Founder of Maryland Suburban Swim Club Arrested for Child Sex Abuse

A Maryland swim coach was arrested on child abuse and sex offense charges Thursday morning after a former student accused him of engaging her in “sex acts” when she was a child, authorities said.

Police have charged 53-year-old Christopher Thomas Huott, founder and owner of the Maryland Suburban Swim Club, in connection with the allegations.

A woman approached police last month alleging that Huott had “engaged her in sex acts on numerous occasions while she was a minor in his care,” according to a statement by Montgomery County police.

The abuse started in the mid 1980s, when the victim was 7, and continued for several years, according to police allegations filed in court records.

Detectives are worried that there may be more victims “due to Huott’s position . . .and his access to children,” Montgomery police said.

Huott founded the Maryland Suburban Swim Club in 1986, according to the organization’s web site.

USA Swimming, the governing body for many swim clubs across the country, has been working to enact reforms since five years ago, as reports of young athletes being abused began emerging more frequently, said Tom Ugast, chief executive of Nation’s Capital Swimming Inc. in the District.

“Back in the 1980s, there weren’t a lot of protections in place for coaches in terms of background checks,” said Ugast, whose swim organization is one of the largest in the nation with about 1,500 athletes and 70 coaches.

But now, coaches for clubs sanctioned by USA Swimming must undergo annual background checks and take athlete protection courses “to make sure all of them know what is proper and how to look for any predators that may be around us,” Ugast said.

USA Swimming first learned of Huott’s arrest Thursday, said Karen Linhart, the organization’s spokeswoman.

The group has a “Safe Sport Program” aimed at increasing awareness and reducing the risk of abuse in the sport, and the organization has “no tolerance for violations” of USA Swimming’s code of conduct, Linhart said.

“We had no prior knowledge of any inappropriate behavior but we are looking into the matter,” Linhart said in a statement. “USA Swimming is deeply committed to the safety and welfare of all its members.”

Huott is being held on a $50,000 bond. Montgomery police are asking anyone with information on this incident or possible others to call 240-773-5400.

Little Toronto Girl Raped for Years by Babysitters - 2 Brothers and 2 Teens

Two men and two youths have been charged in connection with alleged multiple sexual assaults on a four-year-old girl over several years, Toronto, Canada, police said today. 

According to Det.-Const. Krystal Mosher with the Toronto police sex crimes unit, a now seven-year-old girl from the east end of Scarborough (a district in Toronto) was sexually assaulted multiple times by Toronto brothers Raymond and Michel Savoie and two boys also from Toronto between 2010 and 2012. 

Raymond Savoie, 43, has been charged with gang sexual assault, two counts of sexual assault and three counts of sexual interference.

The Savoie brothers, arrested on April 10, were released from police custody on April 22 on their own recognizance under strict bail conditions, Mosher said.

The youths, males now 18 and 17, are both charged with sexual assault and sexual interference. Their identities are protected under the Youth Criminal Justice Act since they were both minors at the time of the assaults.

The arrests were made after an investigation was initiated by the Child and Youth Advocacy Centre in January.

Police believe there may be other victims. Raymond Savoie used to babysit in the Kingston Road and Lawrence Avenue area and in the northern Don Mills area of Toronto, Mosher said.

"Raymond Savoie is possibly babysitting children in the community, so if parents recognize this male and have been dropping their children off with him, I'd like for them to contact us."

The Savoie brothers are scheduled to appear in court on June 3, while the two youths are expected in court on May 26.

Child Sex Abuse Headlines from 2014 in India

Just a few headlines from India for child sexual abuses that resulted in arrests in 2014. All but one are from one state - Kerala, but you can bet that child sex abuse in India is not restricted to one state.

Police have arrested a Thiruvananthapuram native on the charges of sexually abusing a two-and-a-half-year-old girl after kidnapping her while she was sleeping with her parents on the veranda of a shop in Kannur in the early hours of Tuesday. According to police, the accused, who is working in the fish market in Ayikkara, abused the girl around 2 a m. The accused will be produced before the court in the evening.

Thiruvananthapuram, (thank goodness for copy and paste) is the capitol of Kerala State which is on the southwest coast of India near the southern tip of the sub-continent.

The rape of a nine-year-old girl came to light at Pangode on Sunday. Pangode is a district in Thiruvananthapuram.

