UK Child Sex Abuse Probe Ignored Asian Grooming Gangs
for Fear of Seeming Racist

The Independent Inquiry into Child Sexual Abuse was set up in 2014 to expose official failures to bring child abusers to justice. But a victim of the Rotherham grooming gang accused the inquiry of trying to "bury" the scandal of Asian men abusing teenage girls for decades with impunity.
The UK inquiry into child sex abuse deliberately did not probe Asian grooming gangs in the north of England for fear of being dubbed racist, a victim has alleged.
Sammy Woodhouse said the The Independent Inquiry into Child Sexual Abuse (IICSA), which was meant to uncover failures by authorities to investigate abuse allegations, showed the same negligence when it came to the notorious Rotherham and Rochdale child sex rings mainly run by men of south Asian origin (read Pakistani).
Woodhouse, one of victims from Rotherham in Yorkshire, said the inquiry headed by Professor Alexis Jay was "scared of being called racist." She told Saturday's edition of The Times those in charge "have not placed survivors at the forefront" and are "selective in what they decide to look at."
"If you are going to get to the root of gang-related child sexual exploitation you need to go right to the heart of it," Woodhouse said. "They are trying to bury what happened in places like Rotherham and Rochdale because they're scared of being called racist."
Rotherham, Rochdale, and at least a half dozen more cities in England. Anywhere there is a sizeable Pakistani community.
The Rotherham child sexual exploitation gang targeted girls in their early teens and even younger, many of them living in state care homes, from the late 1980s to the early 2010s. The Rochdale child sex abuse ring operated in 2008 and 2009. Police and local politicians repeatedly ignored those who reported the crimes and even accused some of racism against the Asian community.
Rotherham' Labour MP Sarah Champion, who has campaigned for better protection for child victims of sex abuse said: "It’s more than a missed opportunity. So many survivors pinned their hopes on this inquiry getting to the truth."
And former Chief Crown Prosecutor for North West England Nazir Afzal, who brought the Rochdale grooming gang to justice, called it "nonsense".
"With the other strands of this inquiry it’s been about looking back at what went wrong to see what we can learn from those mistakes, Afzal said. "This section decided it was going to look forward, but you can’t move forward without looking back at the failures."
You can't know where you are going if you don't know where you are. And you don't know where you are if you refuse to look at where you have been.
IICSA was set up in 2014 my then-home secretary Theresa May following numerous allegations of sexual abuse against the late entertainer Jimmy Savile. The alleged victims said authorities had failed to listen to their accusations while Savile was alive.
The inquiry's remit was broadened to include abuse in the Anglican and Roman Catholic churches and by members of Parliament. The Westminster probe, codenamed Operation Midland, was based on false allegations made by Carl Beech - who was jailed for 18 years in July 2019 for perverting the course of justice, fraud and his own sexual offences against children.
It is commonly known now that Rotherham Police and Council were more afraid of being called racist if they interfered with the Pakistani child trafficking, gang-rapes, drug running, etc. In their efforts to be fair to the Pakistanis, they sacrificed 1500 young British girls - just gave them over for the paedophiles to do as they wish.
There is really not much difference in how IICSA is handling the situation. There is a race problem here, although it is more a religious problem. Mohammed gives Muslims authority to do as they wish with non-Muslim girls (children) who are under their power. Once a girl gets in their car, or enters a hotel room with them, they are under the Muslim's power and are fair game for anything.
Until the government admits that Islam is the problem, there will be no justice, no safety for young British girls anywhere in the country.

AN INNOCENT man was thrown in a cell after his paedo neighbour used his wifi to download child abuse videos.
Ex-squaddie Paul Loseby, 44, was arrested by 15 cops in a dawn raid at his flat in Beaumont Leys, Leicestershire.
A squaddie is a soldier of the lowest rank in the British army.

