Man charged with sexually abusing two children tenders plea deal for court's consideration
Davenport man charged with sexually abusing two children, one for six years and the other for two years, has entered into a plea agreement with Scott County prosecutors to be considered by the court.
Scott County prosecutors added two additional counts of second-degree sexual abuse after it was learned Rogers allegedly sexually abused another child for two years, beginning Jan. 1, 2023, and ending Dec, 31, 2024.
Each of the charges faced by Rogers is a Class B felony under Iowa law that carries a prison sentence of 25 years, 70% of which, or 17 1/2 years, must be served before work release or parole can be granted.
Under the sentencing guidelines as set under Iowa law, had Rogers been convicted on all charges and the sentencing judge ordered the convictions to be served consecutively, Rogers would have faced a minimum prison sentence of 140 years and a maximum of 200 years.
According to the plea agreement submitted to the District Court on Thursday by Rogers' attorney, Shawn McCullough, and signed by First Assistant County Attorney Richard Kirkendall, Rogers would plead guilty to eight amended counts of Class C felony lascivious acts with a child.
Class C felonies carry a 10-year prison sentence under Iowa law.
According to the plea agreement, Rogers will be sentenced to eight consecutive 10-year prison terms for a total of 80 years.
While Rogers will not have to serve a minimum prison sentence before he becomes eligible for work release or parole, for the rest of his life he will have to register on Iowa's Sex Offender Registry and be on a lifetime special sentence parole.
Judge Jeffrey McDaniel has scheduled a plea hearing for Dec. 1.
Rogers remains in the Scott County Jail on cash-only bonds totaling $100,000.
UK child exploitation investigation leads to arrest of Park City School District employee
PARK CITY, Utah (KUTV) — A Park City School District employee was arrested facing ten felony counts of child exploitation after he was identified as a suspect during an overseas investigation, according to court documents.
Garrett Blaine Harmon, 29, was booked in jail Friday after law enforcement officers linked him to an investigation in the United Kingdom.
In June 2025, a U.K. citizen was arrested for exploiting children and local law enforcement seized his phone as part of the investigation, according to the probable cause statement.
Officials said the U.K. suspect had conversations regarding child exploitation with a man in Utah.
The Utah suspect allegedly admitted to sexually abusing minors, including several boys on a camping trip. Documents also stated he distributed multiple files of child sex abuse material.
The investigators in the U.K analyzed a photo sent by the Utah suspect, and used facial recognition technology to identify him as Harmon, according to officials.
Court documents said he worked as an IT Systems Administrator for Park City School District.
A district spokesperson told KUTV that Harmon was immediately put on leave after they were notified by law enforcement.
They said he worked in the basement of the district building and did not have direct access to students through his role.
"The individual’s primary job responsibilities involved working with district staff, and their role did not include direct interaction with students," the spokesperson said. "Due to the fact that this involves an ongoing law enforcement investigation and district personnel, we’re limited in the information we can provide."
Harmon was booked in the Utah County Jail.

Gardendale woman arrested in Florida in child sex abuse material case, sheriff says
A Gardendale woman has been arrested in Florida
on three counts of promoting the sexual performance of a child, according to the
Stephanie Ann Craft, 33, was arrested in August after investigators traveled to her
home in Alabama and executed a search warrant, authorities said.
The investigation began in May when Bay County investigators received information
that Craft was transmitting child sexual abuse material to someone in Bay County, Florida.
Investigators reviewed messages and found evidence that Craft was seeking and
distributing the material. Some of the material displayed the sexual abuse of
prepubescent children, according to the sheriff’s office.
Craft was arrested and booked into the Jefferson County Jail in Alabama. She was
extradited to Bay County on Sept. 11, where she is being held on a $150,000 bond.
The person Craft was communicating with also was arrested and charged. That
person’s name has not been released because the investigation remains ongoing.
The sheriff's office said additional charges against both suspects are expected.
