ROCKBRIDGE COUNTY, Va. - Two people have been convicted of child sexual abuse in Rockbridge County.

Robert Clark was sentenced to 65 years and Samantha Simmons to 43 years in prison in a case that Chief Deputy Commonwealth Attorney Jared Moon calls the most disturbing sex crime that he's ever encountered as a prosecutor.

The case was also part of an investigation into the Rockbridge County Social Services Department that was concluded in April.

The children involved in this case were a 3-year-old girl and an 8-year-old girl.

They were removed from the two trailer homes the family was living in back in September 2015, but the report from that grand jury investigation into the social services department shows that, without the input of two employees there, those children might never have been rescued.

The report shows that social services workers went to the trailers after deputies investigated the situation in September 2015.

Moon, speaking on the phone Wednesday, described what they found.

"Both of them were just covered in roaches and other bugs. Thousands, if not millions, of bugs. Trash all over the house. The insects were inside the refrigerator, running through food, food that the children ate," said Moon.

The grand jury report shows the social worker who saw those conditions requested that the children be removed immediately, but her then-supervisor, who has since resigned, said, "They're used to living that way, so what's the big deal."

That social worker then obtained a protective order and she and another employee found a placement for the children themselves without the supervisor's approval, according to the report.

WSLS 10 is not revealing the names of any social service employees in that report because none of them were charged with a crime.

Moon said both of the girls who suffered abuse are now with a loving foster family that plans to officially adopt them.

Kaplan found guilty of child sexual assault of six sisters

A Pennsylvania man was convicted of multiple counts of child sex abuse on Tuesday for sexually assaulting six sisters from a family he befriended and financially supported when they left their Amish faith, officials said.

A Bucks County jury found Lee Kaplan, 52, guilty of 17 charges including child rape, statutory sexual assault, involuntary deviate sexual assault and indecent assault, the Bucks County District Attorney's Office said in a news release.

The man, from Feasterville, a community just north of Philadelphia, was arrested in June 2016 on charges of raping a teenage girl who authorities said was given to him as a "gift" by her parents after he helped them financially.

The sexual assault of the girl began when she was 14 and she gave birth to two of his children.

Bucks County prosecutors in October charged Kaplan with sexually abusing the teenager's five younger sisters, after further investigations revealed they had been victimized as well.

The victims now range in age from 9 to 19, prosecutors said.

Kaplan is awaiting sentencing, which has not yet been scheduled.

Deputy district attorney Kate Kohler, who prosecuted the case, said she hoped Kaplan will spend the rest of his life in prison, according to the Philadelphia Inquirer.

The trial, which began on May 31, featured testimony from all six of the sisters he was accused of sexually abusing.

Kaplan for a time lived in the home of the parents and later returned to his own house in Feasterville where he lived with the girls he sexually abused, prosecutors said.

The girls' mother pleaded guilty to one count of endangering the welfare of children in April and her husband pleaded no contest to the same charge, according to CNN. The two parents are awaiting sentencing.






Woman pleads guilty to her role in the
sexual abuse of a 7-year-old girl

A guilty plea from a woman who admits she played a role in the sexual abuse and exploitation of a 7-year-old Hamilton girl.

In an agreed statement of facts, 48 year old Sonya Lucas admitted to joining in with two men as they sexually attacked of a 7 year-old girl and admitted to videotaping it.

In April of 2016, Lucas says she was picked up by 48-year old Rui Dasilva. Lucas says Dasilva was client of hers, she worked as an escort and told the court Dasilva had a daddy daughter fetish. Police found baby dolls in Lucas’ apartment with sex toys and anatomically correct genitals attached to them.

Lucas’ lawyer told the judge that Lucas was also the victim of sexual assault multiple times when she was a child. Court also heard that Lucas did not know that they were going to abuse a 7-year-old that night but once she arrived at the little girl’s house and saw how young she was she still wilfully participated.

