4 Navy Petty Officers; CPS Worker; Deputy Sheriff; Youth Pastor Lead Today's USA PnP List

Four Navy Petty Officers accused of
group sex with a minor, pornography

A group of petty officers assigned to a US submarine base have been charged with engaging in group sex with a girl younger than 16 and filming it. A criminal investigation was launched after an anonymous tip-off.

The incident, reported by the Navy Times on Friday, allegedly took place on September 17, 2017, and had not been made public up until now. According to the charge sheets, obtained by the publication, the four petty officers engaged in sexual acts with the girl in barracks at the Naval Base Kitsap-Bangor in Washington state. It’s unclear how the girl, said to be between 12 and 16 years old, was sneaked into the military base.

The orgy took place “with the door open, and with open recording of the group sex using photography and video equipment,” the charge sheets state. The crime was not carried out on the spur of the moment, with investigators saying that the four discussed it in a smoking area before heading for the barracks.

A criminal investigation was launched by the Naval Criminal Investigative Service after the base authorities received an anonymous tip-off several days later, on September 26.

It took the Navy a year to trawl through evidence and file charges against the suspects, with hearings on the case taking place this week. The hearing officer will decide whether the four men will be court-martialed or tried in a civilian court.

Two of the accused sailors are assigned to USS Nebraska, an Ohio-class ballistic missile submarine. One of them is accused of failure to report a crime and engaging in a sexual act with a minor during a three-day period, between September 19 and September 21.

One defendant has been serving at USS Henry M. Jackson, another Ohio-class ballistic missile submarine. He faces charges of making child pornography.

The fourth officer is deployed to the Naval Submarine Support Center Bangor, a former marine base and now a part of the Kitsap-Bangor base.

The scene of the alleged crimes, Naval Base Kitsap-Bangor, is the third largest US Navy base and features one of its four nuclear shipyards as well as one of two strategic nuclear weapons facilities. The base provides support for ballistic missile fleet and nuclear submarines, as well as surface ships.

Instances of sex crimes involving children are not uncommon among Navy officers. In August, a court-martial trial began for an officer who was accused of four counts of sexual assault of a child between 12 and 16 at Virginia’s Langley Air Force Base in September last year. Ensign Kevin Ortiz also faced the charge of attempting to molest a girl by sending her lewd text messages.

In August, USS Ronald Reagan sailor Gilbert Sandoval was convicted of attempted sexual assault on a child, attempted sexual abuse of a child, attempted production of pornography and related charges. Sandoval was sentenced to three years in jail.

In a recent report by the Pentagon’s RAND Corporation, Navy ships and training bases were named as carrying the highest risk of sexual misconduct, in particular, to young female service members.

Texas CPS Worker Arrested For Soliciting Sex
with 14-Year-Old Boy
BY KATIE PAULSON

Child Protection Services works to keep children safe from abuse and neglect. Workers help families and protect children from harmful environments. Generally, either CPS workers are hated and despised by families for separating parents from children, or they are loved for protecting children. Rarely do we hear of CPS workers breaking the law. However, a Texas CPS worker is in the news after his arrest for soliciting sex with an underage boy. Adrian Martinez, 44, was arrested as part of a sting done my multiple units in Tarrant County Texas.

Actually, Katie, it is not all that rare. There are, unfortunately, several stories on this blog about CPS workers abusing the very children they were responsible to protect. This is just how evil and insidious pedophilia is.

The online sting conducted by Tarrant County Sherriff’s office, Fort Worth Police, the Tarrant County Constable Precinct 2, and Texas DPS nabbed a total of 20 men. Officers posed as underage children online. Authorities say Martinez believed the boy he was speaking to was 14 years old.

Police arrested Martinez on Tuesday for soliciting sex from the minor child. Martinez was booked into Tarrant County Jail. His bail is set at $5,000. As of Friday, Martinez still remained in jail.

