A man found with more than 30,000 videos of children has been jailed.

Christopher Meade, 39, from Burnley was sentenced to three years imprisonment after police found thousands of images and videos involving children being sexually abused.

Preston Crown Court heard today that the defendant was discovered after the police traced the address of a neighbour living opposite to Meade.

On June 20 2019, police officers arrived at Spencer Street in Burnley and were greeted by a man who denied any involvement in the allegations made. When investigating further, officers asked the individual if anyone other than himself had access to his internet which led to the discovery of the defendant.

The court heard that Meade had admitted to using a router and had access to the internet of the house opposite. After getting access into the property from the defendant, officers explained the nature of their investigation which was when “the defendant became evasive” to which he then said he wished to speak to his solicitor.

Meade confirmed he had a computer in his bedroom but refused to provide a password which resulted in him being arrested and taken to the police station. During the search of a USB and desktop, 30,265 videos were discovered of which 530 category A (most serious) were found and 1015 category B were found. A further 28,720 category C images were found along with 65 extreme pornographic images, involving animals.

Officers who examined the content identified children aged between seven-nine, eight-10 and 10-12. The court heard that the defendant had collated all of the indecent images and videos over a span of seven years from November 2012 to June 2019.

Mr Toale, defending, stated that the defendant made no objections to the allegations and never planned to share, network or contact like-minded individuals.

He said: “The defendant was isolated in his own room accessing these types of images for his own personal consumption. He struggled to get his own head around the number of images over time and (was) shocked at what the experts found during the investigation.”

The defence explained how Meade now wanted to move on, away from the offence.

Passing sentencing, Judge Simon Medland QC recapped the number of images and videos that were discovered during the search.

He said: “These are real children who are really being abused by other people and it often stays with them for the rest of their lives.

“You showed little remorse and liability and denied sexual attraction to children which I completely reject. I have considered the reports in the case. The seriousness of this case greatly outweighs the mitigation. My public duty is clear to me - you must go to prison.”

The judge handed Meade a Sexual Harm Prevention Order and made him subject to notification requirements for life.

An officer who served in the Metropolitan Police’s East Area Command Unit was charged by the City of London Police on Wednesday with rape over an alleged incident that took place at the weekend.

A spokesperson for the Met Police confirmed that the officer, 28-year-old PC Adam Zaman, has now been suspended from duty, following the decision to charge him with rape.

“I recognise that the public will be concerned to hear that a serving police officer has been charged with such a serious offence,” said Detective Chief Superintendent Paul Trevers, Policing Commander for the East Area Command Unit. Trevers added that authorities “acted swiftly when this allegation was reported to us.”

The police service has informed the Directorate of Professional Standards of the incident and the situation has been referred to the Independent Office for Police Conduct. This is the latest scandal to hit the Met Police service. Earlier in October, the force’s commissioner, Cressida Dick, said she was “deeply concerned” after 46-year-old police officer David Carrick was charged with rape over an alleged assault that reportedly took place while he was off duty on September 4, 2020.

Some 771 Met Police officers and staff have faced sexual misconduct allegations over the past 11 years, with only 83 individuals being fired from the service, according to data obtained by iNews under a Freedom of Information request. During that time, 163 officers from the Met were arrested for sexual offences, with 38 of those later convicted.

The latest allegation comes in the wake of the rape and murder of Sarah Everard by serving police officer Wayne Couzens, who used his official police ID while off duty to fake an arrest to abduct the 33-year-old. Couzens was later handed a rare whole-life sentence for the crime that sent shockwaves through the UK.

The Met Police has appointed social welfare expert Baroness Louise Casey to conduct a review of the culture and standards within the service in an effort to rebuild the public’s trust in the force following the recent revelations.

Study says male students at British universities admit to rapes,

sexual aggression

Oct. 29 (UPI) -- A new study is shining a light on attitudes about rape, sexual harassment and misogyny among male British students after it found that several admitted to such behaviors at more than 100 universities across the country.

The assessment, which was published this week by SAGE Journals, comprised of two different surveys -- one which surveyed about 300 students at about 100 British universities and one that polled roughly 250 students at a university in southeastern Britain.

The 27-page report, believed to be the first of its kind, found that 63 of the students said that they'd committed more than 250 sexual assaults, rapes or other aggressive incidents over the past two years.