He was quizzed on suspicion of having sick images of boys but begged officers to believe his innocence.
He then remembered that he’d given his wifi password to his downstairs neighbour - creepy Robert Mawby, 60.
Cops hauled Mawby to the station, where it emerged he downloaded 489 explicit pictures and videos between March and August.
The sick pervert had also previously served time for possessing child abuse images and was meant to have restricted internet access.
Mr Loseby, a dad-of-six and part-time DJ, said: “I thought I was just being a friendly neighbour. He said he had no money and if he could use my wifi. I just thought he was a lonely, old man who was struggling to get by.
Mr Loseby said he was marched out of his flat and into a cop car in front of his neighbours.
“It was humiliating," Mr Loseby said. "I've lent [Mawby] my password and I feel a bit of an accessory to what he'd done. It makes me feel sick to my stomach.
"I've had to let the whole street know I'm innocent because they all saw me get arrested."
Mawby, who admitted downloading the child abuse videos, told a judge he was scared about returning to the flats.

He told Leicester Crown Court: “I was looking to go into a probation hostel because of my neighbour.”
And Mr Loseby said Mawby was right to be fearful. The pensioner’s windows have already been smashed. He added: “If he’s got any sense he shouldn’t come back. He’s an evil, dirty man.
"The blinds have been taken down and on his bed you can see blonde wigs - the geezer was dressing up in oversized school uniforms.
“He won’t last a minute back here. No-one is going to accept him living here. It’s disgusting. The mothers will come and lynch him. If he comes near my place, I'll go to prison for it. I’m not living in the same block as a paedophile. He's the neighbour from hell."
Judge Robert Brown handed Mawby a three-year community order. He ruled that serving time on remand during the pandemic was enough of a punishment.
The judge told Mawby: “This clearly crosses the custody threshold and I would have given you 10 months. You’re 60, you need treatment and didn’t get it last time.
"You’ve pleaded guilty to all these matters and you’ve exonerated your neighbour and you’re entitled to credit for that.”
Mr Loseby, whose 14-year-old son watched him get arrested in August, slammed the sentence. He said: “You’d get more for having a bag of weed. Where is the justice? The system is a joke."
Too many judges still see child pornography as a victimless crime. One wonders what kind of IQ some of these people have? Child porn, or child sexual abuse images, CSAM, require children to be sexually assaulted or abused or raped or murdered. Child porn users encourage that and should be held responsible for doing so.
I know that in Britain there are so many users that putting them all in jail would completely flood the system. This is an indication of just how out of control paedophilia is, and the current system for handling it is not working.

A Taguig court sentenced a Filipino woman to life in prison, after she was convicted of sexually exploiting 3 children related to her.
Taguig is a suburb of Manila.
The International Justice Mission (IJM) said in a press statement that Judge Elisa Sarmiento-Flores of the Taguig City Regional Trial Court Branch 163 sentenced the woman to reclusion perpetua on October 15.
The accused was found guilty of violating Republic Act No. 10175 or the Cybercrime Prevention Act in relation to the Anti-Child Pornography Act. She was also fined P2 million and was ordered to give the 3 victims P500,000 in moral damages and P100,000 in exemplary damages.
The name of the accused was withheld to protect the identities of the victims who are related to her.
Anti-Cybercrime Group of the Philippine National Police arrested the woman on May 5, 2016, in Taguig, for sexually abusing 3 children – a boy aged 13 and two girls aged 11 and 8 at that time. She created child sexual exploitation materials and provided live video streams of the abuse.
According to IJM, the Australian Federal Police referred the case to Philippine authorities after they arrested a child sex offender who admitted to watching content from the Filipino woman.
The IJM said that the Philippines has already convicted over 100 perpetrators. Of the total, the IJM had won 15 cases during the community quarantine.
The Inter-Agency Council Against Trafficking, a body led by the Department of Justice, said that the latest conviction is another win against child sex offenders.
"My hope is that this conviction helps hasten the healing for the 3 survivors. We can see how government prosecutors are fully committed to this work of delivering justice to all children whose lives have been turned upside down by this horrendous crime," said IACAT Executive Director Jinky Dedumo.

