Russians Get Behind Estonian Woman Trying to Protect Her Children from Norwegian Dad Accused of Abusing Them

Anna Finseraasen, an Estonian with Russian roots, married a Norwegian man, Jostein Finseraasen, and had two little girls. Over the next eight years, Anna became more and more disturbed by the father's behaviour with the girls - for instance, watching TV with the girls in the nude. Sometimes his father would join them in the 'game'. His father, the girl's grandfather, was a convicted paedophile.

After medical proof appeared that the girls had been sexually abused, their father was charged and spent 7 months in jail before being allowed out. Once out he somehow got visitation rights to the children without their mother accompanying them.

The father was acquitted of child sexual abuse and attempted to get custody of the girls. Court rulings all favoured the father to the point of ignoring professional testimony. Anna moved the girls to Estonia, but the father soon made plans to go to Estonia and retrieve the girls as an Estonian court also sided with him. 

Anna then moved them to Russia. Over the next year or so, many Russians got involved in this story and eventually were able to convince a Russian court to reject the father's claim on his children. Anna and the girls are now safe with a lot of friends looking out for them.

Charles Clayton Moore, a 68-year-old Sapphire resident, was sentenced Tuesday to nearly 50 years in prison after pleading guilty to eight felony counts of indecent liberties with a child and three felony counts of first-degree sex offense with a child.

During Transylvania County Superior Court, Judge R. Gregory Horne sentenced Moore to 594 months (49 years and six months) in N.C. Department of Corrections.

According to Assistant District Attorney Beth Dierauf, charges were filed against Moore when one of the victims disclosed to the Transylvania County Sheriff's Office that she had been abused at Moore's home.

"It was the bravery and the courage of this one little girl who came forward that got this whole investigation going," Dierauf said

Dierauf said Moore disclosed to investigators that he had not only abused her but "multiple children over the past 20 years. The detectives followed up and interviewed the victims he named when he came in, in addition to the one who came forward initially," she said.

According to a press release from District Attorney Greg Newman, Moore committed various sex acts with at least five of his grandchildren from 1999 through 2011.

The children ranged in ages from 3 to 8. Most of the crimes occurred in Moore's home when the grandchildren spent time there, according to the press release. Several people from the community, as well as Moore's family, read prepared statements to the court. Some advocated mercy for Moore, while others asked for stringent penalties. Moore apologized to his family and made a short plea to the court for leniency, the release said.

"Mr. Moore hurt a lot of people, and I fear that much of the harm to his grandchildren may leave permanent scars," said Newman in the press release. "We are satisfied with the sentence imposed by Judge Horne. Certainly, the community and, definitely, the defendant's family are safer now. Mr. Moore will spend the rest of his life in a North Carolina prison. I hope his family, and in particular the child victims, can find a way to cope with what they have experienced."

After an initial disclosure was made by one of the grandchildren during the summer of 2017, Moore contacted the Sheriff's Office and disclosed, in general terms, that he had committed crimes against members of his family.

He agreed to meet at the Sheriff's Office with his pastor where he confessed to his crimes. Detectives Geoff Bishop and Wade Abram conducted the interviews of the defendant, the victims and their parents. The Superior Court term in Transylvania County continues through the end of this week.





DACA Recipient Sentenced to 35 Years for

A Maricopa County Superior Court judge in Phoenix sentenced an illegal immigrant previously protected by the Deferred Action for Childhood Arrivals program (DACA) to 35 years in prison followed by lifetime probation for the kidnapping and attempted abuse of a 3-year-old girl.


The victim was discovered duct-taped and covered in feces in a closet in 2016, according to local reporting. A tipster called police and said he was offered the girl for sale as a sexual plaything by Francisco Javier Rios-Covarrubias, 30, an illegal immigrant DACA recipient from Mexico.

The charges stem from a January 2016 case described by investigators as one that “shocks the soul.”

Rios-Covarrubias, 30, allegedly offered the 3-year-old malnourished victim for sex as he was left to babysit the child by the mother, Mayra Solis, 22, who was also arrested and currently faces numerous related charges. Solis’s original charges were recently dismissed by the country prosecutor, but she was re-indicted and served new charges while in custody. Solis faces a preliminary hearing scheduled for November 26, 2018, in Maricopa County Superior Court.

Police found the child with her legs and arms bound and duct tape over her mouth. She was covered in feces inside a black trash bag with nothing but her shaved head exposed. Law enforcement at the time said the level of neglect was so harsh; the girl could not stand as police initially indicated the girl was sexually abused.

The 22-year-old mother Solis and Rios-Covarrubias pleaded not guilty to multiple felony abuse charges in February 2016. Rios-Covarrubias later pled guilty on August 28 and was sentenced on Tuesday. Solis was also arrested for fraud because she allegedly shaved her daughter’s head to fool people into giving money on the basis that she was suffering from cancer. Medical exams reportedly showed sexual abuse signs and officials claim the girl was thrown into a closet and left for hours–and even days–as the adults went to work or hosted visitors for paid sex.

