#2 UN High Commissioner Resigns After CSA Scandal in Africa

UN official resigns amid scandal over handling of
sex abuse report

Move comes as the global body faces criticism over
child sex abuse in the Central African Republic

United Nations, United States: A top UN official who was allegedly informed of a sex abuse scandal before it became public is resigning, a spokeswoman for the United Nations said on Wednesday.

Flavia Pansieri, the number two at the UN Office of the High Commissioner for Human Rights in Geneva is stepping down for health reasons, UN spokeswoman Vannina Maestracci said.

Health reasons, I'm sure! Or did someone say to her, "You better resign for your own good"?

Her resignation comes as the global body faces criticism over how it reacted to the allegations of child sex abuse in the Central African Republic.

“I can confirm that Flavia Pansieri has resigned and she cited health reasons for her resignation,” Maestracci said.

Pansieri, a long time UN worker named to her position three years ago, was informed of allegations of child sex abuse carried out by French soldiers in CAR in the summer of 2014.

A Swedish diplomat working for the commissioner who authored the report was punished for not respecting the body’s protocols.

The UN’s handling of the incident, brought to light by The Guardian newspaper, was widely criticized by aid groups.

The United States and several aid agencies called for the United Nations to carry out a thorough investigation into the sex scandal, and the global body set up an independent commission last month to conduct an internal review.

France is also conducting an investigation.

Maestracci said she could not confirm if Pansieri testified to the UN commission, which is expected to report its findings in September.

Over a dozen French soldiers sent to the Central African Republic to help restore order in 2013 after a coup are accused of sexual abuse of children as young as eight years old who were begging for food.

United Nations - New York
The soldiers were not under the control of the United Nations.

The UN report also accused soldiers from Chad and Equatorial Guinea, an aid group that saw the report said.

US envoy to the United Nations Samantha Power recently said the claims contained in the UN report on the incident were “very credible and very disturbing.”

Premier Pledges Independent Review of Awful Child Sex Abuse Case

Premier Christy Clark has promised an independent review of a sexual abuse case in which a judge found social workers ignored or misled the courts and returned four children to their predatory father.

“My view is, ‘Yes, it’s going to have to be independent,’ ” she told reporters Tuesday.

Clark said the government first wants to make sure it structures the review properly “so that we can make sure that we get the outcome that families in this province deserve.”

She was unable to elaborate on the specifics except to say the review “has to be done by someone who isn’t inside government.”

The case, along with questions about the firing of eight health researchers, dominated a short summer sitting of the legislature. The session wrapped Tuesday with passage of a bill designed to enable a liquefied natural gas project in northern B.C.

The Opposition devoted all of the summer’s final question period to the child abuse case.

NDP children’s critic Doug Donaldson said the Opposition has no confidence in the government’s ability to organize a proper or independent review.

“I mean, you had a non-government employee appointed to do the review of the health firings, and then the government set the terms of reference for that and we weren’t able to get to the bottom of that,” he said. “We’re still waiting. So I don’t want to see this drag on for months and months.”

Donaldson said the government should turn the review over to Mary Ellen Turpel-Lafond, the province’s independent representative for children and youth, and have the select standing committee on children and youth set the terms of reference.

“I think that would be truly independent and get some answers,” he said.

In a decision released last week, B.C. Supreme Court Justice Paul Walker found the ministry liable for negligence, misfeasance and breach of fiduciary duty.

He said social workers sided with an abusive father in a bitter custody battle, failed to investigate the mother’s allegations of sexual abuse, wrongly apprehended her children and then provided false or misleading information to the judge to support the apprehension.

Walker also concluded that social workers tainted a police investigation by inaccurately portraying the mother as mentally ill, and went so far as to disregard a court order and allow the father unsupervised access to his children, during which he sexually abused his youngest child.

Overall, the judge concluded that ministry employees in this case “lost sight of their duties, professionalism and their objectivity.”

