exploitation material. Appearing with his third lawyer in Perth Magistrates Court on July 7, Mr Impicciatore sought another substantial adjournment but was told he would only get a short one as he'd "delayed the matter successfully for 12 months".

In January a Perth judge has delayed sentencing of Mark Lesley Liggins who played a role in the sexual abuse of a 13-year-old girl so he can support his seriously ill daughter after she has surgery.

Mr Liggins has been warned he is likely to face jail time after he admitted using electronic communications to attempt to expose a child to indecent matter or procure them to engage in sexual conduct.

West Edmonton Mall Pervert Arrested in Australia on Child Porn Charges

Aaron Voon, a child psychiatrist accused of video-taping a boy in a washroom at West Edmonton Mall, was arrested last night in Australia on charges of possession of child exploitation material.

Voon was arrested Thursday night at Perth Airport after returning from Canada.

He made a brief court appearance Friday and is being held in custody.

Police issued a news release saying a 41 year old has been charged after an investigation by Australia's Joint Anti Child Exploitation Team.

Using information provided by ALERT's Internet Child Exploitation team in Edmonton, Australia police searched Voon's home and business, where they allegedly found "a number of images classified as child exploitation material," police said.

Voon was a respected child psychiatrist who worked at the Successful Development and Therapy Centre in Perth, where he treated hundreds of patients under the age of 10.

The media reports quote police as saying no link has been established between the children he works with and the pornographic material on his computer.

Voon is scheduled to appear in court again on Wednesday.

Edmonton police say Voon used a camera to record a 10-year-old boy in the washroom at the movie theatre in West Edmonton Mall on May 22. Voon is charged of possession of child pornography, making child pornography and voyeurism.

Last week, an Edmonton judge granted Voon bail with conditions, including that he put up $75,000 cash and stay away from anyone under the age of 18 unless accompanied by their parent.

Voon is also not allowed to use a mobile device equipped with a camera, and cannot attend parks or swimming areas where children are present.

64 Year Old Man Facing 64 Child Sex Abuse Charges

A 64-year-old man has been arrested and extradited from NSW to Western Australia to face 64 historical child sex abuse charges.

It will be alleged that between 1978 and 1983, he sexually abused 10 children aged 10 to 16 under his care at the Warminda Hostel in East Victoria Park, Perth, WA police said in a statement on Saturday.

The hostel for Aboriginal children was run by Methodist and Uniting (United?) Church agencies at the time.


The man was arrested on Friday by Taskforce Tonalite and is due to face Perth Magistrates Court on Saturday.

He has been charged with 12 counts of rape, 23 of indecent treatment of children under 14 years, 11 of indecent practices between males, eight of indecent assault of a female, six of indecent assault of a male, and four of indecent acts.

WA Police Taskforce Tonalite was established within the Child Abuse Squad to investigate historical child sexual abuse, including referrals provided from the Royal Commission into Institutional Responses to Child Sexual Abuse.

Perth Paedophile Ring Member Pleads Guilty to 163 Child Sex Abuse Offences

Another Perth man has admitted his part in a paedophile ring that involved the repeated abuse of a 13-year-old girl.

Nicholas Adam Beer has appeared in Perth Magistrates Court and officially pleaded guilty to 163 charges including sexually penetrating a child, indecently recording a child and distributing child exploitation material.

Beer was one of eight men, including the girl's father, who were charged (with more than 500 offences) in July last year when the paedophile ring was uncovered by police after a tip-off from a member of the public.

The father, who cannot be named to protect the identity of his daughter, has pleaded guilty to hundreds of charges and is due to be sentenced later this year in the District Court.

He arranged for men to meet his daughter and sexually abuse her.

A former Christian pastor, David Volmer, admitted his involvement in the ring last year and was sentenced to more than 10 years' jail for offences including giving the girl a stupefying substance so he could abuse her.

The Perth District Court was told Volmer had three sexual meetings with the girl after her father answered an advertisement he placed online for sexual massages.

Beer was released on bail until he appears in the District Court in June.

Eight Men, 500+ Charges of Child Sex Abuse, One Girl

One of eight West Australian men accused of sexually abusing a 13-year-old girl is scheduled to appear in court.

The 42-year-old was among a group of men arrested after a tip-off from the public in April.

Police allege the girl's father, who is also charged with sexually abusing the child, organised for the seven accused to meet with her when she was aged 11 to 13.

In total, the eight men face more than 500 charges.

Clegg is scheduled to appear in Perth Magistrates Court later on Thursday.

You know what I would like to do to guys like this, especially the dad? I would like to immerse them in ice-water for 5 minutes then take a picture of them naked and post it on the internet. Then put them in prison for the rest of their lives. Anybody on-board with that?

Child sex abuse detectives arrested the eight men, who are aged between 35 and 47, after a tip-off from the public in April led to the rescue of the girl.

As an example of the shocking nature of the alleged offences, police said one man was in possession of 200,000 videos and four million images involving child exploitation.

The men have been charged with a total of 503 offences including sexual penetration of a child under 13, indecent dealing with a child under 13, indecent recording of a child under 13, distribution of child exploitation material, stupefying with intent to commit an indictable offence and sexual servitude of a child.

The offences allegedly happened when the girl was between the ages of 11 and 13.

She is now safe and in care, receiving treatment, police said.

Police allege the girl’s father organised for the seven other men — who were not linked by any group — to meet her at various locations where the abuse happened.

