PHOENIX — The results of a multi-agency undercover operation supported by Homeland Security Investigations (HSI) and led by the Phoenix Police Department Human Exploitation and Trafficking (HEaT) Unit, was announced Oct. 24.
The operation was conducted with federal, state and local HEaT representatives, including the Phoenix Police Department Internet Crimes Against Children (ICAC) Unit, Tempe Police Department, Mesa Police Department, FBI, and the Maricopa County Attorney’s Office for Operation Tangled Web. This undercover operation targeted to reduce the demand of child sex crimes and human trafficking.
Throughout the operational period, undercover detectives placed ads on websites commonly sought out by suspects seeking illegal sex acts. The suspects allegedly solicited and/or brokered deals for various sex acts with minors and were subsequently arrested.
The Phoenix Police Department routinely conducts operations of this type with local, state and federal partners in a continuous effort to reduce the demand that fuels child sex trafficking and the exploitation of children in the community.
Montana agents arrest six in child exploitation sting in Missoula

Six men appeared in court Friday afternoon on allegations of trying to entice minors for sex following a sting operation in Missoula this week, officials report.
The operation started on Wednesday and stretched late into Thursday evening. It was led by the Montana FBI Child Exploitation and Human Trafficking Task Force, according to a press release from the Missoula County Sheriff’s Office.
Jeffrey J. Barilla, 40, is charged with one count of sexual abuse of children with a victim under 16 years old along with one count of attempted prostitution involving a child over 12 years old. Both are felonies. His bond was set at $250,000
Charging documents explain that authorities worked undercover placing ads offering commercial sex on various online websites and also created fake social media accounts of underage girls.
Cody A. Harrington, 28, is charged with one count of sexual abuse of children with a victim under 16 years old and one count of attempted prostitution involving a child over 12 years old, both felonies. He’s being held on a $100,000 bail.
Zhiqiang Lin, 31, is facing one count of sexual abuse of children with a victim under 16 years old and one count of attempted prostitution involving a child over 12 years old. He was released on his own recognizance.
Nathan M. DonGilli, 43, is charged with one felony count of attempted prostitution involving a child over 12 years old. He was released on his own recognizance.
Kyle D. Lindgren, 33, is charged with one count of sexual abuse of children with a victim under 16 years old and one count of attempted prostitution involving a child over 12 years old, both felonies. His bail is set at $25,000.
All suspects were ordered to have no contact with minors and are barred from using social media or dating websites.
The six individuals will appear on Nov. 14 for their arraignments in Missoula County District Court to enter pleas to the charges. Missoula County Justice of the Peace Alex Beal presided over all six cases on Friday.
Andrew D. Phillips, 23, is charged with one felony count of sexual abuse of children with a victim under 16 years old, a felony. He’s in custody pending the posting of a $100,000 bond.
The press release stated the task force is composed of law enforcement agents from various jurisdictions in Montana, along with federal officers.
“This is the first time in recent years that the task force has focused their efforts in Missoula,” it read. “The Task Force is focusing their efforts throughout Montana in areas where there is a concentrated population base.”
Truck driver sentenced to 25 years in prison for repeated
sex abuse of child in Oregon

An interstate truck driver from Nevada was sentenced to 25 years in federal prison Thursday for repeated sexual abuse of a child who accompanied him on trips to Oregon and elsewhere.
Albert Wayne Welling, 60, repeatedly abused and assaulted a child over years in multiple states, beginning when the child was in kindergarten, according to the Department of Justice. Welling also received a life sentence of supervised release.
The sentencing for 300 months in prison was announced Thursday in federal court in Eugene. Court documents do not show where Welling recently resided but he had a residence listed in Mesquite, Nevada.
The case was investigated by the FBI Eugene Resident Agency with assistance from the Cottage Grove Police Department. The FBI and Cottage Grove Police did not return requests for comment Thursday afternoon regarding whether the abuse took place in Lane County.
Welling, who was an employed truck driver, had the child accompany him on trips and stay in hotels with him in Oregon, Nevada and other states, the DOJ said. Welling abused the child daily or every other day, according to the DOJ. The abuse took place in the truck and other locations.
The man acted as if he was in an adult sexual and romantic relationship with the child, the DOJ said. This included giving the child gifts and allowing them to use a debit card he funded.
In exchange for gifts, Welling would tell the child “you owe me,” according to the DOJ. Available court documents do not specify the child's gender. The child reported Welling’s abuse in September 2020.
In October 2020 a federal grand jury in Eugene indicted Welling, charging him with aggravated sexual abuse of a child. A warrant was issued and Welling was arrested in Portland in December 2020.
Welling was given additional charges in July 2022 of traveling to engage in illicit sexual conduct with a minor, coercing and enticing a minor, and transporting a minor with intent to engage in criminal sexual activity.
Five days later following a bench trial, Welling was found guilty on all charges.
The Lane County District Attorney’s Office assisted the federal attorneys with prosecuting the case.

It's unfortunate this report fails to explain Welling's relationship to the child, or how he was able to take the child on so many trips.