On Tuesday, NDP Leader John Horgan asked how Clark can continue to have confidence in Children and Family Development Minister Stephanie Cadieux “based on the complete absence of responsibility and accountability from the minister over the past three days.”

Clark defended Cadieux, saying she takes her responsibilities “extremely seriously.”

“This is never an easy ministry in government,” Clark said. “It’s never one where the problems are simple to solve. Nonetheless, it’s absolutely necessary.

“The minister understands that. She’s worked hard to try and find that balance. Through this review and through the regular reviews that the ministry conducts, we are going to continue to work hard to find the balance and make sure that we are doing the right thing by those vulnerable children who depend on us.”

Letter Reveals Sexually Abused Children Not a Factor in MI5 VIP Concerns

By Laura Smith-Spark, CNN

Papers came to light after a review into allegations officials covered up child sex abuse claims in 1970s and 1980s

Documents from then show "the risk to children is not considered at all," report's authors say

London - A UK report into allegations of the sexual abuse of children by people in, or close to, government in the 1970s and 1980s has sparked renewed criticism of the behavior of senior British government officials from that era.

The "supplementary report" to an inquiry led by children's charity chief Peter Wanless and senior lawyer Richard Whittam was triggered after new documents relating to the allegations came to light after their original 2014 review had ended.

It comes at a time when Britain has been rocked by revelations involving the sexual abuse of children by public figures -- including UK entertainer Jimmy Savile -- and allegations that the British establishment may have sought to cover up historic abuse claims involving some former senior politicians.
Savile

In the latest report, Wanless and Whittam write that issues of crimes against children "were given considerably less serious consideration than would be expected today."

They highlight what they call one striking example, taken from a 1986 letter from Sir Antony Duff, then head of Britain's domestic security service MI5, to the permanent secretary to the Cabinet, Sir Robert Armstrong, following an inquiry into claims a parliamentarian had a "penchant for small boys."

That investigation concluded, write Wanless and Whittam, by accepting the lawmaker's denials, and they quote an observation in the MI5 letter to the government: "At the present stage ... the risks of political embarrassment to the Government is rather greater than the security danger."

Wanless and Whittam continue: "The risk to children is not considered at all."

The letter dates from November 1986 when Prime Minister Margaret Thatcher was in power.

Charity: 'Misplaced priorities'
A spokesman for the charity Wanless heads, the National Society for the Prevention of Cruelty to Children, said the latest report showed "there is a clear sense of the misplaced priorities of those operating at highest levels of government, where people simply weren't thinking about crimes against children and the consequences of those crimes in the way that we would expect them to."

Simon Danczuk, a lawmaker who has been among those leading the campaign for justice for victims of historic cases of child abuse, said the new report showed that "the full weight of the British establishment, including MI5, colluded in a cover-up to protect politicians who sexually abused young boys."

The names that crop up in the newly found papers are those of former Cabinet minister Leon Brittan; Conservative lawmaker Peter Morrison, who was an aide to Thatcher; former minster William van Straubenzee; and Peter Hayman, an ex-diplomat.

Leon Brittan
All are now dead, and their names have previously been linked to child sex abuse allegations.

The papers also include references to the Kincora Boys' Home in Belfast, Northern Ireland, which has been the subject of numerous sexual abuse claims concerning boys in its care in the 1970s.

The Cabinet Office said the new documents -- which the government published Wednesday -- had been discovered among "assorted and unstructured papers" largely uncataloged. It apologized for the delayed release.

The 2014 review by Wanless and Whittam sought to find out what the Home Office knew, and what it did, about abuse allegations between 1979 and 1999.

Wanless and Whittam said the additional material -- which they saw for the first time this year -- didn't change their conclusions.

The 2014 review said that while it was "very difficult to prove anything definitive" when looking at imperfect paper records from 30 years ago, it had "not uncovered any evidence of organised attempts by the Home Office to conceal child abuse."

'Only the tip of the iceberg'
Besides the historical claims, recent abuse scandals in Rotherham, Oxford and the Greater Manchester area have revealed serious failures by police and local authorities to safeguard vulnerable children from sexual exploitation.