The Pangode police said the culprit was the girl’s stepfather. The child revealed all to her mother, who lodged a complaint with the police on Sunday, B. Jayan, sub-inspector, Pangode, said.

The police were likely to arrest the accused on Tuesday. A case was registered on Sunday and the victim’s statement recorded on Monday. The woman had taken some time to muster the courage to approach the police, the officer said.

Meanwhile, the police are yet to identify the two men who raped an eight-year-old girl, near Vallakadavu, (Thiruvananthapuram) on January 11. The girl was allegedly lured by two men near a lorry parking lot. She was then forcibly taken into a lorry and abused, Aji Chandran, Circle Inspector, Poonthura, who is investigating the case, said.

The child, was being counselled out of the trauma, Mr. Chandran said. A case was registered under sections of the Protection of Children from Sexual Offences Act. The indications from the statement of the child were that her violators were speaking a language other than Malayalam, probably Tamil. With a lot of outstation lorry drivers frequenting the spot, the police were now collecting details of vehicles that were seen in the area, apart from trying to prepare sketches of the accused.

Kannur, Kerala:  A 45-year-old school teacher was today arrested following allegations of sexual abuse of his girl students in Kannur, Kerala, police said.

The authorities of Perinthatta North ALP School in the district had earlier suspended the teacher P E Govindan after investigation on a complaint from a parent of a student to them, they said.

Police have arrested a 36-year-old man on the charge of sexually abusing his minor daughter in their house on many occasions. According to police, they arrested the accused, Chenthittayil Saju, resident of Farlongkara under Alakkode police station limits on Friday morning and he was presented in the court in Thaliparamba. Police said the accused had got admitted in a hospital to avoid arrest but he was held after he was discharged from the hospital. (Alakode is in the norther part of Kerala).

Thamarassery police have launched a hunt for four more accused in the case of sexual abuse of a minor girl. Police had earlier recorded the arrest of five persons, including the stepfather of the survivor. Thamarassery is in northern Kerala State. This case was reported here in February.

"Mom, Daddy has Been Raping Me", - "Did You Enjoy it"?

This story out of the Times of India tells us about an award winning documentary about a young woman who suddenly realizes that her father had been raping her since childhood. Such is South Korea's attitude toward sex abuse that she didn't even know that what her father did was wrong. South Korea, in many ways is a very modern country, but in some ways - not so much.

NEW DELHI: Dolphin (name changed) was 21 years old when she first realized that her father had been molesting and raping her since childhood. The young woman from South Korea got to know about it only when she chanced upon a book meant for children, educating them on the good and bad touch.

She fought and won the case against her father alone, after her family disowned her for her allegations.

She tells her story, the camera following her from streets to the court, in the documentary film — My No Mercy Home. For director Aori aka Choi Mikyung, finding a subject like Dolphin, the name given to the girl in the film, was difficult. "In South Korea, people don't talk about sexual assault. It is considered a matter of shame," It should be, of course, but for the rapist, not the victim.

Aori told TOI through a translator. Dolphin herself had approached Aori at a panel discussion on sexual violence. "She wanted to tell her story. She didn't think it was taboo," says Aori.

The film, which took three years in the making until May 2013, had its world premiere on Friday at the International Association of Women in Radio & Television film festival in the capital.

Aori feels that there are many parallels in the Indian and South Korean societies. "The Korean community is essentially a family community. Most rapes are committed by acquaintances and women are hesitant to report," says the 40-year-old, adding, "at least 4% of the total reported cases in South Korea are of rape within the family".

Dolphin had first told her mother about the series of incidents. Her reaction left her with no option but to move out immediately. "She asked me, 'Didn't you enjoy it?", Dolphin recalls in the film. Unbelievable!

Her mother then asked her to forgive her father to save the marriage. Dolphin then dropped out of school and began to live in a shelter for survivors of sexual violence. She started legal proceedings against her father, who later accused her of "seducing" him in court. She also lost favour with her two sisters.

Aori says though sex education is routine in South Korean schools, counsellors can be insensitive and are often not well-trained. She feels it could be one of the reasons that Dolphin was well beyond adulthood before she realized what had been happening.

In the film, Dolphin recalls that initially her father had told her he was "checking to see if she was healthy" and later that he was "teaching her". "It wasn't that she felt nothing was out of place. She felt uncomfortable but did not understand the seriousness of the matter," says Aori, whose film has won three local awards in South Korea.