At the time of his arrest, Rios-Covarrubias was being shielded from repatriation by the DACA program, according to the Senate Judiciary Committee.





Mother in Idaho child sex abuse case
takes Alford plea

CALDWELL — A mother has taken an Alford plea, admitting that a jury would likely find her guilty of failing to report her husband’s alleged sexual abuse on their daughters for years.

Sarah Kester, 50, took the Alford plea in 3rd District Court Wednesday. An Alford plea maintains the defendant’s innocence but acknowledges prosecutors have enough evidence a jury would likely find them guilty of the charge.


Kester was charged in July with felony injury to a child for failing to report her husband's alleged ongoing sexual abuse on their daughters for years. Lester Kester Jr. is charged with five counts of lewd conduct with a minor, one count for each daughter and another count for a fifth female relative. 

Sarah Kester faces up to 10 years in prison for the felony injury to a child charge. However, Canyon County Deputy Prosecutor Erica Kallin said the state is asking for one year fixed, nine years indeterminate, and is also recommending retained jurisdiction, a rider treatment program. 

Sarah Kester’s defense attorney, Bethany L. Haase, also argued for Kester’s bond to be lowered, stating that Kester “is a rule follower” and is “remorseful for the pain her children went through.”

Kallin thought the previously set $25,000 bond was appropriate due to the nature of the crime and the lifelong consequences it has. 

Without hesitating, Judge Christopher Nye denied the motion to reduce her bond. Kester's sentencing is set for Jan. 16, 2019. 





Former Teacher Arrested for Sexual Assault
Of Texas Child 20 Years Ago

ARLINGTON (CBSDFW.COM)U.S. Marshals arrested a former teacher in connection to the alleged sexual assault of a child that happened 20 years ago.

The suspect, Gregory Peters is in custody at the Arlington City Jail.

The Arlington Police Department notified the AISD of the allegations against Greg Peters on Oct. 15. The district immediately began an internal investigation, removed him from campus and placed him on leave. He was reported to the Texas Education Agency after the AISD was made aware of his arrest. The AISD has cooperated with law enforcement fully.

Peters was not an AISD employee when the alleged crime happened. When Peters was hired in 2012, there were no issues in his background that would have indicated any concerns.

The alleged offense happened while he was tutoring the victim in a private home in Arlington in 1999. At the time of the offense, Peters worked at Kennedale Independent School District.

Additionally, Peters was previously employed with the Burleson Independent School District and is currently an employee of the Arlington Independent School District (AISD).

The district sent CBS 11 News the following statement:

AISD administration was notified by investigators about Peters’ alleged crime. Based on the information, it is not believed that criminal conduct happened in a school setting or at a school premises.

But due to the nature and scope of this type of offense, the department has not ruled out the possibility that there may be additional victims in the community, and therefore, is requesting anyone with information to contact the Arlington Police Department.





Idaho child sex abuse case dismissed as children's testimony too inconsistent

A 50-year-old Weston man accused of sexually assaulting five children under the age of 12 and leaving one child with a sexually transmitted disease will be released from jail after charges against him were dismissed Tuesday.

“The girls kept giving contradictory statements and never were consistent regarding the allegations, so the state had to dismiss,” defense attorney Bryan Galloway said.

Juan Amezcua-Cisneros was arrested in August after a local doctor reported that a patient, a 9-year-old girl, tested positive for chlamydia in mid-August, court records say.

Investigators said the girl was interviewed, and she reportedly implicated Amezcua-Cisneros in the sexual assault of her and four siblings who range in age from 4 to 11.

The other children were also interviewed before detectives spoke with Amezcua-Cisneros, who “used soft denials with several attempts to redirect the blame for the accusations,” according to the probable cause statement.

Amezcua-Cisneros was charged with five counts of aggravated sexual abuse of a child and one count of sodomy on a child, all first-degree felony offenses.

On Tuesday he appeared at a preliminary hearing in 1st District Court, where each of the alleged victims were supposed to be made available for possible testimony.

Instead, Cache County prosecutor Jake Gordon made a motion to dismiss the case, with the option to refile in the future, based upon “material inconsistencies in the alleged victims’ statements.”

“With the evidence I had, I didn’t think I was able to meet my burden of proof beyond a reasonable doubt,” Gordon said.

I have to wonder how the children were deposed? Were they in a safe place with trained child psychologists? Do they have access to counselors now?

What happens now? Does Amexcua-Cisneros have access to the children? Will he run?





Illinois man sentenced to life in prison
for child sex abuse conviction

PITTSFIELD, Ill. -- A Pearl man has been sentenced to life in the Illinois Department of Corrections after he was convicted of multiple sex abuse charges in April.

Court records show John A. Pope, 48, was sentenced on Monday to life in prison for five counts of predatory criminal sexual assault of a child.

Because Pope was convicted of multiple counts of predatory criminal sexual assault of a child involving two victims, Illinois sentencing provisions call for a life sentence.