Amid continuing public concern, an independent inquiry opened this month with the aim of reviewing "the extent to which institutions in England and Wales have discharged their duty of care to protect children against sexual abuse."

"Public concern about institutional failure to protect children from sexual abuse has mounted with the growing realisation of the sheer scale of this problem," said Lowell Goddard, the senior New Zealand judge appointed to head the inquiry.

UK Home Secretary Theresa May told Parliament in February that what had been uncovered so far on the issue of child sex abuse "is only the tip of the iceberg" and that more must be done to expose "hard truths" and bring perpetrators to justice.

"With every passing day and every new revelation, it is clear that the sexual abuse of children has taken place and is still taking place on a scale that we still cannot fully comprehend," she said.

"What we do know is that the authorities have in many different ways let down too many children and adult survivors."

CNN's Andrew Carey and Hannah Calder contributed to this report.

Pedophilia or Pedophilic Disorder - Eminent Psychiatrist's Hair-brained Reasoning

What follows is an excerpt from a paper by an eminent psychiatrist who valiantly attempts to separate pedophilia from child sex abuse. Pedophiles who don't sexually abuse children, other than in their minds, do exist, but they are still pedophiles.

Pedophilia and DSM-5: The Importance of Clearly Defining the Nature of a Pedophilic Disorder

Fred S. Berlin, MD, PhD

Dr. Berlin is Associate Professor, Department of Psychiatry and Behavioral Sciences, The Johns Hopkins University School of Medicine, Baltimore, MD.

Psychiatric terminology should convey information in as clear and unambiguous a manner as possible. In light of the associated stigma, that is especially so of the terms Pedophilia and Pedophilic Disorder. Although from a psychiatric perspective the term Pedophilia is intended to define a recognized clinical entity, in the collective consciousness of contemporary society, the term has become a demonizing pejorative. Good adjective - 'demonized' is a fitting description!

Many in society are likely to equate Pedophilia with child molestation. They are not the same. The Diagnostic and Statistical Manual of Mental Disorders, Fifth Edition (DSM-5) may be contributing inadvertently to the misconception that they are the same, for the following three reasons:

First, DSM-5 states that an indicator of a Pedophilic Disorder would be that an individual has “acted on” his sexual urges (Ref. 1, p 697). “Acted on” could mean that he has actually molested a child. On the other hand, it could also mean that he has masturbated to pedophilic fantasies or that he has viewed child pornography. The current criteria for diagnosing a Pedophilic Disorder place some persons who have never molested a child into the same diagnostic category as those who have done so. That could cause confusion, suggesting that the current definition of a Pedophilic Disorder may lack adequate diagnostic specificity. As a consequence, the distinction between being sexually attracted to children in some fashion (e.g., experiencing urges to view child pornography) and experiencing urges to act on that attraction with a child can easily be lost.

Second, at present, in discussing Pedophilia, DSM-5 makes reference to the term Pedophilic Sexual Orientation. Sexual Orientation is ordinarily used to designate the category, or categories, of persons whom a given individual finds to be sexually appealing. Those who are heterosexually oriented are sexually attracted to adults of the opposite sex; those who are homosexual, to adults of the same sex; men with a heterosexual pedophilic orientation, to prepubescent females; and men with a homosexual pedophilic orientation, to prepubescent boys.

In the face of significant criticism of its inclusion in the DSM-5, the American Psychiatric Association (APA) has stated its intention to remove the term Pedophilic Sexual Orientation from the diagnostic manual. Removing that term in response to public criticism would be a mistake. Experiencing ongoing sexual attractions to prepubescent children is, in essence, a form of sexual orientation, and acknowledging that reality can help to distinguish the mental makeup that is inherent to Pedophilia, from acts of child sexual abuse.

You're saying that the mental make-up is significantly different in pedophiles who molest children from those who just watch kiddie-porn? Seriously?

