Iowa’s residency laws force offenders into remote, low-rent areas to comply with the law that keeps offenders 2,000 feet away from schools or daycare centers.
The law ends up creating clusters in low-rent motels, trailer parks and neighborhoods around poor families with children ripe for the picking.

James Faler |
That's hardly believable - multiple reports of sexual abuse by a convicted pedophile, and it took police and Human Services 3 years to act. How many times was she abused on those three years?
Jenni Jenkins |
Jessica Epping was also arrested for allegedly allowing Faler to supervise her six-year-old son.
Sherry Oates |
Sherry Ann Oats, 48, was charged with four counts of child endangerment plus one count of child endangerment with bodily injury. She was held in the Scott County Jail in lieu of $30,000 cash-only bond.
Sherry Ann Oats, pleaded guilty Dec 3rd to one count child endangerment with injury, a Class D felony, and four counts of child endangerment, an aggravated misdemeanor.

One mom allegedly sent her kids to the home Faler and Lucier lived in after the child reported sexual abuse and was allegedly present when another child was assaulted.
David Conger pleaded guilty to not registering his sex offender status while traveling out of state. He could get up to 5 years for that felony. He has not been charged with abusing any children in the Mobile Home Park.

Jenkins has a hearing set for Nov. 21, when a judge is expected to schedule his trial. He has pleaded not guilty to the Class B felony, which carries a penalty of 25 years in prison.
Jenkins is a registered sex offender. He's also the ex-husband of Jenni Jenkins.
A 33-year-old Rock Island woman is the latest person charged in an ongoing child abuse investigation involving a Davenport mobile home park.
Andrea Rodden |
The felony count stems from the minor having also been sexually molested by the offender.
Rodden is accused of allowing the child to stay with James "Jim" Everett Faler on Oct. 30, 2011.
Scott County Sheriff's Lt. Bryce Schmidt said. "Rodden knew that James Faler was a convicted sex offender."
Rodden was caught by federal marshals in Phoenix, Ariz., and has been returned to Scott County to face allegations that she facilitated the sexual abuse of a child.
I'm too shattered and heart-broken for those children to make any sensible comment.
