New City Man Sexually Abused Girl Under 13 At Several Locations In Rockland: DA
A 34-year-old man has been accused of predatory sexual assault against a young girl in Rockland County, prosecutors announced.
New City resident Miguel Mishquero-Paguay, 34, was arraigned Monday, Dec. 8, on one count of predatory sexual assault against a child and one count of first-degree course of sexual conduct against a child, the Rockland County District Attorney's Office said on Tuesday, Dec. 9.
According to the DA's Office, the charges stem from Mishquero-Paguay's alleged sexual abuse of a girl under 13 years old at several locations throughout Rockland County between June 2022 and December 2023.
If convicted, Mishquero-Paguay faces a potential sentence ranging from 10 years to life in prison, up to a maximum of 25 years to life.
The case was investigated by the Spring Valley Police Department, the Ramapo Police Department, and the DA’s Special Victim’s Unit. It is being prosecuted by Senior Assistant District Attorney Brittany Richardson and Supervising Assistant District Attorney Emily McNiff.

Christopher Escobar has been given life in prison after being convicted of lewdness with a child under 14. Last December, the grandmother of the 10-year-old victim told the Reno Police Department that Escobar, who was known to the victim, had inappropriately touched her while she was sleeping. An investigation found there were two victimized minors who had been touched by Escobar. He will be eligible for parole after 10 years.
Andrew Malsack has also been given life in prison after being convicted of sexual assault on a child under the age of 16. Earlier this year, a 13-year-old girl told her school counselor that, while living in Sparks as a child, she was sexually assaulted by Malsack multiple times. An investigation found that the victim was between 4 and 5 when the assaults occurred. Police also learned that a second victim was also victimized by Malsack when he was four or five. Malsack will be eligible for parole after 25 years.
Javier Castellanos-Bacilio has been given life in prison with the possibility of parole after 65 years. Castellanos-Bacilio was previously convicted on three counts of lewdness with a child and one count of sexual assault against a child under 14 years and was sentenced to 10 to life for each lewdness count and 35 to life for the sexual assault count, running all sentences consecutively.
Jaime Oseguera was also given an additional 115 years in prison for sexually abusing three victims in connection to a second case against him. He previously had been given 247 years in prison in the first case against him dating back to 2020. In the second case, Oseguera was convicted of one count of sexual assault on a child under 16, nine counts of lewdness with a child under 14, one count of indecent exposure, and three counts of open and gross lewdness.
37 life sentences have been issued to child sex predators this year, according to the Washoe County DA’s Office.
“The fact that our office secured 37 life sentences against child sexual predators in a single year speaks to both the scope of these crimes and our unwavering resolve to confront them,” said District Attorney Chris Hicks. “Protecting children from sexual abuse is among our most solemn responsibilities. We will continue to pursue justice relentlessly and ensure that those who prey on our most vulnerable are removed from our communities.”