Why do some act on their pedophilia while others don't? Is it because their disorder is substantially different, or is it because some pedophiles are just too cowardly to act out? Or maybe they still have some remnant of morality telling them that molesting children is evil?

Third, in discussing the nature of a Pedophilic Disorder, DSM-5 has done little to characterize the multitude of psychiatric burdens associated with the condition, burdens that are frequently present, even in the absence of any acts of child sexual abuse.

Viewing Child Pornography

Viewing child pornography should not be considered a useful diagnostic indicator of a Pedophilic Disorder. DSM-5 states that the “extensive use of pornography depicting prepubescent children is a useful diagnostic indicator of a Pedophilic Disorder” (Ref. 1, p 698). Any diagnosis simply constitutes a way of conveying information in shorthand. For example, when a diagnosis of Diabetes, Schizophrenia, or Anorexia Nervosa is made, that diagnosis conveys a great deal of useful information to a properly trained physician. For that reason, it is critical that the information conveyed not be misleading, particularly in a forensic setting. Under current circumstances, a diagnosis of Pedophilic Disorder can infer a risk of hands-on offending with children. If the diagnosis is made largely on the basis of the use of child pornography, the inference may be inaccurate, with potentially unwarranted negative consequences for the individual. Or, it may be accurate with almost certain devastating consequences for the children they destroy.

There are two ways of trying to determine whether those who have viewed child pornography pose a risk of hands-on offenses with children. One way is statistical, and the other clinical.

From both a clinical and an actuarial statistical perspective, an early retrospective study conducted at a Federal Civil Commitment Facility in Butner, North Carolina, inferred an association between accessing child pornography and hands-on sexual offending. That study has been criticized regarding its methodology and lack of scientific rigor.

I'm sure it's been criticized, but perhaps more for its outcome than its methodology. Here is what that study concluded:
The study found that the child-pornography offenders who were convicted of the possession, receipt, or distribution of child-sexual-abuse images but had no known criminal history of “hands-on” sexual abuse were likely to have engaged in the actual sexual abuse of a child. Thus, they were similar in their sexual behavioral patterns toward children to the second group examined, which consisted of child-pornography offenders with documented histories of “hands-on” sexual offending against at least one child.

More recent prospective data have questioned the contention that there is a correlation between accessing child pornography and hands-on offending. For example, one such study found that less than one percent of 231 men who had viewed child pornography (but with no evidence of a prior hands-on sexual offense) had gone on to commit a hands-on sexual offense. From a purely statistical standpoint (all else being equal) individuals with no history of a hands-on sexual offense against a child, but who have accessed child pornography, are at low risk as a group of committing a hands-on sexual offense in the future.

I think that 'less than 1 per cent' study should be investigated as to who sponsored it.

From dont-offend.org Germany's program to intervene with pedophiles who have not yet sexually assaulted a child. The point of the intervention is to stop pedophilia from progressing to that level:

The therapy being offered to individuals with a pedophilic or hebephilic sexual preference, who are aware of their problem and seeking help for it, is aimed at preventing sexual offenses against children and/or early adolescents and at avoiding the consumption of child sexual abuse images. In this way the Prevention Network “Kein Täter Werden” (Meaning: Don’t offend)” actively contributes to the protection of children and early adolescents by addressing the problem before children become victims, thus preventing repeated abuse and counteracting their ongoing traumatization.

The distinction between those pedophiles who use child pornography and those physically abuse children is largely ludicrous. It's as if Dr. Berlin doesn't know that child pornography is made by the sexual abuse of children. Or, is he so patient-focused that victims don't really count for much in his economy? More from dont-offend.org:

The use of child sexual abuse images (so-called child pornography) provides an opportunity to satisfy sexual needs without having direct physical contact with children. However, there is often no awareness of the inherent problem that the production of child sexual abuse images relies on the sexual abuse of the depicted individuals. Being aware of this, some consumers of child sexual abuse images feel bad about their behavior.