When his employer CPS found out about the charge, they made a statement regarding the arrest. CPS spokeswoman Marissa Gonzales confirmed Martinez’s employment with CPS. She confirmed his employment start date of May 2016.

Additionally, she wrote in a statement, “As soon as we became aware of the arrest of Adrian Martinez, he was removed from caseworker duties and placed on administrative leave. We are cooperating fully with law enforcement.”

Martinez working for CPS is a scary enough, but the statement also revealed he works as a conservator for children under state custody in Texas. His job entailed ensuring the children received proper care while under the state’s control.

Finally, CPS reassigned all of Martinez’s current cases to other workers.

Police say they arrested 13 other men. There are 6 arrest warrants that are still pending for the other men involved in the sting.

Tarrant County Sherriff Bill Waybourn told NBCDFW 5, “I shouldn’t be shocked at things but I do get shocked and surprised at the people who come in and the professions they represent. It’s scary and it’s very troubling at times that we have these folks out there who are child predators.”

Thankfully for this case, Martinez did not harm a child. However, due to his role within CPS, there is a potential for actual victims to come forward.

Western Wisconsin sheriff’s deputy charged
with child sexual assault
By MIKE LONGAECKER | Forum News Service

Prosecutors on Friday charged a Pierce County sheriff’s office deputy with multiple counts of child sexual assault.

St. Croix County District Attorney Michael Nieskes, serving as special counsel in the case of Allen J. Wojcik, charged the 31-year-old with two counts of second-degree sexual assault of a child and two related counts. All four charges are felonies.

The sheriff’s office this week placed Wojcik on paid administrative leave. The allegations did not occur during the course of his work with the department.

A criminal complaint filed in the case states St. Croix County’s child protective services department on Tuesday alerted investigators in that county about a sexual abuse report involving a Pierce County deputy. The case was handled by St. Croix County to avoid any conflict of interest.

According to the complaint:

An investigator spoke with the female victim, who said Wojcik had abused her in either November or December of 2017.

The victim, who knows Wojcik, told investigators he had touched her sexually and briefly placed her hand on his genitals.

The girl said Wojcik later tried apologizing to her and told her “we were both in the wrong,” the complaint states. He told her not to tell anyone about it, the girl reported.

The victim’s mother later learned about the incident and confronted Wojcik about it.

Investigators met with Wojcik on Wednesday in River Falls and apprised him of the allegations. He “adamantly” denied the allegations, the complaint states. He said he “would never have done anything like that,” according to the charging document.

An investigator asked him about a letter related to the allegations, at which point Wojcik requested an attorney.

No court date in the case has been set.

Colorado youth pastor sentenced to 7 years for
having sex with youth group members
Author: Janet Oravetz

PARKER — A former youth pastor at a Parker church will spend seven years in prison for using his position to have sexual relationships with girls in his youth group, according to a release from the district attorney's office.

Joshua Mark Clemons, 35, was sentenced last week to four years in the Colorado Department of Corrections followed by 10 years of sex offender intensive supervised probation in the Parker case. Clemons’ plea agreement calls for three years in a related Denver case.

Clemons lived in Denver when he was employed by the Crossroads Church on Twenty Mile Road in Parker between 2008 and 2015

During that time, he engaged in sex abuse with at least three of his students and inappropriate behavior with others, a 39-page arrest affidavit alleges.

One girl, who was 17 at the time, told Parker Police that Clemons used his position as youth pastor to manipulate her and get close to her, the DA's office said. The mother of another girl told police Clemons is “a master manipulator not only of students, but adults, as well.”

Clemons pleaded guilty July 23 in the Parker case to one count of sexual exploitation of a child, a Class 4 felony; and one count of attempted sex assault on a child by one in a position of trust, a Class 5 felony. Other charges were dismissed as part of the plea agreement.

Clemons will be sentenced in the Denver case next month. His 4-year sentence in the Parker case will run consecutively with the 3-year sentence he faces in Denver.

