Lorient: A former child welfare inspector sentenced to 4 years in prison for sexually assaulting young women

A former police officer who became a child welfare inspector was sentenced on Monday, May 18, to four years in prison by the Lorient (Morbihan) court for sexual assaults committed between 2014 and 2018 on young women receiving child welfare assistance.

A harsh sentence. A former police officer, who became a child welfare inspector, was sentenced this Monday to four years in prison by the Lorient court for sexual assaults on young women.

Six years of imprisonment had been requested during the trial at the end of April against this 53-year-old man for acts committed between 2014 and 2018. His conviction was accompanied by a deferred detention order.

Furthermore, the former police officer will not be able to contact the main complainant for three years and is prohibited from engaging in any paid or voluntary activity involving regular contact with minors for ten years.

A defense that denies any sexual intent

According to the case file, the man in his fifties would meet with child welfare recipients alone in his office. He would make comments about their appearance, their clothing, or whether they had a boyfriend, suggest going for a drink, give them gifts, visit them in their apartments in the morning, or even promise them, within the framework of social assistance, financial aid or the allocation of housing.

The statements of these six civil parties, joined by two educators and a former partner of the accused, who was abused, remained constant throughout the procedure as well as during the trial.

At the hearing, the former inspector did not admit to the charges against him. He merely expressed regret for having created "anxiety and distress" among these young adults with whom he was, according to him, "too involved." 

But he maintains that behind this "inappropriate professional demeanor," there was no "sexual or seductive intent." For her part, the public prosecutor of Lorient, Laëtitia Mirande, had highlighted the "sexist, deceitful, and manipulative" nature of the accused.

The latter will have to pay 10,000 euros for moral damages to the main victim who was assaulted, 3,800 euros to his former partner and one euro to the Morbihan departmental council, his former employer, which had joined the proceedings as a civil party.

Northern France: A babysitter with a prior conviction has been charged with several rapes and sexual assaults.

The Lille prosecutor's office announced on Wednesday that a babysitter in his thirties, already convicted of sexual assaults, has been charged with rape or sexual assault of around twenty children he was looking after. 

A sordid affair. In Lille, a babysitter has been charged with rape or sexual assault of around twenty children. The man, in his thirties, had already been convicted in the past. 

Aged 37, the individual is therefore suspected of having raped or sexually assaulted 18 children aged 2 months to 5 years in the Lille metropolitan area between March 2023 and December 2025, as specified by the public prosecutor of Lille , Samuel Finielz, in a press release published this Wednesday.  

He was also charged earlier this week with possessing images of sexual abuse of a domestic animal, discovered during a search of his home in January, and was placed in pre-trial detention. 

Specifically, he is accused of rape and sexual assault against three children, and sexual assault against fifteen others, two of whom are "also involved in acts of corruption of minors." This babysitter is also accused of the same offenses against a minor with whom he had been "in contact" in the summer of 2014 at a summer camp in Poitiers (Vienne), Samuel Finielz added. 

A man already convicted for the same offenses 

For the moment, and still according to this statement, the suspect has "essentially exercised his right to remain silent, while denying the commission of the acts". 

The investigation was launched at the end of December when the mother of a two-year-and-ten-month-old child filed a complaint for rapes of her son who had been looked after by this man. 

Between March 2023 and December 2025, at least 44 families in the Lille metropolitan area used the suspect's services through a childcare platform, according to the prosecutor's office. Of the 58 children involved, 18 are "likely to have been victims" of the babysitter. 

However, the man had been registered in the National Automated Judicial File of Sexual Offenders (FIJAIS) since 2020 after being sentenced in Nice in 2020 to five years in prison for sexually assaulting a minor. He had also been subject to five years of socio-judicial supervision, which included, in particular, "a ban on engaging in any activity involving regular contact with minors." 

Investigations are still underway and aim in particular to identify potential victims linked to the services offered by this man "on another site on which the person in question may have been referenced earlier", the prosecutor's office finally specified. 

The babysitter faces life imprisonment.





Canada reverses top honor after kids’ charity co-founder convicted of raping minors

Governor General of Canada Mary Simon has stripped Peter Dalglish, a co-founder of the Street Kids International charity and a convicted pedophile, of the country’s top honor. The famous aid worker was found guilty of raping two boys and sentenced to 16 years behind bars in Nepal back in 2019.

On Saturday, the Canada Gazette, the official media outlet of the Canadian government, reported that Simon terminated the appointment of Dalglish to the Order of Canada on April 15. He was originally awarded the merit in recognition of his humanitarian work in 2016.

Since the late 1980s, Dalglish has worked in multiple African and Asian countries, including Nepal, on programs aimed at improving the living conditions for vulnerable youths. During the course of his career, he has also been involved with several humanitarian agencies, including UN Habitat in Afghanistan and the UN Mission for Ebola Emergency Response in Liberia.

In a statement to CBC News, the governor general’s office described the revocation of the honor as an “extraordinary measure,” noting that Dalglish “has acted in a manner inconsistent with the standard of conduct expected of members of this society.”

The Canadian aid worker, who had for years resided in Nepal, was apprehended by local authorities when they raided his mountain villa not far from the capital city of Kathmandu in April 2018. He was charged with sexually assaulting two boys, aged 11 and 14, who, according to the police, were in the home at the time of his arrest.

Pushkar Karki, chief of the Central Investigation Bureau, alleged that Dalglish had been luring children from poor families with promises of education, job opportunities and trips.

In July 2019, the Canadian national was sentenced to 16 years in prison and ordered to pay around $10,000 to his victims.

Dalglish has consistently denied the accusations, with his lawyer claiming that his client had been set up.

In recent years, Nepal has seen several other cases where foreign nationals have been accused of sexually abusing vulnerable children while operating under the guise of humanitarian workers.