That would be aggregate, not each! Most aggressors reported 2 or 3 acts in the past two years, even though the average would seem to be more than 4.

This is the Culture of Rape that abounds in western universities, and, I believe, has its roots in adolescent access to pornography.

For the surveys, the students were asked about their views on a range of sexual scenarios and their perception of women and romantic relationships.

The report, titled "Understanding Sexual Aggression in U.K. Male University Students," links toxic masculinity and sexual violence.

"Results highlighted that one in nine participants (11.4%) self-reported recent sexual aggression," the report states.

"These participants could be statistically differentiated from their non-offending peers on various established indicators of general sexual offending, of which logistic regression analyses highlighted atypical sexual fantasies, general aggression, hostility toward women and rape myth acceptance as being the most reliable predictors."

According to the study, many students who confessed to sexual crimes also admitted to holding misogynistic views, such as having fantasies about rape and sexual torture and believing that intoxicated women are responsible if they are assaulted.

According to the research,it's estimated that about one in five women in universities across developed nations will become targets of sexual violence. It recommends more prevention work on campuses to prevent sexual harm, such as using staffers to work with sexually aggressive students.

"Male sexual aggression is an international public health issue that plagues universities," the report says.

"Whole-university sexual violence campaigns have shown [great] promise -- particularly at reducing rape myth acceptance and increasing awareness of sexual violence among students -- and may also offer promising avenues for reducing rates of university-based sexual aggression."

Anti-Porn Crusade Finds Unlikely Ally in College Men

One US college’s campaign to block access to adult content is making headway at other schools as a once-moribund part of the culture war takes on a new life, its adherents convinced that porn is like prostitution, only worse.

A Notre Dame University student became a lightning-rod for college anti-porn activism after penning a letter with 80 other male students demanding a porn filter be installed on campus WiFi. Jim Martinson, a senior at the college, led the call for Notre Dame to filter internet access “in order to stand up for the dignity of all people, especially women.”

Pornography is prostitution through the lens of a camera, but more abusive. It exploits the men and women involved, advances a twisted narrative about human sexuality and harms those who consume it.

Martinson was deluged by emails from students at other universities hoping to replicate his campaign. As president of socially-conservative campus group Students for Child-Oriented Policy, he has been involved in several unsuccessful anti-porn crusades. This year, however, the student body seemed genuinely receptive to his proposal.

Amelia Irvine, a senior at Georgetown University who once dumped a boyfriend because of his porn habits, told the Daily Beast she planned to gather support during the winter break in preparation for launching her own campaign in the spring, while students at Princeton and Penn State reported they are already spreading the word about the dangers of porn with tabling and flyering campaigns. Harvard student Will Long said he hoped to partner with “left-leaning women’s groups” to push Martinson’s anti-porn message, blaming internet smut for the rise of “hookup culture” and dating apps.

One might expect such “women’s groups” to call a letter written by 80 men purporting to speak on their behalf an act of male chauvinism, given feminism’s current “sex-positive” slant and the move to legalize and empower sex workers, but more than 60 female students backed Martinson’s campaign with their own pro-filter missive, claiming on-campus porn was “preventing men and women from encountering the full personhood of one another.” Over 10 percent of Notre Dame students ultimately signed a petition calling for the filter.

Not all women were on board with the new moral minority, however. Notre Dame student Jackie O’Brien dismissed the idea as “patronizing” and “degrading” to sex workers, and gender studies major Anne Jarrett concurred. “Rather than judging these consensual acts, let’s celebrate that people are practicing consent and communicating openly with their partner,” she said.

Good grief! That's so pathetically shallow.

Like Starbucks’ decision to install a porn filter on its in-store WiFi – which notably came in response to sustained efforts by an online “child protection” group rather than the customer’s themselves – a porn ban from Notre Dame wouldn’t change much. The school’s technology policy already bars students from accessing “pornographic, sexually explicit, or offensive” material on campus networks.

Student diversity council president Alyssa Ngo told the Notre Dame Observer the ban would block access to the 25 most popular porn websites, “whatever they are measured to be” – a measure which would only push porn-seeking students into the darker corners of the web where they are more likely to find disturbing and degrading content. Since nothing stops them watching porn off-campus, such a policy could exacerbate the very problem it purports to address.

