Female social care worker, 26, who lured toddler away from her mother and left her with 45-y/o paedophile lover so he could abuse the child is struck off

A twisted care worker has been struck off for helping her paedophile lover abuse a toddler.

Shannon Vicary, 24, secretly plotted for the couple to be alone with the girl - so her boyfriend Michael Colmer, 45, could carry out the attacks. A Fitness to Practise hearing was told Vicary lured the toddler away from her mother as part of the plan. 

Previously, a court heard she was 'anxious to assist' Colmer's sex abuse desires and 'encouraged' him in a series of vile Whatsapp messages. 

Colmer filmed two attacks on his iPad and was only caught after police found he accessed child sex abuse sites on his computer. 

Vicary was handed a seven-and-a-half year extended sentence at Cardiff Crown Court in June after admitting arranging a child sex offence. 

Her boyfriend Colmer was jailed for 17 years and four months for sexual assualt, inciting a child to engage in sexual activity and taking an indecent photograph of a child and making indecent images of children. 

Vicary has now been struck off the social care workers register after being handed a removal order. 

She served as a domiciliary care worker, someone who visited elderly and ill people at their homes to help ensure they can keep their independence. She is not thought to have worked with children. 

The tribunal also acknowledged that the abuse took place outside of the workplace.

An investigation was sparked when the National Crime Agency discovered an email address at the couple's home had accessed indecent images.

The child's mother said her family had been left 'devastated' after learning of the couple's abuse.

Vicary had been working for Cardiff Homecare Services for ten months when the alarm was raised by police to her employers.

Police found images of Colmer abusing the child on two separate occasions with the assistance of Vicary.

The court heard Colmer had more than 600 abuse images of children on his devices including many under the age of 18 months. 

The Social Care Wales panel heard Vicary 'caused serious harm to the child's mother' when the distressing crimes came to light.  

In a statement to court, the child's mother said: 'What has happened has significantly affected me. 'I feel like a bad parent because I did not know what was going on and could not protect my daughter.

'I do not understand why these persons did what they did to my daughter. I hope they are never in a position to do this to anyone else. This has devastated me and my family.'

Vicary has now been struck off the social care workers register after being handed a removal order. Panel chair Byron Davies said Vicary had 'failed to show insight regarding her conduct' and had damaged public confidence in the sector.

He said: 'We have decided it is necessary to impose a removal order to protect members of the public and to protect public confidence in view of the serious nature of the offences.

'As a result of Ms Vicary's actions she caused serious harm to the child's mother, and it is as yet unclear what damage has been caused to the child.

'Ms Vicary has shown blatant disregard for the standards set out in the practice of social care.'

Vicary is permanently registered as a sex offender.

Walsall's former council leader Sean Coughlan has been arrested under suspicion of grooming what he thought was an underage girl after being filmed by a paedophile sting operation.

The 65-year-old Willenhall South member was confronted by members of the Northwest Hebephile Hunters, who posted a 30 minute video of the meeting on social media.

He was arrested by police yesterday (Thursday) on suspicion of sexual grooming and is currently in custody.

A spokesperson for West Midlands Police said: "A 65-year-old man has been arrested on suspicion of sexual grooming and remains in custody for questioning."

Walsall Council said: "It is a matter for the police and the council will cooperate fully with their investigations."

Before this, Councillor Coughlan had been scheduled to dress up as Santa Claus at three Christmas fayres this year.

Councillor Coughlan's bid to become Walsall Council's deputy mayor was blocked by the ruling Conservatives earlier this year, who cited his mental health struggles as the main reason.

The controversial decision resulted in the Walsall Labour Group walking out of a full council meeting in protest at the move. Labour put Councillor Coughlan's name forward for a second time but this was vetoed by legal officers.

In 2019, he said the pressures of being a senior councillor and the collapse of Palfrey Community Association - of which he was chairman - resulted in him suffering depression and attempting to take his own life.

He was first elected into Willenhall North in 1995 and has successfully defended the seat on a number of occasions, the latest being in May this year.

During his career, he rose to become deputy leader and then leader of both his party and Walsall Council, which he was in charge of between 2016 and 2018.

He stepped down as leader of the Walsall Labour Group in 2019 as a result of his mental health issues.

A women's football team in Brazil were allegedly attacked and one player sexually abused as a pair of unidentified men approached them after a recent defeat.

Abelhas Rainhas, or 'the Queen Bees' in English, play in the Piaui state championship in the northeast of South America's biggest country. 

Following a 3-2 defeat to Fluminense-PI, two men allegedly made for some members of the squad and its delegation as they were preparing to leave the Lindolfo Monteiro Stadium in Teresina.

Quiteria Alves, the club's president, first had her bag stolen. And then, according to coach Begao Silva, a player was sexually abused on the team bus as she waited for her teammates.