A pedophile is a pedophile is a pedophile! Some act-out, some don't. That's all the categorization you need!

No-one in the scientific fields has any real idea where pedophilia comes from. They pose theories involving 'cross-wired brains', environmental issues while growing up, and having been a victim of csa oneself. The last category of offenders have very high rates of becoming pedophiles. That would suggest that something is passed on to victims from offenders. When you figure that out, you might finally get somewhere, but you will never figure that out because you don't believe in the existence of evil as an entity.

I believe pedophilia is much less about sexual attraction than the destruction of innocence.
Prepubescent children have an obvious innocence about them, an innocence that is destroyed by sexual abuse. That is where pedophilia comes from.

Mother Charged in Daughter's Alleged Rape by Stepdad

'Alleged' rape, the headline reads. I guess that means the 4 children she had by her stepfather are 'alleged' children

Ruth Ann Johnson

Carol Vaughn, The (Salisbury, Md.) Daily Times

ACCOMACK, Virginia — The mother of a woman who said her stepfather and mother abused her for years has been indicted for rape.

Ruth Ann Johnson, 58, of Sulphur, Lousiana, was arrested June 26 after an Accomack County grand jury indicted her June 1 on charges of rape, indecent liberties and child endangerment in connection with incidents dating to summer 1986.

The indictment names Johnson as an accessory before the fact in sexual crimes allegedly committed by her then-husband, Khalil Mohammed Muslimani, against her daughter, who was younger than 13 at the time.

The two later divorced. I wonder what she divorced him over? What would be worse than impregnating your daughter 4 times and raping her from the age of four?

(Salisbury, Md.) Daily Times
In December 2014, Johnson's daughter, Stacy Ann Spione, now 41, asked Accomack County Commonwealth's Attorney Gary Agar to press rape charges against Johnson and Muslimani.

USA TODAY and The Daily Times do not identify victims of sexual crimes, but Spione wanted her name used when she told her story in December.

Spione said Muslimani impregnated her at age 11 and she later gave birth to four of his children. She also said she continues to be treated for post-traumatic stress disorder because of the abuse, which started when she was 4.

Muslimani, 68, of Onancock, Virginia, also was indicted in June on a total of seven counts of rape, forcible sodomy, carnal knowledge and child endangerment in cases involving Spione and another underage victim. He was arrested June 30 and remains in jail without bond.

Both indictments were ordered sealed until the two were arrested.

Johnson has been a Louisiana resident since 1991 and is disabled, according to documents filed in the case.

On Thursday, an Accomack County judge signed an order setting $25,000 bond for Johnson. She was released on bond Saturday.

Johnson and Muslimani also face charges in Maryland related to alleged sexual offenses.

Paedophile IRA Brothers Moved South of Border

Siblings 'blackmailed' to work as British agents

Despite claims by Sinn Fein President Gerry Adams that the IRA 'shot' paedophiles or rapists, the brothers - now aged in their 50s - were allowed to go free because they had close family connections to senior figures in the organisation.

Both were subsequently active in Sinn Fein, one holding office. Although rank-and-file party members might not have known about their background, their history was well known among senior IRA and Sinn Fein figures in Belfast. Their history was also well known to senior British security and RUC figures.

One former British security figure, speaking on grounds of anonymity, last night said the brothers were recruited as agents after it was learnt both were "of that type of bent".

The source used the same term that Gerry Adams used in the Dail last week about the way the IRA "resettled" abusers in relation to the brothers, though he had not heard Adams' speech.

A senior republican source told the Sunday Independent one of the brothers was known in west Belfast as a "kiddie fiddler", though he was never charged with any sexual abuse related offences or faced any sanction from the IRA other than exile to the Republic.

This brother was involved in serious offences including the murder of another IRA member suspected of being an informant for the Royal Ulster Constabulary (RUC). Despite this he was allowed to continue his activities in the IRA and free to continue his abuse of children, while working for British Army Intelligence.