Illinois man accused of sexual assault
of children during 1990s
By DAILY CHRONICLE

SYCAMORE – A Kirkland man is accused of multiple sex crimes against children in connection with assaults in the 1990s, DeKalb County Sheriff’s Office officials said Friday.

Gregory N. Hay, 60, of the 200 block of North Sixth Street, Kirkland, is charged with five counts of aggravated criminal sexual assault and two counts of aggravated criminal sexual abuse. He is being held in the DeKalb County Jail on $100,000 bond, requiring him to post $10,000 bail to be released.

The most serious charge, aggravated criminal sexual assault, typically carries a sentence of six to 30 years in prison, and Hay could be sentenced to multiple prison terms if convicted of multiple counts.

According to a news release from the sheriff’s office, investigators learned Aug. 28 that a woman had reported to Kirkland police that she had been a victim of a sexual assault as a child between 1991 and ’97, when she was younger than 13. Another victim also was involved, the release shows.

NY State Woman (caregiver) receives up to
35 years in child sex-abuse case
Judge: No remorse from woman convicted of child prostitution

Kelsey Boudin/Olean Times Herald

Tina Wagoner sentencedTina Wagoner of Salamanca (at rear), who was convicted in June on charges related to child prostitution, awaits sentencing Wednesday morning in Cattaraugus County Court with court-appointed standby defense counsel Bryan Milks and District Attorney Lori Rieman looking on. Wagoner received 35 years in prison.

LITTLE VALLEY — Condemning a perceived lack of remorse, a Cattaraugus County judge sentenced Tina L. Wagoner of Salamanca to up to 35 years in state prison Wednesday for what authorities describe as a frightful, years-long child prostitution saga.

Wagoner, 52 — who was convicted in June of trading a young girl in her care to men for sex in exchange for drugs and alcohol — stood motionless, shackled in a green-and-white striped jail jumpsuit and afterward inquired only about the appeal process.

“The most shocking is the fact the victim was a child in your care,” Judge Ronald Ploetz told Wagoner before handing down the sentence, which also included 10 years of post-release supervision and a permanent order of protection for the victim. “You were supposed to guide her and protect her, but instead you used her. You took away that child’s youth, just as surely as you had put a bullet in her head.”

Following a three-day trial, a jury handed down guilty verdicts June 22 to first-degree rape, a class B felony; first-degree attempted rape, a class C felony; and two counts of second-degree promoting prostitution, class C felonies. The maximum sentence would’ve been 40 years.

While not a direct participant, Wagoner was charged with rape and attempted rape as a facilitator to sex crimes against the girl. The jury determined she received drugs and alcohol as payment for several men having sexual contact with the girl between January 2010 and October 2012, when she was between 10 and 12 years old, at the Hemlock Hills trailer park in Salamanca.

“There’s no evidence of any remorse or even that you care,” Ploetz added.

Investigators after the trial told the Times Herald they believe the abuse could have dated back to when the victim was 7 — she’s now 16 — with up to 30 men. District Attorney Lori Rieman said the true extent of the sexual abuse was nearly impossible to prove.

“The victim was interviewed multiple times, actually, which we try to avoid in most cases, but because of her traumatic situation it took her a while,” Rieman said after sentencing. “Initially … she had told me back pretty far, but it took a while for her to really say what happened. Once she was to that point, several of the men had died and several of them we couldn’t locate. Of course, the ones we could locate denied having any knowledge or involvement.”

The Department of Homeland Security also assisted the investigation.

Reading a victim-impact statement in court Wednesday, the girl said she remembered it beginning when she was 6.

“Tina betrayed me,” the victim said. “… When I think of my childhood memories, I get emotional because the memories I do have are not like other people’s memories. They’re memories of horrible abuse and neglect. These memories flash before my eyes every day.”

She said she wants to “overcome everything,” graduate high school and get a job.

The victim was kept in relative isolation and removed from public school, investigators said. She could read only at a low-elementary level when she was removed at 12 years old from Wagoner’s custody in October 2012, Rieman noted.