According to the Piaui Football Federation, local Military Police were called to the scene by a player who managed to grab their attention, and fired shots which caused the assailants to flee. 

Nice of the police to warn the criminals that they were coming!

They abandoned Alves' documents and money, which were recovered, but no arrests were made amid an incident that she described as like "something out of a horror film."

"It sunk in on the bus as we were leaving," Alves explained to Globoesporte. "I couldn't even sleep, thinking about everything that happened, which could have been worse. This story could have taken another direction, there could have been a sea of blood with many players running, drivers running [away]. [It was] very terrifying.

"What hurts me most is having to have heard from a federation representative is that we were [in the] wrong in this situation," she concluded.

Alves' comments suggest that the common culture of victim blaming in Brazil may have reared its head in the aftermath, and the match officials wrote nothing in their report due to the crime having taken place outside the stadium.

In order to avoid a repeat, however, the federation has promised police support to the Queen Bees for their upcoming matches, says Alves.

As per the alleged sexual assault, Silva said that her player reported being touched in her private parts and screaming for help, but the club is not believed to have filed a police report. 

Due to one of the men being armed with a knife, the driver of the coach allegedly ran off too.




Man jailed for sexual assault against a 14-y/o girl in Enfield, UK

A man has been jailed after being found guilty of sexual assault against a 14-year-old girl in Enfield.

Kim Lamplugh, 48, (10.04.73) of Birchwood, Birchanger, Essex was convicted at Hendon Magistrates’ Court sitting as Wood Green Crown Court on Tuesday, October 5 of seven counts of sexual assault in Enfield.

He was sentenced at Wood Green Crown Court on Monday, November 29 to two years and seven months imprisonment for the charge of sexual assault in Enfield, received a Sexual Harm Prevention Order and was ordered to sign the sex offenders register.

On Monday 14 January 2019 the 14-year-old girl began work experience at the defendant’s business premises in Enfield. During the two-week placement, she was subjected to several sexual assaults in Enfield which escalated in nature.

The victim courageously reported Lamplugh’s behaviour to police and an investigation was launched.

He was charged on Wednesday, June 3, 2020, and released on conditional bail pending his trial.

Detective Constable Annette Corry from North Area CID the investigating officer said:

“This was a predatory offence intentionally targeting a vulnerable young girl.

“I would like to praise the courage of the victim in coming forward and bravely providing evidence, re-living her ordeal which led to Lamplugh being convicted.

“I urge anyone who is the victim of a sexual offence to speak to us. We will listen to you in the strictest of confidence, we will investigate, and we will use our specialist skills and expertise to do our utmost to bring offenders to justice.

“If you believe that you have been the victim at the hands of Lamplugh for any kind of sexual assault in Enfield or anywhere else then please come forward to police in confidence.”

2 years and 7 months, what a pathetic sentence. The girl will still be  in her mid-teens when he's out. That shouldn't happen.




Arthur Labinjo-Hughes: Boy’s cruel death will have national inquiry

The education secretary has announced a national inquiry into the case of Arthur Labinjo-Hughes in order to protect other children from similar terrible crimes. Nadhim Zahawi said: “We will not rest until we have the answers we need.”

Six-year-old Arthur was tortured and killed by his father and step-mother, with the fatal blows being given by Emma Tustin, who was jailed for 29 years for his murder. Thomas Hughes received 21 years for manslaughter and child cruelty. The events happened after local social services had found “no safeguarding concerns” following an investigation into the couple.

The education secretary announced “a single, national review of Arthur’s death to identify where we must learn from this terrible case”. This is a step up from the existing local review that was launched shortly after Arthur’s death in June 2020. It will run alongside a review into the jail terms of the couple that the Attorney General office is conducting to assess if their sentences are too low.

The safeguarding agencies in Solihull, the town where Arthur Labinjo-Hughes lived, are to be looked into by inspectors from social care, police and probation, at the request of the education secretary. He said: “Arthur’s murder has shocked and appalled the nation. I am deeply distressed by this awful case and the senseless pain inflicted on this poor boy, who has been robbed of the chance to live his life.”

Justice Secretary Dominic Raab told the BBC’s Andrew Marr Show he believed the prison sentences given to Arthur’s killers were too lenient. He said: “We’ve announced we are going to raise the sentences for child cruelty and in relation to baby Arthur the attorney has already said that she’s minded to submit an application for a review of the sentence.”

The NSPCC welcomed the review and said “no stone should be left unturned”.

“This must be a watershed moment in which we ask ourselves difficult questions about what we can all do, nationally, locally and in our own communities, to keep children safe,” the charity said.

Yeah, but you won't ask the really difficult questions as to how to protect young, teen, British girls from Pakistani men.