He was also sentenced by Judge Diane Lagoski to four years in prison for three counts of aggravated criminal sexual abuse and one count of indecent solicitation of a child, and a six-year sentence for indecent solicitation of a child. Those sentences will run concurrently.

A Pike County jury needed more than three hours on April 18 to return the verdict. The jury also found Pope not guilty of four counts of predatory criminal sexual assault of a child.

Pope was arrested Jan. 30, 2017, on the charges in connection with incidents in 2016 and 2017.





Restaurant magician who pleaded guilty earlier this year to sex offender violation indicted on similar charges in North Carolina

A registered sex offender performed as a magician during Family Night at Mario’s Pizza on Cloverdale Avenue while children were in the restaurant, according to indictments and allegations from authorities.

That would be a violation of a state law that prohibits such offenders from living near or going to places frequented by children.

Kevin Daniel Pegram, 35, of Kimrake Lane in Madison in Rockingham County, was indicted by a Forsyth County grand jury on 10 counts of being a sex offender unlawfully on premises.

Pegram pleaded guilty to a similar crime in Guilford County earlier this year.

And after Pegram’s 2004 conviction of second-degree rape, the parents of a 12-year-old said in a lawsuit that Pegram assaulted their daughter after meeting her while performing at a restaurant family night.

According to the N.C. Sex Offender Registry website, Pegram has been convicted of 21 charges, including second-degree rape, sexual exploitation of a minor and indecent liberties with a minor. He is listed as a recidivist, which means that he was convicted of an aggravated offense or has been determined to be a sexually violent predator. Pegram was released from prison in November 2015 after serving a 12-year sentence.

Indictments allege that Pegram was “knowingly present” at Mario’s Pizza at 2205 Cloverdale Ave., during the restaurant’s Family Night. The indictments described the restaurant as a “place where minors gather for a regularly scheduled recreational program.”

Christina Howell, a spokeswoman for the Forsyth County Sheriff’s Office, said Pegram advertised his services for children’s events.

Pegram was not an employee of Mario’s Pizza, and employees there did not know Pegram was a registered sex offender, she said. A manager at Mario’s Pizza could not be reached by press time.

The Guilford County Sheriff’s Office arrested Pegram in March after a similar incident. He was eventually charged with 52 counts of being a sex offender at or near child premises.

Pegram was working as a magician at events attended by children, the sheriff’s office told the News & Record. The sheriff’s office said Pegram was also using the alias “Angelo Colletie.” A Guilford County prosecutor voluntarily dismissed all but one of those charges in a plea deal July 30.

Maury Hubbard III, Pegram’s attorney on the Guilford County charges, said that Pegram pleaded guilty to one count of being a sex offender at or near child premises. The other charges were dismissed because video showed that he performed at restaurants in the main dining room that was not exclusive to children.

Hubbard said Pegram would perform at individual tables, which typically included adults and children.

The charge he pleaded guilty to involved allegations that he performed as a magician at a children’s tent for an event thrown by a law firm, Hubbard said.

In 2005, a Guilford County couple sued Ham’s Restaurant, alleging that restaurant officials did not screen Pegram. The couple said Pegram sexually assaulted their 12-year-old daughter repeatedly in his vehicle.

The lawsuit said Pegram performed as a magician at a Ham’s restaurant. The girl’s parents attended the family nights at the restaurant with their children in 2002 and 2003.

Pegram was 19 at the time, and the lawsuit alleges that Pegram manipulated the girl into a relationship that included rape, abuse and assault. Pegram was criminally charged and later convicted. That conviction helped lead to his status as a registered sex offender.

The lawsuit against Ham’s was voluntarily dismissed by the plaintiffs on Oct. 25, 2006.






Former suburban Chicago teacher arrested on sexual assault, child pornography charges

GLENVIEW, Ill. -- A former north suburban teacher was charged with sexual assault and child pornography.

Matthew Laird, 32, first came to the attention of Glenview Police through of a tip from the National Center for Missing and Exploited Children. The child protection agency said someone uploaded child pornographic images to an adult pornographic sharing website.

Glenview police said they traced the upload to Laird. Last month, they searched his home where they said they found several electronic devices containing hundreds of child pornographic images and videos. Detectives also reportedly found hundreds of images of current and former female high school students in both pornographic and non-pornographic poses. Police are still trying to identify the girls.

Detectives said a deeper investigation found Laird committed two criminal sexual assaults, one of the victims was a juvenile at the time.

Tuesday Laird was charged with possession of child pornography, criminal sexual assault and dissemination of private sexual images.

At the time of the investigation, Laird was a teacher at North Shore Academy in Highland Park. He was let go from the school earlier this month, according to a statement from the superintendent.

“Upon first learning that Mr. Laird was under investigation for what was initially characterized by police on September 18th as ‘internet crimes against children,’ we immediately banned him from our campus and placed him on administrative leave. Due to the fact that he chose not to participate in our internal investigation of this matter, his employment was terminated at the October 10, 2018,” the statement said.