“We have a lot of interventions in the schools to try to promote disclosure of sexual abuse or child abuse,” the district attorney said Wednesday, “but all of those tracks are taken away when the child is kept exclusively in the home and not allowed to leave.”

Isn't there someone who checks on children who do not attend school? There should be!

Wagoner, who represented herself on trial with her dismissed defense attorney, Brian Milks, court-appointed as a standby counsel, continued her denials in a defense statement.

“I know I did not trade (the victim) to anybody,” Wagoner said.

Addressing the girl personally, she said, “You’re here today to put me in prison for the rest of my life.”

Wagoner originally was indicted for the crimes alongside three other men in March 2015. Two of the men took lesser plea deals and one’s case was dismissed. Invoking “concert liability” as necessary for her conviction, she asserted the dismissal and plea deals negated the prosecution’s case.

Ploetz disagreed.

Wagoner continued: “You are now 16, and you can say where you want to live. And they don’t care about you. They might make it appear so, but they don’t. They only care about your money. … The DA never went after the guys she promised she would put away for raping you. She only wanted you to accuse me, and within a few years, they will probably send you a friend to get you hooked on drugs or something.”

This is a deeply troubled woman. I hate to think of what she endured that made her that way.

Rieman visibly scoffed in response.

Wagoner will soon be sent to an all-women’s, maximum-security correctional facility, likely Bedford Hills in Westchester County, Rieman said.

“I feel that justice was done,” she added.

Maine woman charged with child sex abuse,
another caregiver

Jessica Lynn Wells is charged with gross sexual assault and sexual abuse of a minor in Skowhegan July 13.

BY DOUG HARLOW STAFF WRITER, Centralmaine.com

SKOWHEGAN — A Skowhegan woman charged with sexual assault and sexual abuse of a 14-year-old boy was released on $5,000 unsecured bail Wednesday in Skowhegan District Court.

Jessica Lynn Wells, 29, did not enter a plea before District Court Judge Andrew Benson because the charges are felonies and will go before a grand jury to determine if enough evidence is present to proceed with further court action.

Wells is charged with gross sexual assault, a class B felony; and sexual abuse of a minor, a class C felony. The alleged victim is a boy for whose long-term care Wells was partly responsible.

Dressed in a blue jail jumpsuit in court Wednesday, her hands cuffed in front of her, Wells tearfully told Benson she understood the charges against her. Benson told her that she could go to prison if convicted of the charges and could apply for a court-appointed lawyer.

Wells said she understood.

Unsecured bail is a dollar amount set by a judge, but the defendant does not need to pay the money. Wells was released on several conditions and with a promise to appear for her next court date. If she violates her bail, the state can require her to pay the dollar amount of the unsecured bail — in Wells’ case, $5,000.

The crimes are alleged to have taken place July 13 in Skowhegan. The boy’s mother reportedly received a text message from him and alerted police July 29. Wells was arrested Monday.

A caseworker with the state Department of Health and Human Services conducted interviews in Skowhegan, according to court documents. A police officer sat in on the DHHS interviews, which were audio recorded, and in which Wells admitted the assaults, police said. There also allegedly were other text messages, which police said Wells asked the boy to delete, saying otherwise she would go to jail.

Wells is to have no contact with the boy identified as the victim or with any male under the age of 18. She has a status conference scheduled with the judge, the prosecutor and her lawyer, for 8:30 a.m. Sept. 21

Texas day care owner's son charged with
child sex abuse
By: FOX4News.com Staff

Please parents, do not put your children in a daycare
where there are men or boys working or living

The son of a day care owner in Everman is accused of sexually assaulting at least one child his mother cared for. But police worry there could be more victims.

Everman police say Chance William Moore, 23, sexually assaulted a young girl for two years at his home where his mother ran a day care.

"There are 3 children that are involved. Currently, we are investigating the possibility of there being more,” said Everman Police Sgt. Craig Spencer. "My understanding is this has been an ongoing incident over the last several years."