Sin is progressive! Pornography often leads to worse pornography - increasing violence, perversion, and younger and younger girls. Some porn watchers are going to progress to child porn regardless. Some will not because it is just too difficult and, ultimately, dangerous.

A “hard” ban in the form of a filter would also infringe on “protected speech,” according to the Foundation for Individual Rights in Education, which opposes the move. Martinson is confident the filter will be in place by the end of the year.

Curious - how can porn be called 'protected speech' when there is usually no dialog whatsoever? Is it legal to broadcast directions to make a 3-D gun, or a dirty bomb, or to instruct how to create a massacre?  That which is extremely destructive has to be prevented from being published. In my opinion, pornography is extremely destructive, not only in creating the 'hook-up generation' but in creating the 'culture of rape' that seems to be getting worse each year.

Whether this filter comes to be, whether it works or not, it is good to see some young people with the wisdom, character and courage to stand against pornography. There is little hope for a society where adolescent children have easy access to pornography.

Rolling Stone Loses $7mn+ in Defamation Suit Over False Gang Rape Report

Rolling Stone has lost a $7.5 million lawsuit to a university dean of students, who accused it of defamation in a 2014 article on a gang rape. 

The jury found the magazine, its publisher and the author

liable with malice.

There is more than enough rape occurring in American universities that a magazine does not have to go about manufacturing stories. Higher purpose persons who think that they can improve society by lying about it are completely off track and only damage the very cause they are attempting improve.

The jury deliberated for about 19 hours before reaching the verdict in favor of Nicole Eramo, a former University of Virginia Associate Dean of Students.

Eramo filed her lawsuit in May 2015, accusing Rolling Stone’s author of defaming her in a report titled “A Rape on Campus,” published online in November 2014 and in the December 2014 print issue.

The woman claimed that reporter, Sabrina Rubin Erdely, unfairly portrayed her as a villain in the story of a gang rape. Erdely’s 9,000-word article focused on an account of a woman named only as Jackie, who said that she was beaten and raped by seven men at the Phi Kappa Psi house in September 2012. The reporter called Eramo "the chief villain of the story,” because she allegedly was discouraging “Jackie” from reporting the rape to the police.

"Lots of people have discouraged her from sharing her story, Jackie tells me with a pained look, including the trusted UVA dean to whom Jackie reported her gang-rape allegations more than a year ago,” Erdely wrote in the article.

In another line, the reporter wrote, also about the former university administrator: "As Jackie wrapped up her story, she was disappointed by Eramo's nonreaction. She'd expected shock, disgust, horror.”

Both statements were considered by jurors who found Erdely liable with malice on six claims.

As the story went viral, Eramo said she started receiving numerous angry letters and emails, which called her the "dean of rape.” She also faced protesters outside her office.

"Jackie got a different explanation when she'd eventually asked Dean Eramo the same question. She says Eramo answered wryly, "Because nobody wants to send their daughter to the rape school,” the article read. This statement was also brought up in the case.

However, it was not long before the entire story crumbled into pieces. An investigation by the Washington Post found inconsistencies in Jackie’s account and conflicting information in Erdely’s report.

Rolling Stone had to retract the article in April 2015. The following month, Eramo struck the magazine with a lawsuit, seeking over $7 million in damages.

“Once they decided what the story was going to be about, it didn’t matter what the facts were,” Tom Clare, one of Eramo’s lawyers, said Tuesday, the Washington Post reported.

Eramo’s defense presented evidence that Erdely knew details of her article were untrue and discussed them before reporting.

Since October 17, the day when the trial began, jurors heard testimony from 12 witnesses, along with 11 hours of video statements and nearly 200 pieces of evidence.

They agreed that Rolling Stone and the magazine’s publisher, Wenner Media, are also liable with malice on three claims, stressing that it should not have posted the article in December knowing that it was false.

Rolling Stone has issued a statement following the Friday hearing, saying that the magazine was “attempting to tackle the very serious and complex topic of sexual assault on college campuses” when it published “A Rape on Campus.”

“We deeply regret these missteps and sincerely apologize to anyone hurt by them, including Ms. Eramo,” Rolling Stone said, acknowledging that they “overlooked reporting paths and made journalistic mistakes that we are committed to never making again.”

Jurors will convey back in court Monday to determine how much Eramo can receive in damages.