Laird previously taught at Loyola Academy in Wilmette from 2011 to 2014 and was a scholastic bowl moderator from 2004 to 2008 and 2010 to 2014. The school released a statement said, “At this point, it is unknown to us whether or to what extent any former Loyola student has been impacted, but we are continuing to cooperate fully with the Glenview Police Department in its ongoing investigation of this matter.

Laird was also involved with the scholastic bowl team at Stevenson High School in Lincolnshire during the 2016-2017 school year and officiated a competition at Stevenson during the 2017-2018 school year.

The schools are asking anyone with information relevant to the investigation to contact the Glenview Police Dept at 847-901-6145.





NY State man pleads guilty to sexual abuse of 2 boys

A Henrietta man admitted Wednesday to sexually abusing two boys, according to the Monroe County District Attorney's Office.

Mark Buechler, 45, pleaded guilty in Monroe County Court to first-degree course of sexual conduct against a child. Prosecutors said he will be sentenced to 20 years in state prison and 20 years of post-release supervision.

He is scheduled to be sentenced Jan. 3 by Monroe County Court Judge Sam L. Valleriani.

In June, Buechler was charged by criminal complaint in federal court with production of child pornography and possession of child pornography. The charges allegedly involve  minors younger than 12, authorities said.

According to Assistant U.S. Attorney Kyle P. Rossi, on May 3, 2018, an 11-year-old boy told his school counselor that "the defendant performed various sexual acts on him on an ongoing basis at the defendant's home on Stone Road in Henrietta."

The counselor contacted Monroe County Child Protective Services. A Monroe County Sheriff's Office investigator and a CPS investigator interviewed Buechler and the alleged victim later that same day. 

Buechler admitted to watching pornography and sharing a bed with that child, but denied sexually abusing either of the alleged victims, court paperwork said. A search warrant was executed at Buechler's home that day and multiple digital and storage devices were seized.

The federal criminal complaint alleges Buechler committed the abuse between Jan. 1, 2012, and May 3, 2018.

On May 7, Sheriff's Office investigators interviewed an 18-year-old man who had visited Buechler's home when he was younger and said Buechler had sexually abused him over an extended period. A second search warrant was executed and more digital devices were seized.

On May 24, FBI agents obtained a federal search warrant to review the items seized as a result of the two state search warrants. Authorities unearthed 8,700 images and "two videos of child pornography produced by Buechler, some of which depicted him abusing the minor victims," authorities said.

Assistant District Attorney Sara VanStrydonck prosecuted the case. 

“Mark Buechler is behind bars today because of the strength of the victims during this investigation,” VanStrydonck said in a release. “Thanks to the investigation conducted by the Monroe County Sheriff’s Office with help from the Bivona Child Advocacy Center, the victims and the community are safe from Mark Buechler’s evil. It is the hope of the Monroe County District Attorney’s Office that the victims can heal and continue to move on from the years of abuse.”

A Grandfather Molested His Granddaughter 'Over and Over.' So Why Isn't He Going to Prison?

ALDEN, Ia. — She was 6 years old when, in November 2016, she told her older sister what Grandpa did to her when no one else was around.

In a videotaped interview 11 days later with a child-protective worker, a sheriff's deputy and her parents present, the little girl said she was scared her grandfather would go to jail if she tells.

But she was explicit about what happened when the two were alone, writing "sex" on a piece of paper, then sobbing as she described forced touching and oral sex.

It happened, she said, "over and over," in a bedroom her grandfather would lock, in the bathroom and in some woods in her town of 760 near a pile of corn.

"He says ‘please,’ and she doesn’t want to do it," according to a founded child-abuse report that led to the grandfather being placed on Iowa's child-abuse registry.

But what has happened in the felony criminal case that ensued has outraged the girl’s mother, Kasey Hilpipre of Des Moines; her grandmother, Deborah Yanna of West Des Moines; and the girl's now 13-year-old sister who first reported the abuse to a school counselor.

The girl's grandfather, 61-year-old Dean E. Hilpipre, was charged with two counts of second-degree sex abuse and faced as much as 50 years behind bars if convicted.

As part of a plea deal reached in December, Hilpipre admitted in open court what he did to his granddaughter. But as part of his plea, prosecutors agreed to recommend that Hilpipre receive a suspended sentence and five years of probation when he is sentenced Feb. 23.

"I was just stunned," Yanna said. "At his plea-agreement hearing, I said, 'Why don’t you just throw in a spa day?'"

But probation is common in child sex cases in Iowa, according to a Des Moines Register statistical analysis.

If Judge James McGlynn accepts the terms of Hilpipre’s plea to a count of lascivious acts with a child, the grandfather will be required to undergo sex-offender treatment and stay away from his granddaughter for at least the next five years.

Dean Hilpipre lives in the same small town, with no police department, as his abused granddaughter.

Watching other high-profile cases of sexual abuse and harassment in the national spotlight involving teens and women, Kasey Hilpipre and her mother are asking where the justice is for the now-7-year-old girl who they say is so shaken she will not leave her yard to play.