Reactions to the story, she says, have been sharply divided in her home country. "When I screened the film in Seoul, Dolphin was present. Men in the audience told her they felt ashamed and wanted to know if she was okay. In two other screenings in smaller towns, older women abused Dolphin and saw her as the offender for breaking up the family," says Aori.

Dolphin now lives with a friend, supported by a part-time job at a restaurant. She failed her university entrance exam, but hasn't given up. She can hardly be expected to.

Alleged Pedophile Said To Have Abused At Least 500 Children

This story is a bit dated. Can't believe I missed it in December, but it's important enough to post anyway. This man is possibly the worst pedophile I have yet reported on.

MADRID, Dec. 3 (UPI) -- A man believed to have produced sexually explicit images of at least 500 young children in Spain and Latin America has been arrested in Lima, Peru, police say.

Arturo Dodero Tello, 29, is accused of pretending to be a young boy to gain the trust of his victims, all of whom were between the ages of 6 and 10 years old, ThinkSpain reported Monday.

Once they became friends, Dodero would talk them into letting him take photos and videos of them in their underwear with their computer web cam, police said. He would eventually blackmail the girls into posing naked or practicing "acts of zoophilia." 

Zoophilia is just what it sounds like, unfortunately. There's no limit to man's depravity or his willingness to share it with innocents.

Dodero would allegedly distribute the images on private online discussion boards.

His arrest came after Spanish investigators uncovered some of the private networks early this year. A photo of a girl wearing a school shirt was traced to a student at a primary school in the Canary Islands, who gave investigators Dodero's email address.

Dodero was arrested Saturday after authorities tracked his email address to a home in Lima, officials said.

Police said they found a hard drive hidden in a bedroom wall that contained about 200 videos.

Dodero is alleged to have also conducted his scheme against children in Argentina, Chile, Peru and Ukraine.



Pedophile Arrested After Burglar Finds Child Pornography

JAEN, Spain, Dec. 19 (UPI) -- Police in Jaen, Spain, arrested a pedophile after a burglar who broke into the suspect's home handed over his collection of child pornography, officials said.

The burglar anonymously called police and said he left the pornography in a car, along with a noted giving the alleged pedophile's address, ThinkSpain reported Thursday.

"I have had the misfortune to come into possession of these tapes and feel obliged to hand them over and let you do your job, so that you can lock this ... up for life," said the burglar in his statement to police.

Police said the suspected pedophile was identified as a trainer for a five-a-side soccer team and he allegedly recorded himself sexually abusing children around the age of 10. At least one of his victims -- a girl now 16 -- said she had been abused since the time she was 10.

The suspect apparently reported the burglary nine days before he was arrested, but did not include the video tapes the police later recovered.

FBI Probe Teacher William Vahey Who 'Abused Boys in UK'

A convicted paedophile abused children at a private school in London where he taught, its chair of governors said.

William Vahey, 64, taught students at Southbank International School from 2009 to last year. He was found dead last month.

It has since emerged that the US national had preyed on up to 90 boys at different schools he worked in around the world.

The FBI said his victims were drugged and some may not know they were abused.

Vahey killed himself two days after investigators filed a warrant to search a computer thumb drive belonging to him containing pornographic images of at least 90 boys aged from 12 to 14, who appeared to be drugged and unconscious.

The school's chair of governors, Sir Chris Woodhead, said the matter was the "worst thing that I've ever been involved in in 40 years of education".

The former Ofsted chief inspector said the school was working with the FBI to identify which of the children in the images were from the school.

The photographs were catalogued with dates and locations that corresponded with overnight field trips that Vahey had taken with students since 2008, but he had led pupils on such outings for his entire career.

Vahey was jailed for child sex offences in California in 1969, the FBI said.

The FBI's Special Agent Patrick Fransen said: "I've never seen another case where an individual may have molested this many children over such a long period of time.

"I'm concerned that he may have preyed on many other students prior to 2008."

Vahey was confronted about the images by a colleague at the American Nicaraguan School in Managua, Nicaragua, where he had most recently been teaching.

He confessed that he was molested as a child and had preyed on boys all his life, plying them with sleeping pills before abusing them.

"Everyone at the school is deeply shocked by what we heard on Tuesday," Sir Chris said.