The young girl was advertised for sex on Craigslist by her mother’s boyfriend, he currently faces 40 charges. His name cannot be revealed to protect the identity of the little girl.

Lucas’ son came to show support for the young victim and spoke out about the sexual abuse he endured at the hands of his mother when he was only 14.

“She allowed me and my brother to drink alcohol. She got us both intoxicated and when I was passed out and when I became conscious and woke up she was performing sexual acts on me.”

Lucas was convicted of incest in 2004 and has been on the sex offenders registry ever since but never served jail time. Her son hopes to see his mother behind bars.

“Jail is where she belongs. She is very dangerous.”

50 year old John Gallagher of Hamilton is already behind bars serving a nearly four year jail term for his part in exploiting the little girl. Rui Dasilva plead guilty last month and is awaiting sentencing and a 36 year old Hamilton man, who also cannot be named to protect the child is also facing charges.

Four years - a 50 y/o man sexually abusing (did he rape her?) a 7 y/o girl. It should be closer to 40 years. What a joke our 'justice' system is.

Sonya Lucas is expected to be sentenced this September.






Oregon couple each gets more than 40 years in prison for child sexual abuse

FLORENCE, Ore. (AP) — An Oregon woman and her husband have each been sentenced to more than 40 years in prison for sexual abuse charges.

The Register-Guard reports 45-year-old Doreen Cater and 44-year-old Greg Cater pleaded guilty as charged Tuesday. They were then sentenced.

Doreen Cater was sentenced to 41 years and eight months in prison for a total of 112 charges relating to the repeated abuse of two children between 2011 and 2015.

Greg Cater was sentenced to 45 years and 10 months in prison for a total of 96 charges.

Charges against the couple originally were filed in Lane County in December 2015, after a woman reported to police that she had found photographs that Greg Cater had taken of two children wearing lingerie and "minimal underwear."

The second victim wrote a statement that Lane County Assistant District Attorney Bob Lane read aloud in court. In it, the child said that the Caters “both treated me like I was a prostitute.”

“What you did to me was wrong,” the child wrote. “I will never, ever forgive you for what you did to me.”

Greg Cater subsequently admitted to having taken the photos, and also said that both he and his wife had sexually abused the two victims in their case, authorities said.

Doreen Cater also confessed to numerous crimes against the children, authorities said.

The state’s case against the couple grew last July, when prosecutors in Deschutes County obtained an indictment charging the Caters with additional crimes. The couple lived in La Pine before moving to Florence in about 2014.

Attorneys for the Caters said in court that their clients had never wanted to take their cases to trial, which could have required testimony from both victims.

One of the victims was younger than 16 when the abuse occurred, and the other was younger than 14.

According to search warrant affidavits filed in court, detectives found on Greg Cater’s cellphone explicit photographs that appeared to show his wife engaging in sexual acts with one child. Police later seized a letter that he had written two days after his arrest. It includes an apology to one of the victims and asserts that he had made his wife “do bad things” to children.

Greg Cater told an investigator that he had engaged in sex with one of the victims on at least 100 occasions during the four-year period leading up to his arrest, according to one of the affidavits.

He and his wife both declined to make any statements during their sentencing hearing.

Anchorage police say man charged with child sex abuse may have more victims

Anchorage police have arrested 56-year-old Eugene Elmer Young for the alleged sexual abuse of two people while they were minors, and investigators believe there may be more victims.

One of Young's alleged victims got in touch with police last month and accused him of the abuse, and then in the course of that investigation another victim came forward, police said in a statement.

"Both victims were sexually abused by Young when they were juveniles," the statement says. "The assaults took place between 2009 and 2011."

Police arrested Young on Thursday, charging him with two counts of first-degree sexual abuse of a minor and five counts of the same crime in the second degree.

Investigators are concerned there may be more victims due in part to Young's volunteer work with Anchorage-area youth organizations, mainly as a soccer coach, in the early 2000s. The two people who contacted police are not associated with those organizations.