Kasey Hilpipre, who shares custody of her four children with her ex-husband, Dale Hilpipre of Alden, said her daughter's case languished for months while under the direction of Hardin County Attorney Richard Dunn.

"It's like the county attorney had compassion for Dean, and Dean was more important than my daughter," she said.

Criminal charges were filed in July 2017. But Kasey Hilpipre, 34, said the case began to progress only after she and her mother hired a Boone attorney to start asking questions and after two other women, an area prosecutor for the attorney general and an assistant county attorney, took over the case.

Kasey Hilpipre said nothing about the case's handling appeared to center on her daughter's trauma.

A father of four and grandfather of 13, Dean Hilpipre recently stopped working at ILC Resources, a local ag business in Alden, where he was employed for more than 40 years.

This month, he won $100,000 from the Iowa Lottery while awaiting sentencing.

Hilpipre is a whiskey drinker who, in a psycho-sexual evaluation completed in December, self-reported having more than 10 drinks a week. He would be required under his plea agreement to abstain from alcohol and mood-altering drugs.

But Hilpipre also has asked through his attorney for continued access to his adult son Dale, who lives nearby in a town with no local police department. Dale Hilpipre, 40, has custody of his abused daughter during the week.

Dale Hilpipre did not return phone calls seeking comment.

Reached last week on the doorstep of his weathered gray home in Alden, Dean Hilpipre, the grandfather, said he had no comment on the plea deal or his coming sentencing. His Des Moines attorney, George Appleby, also declined to comment about the plea.

In an exclusive interview Sunday, nestled between her mother and her sister, the victim cried and expressed concern for other little girls her grandfather knows in Alden. She said she wanted her grandfather to go to prison.

Hardin County Sheriff Dave McDaniel said two deputies developed a “solid” case against Hilpipre, listened as the girl gave a videotaped statement and “most certainly” would have been willing to testify had the case gone to trial.

“I don’t necessarily agree with the outcome,” he said, “but I don’t know how they came to that conclusion either.”

In state crimes, probation common 

In federal courts, 98 percent of those charged with child sex crimes ranging from child porn to trafficking end up in prison.

From 2004 to 2013, the average prison sentence for those offenders nearly doubled from 70 months behind bars to 139 months, statistics released last fall by the Bureau of Justice Statistics show.

But in Iowa’s state courts, many child sex abuse cases result in no conviction, state statistics show. And unless the offender is convicted of a forcible felony, probation is a common outcome.

In Hardin County, 48 sex offenses were charged from 2010 to 2017; 17 resulted in a conviction, according to Iowa's Division of Criminal & Juvenile Justice Planning.

As the Register reported last February, probation is a frequent outcome for school district employees accused of sexual abuse of students.

During the state of Iowa's last fiscal year, 37 people were convicted of lascivious acts with a child, the same crime to which Hilpipre has pleaded guilty.

Probation was ordered in 21 cases (57 percent). In 16 cases, offenders received probation and a prison sentence that may have been suspended by a judge.

Jennifer Long, a former prosecutor who co-founded AEquitas, a national organization to improve the quality of justice in sexual violence cases, said incest is as traumatic to victims as other high-level cases involving sexual violence.

"A prolonged crime, even if it doesn’t leave physical injury, leaves deep emotional and psychological trauma," she said.

While prosecutors always worry about the effect that testifying at trial can have on a child victim, there are ways to "provide a safe court environment," she said.

No criminal history

Denise Patters, the assistant Hardin County attorney who now handles the case, said she cannot comment on the deal negotiated with the help of an area prosecutor at the Iowa Attorney General’s Office.

"It’s a difficult decision at times, and one that, frankly, weighs on a person," she said.

Court records show one reason Hilpipre was offered probation was that he had no prior criminal record. A forensic psychologist, Dr. Tracy Thomas, hired by Hilpipre's attorney, also evaluated him and determined that he was a low risk to re-offend.

Research shows those who commit incest re-offend at about half the rate of those who sexually abuse children with whom they are not related.

When Hilpipre was questioned in December 2016 by Hardin Deputy Jeff Brenneman, he denied doing anything wrong. He also blamed the girl’s older sister for putting her up to the accusations, according to the state child-abuse report.

When he was interviewed last December by the forensic psychologist, Hilpipre said he didn't deny the allegations but didn't remember the things his granddaughter accused him of either.

He also said, "If I did it, I deserve everything I get."

A polygraph test he took in November was inconclusive "due to Mr. Hilpipre's poor physical condition."

Teri Sommerlot, a division manager for the Fifth Judicial District at the Department of Corrections, said prosecutors often strike deals to spare children from testifying or because they fear the children might be poor witnesses on the stand.

However, the impact of the crime on the victim is supposed to play a role at sentencing, she said.

State law requires that Hilpipre undergo a pre-sentence investigation, which McGlynn ordered. That investigation, independent of defense or prosecution, includes a risk assessment to other children and the community, Sommerlot said.

McGlynn, the judge, is not bound to the plea recommendations at sentencing in the case.