"Our two priorities now are to communicate as much information as we have as quickly as we can, and to help the police as much as we can in what is now an international police inquiry into the activities of this man."

Vahey taught history and geography at the Southbank International School in central London.

Sir Chris said the fact that Vahey was able to teach there and at other schools despite having a conviction for a child sex offence in California in 1969 "beggars belief".

But he added that Vahey had an "immaculate record" and had never given any staff at the school cause for concern.

"He was a very popular man, both with staff and students," he said. "He has managed to deceive his colleagues in schools all around the world for 30 years." Perverts and pedophiles are good at that.

Vahey, who had a home in London as well as in South Carolina, was found dead in Luverne, Minnesota, on 21 March.

My biggest concern here is that some of these boys are going to be identified who never thought for a minute that they were ever sexually abused. Some may have a very difficult time dealing with this sudden knowledge. Please pray for these and all Vahey's victims that they get the help they need to deal with any trauma that might develop.

One Philippine City's Fight Against the Child Cybersex Industry

This lengthy article is translated from Der Spiegel magazine. It is a very interesting and informative expose of the cyber-sex trade on the island of Cebu, Philippines.

Behind the closed door of her office, Angeles Gairanod is sitting in front of her laptop, replaying the video that changed everything in her small city. The clip shows three girls lying naked on a bed in their hut. The girls are 11, 9 and three. What ensues is sexual abuse. 

Three minutes into it, their mother appears in the picture and also engages in acts of sexual abuse with her children. The video, shot in Gairanod's city, not far from her office, is three years old.

It's February 2014, she says after showing the video. "This sort of thing happens here every day."
Gairanod, 53, is a petite woman with a bob hairstyle and pearl earrings, the deputy mayor of Cordova, a sleepy city on the eastern coast of the Filipino island of Cebu.

The densely populated municipality of 53,000 also includes large numbers of children. Banana and mango trees grow along the roads. During the day, the men drive their rickshaws along gravel paths, and at night they go fishing in rowboats. The women do the laundry and cook rice over sooty fire pits. Scruffy dogs, some that hardly seem alive, lie beneath the trees.

More than 40 percent of the population of Cordova lives below the poverty line. There are few cars and most of the homes here are wooden huts.

Gairanod says her city wasn't a bad place before it gained worldwide notoriety as a production site for cybersex, and adults began selling their children on camera. Everything changed three years ago, when the children's aunt, no longer able to stomach what was happening, brought a memory stick containing the film to her office.

In the Philippines, incitement for cybersex can fall under human trafficking statutes. The penalties are high. Under the law, offenders can be sent to prison for between 15 years and life.

Gairanod has been on a mission since the first arrests were made in Cordova. Every morning at 10, she arrives in her office at the town hall, a large, beige building with a health clinic, offices for the town's three social workers and a 78-year-old mayor who delegates all the work to Gairanod. For her part, Gairanod is just trying to figure out ways to prevent the city's children from being harmed in the future.

A Pervasive Problem

She knows that cybersex has become a hidden source of income for the poorest of the poor in the Philippines in recent years, a business worth billions -- and one in which anyone with an Internet connection and a Web camera can get involved. In areas where there is no tourism, like her small city, it's the only form of prostitution.

Employees of Terre des Hommes, a humanitarian organization focusing on children's rights, were recently in Cordova. As part of a study on "webcam child sex tourism" on the island of Cebu, they also interviewed residents of the city. Gairanod was horrified to hear that tens of thousands of children in the Philippines between the ages of 7 and 17 work in the business, and that about 750,000 customers are online worldwide at any given time. But then she felt almost relieved when she realized that the problem wasn't confined to Cordova.

The problem is a product of the unusual confluence of poverty and an excellent digital infrastructure that is especially pronounced in Southeast Asia. In 2013, Asia had 1.3 billion Internet users, the largest number of any region worldwide. Access to the Internet continues to grow in countries like the Philippines, Indonesia and Cambodia, which have become hot spots for cybersex.

"Ibabao has the most stable Internet connection in the city," says Deputy Mayor Gairanod, referring the neighborhood where the sex video she showed was filmed. She turns her Hyundai onto a gravel path, the only access point to the neighborhood and its 8,200 residents, at around noon.

