Tens of thousands of individuals accessing the most harmful categories of child abuse images through the dark web are in part fuelling the “truly staggering” level of serious and organised crime in the UK.

Top child abuse investigators have warned more than 144,000 web users in Britain are increasingly using the anonymisation technology to chase niche material while lowering the risk of detection.

Lynne Owens, director general of the National Crime Agency (NCA), said the scale of serious and organised crime in the UK posed a “chronic and corrosive” threat to the country.

She called for a £2.7bn investment from the government to tackle the swelling numbers of people involved in organised crime and online child abuse.

“Enhancing our capabilities is critical to our national security. If we don’t, the whole of UK law enforcement, and therefore the public, will feel the consequences,” Ms Owens added. 

“Some will say we cannot afford to provide more investment, but I say we cannot afford not to.

“The organised criminals of today are indiscriminate – they care less about what types of crime they’re involved in, as long as it makes them a profit.

“These groups are preying on the most vulnerable in society, including young children and the elderly – those most unable to protect themselves.”

Almost 3 million users on dark web

In its annual report on serious and organised crime released on Tuesday, the NCA said the majority of child sexual abuse material existed on the open web. However, it said its own research had found almost 2.9 million individuals worldwide were now accessing the most harmful materials available through the dark web.

700% increase in online CSA and CSE

Meanwhile, the NCA also said it had seen a 700 per cent increase in the number of reports of online child abuse and exploitation it received from internet firms.

The report also noted the number of county line chains across the country had rocketed from 720 to around 2,000 in little over a year.

The agency also said fraud cases had risen by 32 per cent between April and September 2018, with 3.6 million incidents reported across England and Wales in 2018.

It estimated at least 181,000 people were involved in either organised crime or dark web-based child sexual abuse.

Although the NCA says reports it receives involve male runners between the ages of 15 and 17, it also believes the number of cases involving teenage girls and vulnerable adults are under-reported.

The agency has called on the government to make more funding available for tackling serious and organised crime, which it says should be used to fund digital forensics, covert surveillance and financial investigations.

“The NCA must deliver others on a national basis, providing the right agencies with the right capabilities at the right time to deliver maximum impact,” Ms Owens added.

“The choice is stark. Failing to invest will result in the gradual erosion of our capabilities and our ability to protect the public.” 

Which is already woefully inadequate!

Organized crime costs the UK £37bn each year.

Security minister Ben Wallace said, said serious and organised crime was estimated to cost the UK at least £37bn each year.

“As the National Crime Agency set out, serious and organised crime is a fast-evolving and highly complex threat to our national security, impacting on our people, on our communities and on our businesses across the country,” he added.

“Our SOC strategy published in November 2018 set out how we will mobilise the full force of the state to target and disrupt serious and organised crime. 

“As criminals’ use of technology evolves, so must our response. We continue to invest in the right capabilities and tools in law enforcement, across government and in partnership with the private sector.”

An NSPCC spokesperson said: “These staggering figures show just what police are up against when it comes to fighting online child abuse. Officers need to have the right resources to rid the web of this terrible content.

“Child abuse and harmful content have spread through the dark web and social media platforms, so it’s key that government gets on the front foot of this problem and introduce a tough regulator to hold platforms to account.”

You will never get in front of it. I would be flabbergasted if you came close to catching up. But you must try!

This is very exciting! Will the Tories actually acknowledge the elephant in the room? What a courageous thing to do! Although I am not convinced they will arrive at the truth. They already know that most of the rapists are Pakistani, perhaps Javid just wants to prove it. But their penchant for raping young, white, British girls may have less to do with their ethnicity than with their religion. 

Islam teaches, from Mohammed's own words, that Muslim men can do what they like with a non-Muslim girl, of any age, who is in their right hand - that is, under their control. Certain Muslim strains take that literally as permission to rape little, British girls - all they have to do is convince them to get in their car, or go to a hotel room, or just about anywhere with them.

Whether Javid comes to this conclusion has yet to be seen. What he will do with that information, or even just the ethnic origins of the rapists, is anybody's guess. I doubt that he will be able to do much with it though as Muslims and liberals will soon start screaming blue murder.