Stanford rape case: Sex offender's dad says 6 months is too harsh for '20 minutes of action'

Ex-Stanford swimmer Brock Turner sentenced for sexually assaulting an unconscious woman in 2015

'His life will never be the one that he dreamed about and worked so hard to achieve. That is a steep price to pay for 20 minutes of action out of his 20 plus years of life,' wrote Dan A. Turner of his son, Brock, who was convicted of sexually assaulting an unconscious woman on Stanford University's campus.'

The subject of sexual violence on campus is at the forefront of public consciousness once again this week as details spread online from the trial of a former Stanford University swimmer who was convicted of assaulting an unconscious woman behind a dumpster.

Brock Turner, 20, was arrested in January 2015 after two men riding bikes saw him "thrusting" on top of a motionless woman after a Palo Alto frat party.


Turner tried to flee when confronted by the men, who were graduate students at Stanford, but later said that the unnamed 22-year-old victim was conscious throughout the encounter.

Police say that she was found partially clothed and "completely unresponsive."

The Dayton, Ohio, native and Olympic hopeful withdrew from Stanford voluntarily after he was arrested and pleaded not guilty to three felony charges of sexual assault.

Tensions were high ahead of the "Stanford swimmer rape case" verdict when it came down more than a year later in March 2016 — and, for the most part, advocates for those affected by sexual violence seemed pleased when a California jury found Turner guilty of all charges.

And then came the sentence

Late last week, Santa Clara County Superior Court Judge Aaron Persky sentenced Turner to six months in county jail and three years' probation.

Turner must also complete a sex offender management program and register as a convicted sex offender.

One source indicated that he must remain on the sex offender register for life. This is the only part of the sentence that strikes me as being the least bit excessive. Ten years should be sufficient if he does not re-offend. 

Persky has no record of judicial discipline and had his defenders when the Associated Press contacted officials in the country on Monday.

Barbara Muller, a criminal defence attorney who works two weeks a month in Persky's court, says he "is definitely one of the fairest judges" in the county. "He considers all facts and is very thorough," Muller said. "He plays it right down the middle."

Still, some are urging for Persky's recall in Change.org petitions, and Stanford University law professor Michele Dauber, a friend of the victim, launched a campaign to remove Persky from the bench. Dauber didn't return phone calls and email inquiries from The Associated Press seeking comment Monday.

Professor Dauber should have her tenure revisited for her disgraceful behaviour. If she had not been a friend of the rapist, do you think she would care in the least about a 6 month sentence for rape? I suspect she would be outraged at the leniency.

Considering that the maximum sentence Turner could have received was 14 years in state prison (and that he'll likely only serve three months behind bars in total, according to the San Jose Mercury News), his punishment was widely decried as a "slap on the wrist."

The controversy heated up over the weekend after BuzzFeed News released the victim's full, 7,244-word-long courtroom statement online.

"One day, I was at work, scrolling through the news on my phone, and came across an article," reads an excerpt of the powerful and, at times, graphic piece. "In it, I read and learned for the first time about how I was found unconscious, with my hair dishevelled, long necklace wrapped around my neck, bra pulled out of my dress, dress pulled off over my shoulders and pulled up above my waist, that I was butt naked all the way down to my boots, legs spread apart, and had been penetrated by a foreign object by someone I did not recognize."

"And then, at the bottom of the article, after I learned about the graphic details of my own sexual assault, the article listed his swimming times," the statement continues. "She was found breathing, unresponsive with her underwear six inches away from her bare stomach curled in fetal position. By the way, he's really good at swimming."

As of Monday, the victim's deeply personal story had been viewed nearly six million times on BuzzFeed alone.

CNN anchor Ashleigh Banfield further exposed the victim's words on Monday afternoon by reading her entire statement live on air for the news network's viewers.

Outrage has now been swelling over what critics consider to be a light sentence for days, more and more so as the victim's letter circulates.

Another letter, however, is inspiring perhaps even more passionate responses right now — one that was penned by Turner's father. Santa Clara District Attorney Jeff Rosen confirmed to the Washington Post this morning that the letter, written by Dan Turner, is authentic.

It was submitted to court before Turner's sentencing last week and appears to have first been shared on Twitter by Stanford law professor Michele Dauber, who helped draft new policies for dealing with sexual violence on the university's campus.