After seeing the 2011 video, she ordered that all Internet connections be registered, and soon the number of connections dropped from about 1,000 to only about 100. But the production of cybersex videos continued on mobile devices, smartphones and iPads, which connect to the Internet using WiFi.

Gairanod sees it as a declaration of war.

She steers her car past children playing in the sand and mangy dogs scavenging in a pile of garbage. The air is humid from the rain that fell the night before, and the smell of grilled fish and earth blows in through the car window. Gairanod is driving too fast. She doesn't like to be seen in the streets of Ibabao, where the people watch as she drives by. In fact, Gairanod would rather not get out of the car.

During the tour, she occasionally points to a hut and shouts bits and pieces of a story over the music playing in her car. As she drives, she tells stories of various cases of sexual abuse in the neighborhood, some so graphic they are unfit for publication. There is the neighbor who turned a family in, she says, the man who rents out his laptop and there, she says, pointing to a house, there was something with a cat. Or was it a dog?

Gairanod laughs. She once studied law, and her father was a judge, so she knows how to systematically take action against injustice. But the situation here is different.

The small city for which Gairanod feels responsible hasn't just become an enormous daily challenge for her. Cordova is a culture in which people pretend that open secrets don't exist, especially one as disgraceful as this.

Dubious 'Family' Businesses

It's difficult to understand how parents can reach a point where they would abuse their own children, especially in the Philippines, where the role of family is so important. In many cases, though, adults don't see anything particularly objectionable about posing in front of the camera. They argue that no real abuse takes place, that there is no rape and that the chats and live images of naked children are still better than conventional prostitution.

There are even cases in which several families share a laptop and build a business at home, or in which youths prostitute themselves in separate booths at Internet cafés. In the "peso peso cafés," where there are no attendants, they can go online for a few coins, so that cybersex becomes available to anyone.

Of course, Cordova isn't the only place in the Philippines where children are abused in front of web cams. It is, however, a place where the world knows about it, in the wake of a few local raids and one major, international one.

In 2012, British police officials discovered child pornography from Cordova on the computer of a man known by the authorities to be a consumer of child porn. In the ensuing operation, dubbed Endeavour, involving investigators from 12 countries, 29 people were arrested worldwide. Eleven of them had presumably developed a network in Cordova and earned more than €45,000 ($62,000) with the online abuse of children. The agents secured about 4 million images of abuse, and 15 children aged 6 to 15 were brought to safety. "It's a terrible blemish," says Gairanod.

The question is what she can do to correct the problem.

After the tour of Ibabao, she takes us past the supermarket and the police station, where there is one person in jail for attempting to steal the gates to the cemetery at night. She invites us to her house for a meal of grilled fish, and as we arrive she drives past the 98 fighting cocks her husband keeps in the yard. During the meal, she talks about her dream of saving the city, and about the kind of child Mary Rose* once was.

'Show-Shows' and 'Chit-Chats'

Today Mary Rose is sitting in the living of a small yellow house in Ibabao, where she lives with her parents and five of her nine siblings. She is 20, a friendly but shy young woman. There are teddy bears on the sofa next to her, and there are pictures of saints on the wall. Lothar, Garry, Kieth and Watch Men used to gaze into her dark, windowless room, when Mary Rose was still taking her clothes off for them.

"I did a show for them," says Mary Rose. Here they call it "show-show" or "chit-chat." In Visayan, one of the languages spoken in the Philippines, repeating words is a way to minimize their impact. She referred to her customers as "Mister." Her career began with an invitation from a neighbor who owned a laptop and promised her a boyfriend from America. The man's name was Garry, and he sent her money through Western Union in return for Mary Rose taking off her clothes.

A show cost 2,000 pesos, or €32 ($44), and it lasted until the customer climaxed.

For two years, Mary Rose went to her neighbor's house every night. She and other female friends would undress, fondle themselves and dance in front of the camera. Mary Rose was deeply ashamed each time she did it. But, she told herself, Garry is on the other side of the world. It meant that he could remain a virtual person. In fact, she thought, maybe he isn't even a real person.

But Garry liked Mary Rose, and soon he paid her to buy her own laptop.

Mary Rose launched her own business at home. Her parents didn't like what she was doing, nor did they like the fact that she had begun skipping school because she was tired. But her father earned the equivalent of only a few euros a week selling stone. With the money that Garry had sent, the family was finally able to tile the kitchen floor.