Police say a child made an outcry last week and said the sex abuse happened "from the time she was 9 years old to the time she was 11 years old."

Case records also say the abuse "stopped only because the victim prevented herself from ever being alone with Chance W. Moore."

"They're trying to make contact with all those families and be very thorough in trying to ascertain exactly how many possibilities victims we're looking at,” said Spencer.

Child Protective Services say Moore's mother got a day care license in 2008. Police say they have at least two other cases, including one from 2008, that involved a relative of Chance Moore.

Police say they want to know if anyone else knew what was going on.

"Anybody else involved in the incident will be charged accordingly,” warned Spencer.

Police say they have families they'd like to talk with over the course of several years to see if they are looking at more victims from the Everman day care. CPS says the day care’s operations have been suspended during the investigation.

Moore is in jail and charged with aggravated sexual assault of a child.

After Cursory Investigation Paedophile Allowed to Return to Child Caregiving

Paedophile Shannon McCoole wasn't thoroughly questioned over child sex assault, inquiry hears

By Candice Marcus
Shannon McCoole was suspended as a carer while the child protection agency investigated the reports. (myspace)
Jailed paedophile Shannon McCoole was cleared to return to work as a carer without being thoroughly questioned about allegations he had sexually assaulted a six-year-old girl in state care, a royal commission has heard.

McCoole was suspended in 2013, a year before his arrest, while the child protection agency investigated reports a co-worker heard and interrupted McCoole sexually abusing a six-year-old girl in state care.

He was later cleared to return to work and police declined to investigate the case, citing a lack of evidence.

I'm sorry, an eyewitness is not enough evidence to investigate? Not even enough to interview the child?

The Child Protection Systems Royal Commission heard Families SA's Care Concern Investigations Unit decided against holding a comprehensive inquiry.

That decision meant the child, the whistleblower and McCoole were never comprehensively interviewed about the allegations.

The commission heard McCoole denied the allegations when spoken to by a Nanny SA manager, but was not asked to elaborate.

It heard the manager did not ask him questions about what happened to the child.

Some senior staff previously agreed it would take an "extraordinary explanation" from McCoole to demonstrate an innocent reason for what the co-worker observed.

Government human resources consultant, Kristin Kuehn, was questioned about why she gave advice that McCoole simply be spoken to about "performance expectations", despite knowing he had not been asked to explain the allegations.

Counsel assisting the royal commission Emily Telfer asked Ms Kuehn about her decision.

Telfer: "This was a man who was potentially going back in residential care facilities to care for vulnerable young children."
Kuehn: "Mmm hmm."
Telfer: "In those circumstances was it appropriate for you to accept a version from someone else about McCoole's responses to the allegations?"
Kuehn: "Again I cannot comment or recall how we came to the conclusions or what was decided or considered at that time."
Telfer: "What about with the benefit of hindsight, was it appropriate to accept the interview conducted by Nanny SA and their opinion about the allegations not being founded?"
Keuhn: "In hindsight it may have been more prudent to work more vigorously with the care concerns investigation unit with regard to that matter."

Child inadequately interviewed, inquiry told

The former director of Child Protection Services conceded the six-year-old girl should have been forensically interviewed.

The witness, who is the current principal practitioner at Families SA responsible for quality and practice, cannot be identified due to a non-publication order.

She was questioned by counsel assisting the royal commission Emily Telfer about her decision not to approve a forensic interview.

Telfer: "The information you have seen in the notifier report now, would it justify a forensic interview?
Witness: "Yes, I think it would."
Telfer: "Have you got any idea, thinking about it in hindsight, why you might have taken a different view?"
Witness: "I just don't know. I just can't."

The witness became emotional and was given a short break.

When asked later if she recalled on what basis she made her decision, she said she couldn't.

"I find it hard to believe that I made that decision," she said.

Shannon McCoole was actually arrested in August 2015 after a global investigation hacked a darknet pedophile site for which McCoole was ringleader.