A social services chief is among three politicians exposed as paedophiles as the Telford grooming scandal continues to spiral.
The shocking revelation comes just a week after authorities in the Shropshire town voted to commission an independent inquiry into child abuse after years of inaction.
Up to 1,000 children are feared to have been groomed and abused by predominantly Asian paedophile gangs.
(Not strictly paedophiles, but pederasts, Pakistani, and Muslim.)
Victim Lucy Lowe, 16, was murdered by her abuser (2nd story on link) who set fire to her house in 2000. The blaze also killed her sister and mother.
She had been made pregnant by the same man when she was 14.
Now it has emerged that former county councillor Graham Bould groomed a 15-year-old boy in the early 1980s after meeting him at a church group.
The 60-year-old is the third politician to be exposed as a convicted child sex offender in the West Midlands town.
Bould chaired Shropshire County Council's social services department from 1993 to 1998.

He admitted he became attracted to the boy he abused when they shared a sauna after a game of squash.
Bould was arrested in October 2000 and admitted two indecent assaults on the boy. He stood down after 18 years as a councillor.
But he avoided a jail sentence and was handed a 12-month community rehabilitation order at Wolverhampton Crown Court in 2001.
Community rehabilitation - would that fall under the authority of Shropshire County Council's social services department?

Anglican vicar and former county councillor Rev Michael Keen, 78, assaulted the same boy, also during the 1980s.
So, it would appear Bould went to the Rev Keen's church!
He had previously sat on the West Mercia police force's board.
Keen was jailed for 15 months in July 2001 for two indecent assaults following a trial at Wolverhampton Crown Court. The clergyman, who was ordained in 1973, no longer lives in Telford.
In a childhood diary, the boy described Keen as 'aggressive and a manipulator' and believes he colluded with Bould to stop him reporting the abuse, the Mirror report.
'I believed Bould was a friend, probably my best friend at the time, but he did not care about me. I was just an object of lust to him,' he said after Bould's conviction.
Scarred by two decades of depression, the victim broke down in the witness box during Keen's trial as he recounted his ordeal.
The third abuser, parish councillor Graham White, 75, took indecent images of a 14-year-old girl.
In 2004 White admitted four counts of taking indecent photographs of a minor.
He was given a three-year rehabilitation order, ordered to complete a sex offenders programme and had his name added to the Sex Offenders Register for five years.

But it is feared Shropshire County Council and the police failed to investigate the men's behaviour.
Local MP Lucy Allan told The Mirror: 'I hope that as part of its work the inquiry will examine the culture of the council.
'We have seen in other towns, where child sexual exploitation has been prevalent, that the culture of the council led to inaction and silence over many years.'
Lucy's uncle Ed Lowe told The Mirror: 'It's mindblowing. It's disgraceful. We always wanted to know why social services didn't get involved in dealing with Lucy's abuse. Now we have even more questions.'
Council paperwork says social workers during the late 1990s didn't 'understand' the problem, according to The Mirror.
Well, at least two on the council understood the problem very well.
While Keen moved away, Bould had until recently served as the clerk of Sheriffhales Parish Council in Shropshire. Advertising himself as a community organiser and fundraiser, he was photographed three years ago with then Telford MP David Wright.