Mary Rose found new customers on Yahoo Messenger, she says, customers like Lothar, Kieth and Watch Men. She began inviting her female friends to participate. Sometimes there were up to 10 girls at a time, performing seven shows at night and the next morning.

Lothar also wanted to see children.

Rich, white men are still afforded king-like status in this part of the Philippines, so the girls obliged Lothar. One of the girls brought along her baby. The child was already naked, says Mary Rose. She says they only played with the boy and didn't abuse him. She says the infant may not even have noticed someone was watching on the screen.

But one day there was an argument over Garry, says Mary Rose. He played Mary Rose and the neighborhood girls off against each other. The pressure was too much for Mary Rose, and when she started having crying fits, her mother reported the neighbors to the police.

Mary Rose was placed in protective custody and the neighbors were sent to prison.

But little changed, says Gairanod. Filipino courts operate at a slow pace, so that trials lack a deterrent effect. A final verdict has yet to be issued against those arrested in Cordova.

Gairanod is trying to find ways to instill fear in the citizens of her city, but she fails to realize that their actions are the result of poverty. Nevertheless, she refuses to wait 10 or 15 years for change to come to Cordova. Gairanod, who has never had kids with her husband, says: "I want to save all the children."

Last year the mayor of Cordova issued a new ordinance to combat the abuse. Since January, questionnaires must be filled out to specify the relationship between a person sending money through Western Union or Cebuana L'huillier, a chain of pawnshops, and the recipient of the funds. At the end of each month, the five local money transfer offices must submit a report to the mayor's office, which lists all customers by name, together with the amount of money each customer received. The mayor hopes that the system will enable his office to flag unusual transfers. It's a good idea.

Unfortunately, says Gairanod, residents aren't stupid. Those who are paid for cybersex simply go to a branch of Western Union or Cebuana L'huillier in the next town for their payments. In a safe house a few kilometers north Cordova, run by Forge, an organization that partners with Terre des Hommes, 16 underage girls live behind a heavy iron door. Many have prostituted themselves on the Internet.

One of them is Yo-Ann*, who is celebrating her 13th birthday on this particular today. Her mother is coming to visit, and the two of them plan to go to church together.

Yo-Ann is a quiet girl with jet-black hair, which she is constantly brushing, and a petite body that seems to have stopped growing. One evening before dinner, she and a group of other girls kneel on the floor of a communal room and say the rosary. They do it every day.

The ritual is intended to help the girls feel secure.

On Camera Abuse Comparable to Physical Abuse

According to a study by Terre des Hommes, the effects of on-camera abuse are comparable with those of real, physical abuse. The group's female psychologists say that the girls suffer from depression, have trouble sleeping and have lost the ability to distinguish between intimacy and distance. Anyone who spends a few hours with the girls, playing soccer or merely observing them, realizes that they are children who are as shy and unrefined as alley cats.

Some Terre des Hommes employees paid a visit to Forge last year. They listened to the girls' stories and used them as the basis for a character named "Sweetie," a virtual 10-year-old girl who then began appearing in chat rooms to draw attention to the new form of child prostitution.

After 10 weeks, "Sweetie" had received 20,000 chat requests from 71 countries.

Yo-Ann also opened her Facebook chat for the Terre des Hommes staff members. It probably isn't a very good idea, but the psychologist sitting next to her asks her to do it again now. Yo-Ann has 266 friends, many of whom are old white men. She wants the world to see how easy it is for her, a girl who isn't even familiar with her sexuality yet, to destroy someone with nothing but words.

Then Yo-Ann would turn on the camera. It was always the same procedure, but she almost never received any money. For a time, Yo-Ann confused the Brazilian's words with love. She couldn't process the things he was telling her. It had to be love, she thought. Now Yo-Ann is a child who has stopped speaking.

Looking for Love - and a Better Life

Many encounters on the Web begin with girls hoping that a rich man will rescue them from poverty and give them a happy life, if they can only be good enough. According to Terre des Hommes, a few men actually travel to the Philippines after a series of chats. But when you meet one of them, you quickly realize that love has very little to do with it.

An elderly Frenchman is sitting in the lobby of a seedy hotel in Cebu City, 20 kilometers from Cordova. A sign on the door reads that bringing underage people into the hotel is prohibited. The 63-year-old veterinarian from Normandy has thinning hair and a strong handshake. He spends several months a year in this hotel in the red-light district. "I'm looking for love," he says.