Of course, there are those who will claim that Home Secretary Sajid Javid is implementing an “Islamophobic” policy.

It cannot be emphasized enough that the nature of the defense against the global jihad has everything to do with ideology. This ideology is a supremacist one that relegates women to an inferior status and sanctions the sexual abuse of Infidel women. It also sanctions violence against gays, infidels and those who criticize Muhammad and Islam.

There is a dangerous trend in the West today toward open borders, aided and abetted by the concealing of crime statistics. Citizens have a right to know information that could help them protect themselves more effectively and hold their elected representatives accountable more effectively.

Javid stated:

"We are looking at what this data set can tell us about the characteristics of offenders, victims and the wider context of abuse; all of which have critical bearing on the effective targeting of prevention activity.”

It is already widely known that Muslim rape gangs have been abusing mostly “white girls,” and often refer to their victims as “white trash.” This prompted the former Director of Public Prosecutions, Lord Macdonald, to refer to the treatment of the girls by the Muslim rape gangs as “profoundly racist.” In one case, the Muslim rapists were handed lower sentences because their victims “were white.”

Sajid Javid said that establishing the “particular characteristics” of the perpetrators was “critical to our understanding” of the crimes in towns including Rotherham, Telford, and Newcastle.

At the end of last year, researchers at the counter-extremism group the Quilliam Foundation published findings that 84 percent of those convicted since 2005 for the specific crime of gang grooming and rape were South Asian.

And on Wednesday, it was reported that Rotherham MP Sarah Champion had been targeted by Muslim and hard-left groups for speaking about the “problem” of white girls being sexually abused by Muslim men in her constituency and across the nation.

When she made the comment last year, she was forced from a front bench job in the Labour Party. Backing her, Mr Javid tweeted Wednesday: “MP’s should be able do their job without being threatened or intimidated in any way. Sarah Champion has my full support.”

Writing to Ms Champion Wednesday, he expanded: “My officials have been working with investigating officers in relevant cases, and with the National Crime Agency, to establish the particular characteristics and contexts associated with this type of offending.

“We are looking at what this data set can tell us about the characteristics of offenders, victims and the wider context of abuse; all of which have critical bearing on the effective targeting of prevention activity.”

Mr Javid added: “This is a complex topic and the work of the Centre of Expertise is critical to our understanding of the model of offending we have seen in Rotherham, Telford, Newcastle and elsewhere…..

Only a small fraction of more than 1,400 victims who were sexually exploited as children in Rotherham over a 16-year period have come forward for help, according to a lawyer representing survivors.

A year after the publication of the Jay Report, which produced the estimate that more than 1,400 children had been raped, trafficked, groomed and violently attacked in the South Yorkshire town, David Greenwood said that he believed fewer than 100 of the girls involved have engaged with the raft of new inquiries.

Mr Greenwood, who represents 58 girls who were subjected to sexual abuse by gangs of men in Rotherham between 1996 and 2012, said the much-criticised police and council have made progress in the town in the past 12 months. But he believes many survivors will only trust the system again once a truly independent agency is brought in.

“Both agencies have improved in Rotherham in the last 12 months but survivors of exploitation will be unwilling to come forward to them unless radical changes are made,” Mr Greenwood said.

“An agency independent from South Yorkshire Police and RMBC (the council) is essential for the 1,400 young women who need help.

“I am aware of only around 50 to 60 girls having come forward. This means there are around 1,350 whose lives could be improved with specialist help.”

Professor Alexis Jay’s shocking report was published on 26 August last year. It was already well known that girls in Rotherham had been subjected to sexual exploitation by gangs of largely Asian men.

The outrage provoked by the report stemmed from the sheer scale of offending that it outlined and the horrific details included of what had been going on in the town between 1996 and 2013.

Professor Jay said at the time she had found “utterly appalling” examples of “children who had been doused in petrol and threatened with being set alight, threatened with guns, made to witness brutally violent rapes and threatened they would be next if they told anyone”.

The National Crime Agency has been brought in to investigate historical crimes and recently announced that it was looking at 300 potential suspects.

A £3m initiative was announced earlier this month which will see a Barnardo’s team of specialist workers work with children in South Yorkshire who are at risk of being sexually exploited.