A young boy - who was sexually abused by adults at parties - can be revealed as one Scotland's 'invisible victims' of child exploitation. The lad's life spiralled out of control when he was neglected by his mum and battered and beaten by his dad.
Known only as Fraser, his case is highlighted in a shocking new report by the Scottish Children’s Reporter Administration and Barnardo’s Scotland, which shows Glasgow has the second highest number of exploited kids in the UK.
The boy was just eight when along with his two brothers, he went to live with his violent dad because their alcoholic mum was unable to cope. His father was eventually convicted of hitting the youngster and he was placed in foster care, Glasgow Live reports.
The study worryingly reveals that boys are not seen as victims and often missed.
In Fraser's case, it was not until he was 16 that he opened up about the sexual abuse he had suffered, and the police were informed.
For seven years, Fraser was moved from different housing situations - 9 times from the ages of 8 to 16. More than once, he was brought back to residential units and foster home placements by police after he had run away, sometimes found drunk in the park or under the influence of other substances.
Despite reports of over self-harm, suicidal notes and disappearing overnight and returning with new belongings - no one ever picked up the abuse.
Only when a member of staff was able to gain Fraser's trust over a shared passion for football did anyone learn about the reason for his behaviour - because he was being seriously sexually abused, and exploited by adults much older than him.
He revealed that on nights where he ran away from his secure unit, Fraser was at 'parties' in adults' houses. He would often be given money and gifts in return for carrying out sexual acts - or he would simply be allowed to stay the night.
Fraser also said his abusers would try to encourage him to get other young people involved.
It was only with the support of his key worker that Fraser reports the abuse to the police and an investigation launched. Fraser's story highlights study findings that boys are often the "invisible victims" of child sexual exploitation.
Fraser is only one of hundreds of children abused across Scotland. During the study, cases were identified in 27 of Scotland's 32 local authorities. In the 213 children’s cases looked at by researchers, Glasgow has the second highest number of these cases, six - just after Highlands, which has eight.
Alarmingly the research team found 80 per cent of the boys were likely to have been victims of sexual exploitation had not been identified as such in official reports. For girls it was just 25 per cent.
It also noted the difference between the reports of girls and boys - including that boys were more likely to have been exposed to violence, and show more sexually harmful behaviour, than girls.
The report calls for further efforts to increase communities' and agencies' awareness of the problem.
It also found that in Scotland, child sexual exploitation is more usually perpetrated by people alone, including children’s family members, or older partners - not necessarily organised groups and networks, as elsewhere in the UK.

Alongside the study, Barnardo’s Scotland has also launched a policy paper offering 15 recommendations for action that can be performed by different organisations across the country.
Daljeet Dagon, national programme manager for child sexual exploitation at Barnardo's Scotland, said: "Although there have been improvements in the way we understand and respond to the issue, we still struggle to identify victims or potential victims due to inconsistencies in reporting; a failure to understand who can be affected and a reticence to raise concerns.
"It is therefore vitally important that all professionals as well as members of the community remain alert to the vulnerabilities and indicators of CSE (child sexual exploitation) and are supported to ensure they are asking the right questions, at the right time, and in the right way."
Alistair Hogg, Head of Practice and Policy at SCRA said: “Child sexual exploitation is a particularly hidden form of sexual abuse and crime. "Victims may not be aware that they are being sexually exploited; such is the coercive nature of perpetrators and the control they exert over their victims. It is very rare for a child to disclose that they are a victim."
“We hope today’s report will lead to a sustained focus on child sexual exploitation in Scotland and that by working together with all our partners, we can protect the most vulnerable children and young people in our communities.”

A man who bribed Thai police to get New Zealand residency and was later caught with more than 2000 child abuse images has been granted a work visa so he can see his teenage son.
The 50-year-old’s case was outlined in a recent decision from the Immigration and Protection Tribunal. It showed the man, identified only as AM, was granted residency on the basis of his marriage to a New Zealand citizen in 2003.
He had been convicted in 1993 of committing bodily harm and sentenced to two months’ prison in his native Thailand. However, he did not declare his conviction on his residency application and paid Thai police a bribe of between $100-$150 to give him a clear police certificate.
The man and his wife had a baby boy in New Zealand, but later divorced.