As part of Operation Ripstop, the seven other men charged were:

— The victim’s father, who cannot be named for legal reasons, charged with 228 offences due to appear in Perth Magistrates Court on August 19

— Ryan Trevor Clegg, 42, from Attadale charged with 61 offences. He is due in Perth Magistrates Court on August 17

— Nicholas Adam Beer, 35, from Wanneroo charged with 163 offences. He will face Joondalup Magistrates Court on August 19

— Alfred John Impicciatore, 45, from Wembley charged with four offences. He is due to appear in Joondalup Magistrates Court on July 31

—Mark Wesley Liggins, 47, from Coodanup charged with 10 offences who will appear in Mandurah Magistrates Court on August 4

— Troy Phillip Milbourne, 41, from South Bunbury charged with 10 offences who will face Bunbury Magistrates Court on August 6

— Benjamin Simon Clarke, 47, from Bedfordale charged with 15 offences who is due in Joondalup Magistrates Court on September 2

All men have faced court for the first time but it’s understood most of them have not yet entered any pleas.

Volmer, 41, pleaded guilty on July 1 and is on bail to face the District Court next month.

Originally from South Africa, Volmer set up a branch of the South African Acts Christian Church in Carramar and became state executive director of the Prison Fellowship Program, a religious outreach scheme for inmates. He resigned from that position in late June.

After news broke of his charges, the international heads of Acts Christian Church, Reverend Peter de Fin, told The Sunday Times he was travelling to Perth to apologise to the victim and ask her to “forgive us for failing you”.

The allegations, to which Pastor Volmer has confessed, are a betrayal of the trust that the people place in a minister of the church,” he said.

“We offer no excuses for such disgraceful and disgusting behaviour.”

WA Police Commissioner Karl O’Callaghan has described the case involving eight men charged with the sexual abuse of a 13-year-old girl as “bizarre and really disturbing”.

Commissioner O’Callaghan said he was “staggered” to learn about the case.

“I can’t remember something like this in Western Australia,” he told 6PR radio.

“It’s really bizarre and really disturbing.”

Mr O’Callaghan said police acted quickly after a tip-off from a member of the public.

“Without that, it might still be going on,” he said.

Detective Superintendent Glenn Feeney, of the Sex Crime Division, said on Wednesday that police acted rapidly, with the priority being ensuring the child’s safety.

“The child was still in a situation where this could, had we not known, had we not been advised, could have continued,” he said.

“Physically when the police first intervened, she was physically OK. Psychologically I can’t answer but she will receive and will need a lot of help from that side of things for a long time, I’d say.”

Det Supt Feeney said it would be alleged that each offender knew the girl’s father and it was the father who shared his daughter with the others as well as abusing her himself. He described it as an “ongoing investigation”.

He said police had found about 150 images and videos involving this particular victim, describing the material in general as “disgusting”.

“The common denominator was they all had known the father. Clearly there was electronic media used to communicate, hence we seized all the electronic devices that the (men) had,” he said.

“We’re just continuing the investigation into any other possible offenders, at the moment and it’s ongoing. As I said, we won’t stop until we completely exhaust that investigation.

Det Supt Feeney said any sex abuse, particularly against children, was “beyond words” and sadly in this line of work police saw “the dark, evil side of human nature”.

“It just goes to the heart of being a parent,” he said.

“Whether it’s a parent or a relation or a close family friend or teachers or anyone in a position of trust you would expect them not to do these things.”

All eight men have already faced court for the first time on these charges. One man has already pleaded guilty.

Perth, Australia: Eight men have been charged with hundreds of child sex offences against a 13-year-old girl in Australia, including her father whom police alleged Wednesday organised the horrific abuse over two years.

The paedophile ring was smashed last week when detectives in Western Australia arrested the men, aged between 35 and 47, after a tip-off from the public.

They face a total of 503 charges, including sexual penetration of a child under 13, stupefying the girl potentially with drugs or alcohol, sexual servitude, indecently recording abuse and distributing child exploitation material.

As an example of the nature of the alleged offences, police said one man alone was in possession of 200,000 videos and four million images, although they were not only of the Perth teenager. Around 150 pictures and videos were of the girl.

“It’s disgusting material. There’s no words to describe it,” Detective Superintendent Glenn Feeney told reporters in Perth, adding that the 13-year-old was rescued before the men were rounded up.

“The victim is now a 13-year-old child. At the time of the offences alleged she was between the ages of 11 and 13,” he said.

“She was rescued from this horrible situation she was in. She is safe, she is receiving the care that she requires and that will be an ongoing situation.”

The teenager was physically OK when taken away by police, “but psychologically, I can’t answer”, said Feeney.

“She will receive and will need a lot of help from that side of things for a long time, I’d say.”

He added that the girl’s father was among those charged but with the case now before the courts, he would not reveal whether money changed hands, only that he was accused of sharing her with the other men.

“It will be alleged in the courts that each of the other offenders knew the father and it (the abuse) was facilitated by the father,” he said, adding that the men met the girl at various locations.

He refused to comment on the whereabouts of the mother.

The father, who cannot be named to protect his daughter’s identity, was charged with 228 offences. Another of the men charged is reportedly an evangelical preacher.

Police are continuing to sift through the material seized, with Feeney not ruling out further arrests. The men are due to appear in court over the coming days.