He subsequently left the North in the late 1980s and 'resettled' in Co Louth, where he still lives. It is not believed he came to the attention of gardai.

The other brother was said to have been a lower level IRA member not involved in serious terrorism. He too was 'resettled' south of the Border after a complaint was made by one of his victims but subsequently returned to Belfast.

Both were identified as paedophiles by the British intelligence services and "turned", the term used for recruitment as agents within the IRA, the security source told the Sunday Independent.

He said one brother was "turned" after a collection of paedophile pornography was found in his home. The source said it was known there was a history of abuse in the brother's family background.

The source added: "On the (mother's family name) side of the family there would have been others, I think from memory, who were guilty of the same thing. In some ways it was seen as a tool which could be used to exploit somebody. Both worked for FRU (Force Reconnaissance Unit, the British Army's secret undercover unit in Northern Ireland). "I know (name of one of the brothers) had a penchant for child porn. They were both into that type of bent, for want of a better word.

"Both (the names of the brothers) were well known about within the Republican Movement. (Name of one of the brothers) was moved to Newry and, from memory, there was a bit of a bad reaction there because they knew he was a 'kiddie fiddler' and they moved him to Dundalk."

The brothers escaped execution by the IRA once it learned both had been recruited as agents because of their family connections.

One of the brothers was subsequently allowed to return to Belfast.

A former senior IRA figure told the Sunday Independent: "Yes, it was well known" that the brother who was more seriously involved in IRA terrorism was, in his words also, a 'kiddie fiddler' and: "a "Brussel, ('brussel sprout', the Belfast slang term for a 'tout' or informant) for (expletive) sake, everyone knew that."

The Sunday Independent previously revealed how another Sinn Fein figure, subsequently well known in the North, who was similarly "turned" by the RUC Special Branch after they secretly filmed him having sex with his niece who was aged only 13 or 14 at the time. The abuse was said to have taken place in a caravan used by Sinn Fein as a polling office during elections in the North in the 1980s. The video tape is said to have been explicit and watched for entertainment by Special Branch officers. This man remained in Northern Ireland.

The former British intelligence figure also revealed that one of their own agent handlers was caught "taking pictures of kids" at a location in Co Armagh. "We had our own bad apples," he said. "It wasn't just in the Republican Movement. You get it in all walks of life."

A separate republican source said another Sinn Fein figure was 'resettled' in the Republic after it was alleged he had raped a young IRA woman at a party on the night she was released from a jail term for explosives offences. The boyfriend of another IRA woman prisoner who complained to Sinn Fein was badly beaten by an IRA squad with iron bars and hurleys.

The British security services and the IRA could both come under the spotlight if, as suggested by the North's Deputy First Minister Martin McGuinness last week, a commission of inquiry is set up to investigate the movement of abusers across the Border.

Sunday Independent

Blackmailing gays, pedophiles and other perverts was a common occurrence during the 2nd World war and the subsequent cold war. MI5 often used such people as agents or double agents against communist intelligence. It is no stretch to see it used by the Army and the RUC in its struggles with the IRA.

It's still very disappointing that they considered the children to be acceptable, collateral damage in their operations. As we see by the Special Branch officers choice of entertainment, they were not much better than those they blackmailed.

American Faces Charges for Sex Exploitation of Street Boys in Thailand

CHIANG MAI, THAILAND

An American man is behind bars and facing charges for exploiting and abusing young teenage boys living on the city’s streets. In Thailand, he faces trafficking and sexual assault charges, and he may face additional charges abroad.

The 56-year-old American man was arrested on Wednesday, July 8, after IJM (International Justice Mission) and local police have been investigating the case for more than six months.

The alleged predator would arrange meetings with boys at bars, buy them meals, drinks and other gifts, then lure them to small hotels to abuse them. A 15-year-old boy bravely reported what was happening to another local NGO that works with children living on streets. (The boy is now safe at a shelter.)

Regional police and IJM coordinated efforts to track the American man and locate other boys who may have been serially abused. A week before the arrest, a 14-year-old boy came forward with a final piece of evidence that secured the case.

