Fraser Valley woman pleads guilty in horrific foster child abuse case
The woman faces 10 years jail time on manslaughter and aggravated assault charges

A woman from the small community of Lake Errock, B.C., is pleading guilty to manslaughter and aggravated assault after abusing two foster children and contributing to the death of one of them.
The woman was foster parent to two youths aged eight and 11 who she admitted to abusing in provincial court in Chilliwack on Friday morning (Nov. 4).
The 11-year-old died.
There is a publication ban on the names of the victims, which means the woman cannot be named because that could identify the children.
Much of the abuse was captured on video taken between Dec. 1, 2020 to Feb. 26, 2021.
Crown prosecutor Theresa Iandiorio laid out some, but not all, of the facts in the case before the woman entered her pleas. Full details will emerge at a sentencing hearing still to come, but what came out Friday paints a horrible picture.
Iandiorio told the court the accused participated in serious crimes of violence over a period of months.
“It was deliberate and protracted, and at times included weapons and restraints,” she said.
One of the weapons used to hit the children was a two-by-four piece of wood.
The older child died from blunt force trauma to the head, an injury sustained on Feb. 26, 2021. He was declared neurologically dead two days later and was taken off life support on Mar. 1, 2021.
In the months leading up to that moment, both children were frequently restrained with duct tape, including on their faces. They were sprayed with chemicals, made to wear diapers and forced to do physical activity for hours, often while naked or wearing a diaper.
One of the children was compelled to eat dog food and drink their own urine. Iandiorio said the other child was forced to eat the contents of their spoiled (soiled?) diaper.
Iandiorio said the accused directly participated in the abuse. At times she was present when her male partner abused them and at times they abused the children together.
Iandiorio said the woman directed an older foster child to abuse them and encouraged her biological children to do the same.
“At no time did she take any steps to stop the abuse,” Iandiorio noted. “She is a party to those offences.”
Crown and defence arrived at a joint sentencing submission, with both sides agreeing on 10 years in jail.
That recommendation isn’t binding however. The judge will have latitude to go above or below it depending on what is heard at a sentencing hearing that is expected to take two or three days.
A date for the sentencing hearing has not been set.

An Australian man has been sentenced to 129 years in a Philippine jail as part of a child sexual abuse case involving victims as young as 18 months, a prosecutor has said.
“I hope this sends a very strong message to all abusers, all human traffickers, that crime really does not pay,” Merlynn Barola-Uy, a regional prosecutor in the southern city of Cagayan de Oro, said on Wednesday.
It was the second conviction for Peter Gerard Scully, who is already serving a life sentence for rape and trafficking of girls.
The Philippines has become a global hotspot for child sex exploitation, experts warn, helped by poverty, English fluency and high internet connectivity in the country.
The Cagayan de Oro court handed down the sentence on 3 November after Scully and his three co-accused entered into a plea bargaining agreement.
They had been charged with 60 offences, including trafficking, child sexual abuse material, child abuse and rape.
Scully’s girlfriend, Lovely Margallo, was sentenced to 126 years in jail.

44 arrested in Poland in a sting targeting online child sexual exploitation

The Polish Central Cybercrime Bureau (Centralne Biuro Zwalczania Cyberprzestępczości), supported by Europol, targeted child sexual abuse through the setting-up of a special team of police officers in August. The officers, who are experienced in investigating perpetrators involved in the distribution of child sexual abuse material, carried out extensive analytical and operational activities to identify offenders and gather evidence material. The investigations involved other Polish authorities, as well as Europol, the private sector and the National Centre for Missing and Exploited Children (NCMEC).
At the end of October, Polish police officers carried out 82 searches across the country and arrested 44 suspects aged between 18 and 66. The preliminary analysis and the searches led to the identification of 15 500 files of both video and photographic material depicting the sexual abuse of children, and to the seizure of 350 large-capacity digital storage units. Some of the images saved on the seized storage items depicted the sexual abuse of infants and toddlers. As some of the files were encrypted, they will be subjected to further examination once decrypted. The leads gathered during the operational actions have fed further investigations that are still in progress.
Among the arrested is an individual suspected of sexual abuse of two children aged four and five, as well as a second individual who has already served a five-and-a-half-year sentence for sexually abusing minors. The operational activities also led to the possible prevention of the victimisation of a child. During the search of a suspect’s house, the officers uncovered correspondence with a 10-year-old boy, which suggests that the adult had obtained the trust of the child for the purpose of his subsequent sexual exploitation. An investigation into a further similar case is now ongoing.
For several years, Europol has served as a destination for NCMEC reports targeting online suspects in various EU Member States, including Poland. Every NCMEC report is stored and cross-checked against Europol data and eventually disseminated to the respective country. Europol supported the Polish operation by providing analytical, victim identification and open-source support, and by facilitating exchanges of information.