He has brought a thin 31-year-old woman named Gwendoline with him to the meeting. They say that they have only met once before, on Skype. Gwendoline sits on a plastic chair looking like a store mannequin, while the man explains his view of the world.

He explains that he finds Filipino women over 18 on a website called Filipino Cupid. He writes their names into his notebook, where they are organized by the size of their breasts, waist size and buttocks. "I like it if the woman can cook," he says. If she can, he uses a magic marker to place a pink dot next to the woman's name in his notebook. He chats with them and meets them on Skype. Then he visits them at home. The Frenchman behaves like a person who plays the lottery and always wins. He fancies himself as a king of sorts.

In his universe, there are no questions about his role, about what he can offer the women or about what makes him appealing. When asked what he and the women talk about, he responds: "Why?" The veterinarian's game never involves his own contribution. It only involves his spoils, the girls who fill an endless void for a moment.

A new day is beginning in Cordova. Gairanod, the deputy mayor, is driving her Hyundai through the streets of Ibabao once again, until she arrives at the only school in the neighborhood. She gets out of the car once she has driven through the metal gate and into the courtyard.

Educating Children about their Rights

In a classroom with mobiles of lions hanging from the ceiling, third-graders dressed in their school uniforms are watching two students from the University of Cebu, who are showing them a poster of a family sitting at a table together.

The students are trying to teach the children what their rights are within the family. It's Gairanod's latest idea.

"How should children feel?" the teachers ask. "Happy," the children shout. "What shouldn't a child do?" the teachers ask. "Touch," the pupils shout back.

Gairanod is sitting on a children's chair in the last row. A boy sitting on the bench in front of her has come to school with a laptop bag. Gairanod sees is right away, but she tries to concentrate on the game. Then she leaves the room.

She is unable to see a laptop bag as a sign of progress, or just as a bag. She has seen too many images, too many children, and too little love.

Scotland Yard Appeal Brings More Clues in Madeleine McCann Disappearance

British police investigating Madeleine McCann's disappearance are now looking at 18 potentially linked break-ins by a lone intruder into Algarve villas. (The Algarve is the southern-most region of Portugal.)

Six have come to light since an appeal by UK detectives last month, with five involving alleged sexual assaults against young British girls.

They include an assault on a girl aged 10 in 2005 in Praia de Luz - the resort from which Madeleine vanished in 2007.

One of the suspects in these sexual assaults on British girls is David Reid who died of cancer a couple years ago. Reid, however, doesn't fit the description provided by some of the victims.

Police have known of several sexual assaults of young British girls in the Algarve for some time, but this is the first knowledge of one right in Praia de Luz.

Scotland Yard says it hopes UK officers will begin operations in Portugal soon. They need permission from Portugal first and it has been a long time coming. Please pray that it will happen this week.

Last month, the Metropolitan Police revealed they were looking at a series of break-ins, including two burglaries in Praia da Luz.

More than 500 calls have been made with information since then.

Det Ch Insp Andy Redwood said: "As a result of those 500 calls, we have now identified a further five sexual assaults and one near miss. None of those six matters we were aware of prior to our appeal.

"In this new tranche of information we have got one crime which is very clearly in the heart of Praia da Luz in 2005, on a young, white, 10-year-old girl.

"Clearly the fact that we've now got an assault that is in the heart of Praia da Luz, very close to where a previous matter had been reported, means that we are even more interested in this as part of the inquiry."

The case involving the 10-year-old was not reported to police in either country until now.

Overall, nine of the 18 break-ins involved alleged sexual assaults against British girls aged six to 12.

Three took place in Praia da Luz, five in Carvoeiro, nine in Albufeira and one in Vilamoura.

Investigators from Scotland Yard are waiting for an official agreement later this week which would allow them to begin "operational activity" on Portuguese soil.

Dep Asst Commissioner Martin Hewitt said: "I am cautiously optimistic that in the not-too-distant future we are going to start to see activity." Mr Hewitt would not reveal what the operations would involve.

Detectives said last month that the lone intruder was described as tanned with dark hair.

They said the man was bare-chested in some of the attacks, and some witnesses said he had a pot belly. Three victims said he had a "noticeable odour".

Two of the families said the intruder had worn a distinctive burgundy long-sleeved top, and one family said the top had a white circle on the back.