On July 7, the operation team—made up of local police, regional police, immigration officers, IJM and two other NGOs—staked out at the suspect’s apartment. The team slept in shifts so they could conduct surveillance throughout the night.

At 11am, they entered the man’s apartment and served the arrest and search warrants. The team carefully documented dozens of pieces of evidence, including children’s toys and incriminating videos. He is now in custody in Thailand awaiting trial.

"[This American man] is dangerous for other children, when we investigated, we heard so much about his behavior. He’s a drug addict, his situation is severe, and he needs treatment,” says IJM Thailand’s Wibunrat Ladaphongpattana, who works with child survivors of sexual violence.

She explains that the road ahead for the survivors will be long. The stigma of shame, particularly against boys, is very strong. This is why IJM will keep following up with the boys as well as the aftercare shelters where they can receive ongoing care and counseling. IJM’s legal team will also support the emerging case and any other legal actions brought against the suspect.

Another Gay Rights Activist Accused of Sex Abuse of Teens

Are LGBT Youth Groups grooming grounds for pederasts?

A second charge of sodomy and sexual abuse has been filed against prominent “gay”-rights activist and Democratic Party fundraiser Terry Bean, a founder of the Human Rights Campaign.

Terry Bean and President Obama
Ahead of a trial in which a jury will decide whether the 66-year-old Bean is guilty of engaging in sex acts with a teenager, Clackamas County, Oregon, prosecutor Scott Healy filed court documents alleging the Portland man had abused another teenager in 1979, the Register-Guard newspaper in Eugene reported.

Only days ago, the paper said, Bean’s attorneys had reached an agreement with the first accuser, a 15-year-old boy alleging abuse in 2013, that could result in dismissal of the case.

But Healy objects to Bean’s proposed civil settlement, the details of which have not been made public, and contends the alleged abuse in 1979 should be admissible at the trial, scheduled to begin Aug. 11.

Bean’s attorney, Derek Ashton of Portland, said in a statement, “We look forward to the hearing next week and an end to this defamation.”

The second allegation comes from a doctor in California who told police in January he was 16 when he began a sexual relationship with Bean in 1979 when Bean lived in Eugene.

Healy did not return a request by WND for comment.

‘One after another’

The Eugene paper noted Bean was first recognized for his activism in the 1970s when he helped persuade the Eugene City Council to pass an ordinance barring discrimination based on sexual orientation.

Scott Lively, known for his opposition to the “gay”-rights agenda, was communications director for an activist group that proposed ballot measures in the early 1990s to defend against the homosexual movement.

He told WND in an interview the Bean case fits a pattern.

“This is very common,” he said. “We see gay-activist leaders, one after another, being accused, sometimes charged, with pederasty – adult male homosexuality with teenage boys.”

Among them are San Francisco LGBT icon Larry Brinkin, Duke University professor Frank Lombard and Walter Lee Williams, professor of gender studies at the University of Southern California.

Lively, head of the non-profit Abiding Truth Ministries in Springfield, Massachusetts, noted Bean’s Human Rights Campaign, the nation’s leading homosexual-rights group, named him LGBT Global Public Enemy No. 1, in part for saying that many homosexual men are pederasts.

Oregon voters, Lively said, could have “stopped the LGBT agenda dead in its tracks” in 1992 by supporting the ballot measures he promoted.

He pointed out that prosecutors allege regarding the 2013 charge that Bean paid the victim $40 after the encounter and encouraged the boy to join a support group for “gay” youths.

“I have alleged for many years that these LGBT youth groups are really not much more than grooming center for predators, and this supports that allegation,” Lively told WND.

In the early 1990s, he said, when he worked with the Oregon Citizens Alliance, there was a lot of talk about centers in which young people from ages 12-24 were mixing, along with adult chaperons.

“These are people who identify themselves by their interest in same-sex attraction, and their lives are defined by sexuality,” Lively said. “So it’s a little different than a normal group with adult chaperons that don’t have that particular proclivity.”