"As it stands now, Brock's life has been deeply altered forever by the events of Jan 17 and 18," reads the statement, in which the elder Turner argues that his son shouldn't be sent to jail. "He will never be his happy-go-lucky self with that easygoing personality and welcoming smile."

Neither will she!

And then, in what has become perhaps the most contentious part of the letter, the father attempts to explain why jail time isn't a fair punishment for his son.

"These verdicts have broken and shattered him and our family in so many ways," he writes of the convicted sex offender. "His life will never be the one that he dreamed about and worked so hard to achieve."

Neither will hers; so why should he be permitted to go on with no life-long consequences?

"That is a steep price to pay for 20 minutes of action out of his 20-plus years of life."

What about the price the victim has to pay. It is even steeper. The consequences of rape on a woman are extraordinary. They are life-changing and very rarely for the better. Where is the father's empathy for the victim? 

Dan Turner's entire letter can be read in full here, but we'll conclude with these words for the ex-Stanford swimmer. They were written by the case's victim:

You said, 'I want to show people that one night of drinking can ruin a life.' A life, one life, yours, you forgot about mine. Let me rephrase for you, I want to show people that one night of drinking can ruin two lives. You and me. You are the cause, I am the effect. You have dragged me through this hell with you, dipped me back into that night again and again. You knocked down both our towers, I collapsed at the same time you did. If you think I was spared, came out unscathed, that today I ride off into sunset, while you suffer the greatest blow, you are mistaken. Nobody wins. We have all been devastated, we have all been trying to find some meaning in all of this suffering. Your damage was concrete; stripped of titles, degrees, enrollment. My damage was internal, unseen, I carry it with me. You took away my worth, my privacy, my energy, my time, my safety, my intimacy, my confidence, my own voice, until today.

See one thing we have in common is that we were both unable to get up in the morning. I am no stranger to suffering. You made me a victim. In newspapers my name was 'unconscious intoxicated woman', 10 syllables, and nothing more than that. For a while, I believed that that was all I was. I had to force myself to relearn my real name, my identity. To relearn that this is not all that I am. That I am not just a drunk victim at a frat party found behind a dumpster, while you are the All­-American swimmer at a top university, innocent until proven guilty, with so much at stake.

I am a human being who has been irreversibly hurt, my life was put on hold for over a year, waiting to figure out if I was worth something.

Please join me in praying for this young woman, and also praying against the culture of rape in North American universities, and the insanely stupid practice of binge drinking. Turner is 100% responsible for the girl's rape, but it probably would not have happened had she not drunk until she passed out.

Attitudes in universities have to change toward women, but I don't see the possibility of that happening as long as pornography is so readily available to boys and young men.

Child Sex Abuse/Porn Epidemic Among University Professors and Administrators

The academic institution that had been my (Lori Handrahan) professional home, American University (AU), has a problem with child sex abuse. In 1990, AU’s president, Richard Berendzen called over one hundred day cares seeking sex with children. He contacted Susan Eva Allen, a mother operating a day care whose husband was a detective with Fairfax County Police Department.

Susan Allen recorded more than 30 hours of conversation. Berendzen asked Allen if “she and her husband included their children in sex.” He told her he masturbated while talking with her and offered to procure a child for her to use as a “sex slave.” He “described going to sex slave auctions in Chicago and Detroit,” bragged about his abuse of children, his child porn collection, the four year old girl who was his “sex slave” and strapping his wife to a wheel.

Berendzen never spent a day in jail nor has he yet been investigated for child sex crimes. He remains a professor at American University. In what appears to be obstruction of justice, American University protected Berendzen. There is no statute of limitation for child sex abuse crimes at the federal level. Berendzen could and should be investigated.

Child sex trafficking and pedophilia have reached epidemic levels, FBI’s Assistant Director of Criminal Investigation, Joseph Campbell announced this summer in an interview with the BBC.  More than 85% of all child porn convicts are, according to the US Sentencing Commission, white men.

Over the summer higher education also racked up more than a few child porn arrests. After a University of North Dakota professor was arrested The Dakota Student asked “We can’t help but wonder if this type of thing is common in other schools around the nation?”

The answer is yes. 

Lori Handrahan details over forty educators arrested on child rape and torture, aka child porn, charges. Both the volume and type of crime should raise alarm bells. Yet academic institutions have remained silent. Damage control is the strategy. Protect the institution — the rallying cry.