One in seven

Child sexual abuse is the most prevalent health threat children face — and one of the most costly, according to Darkness to Light, a South Carolina-based sexual abuse prevention organization.

Roughly one in seven girls and one in 25 boys will be sexually abused before they turn 18. About 30 percent are abused by family members.

Actually, D2L does not include peer on peer child sex abuse for some reason, so their numbers are well below those of other sources like CDC - Center for Disease Control estimates that approximately 1 in 6 boys and 1 in 4 girls are sexually abused before the age of 18. Those numbers are in line with most other estimates for the USA.

Children who live in rural areas are almost two times more likely to be identified as victims.

Child sex-abuse victims are at much higher risk for substance-abuse problems, behavior issues and delinquency.

ANTLERS, Okla. -- Oklahoma State Bureau of Investigation special agents arrested a Pushmataha County man on Wednesday for several counts of child sexual abuse.

In July 2016, OSBI special agents began an investigation into allegation of abuse by Anthony David Williams, 37.

Agents interviewed several children between 7 and 11 years old when they lived with Williams when their mother dated him several years ago. During forensic interviews, the children disclosed Williams had touched them inappropriately.

Williams was booked into the Pushmataha County Jail.

Philip Chicoine pleads guilty to 40 charges for helping live stream overseas child sex abuse

A Saskatoon, Saskatchewan man has pleaded guilty to 40 child pornography charges related to live streaming the sexual abuse of children in Romania and the Philippines, and then sharing the images with others.

Philip Michael Chicoine, 27, entered guilty pleas Friday to 14 counts of distributing child porn, five counts of arranging to commit a sexual offence against a person under 18, seven counts of luring a person under 18, five counts of making sexually explicit material available to a person under 18 and six counts of conspiracy to commit an indictable offence.

He also pleaded guilty to possessing, accessing and making child porn. The Crown indicated it expects to withdraw 23 of the 63 charges against him at the conclusion of sentencing.

The facts of the case were not read out in Saskatoon provincial court, but police have said Chicoine offered women in Romania and the Philippines money to show him live streamed and previously-recorded videos of child pornography.

The offences happened between 2011 and 2017, according to the RCMP Internet Child Exploitation (ICE) unit. Police discovered evidence of the live streaming during a search of Chicoine’s home after he uploaded child porn to a social media account.

According to the ICE unit, three Romanian women have been sentenced in connection to the case and the child victims are now safe. However, police are still looking for victims in the Philippines as they pursue suspects in that country.

Chicoine’s sentencing hearing is scheduled for June 19.

A FORMER Jackanory storyteller has been jailed for a series of sexual assaults on a young boy who was left with a “terrible burden of shame” for nearly 60 years.

John Earle, 87, who presented TV programmes for youngsters in the 1960s and 1970s, was deputy headteacher at a school in Okehampton, Devon, when he carried out the attacks on Iain Peters, who was just nine when his ordeal began.

Now 69, Peters has waived his right to anonymity to describe the lifetime of fear, shame and insecurity he has suffered since his school days.

His comments came after Earle, of Upton Lyne, Devon, was sentenced to four years in prison at Exeter Crown Court, having pleaded guilty to six counts of indecent assault between 1957 and 1961 at an earlier hearing.

The court heard how Peters, who lived with his parents in Kenya, was sent to Upcott House Preparatory School because his grandparents lived nearby.

Prosecutor Richard Crabb said the abuse started one night when Earle, who was the son of the school’s headmaster, came into Peters’ dormitory and picked him up out of his bed and carried him to his own room in the school before abusing him.

Afterwards he gave him some buttered toast which was seen as a “treat”. After he ate it, Earle told him it was “their little secret”.

Peters told police the abuse occurred regularly, at least once a week during term-time.

In a victim statement which was read out in court by Mr Crabb, he said: “As a result of the crimes John Earle committed against me, I have felt extreme fear, shame and insecurity for 50 years.

“I put on an outward facade of bravado.”

Peters said the offences had affected his education and his job prospects, adding that he had always carried out dangerous and low-paid jobs.

Earle, who started his television career on a show called Treasure House before working on the BBC children’s science programme Tom Tom, entered court using two walking sticks and used a hearing loop to listen to the case against him.

His appearances as a Jackanory storyteller marked the end of his television career and in the intervening years he has written books about Dartmoor and ran an expedition centre there, becoming an expert on trekking on the moors.

Nicolas Gerasimidis, for the defence, said the offences were an “aberration” for Earle as a man and that he had had access to a “vast number of young people” in the years since the offences but there had been no repetition.”

Speaking after the hearing, investigating officer Detective Constable Martin Pearse read out a statement on behalf of Mr Peters, who said the “terrible burden of shame” that had blighted his life had now been lifted.

Stevensville man sentenced to 100 years for

An 82-year-old Stevensville man will likely spend the rest of his life in prison for repeatedly sexually assaulting a young girl.

Gary Gene Dowdle admitted guilt to three charges, including sexual assault and sexual abuse of children. Prosecutors say the girl reported to Colorado authorities that she was assaulted by Dowdle several times between the ages of 4 and 6.