The man was said to have spoken English slowly, with a foreign accent.

Scotland Yard launched a new investigation - code-named Operation Grange - into Madeleine's disappearance, last July, two years into a review of the case.

A high-profile campaign run by Madeleine's parents Kate and Gerry McCann, from Rothley, Leicestershire, and a Portuguese police investigation had so far failed to locate the missing child.

Madeleine was three when she vanished from the family's holiday apartment.

Houston FBI: One of Worst Child Sex Abuse Cases Ever

There are likely hundreds of unidentified victims (all boys) from many different countries, please read this and pass it on.

Local FBI agents tell Local 2 Investigates they are working on a recent case of child sexual assaults that is one of the worst they've ever seen, involving more than 90 victims. The FBI says it's likely there are more victims that law enforcement doesn't know about and they want to reach out to offer victims' assistance to those who could now be adults.

"This is one of the most prolific alleged predators we've ever seen," Houston FBI Special Agent Shauna Dunlap told Local 2 Investigates.

The suspect, William James Vahey, 64, of South Carolina, killed himself after the FBI began an investigation.

Vahey was not from Houston, but Dunlap says it is possible he had contacts with children of Houston-area families. He has taught at American schools abroad in various countries for years.

The Houston FBI was called in to investigate images found while Vahey worked at the American School in Nicaragua. The FBI says images show Vahey sexually molesting children.

Houston agents with the Crimes Against Children Task Force are sometimes asked to assist law enforcement from other countries when U.S. citizens are suspected of committing violations of U.S. federal law.

Vahey was a teacher at the American Nicaraguan School in Pista Suburbana, Managua, Nicaragua from Aug. 12, 2013, until he was fired on March 11, 2014.

Court documents reviewed by Local 2 Investigates show Vahey admitted to a co-worker that he molested underage kids his whole life.

Before teaching in Nicaragua, Dunlap says he taught in London, England; Caracas, Venezuela; Jakarta, Indonesia; Dhahran, Saudi Arabia; Athens, Greece; Ahwaz and Tehran, Iran; Madrid, Spain, and Beirut, Lebanon.

Dunlap says records show he taught at the Saudi Aramco School in Saudi Arabia from 1980-1992. Saudi Aramco has a division located in the Houston area and Dunlap says children from Texas may have attended that school while their parents worked in Saudi Arabia.

"In addition to foreign nationals the schools were attended by the children of American diplomats, military personnel stationed overseas and other American citizens working abroad," Dunlap said.

"We have an obligation to reach out to his victims and offer them victims' assistance," Dunlap said. "This is quite a task because while his victims likely lived overseas they could be living abroad or in the United States now."

Vahey killed himself in Luverne, Minnesota, on March 21, two days after a federal court judge in Houston approved a search warrant for a thumb drive Vahey owned that allegedly contained images depicting child sexual assault. It's unclear why Vahey was in Minnesota.

The case unfolded after Vahey reported his maid was fired after she allegedly stole personal items from his house last November.

In March of this year, the former maid brought a USB thumb drive to the American Nicaraguan School and admitted she stole it, but said she was coming forward because of the child sexual assault images she saw on the drive. A school employee viewed some of the images and described them to local authorities who contacted the FBI, the federal search warrant says.

"These images depict minor males in various states of undress," court records allege. "The minor males appear to be asleep, unconscious or possibly drugged."

When a school employee confronted Vahey, court records show he said, "I was molested as a boy and that is why I do this. I have been doing this my whole life."

"Vahey further stated he, 'Never hurt any of the boys.'" Court records go on to say Vahey claimed the boys were completely asleep and he used sleeping pills.

It is unclear if the school did a background check on Vahey.

Vahey was required to register as a sex offender in California after pleading guilty to child molestation in January of 1970. He was a swim instructor at the time in Santa Ana, California, federal court records show.

He was sentenced to 90 days in jail. Court records show he registered only once in 1970 and never renewed his registration. Hold on, here! You have to register yourself as a sex offender? The courts leave it up to you and don't bother to check up on it??? So, probably because of that, hundreds of boys were drugged and sexually abused. So much for protecting the vulnerable.

It was not immediately clear if California required him to register again or if law enforcement there pursued him.

It's not clear how Vahey was able to get hired by all of the international schools. We reached out to some of them, but have not yet heard back.