The boy, identified in the decision as BB, has been brought up by his maternal grandparents, with AM making monthly payments to help with his care.
In 2007, AM was convicted of driving with excess breath alcohol and fined $700.
In 2009, he was convicted of making an intimate video recording after filming up a woman’s skirt in a shopping mall.
In 2017, on return from a short trip to Thailand to visit his siblings, Customs found more than 2000 child abuse images and videos on his laptop.
He had downloaded the images and videos, hundreds of which depicted acts of sadism and adults sexually violating children, over a period of four years.
AM pleaded guilty to possessing objectionable material and was sentenced to nine months’ home detention. He was also placed on the child sex offender register.
The Minister of Immigration then issued AM with a deportation liability notice, which he appealed to the tribunal.
Clinical psychologist Amanda McFadden gave evidence that the man posed a moderate risk of reoffending. However, if deported, the stress of being separated from his son and of having to find a job in Thailand could increase the risk of him committing further crimes, she said.
McFadden also assessed AM’s son, who she described as “distressed” over his father’s situation and “vulnerable to depression”. She said there was a real risk his father being deported would make his fragile mental state worse.
In response, lawyer Sarah Blick, acting on behalf of the Minister of Immigration, said AM would have “less difficulty” re-adjusting to life in Thailand than many deportees. He has siblings in Thailand, speaks the language fluently, and is able to work.
“His failure to declare a conviction for causing bodily harm undermines the integrity of the immigration system,” she said.
Tribunal member Martin Treadwell said BB’s vulnerable state of mind and his interests were important, but “they are not a trump card”. He declined AM’s appeal against deportation.
However, he granted AM a work visa so he can remain in New Zealand until April 2021, in order to support his son until he turns 18.
When a person is deported, it is normal for them to be banned from re-entering New Zealand for a period of time. However, Treadwell ordered that prohibition be removed so AM can apply to come back and visit his son.

A vile sex beast who carried out a 16 year campaign of horrific sexual abuse against vulnerable young children is now behind bars.
Former soldier John Hoy, who was part of the Queen’s guard at Balmoral, repeatedly raped two girls and indecently assaulted a third during his vile crime spree in Edinburgh.
So, this is the second story in as many weeks about a Queen's guard raping little girls! What's with that?
The beast was just 12-years-old when he began committing sex offences against younger children and used a game of hide and seek to attack one girl.
The 46-year-old lodged a special defence of alibi covering part of his offending period and claimed that he was stationed at Balmoral with the Army at the time.
He told his trial at the High Court in Edinburgh: "We were part of the Queen's Royal guard at Balmoral so it was pomp and circumstance, but also with guard duties."
Hoy's first victim was aged nine when he began molesting her in 1986 and she went on to suffer years of abuse, continuing after he joined the Army in 1992.
The victim told the court that she was regularly sexually assaulted and raped and added: "I was a little girl. I was scared. I was living in terror some days."
She said that on occasions the attacker told her: "Shh. It will be quick."
Another woman who was abused by Hoy from the age of seven in 1988 told the court: "I didn't have a childhood. My childhood was taken away from me."
She said that on one occasion Hoy abused her in an agonising way that left her bleeding. She said: "It felt like red hot pain." She said she was begging him to stop.
The woman said she also suffered excruciating pain during abuse he perpetrated and told the court: "I got told to shut up. I was crying."
A third victim was indecently assaulted by him over a four year period beginning in January 1989 when she was nine. The abuse started during a game of hide and seek.
Hoy had denied the child abuse and said that being accused of it made him "physically sick". He said: "Nobody in this room or in that room (the jury housed at a cinema) knows what it is like to be accused of these allegations. It completely destroys a person. It is not just me it destroys, it is other people."
Hoy, of Edinburgh, had denied a string of charges during a trial but was today found guilty of a total of 11 offences - four offences of rape, two of indecent assault and five of indecent conduct.
He was acquitted of a further rape charge against a girl aged 14 or 15 allegedly committed at a house in Edinburgh between June 2004 and June 2006.
After Hoy was found guilty of the offences the trial judge, Lady Scott, told him: "You have been convicted of a number of offences of a very serious course of conduct involving sexual abuse and rape of children."
She remanded Hoy, who had been on bail since November 2018, in custody ahead of sentencing next month.
Lady Scott told jurors: "You have been involved in a particularly difficult and serious case, involving a large number of charges relating to historical sexual abuse. These are harrowing cases to try."
Hoy was put on the sex offenders' register.
Police Scotland have hailed Hoy’s brave victims for coming forward and reporting him for his horrific crimes.
Detective Sergeant Alan Sharp, of Edinburgh's Public Protection Unit, said: "Hoy’s behaviour over an extended period of time was deplorable with no thought of the suffering it caused his young victims.
“I would like to commend the victims who bravely came forward and assisted the police. The guilty verdict is testament to the evidence they provided and the investigative work carried out by officers in the Public Protection Unit.