At his sentencing hearing, Ravalli District Court Judge James Haynes followed the state's recommendation of a 100-year sentence in the Montana State Prison with no possibility for parole until he serves 25 years, when he'd be 107-years-old.

Second Old-Catholic Priest Suspended on
Child Sex Abuse Claims

The Netherlands - The Old Catholic Bishop of Haarlem Dirk-Jan Schoon suspended another priest on child sex abuse charges. This priest has been retired for 13 years, but is still involved in celebrations in the Amsterdam parish and was used in emergencies, NOS reports.

Last week the Old Catholic Church suspended another priest, Nico S., after he was arrested in Cambodia. The Cambodian authorities found a large number of nude photos of boys under the age of 15 in his possession. It is believed he paid the boys to pose naked for him. After his arrest the Church admitted that they knew about S.'s sexual preferences for young boys.

After that arrest a 58-year-old social worker from Amsterdam told the Volkskrant that he was abused by another Old Catholic Church priest in 1973. The priest took nude photos of the then boy and made him perform sexual acts. The victim reported this to the church and an independent complaints committee in 2014. The complaint was ruled well-grounded, but the priest was not suspended. He was only banned from working with young people. 

The victim was not satisfied by that measure, but according to him, Bishop Schoon convinced him not to start a legal procedure. The Church denies this. But the bishop acknowledges that more should have been done with the victim's complaint and therefore decided to suspend the priest after all.

The Old Catholic Church calls on any other victims to come forward. 





Conway man jailed for alleged sexual abuse of child

CONWAY, SC (WBTW) – A Conway man was jailed after a teenager in his care told a counselor she had been sexually abused over the course of a number of years, according to an incident report from Horry County Police.

The report details how on March 9 an Horry County Police officer accompanied an employee with the Department of Social Service to a home on Copperhead Road in Conway. The DSS worker explained they received a report of alleged sexual abuse of a 17-year-old girl living in the home.

According to the police report, a counselor reported that the victim was repeatedly abused by 41-year-old Henry Lawson III while she was in 7th and 8th grade. The victim told the counselor that the abuse happened “every few months” until the victim told Lawson she would tell her mom if he didn’t stop. The victim said the abuse stopped until her junior year of high school, the report states.

The victim told the counselor she laid on the couch to go to sleep and when she woke, “she felt funny.” The victim’s legs were laid over Lawson’s lap when she woke and she asked why he touched her, the report states. The victim stated Lawson replied because he wanted “to see how many fingers would fit.” Lawson then reportedly told the victim to not tell anyone, or he would have to leave the home, according to the report.

On March 9, police and DSS went to the Conway home where a safety plan was developed by the DSS worker to keep Lawson away from the victim and only have supervised visits with the two other children who live in the home.

Lawson was arrested Thursday on one count of criminal sexual conduct third degree and one count of criminal sexual conduct second degree. Lawson was booked into J. Reuben Long Detention Center at 8:05 a.m. Thursday, and released hours later on a $5,000 bond.





Santa Maria man convicted of child sex abuse charges sentenced to probation

A Santa Maria man accused of multiple counts of child sex abuse and forced lewd acts upon two children was sentenced to five years probation Thursday at the Santa Maria Superior Court. 

Gerald Francis Gault, 68, also must register as a sex offender for the rest of his life and stay away from any locations where children may be present, including parks, schools and playgrounds. He cannot have any contact with children without prior approval from the Probation Department, must participate in sex offender treatment and periodically undergo a polygraph examination to ensure that he is following probation rules.

The unnamed victims in the case, who were reportedly family members, were under the age of 9 and 16 when the incidents occurred. The crimes reportedly spanned the course of several years from spring 2013 to January 2016. Gault was arrested and booked into custody Jan. 5, 2016.

The prosecution reached its decision after speaking with the families of both victims, taking into consideration the further trauma both girls could potentially suffer through the jury trial process, according to Deputy District Attorney Jennifer Karapetian. They also weighed the evidence in the case, considered the defendant's criminal history, then accepted Gault's offer for an early disposition and admission of guilt. 

Dry eyes were hard to find in the Santa Maria courtroom Wednesday when one of the young girls read her victim impact statement aloud.

"I never pictured myself in a courtroom for something like this, and although it is hard to talk about, a part of me is glad to be here today," she began.

"I thought Gerald Gault loved me, but I don't think so at all now," she continued. "I'm sorry that he's not getting the punishment I'd hope for, but I accept your decision."

For months, she cried alone in her bed at night, the girl recounted. She endured physical pain from the incident, and wanted to tell her mother but was afraid to do so for fear of Gault coming back to seek revenge. 

"I'm learning to deal with what happened," she said. "When I look back, I hope this will just be a bump in my life, and I won't live in fear." 

While the little girl stayed composed, her mother fought hard to speak articulately through sobs during her victim impact statements. 