Could this be the next goal of the gay lobby, to lower the age of consent? It may be, but it will never be lowered enough, because there will always be those who want the thrill of the illegality of sex with underage children. And there will always be those whose real motivation is the destruction of innocence - pedophiles. And there is a fine line of distinction between the two.

Obama fundraiser

The Willamette Week newspaper reported last year that Bean had raised more money to support President Obama than any other Oregonian.

According to the charging document, Bean and his then-boyfriend, Kiah Lawson of Junction City, met the 15-year-old victim on Sept. 27, 2013, through a popular smartphone application for homosexuals called Grindr.

The Willamette Week reported allegations Lawson had attempted to extort money from Bean after finding Bean videoed sexual encounters with other men with a hidden camera.

Bean’s lawyer Ashton claimed in a statement that “for almost two years, Terry Bean has been the victim of Kiah Lawson’s schemes and lies, which have led law enforcement to harass Mr. Bean’s friends, seek out old acquaintances and threaten him with further prosecution unless he admits to events that did not occur.”

Major NGOs Partner with TLC to Raise Profile of Child Sex Abuse in US

Darkness to Light, Rainn partner with TLC to raise
child sex abuse awareness

CHARLESTON, S.C. (WCIV) — Charleston-based Darkness to Light is partnering with the TLC television network and the group RAINN (Rape, Abuse & Incest National Network) in a national campaign to prevent child sexual abuse.

The three organizations announced their joint efforts in a press release Thursday. Their goal is to raise awareness and create a national dialogue on child sexual abuse. They hope to increase awareness and educate the public on ways to prevent it.

The announcement comes alongside TLC’s move Thursday to cancel one of its top-rated shows, 19 Kids and Counting, two months after one of the show’s stars, Josh Duggar, admitted to molesting young girls when he was a teenager.

"We cannot emphasize enough how impressive it is that TLC is using their platform to reach millions of Americans in addressing the stigma that child sexual abuse is," Kendall Sherry with Darkness to Light said Friday. "The partnership between TLC, RAINN and Darkness to Light has the potential to change on a national scale how people think about, talk about and react to child sexual abuse."

Dr. Lyndon Haviland, Board of Directors member, interim president and CEO for Darkness to Light said D2L is looking forward to partnering with TLC "to bring child sexual abuse out of secrecy and into the forefront."

Haviland called child sexual abuse a "public health crisis ... affecting (more than) one in 10 children nationwide."

"We applaud (TLC) for the courage to begin a national dialogue about what all adults can do to protect children,” Haviland said.

Darkness to Light (D2L) is a nonprofit organization founded in Charleston in 2000. D2L’s full statement on the new partnership is available here.

TLC said the following in its statement:

“Over these past weeks, TLC has consulted regularly with leading victims' rights and advocacy organizations in the U.S., including RAINN and Darkness to Light, to discuss how to use this moment to address the issue and make a positive impact. Unfortunately, child sexual abuse is not an isolated issue; it affects many children and families around the world. To that end, we are partnering with both organizations on a multi-platform campaign to raise awareness and educate parents and families about the issue.

TLC said in the release it is in the process of producing a one-hour documentary on the issue of child sexual abuse that will feature members of the Duggar family and others that have been affected by abuse. See TLC’s full statement here.

Katherine Hull Fliflet, Vice President of Communications for RAINN, said the following in that organization’s statement Thursday:

“We are pleased to be partnering with TLC to fight child sexual abuse, and appreciate its efforts to spur a national dialogue about this issue. … As this multi-platform campaign moves ahead, we look forward to working closely with TLC and our partners at Darkness to Light. … Together, we believe we can help families that have been affected by this terrible crime and make sure that parents and others have the knowledge and tools they need to help keep kids safe.”

RAINN is the nation's largest anti-sexual violence organization, providing support to survivors through various means. Its full statement on the partnership can be found here.