Since August at least two professors per week have been arrested, arraigned or sentenced.

A mixed Sunni-Shia family that once lived in ISIS’ Iraqi stronghold of Mosul but has fled to live in the Kurdish north after the militant group took over the town last June, has provided deeper insight and revelations about the horrors that people living under the jihadis brand of sharia rule must deal with.

In an interview with the Iraqi news website Rudaw that was published on Tuesday, the Al-Saraj family, with the father being a Sunni and the mother being a Shia, explained that although they are now living in the Kurdish town of Dohuk, they still maintain contact with their friends and loved ones that are still inside Mosul and subjected to the barbarity of the group’s rule.

While it is no secret that the Islamic State regularly amputates the hands of grown adults who have been accused of stealing inside its strongholds, apparently no exception is given by the militants when a child is accused of stealing.

In the interview, the Saraj daughter, who is referred to as just “SA,” read a text message that she received from one of her friends that still lives in Mosul, which indicated that the group’s police force amputated the hands of four kids for stealing.

“Yesterday they cut off the hands of four kids, ages 12, 11, 13 and 16,” the friend texted to SA. “One of the kids stole a toy bird, another stole an electric cable.”

SA’s brother, who is referenced as “Ibrahim,” added to SA’s comments by showing the Rudaw reporter a video of a preteen being shot in the back of the head, execution style, by ISIS militants because he stole food when he was hungry.

The report explains that because of ISIS’ takeover in Mosul, there has been a food shortage in the town and it is somewhat understandable why the child stole the food. The video also shows the kid’s father pleading for his son’s life before he was ultimately executed.

“He stole something, he wanted to eat,” Ibrahim stated.

The mother, who was referred to as “RS,” is a women’s rights activist and described the strict punishments that the Islamic State has imposed on women that violate its strict laws.

“They cut off their hair, some are stoned, some are shot, and some are beheaded for adultery,” RS said. “If the woman has a boyfriend, the punishment is stoning. If she has more than one boyfriend, she’ll be shot.”

Additionally, the family added that under ISIS rule a Sunni man and a Shia woman are not allowed to marry and if the group found out that a Sunni man is married to a Shia woman, the group forces the man to divorce his wife.

The family also disclosed that many families in Mosul are afraid to send their daughters to school because of the tendency of the militants to go to the schools and take girls from class and force them to marry, adding that the fighters tend to pick non-muslim girls.

“For Yazidis, if a girl is under eight, nothing happens, but if she’s older than eight, they force her to have sex with the jihadists,” RS said.

The father, who was given the initials “MS,” explained how ISIS militants were preparing citizens in the towns to eventually be human shields for ISIS fighters during times of battle by closing down all the barbershops and forcing men to grown out long hair and beards. The thought behind that strategy is that when the Kurds, Iraqi forces or Christian militias attack ISIS militants in Mosul, they will have a hard time differentiating between civilians and actual ISIS fighters.

MS said that since ISIS has taken over and applied its strict brand of sharia law, there has been a growing resentment toward ISIS in Mosul, although many in town initially welcomed the militants. He added that he suspects the group only has about 2,000 fighters to police a town that once was home to over two million.

Of the 2,000 ISIS fighters, MS suspects that only half of them are actually from Iraq, while the other half are foreign fighters recruited from all over the world. Although MS thinks that ISIS does not have enough manpower to fully police the town, he said the people of Mosul have not risen up against the rule of ISIS because they are terrified by the group’s brutality.

He also added that it does not help that before ISIS took over the town, the Kurdish government forces “went house to house and took all the weapons” in order to prevent a rebel uprising. But in doing that, the Kurds left Mosul residents with nothing more than a knives to defend themselves, their families and their property.

“People are like sheep now,” Ibrahim added. “They don’t have weapons, only knives.”

As thousands of families have fled Iraq because of the rise of ISIS and the population in ISIS’ strongholds has decreased, the group has found ways to prevent people from completely fleeing the town. According to the report, people that now want to leave Mosul must give ISIS the deed to their home or some kind of collateral to ensure that they will return.

Although the family has fled Mosul and now lives in an apartment in Dohuk , they still can not enjoy complete freedom.

Since the family is a Muslim family living in a Kurdish area, the parents explained that many in the area believe they are ISIS supporters and they are not allowed to go out after dark and must report to the Kurdish government twice every month.