 "Nothing in your life as a parent prepares you for having your innocent child be sexually abused," she began. "My daughter was only 9 years old when she shared [this] with me, and that was in January of 2016. Our family has been in a crisis ever since."

Her daughter had kept Gault's secret to herself due to fear and, also, because she loved him, her mother added. 

"I wish I could say I'm at peace with the decision for the [prosecution] to allow a plea bargain, but the fact is Gerald has committed sexual acts to an innocent child, and she was less than 9 years old." 

"I've been trying to teach my daughter to trust the law and judicial system," she said. "Instead, today I'm forced to explain how justice in this case has to mean 'good enough.'"

While she still feels anger and sadness, her mother also noted that she is filled with resolve, and will work to help her daughter regain her sense of self. Her mother also thanked Santa Maria Police officials who came to her daughter's rescue during the times she felt so vulnerable following the abuse. 

As part of the deal, Gault, who was represented by defense attorney Addison Steele, pleaded to a count of lewd acts upon a child under the age of 10 by use of force, violence and fear, and another count of lewd acts upon a child under the age of 16.

The remaining counts were dismissed as part of the negotiated plea. 

Gault has been in custody for a little over a year, and was released upon his sentencing Thursday morning. In addition to his sentence, he is not allowed to leave the county, maintain residence only approved by the Probation Department, submit to search and seizures, have no contact with any of the victims and stay at least 150 yards away from the victims. His probation expires April 27, 2022.

"The guilty plea to these charges ensured that Gerald Gault was held accountable for molesting his grandchildren," Karapetian said. 

"It took tremendous courage for these two victims to come forward and report their abuser," she added. "Now they can move forward on their path of healing, knowing that their grandfather was held accountable for what he did to them." 

Plea deals which allow a pedophile who molested his granddaughters, to walk after only a few months in jail, is not what I would call being held accountable.





Salford man jailed for 22 years for
child rape and sex abuse

A Salford man who sexually abused and beat his victims to ensure their silence has today been jailed for 22 years.

David Glausiusz (47) of Leigh Road, Broughton Park, Salford has been jailed for three counts of rape of a child under the age of 13, six counts of sexual assault against a child under the age of 13, three counts of assault and three counts of child cruelty after being found guilty at an earlier hearing.

Sentencing Glausiusz at Minshull Street Crown Court, Judge Rudland praised GMP’s investigation, telling the court: “there will be no place that the police light will not shine to protect the vulnerable.”

In April 2014, a referral was made to Salford Children’s Social Care raising concerns about a young boy.

Extensive enquiries by officers and staff from the Salford Borough, along with partners, established the boy had been sexually and physically abused by Glauciusz.

Months of further enquiries, both locally and internationally, identified a number of other victims, some of which had later made disclosures to police that Glauciusz had raped them, struck them with a piece of wood and stood on their stomach.

In court, it was proved that Glauciusz was guilty of a number of recent and non-recent abuse against his victims including children as young as seven.

While investigating, officers discovered his victims had been convinced by Glauciusz that they would not be believed if they reported his crimes. He had also tried to threaten them about potential repercussions in the community if they reported it.

Detective Chief Inspector Alan Clitherow of GMP’s Salford Borough, said: “The astounding bravery shown by those who suffered at the hands of Glauciusz has helped put a stop to his prolific and frankly evil actions.

DRC: Five UN peacekeepers suspended over fresh sexual abuse claims

A UN peacekeeper in the Democratic Republic of the Congo (DRC) has been suspended over claims that he had a child with an underage girl.

Reports of alleged sexual exploitation and abuse by United Nations (UN) personnel of vulnerable people – often the very people that these UN workers were supposed to protect – have been surfacing for years.

The UN's mission to DRC (Monusco), the largest and most expensive peacekeeping mission in the world, is no exception. It has been hit by a series of child sex abuse scandals in recent years.

The military observer is among five peacekeepers accused of acts of sexual abuse and exploitation in the first three months of 2017, according to Adama Ndao, head of the conduct and discipline team for the Monusco, who was quoted by BBC on Friday (28 April).

Two South African soldiers and two non-military Monusco officials, from Burundi and Niger, are among the accused, Ndao said.

All the accused have been suspended pending the result of official investigations.

Under Congolese law, anyone under 18 is considered a minor, and the underage girl has been put under the care of the UN children's agency (Unicef), Ndao said.

All the other cases involve alleged victims over 18. Two women have demanded paternal recognition from the peacekeepers they had sex with. One of the complainants has already had her baby. The other is still pregnant.

Last month, the UN agreed to settle for a 7% reduction of Monusco personnel – from 19,815 to 18,316. This figure includes military personnel, military observers, police personnel and members of formed police units.

Scandals involving UN troops in recent years have included a DRC paedophile ring and prostitute trafficking in Kosovo and alleged sexual abuse cases by European troops against children in the conflict-ridden Central African Republic (CAR).

The head of an advocacy group that leaked a UN report revealing that a dozen French peacekeepers had been suspected of sexually abusing children in the CAR in 2015 accused the UN of attempting to "cover-up" its findings.
