Sick Mind, Sick Couple, 22 Most Wanted Lead Today's USA Pervs n Pedos List

Springfield man allegedly told police he has 'sick mind' after arrest for child sex abuse

Harrison Keegan, News-Leader

A Springfield man allegedly told police he wants help for his "sick mind" after he was arrested on suspicion of child sexual abuse.

Frank Poston, 23, was charged Tuesday with two counts of statutory sodomy after authorities say he twice made a young girl perform a sex act on him.

According to a probable cause statement, the victim's mother became concerned earlier this week when she heard the girl (who is younger than 12) spontaneously mention a sex act.

The girl then told her mother that she had learned the term from Poston, according to the statement.

When confronted, the statement says Poston told the mother — and later police — that he had sexually abused the girl twice over the last month.

Poston told police he wanted help to control the urges he'd been having for the last seven years, according to the statement.

During his interview with police, Poston brought up an incident from when he was 16 years old and he tried to rape a 4-year-old relative in Arkansas, according to the statement. That incident had not previously been reported to authorities.

Poston is being held in the Greene County Jail without bond and does not have an attorney listed for this case. He faces a possible life sentence if convicted.

Prosecutors say the investigation into Poston's conduct with the girl in Springfield is ongoing and additional charges could be added.

Hopefully, they will look into the attempted rape of the 4 y/o in Arkansas. This man needs to be put away for a long time. Mind you, prison may not be exactly the right place to cure a sick mind.

The victims, at the time, were 9 and 7 years old.

“Our office will continue to work with all law enforcement agencies to bring sexual predators to justice,” Rodriguez said. “There is nothing more precious than the life of a child.”

Suspicions of child abuse can be reported to (800) 252-5400 — a 24 hour hotline.

Delaware man sentenced to 17 years in federal prison
for child sexual exploitation
Esteban Parra, The News Journal

A 72-year-old Wilmington man has been sentenced to 17½ years in prison for transporting a child across state lines to engage in sexual activity.

William Hayes' indictment did not specify what the sexual activity was, but it claims he repeatedly took one girl from Pennsylvania to Florida and Tennessee and another girl just to Tennessee. The incidents occurred between 2013 and 2016.

Delaware crime:

Hayes was indicted in January 2018 on six counts of transportation of a minor to engage in sexual activity. He pleaded guilty in May to one of those counts and was sentenced last week in Scranton, Pennsylvania.

This case was brought as part of Project Safe Childhood, a nationwide initiative launched in May 2006 by the Department of Justice to combat the growing epidemic of child sexual exploitation and abuse, according to the U.S. Attorney's Office in the Middle District of Pennsylvania.

Couple arrested in child sexual assault case in Guam
Daily Post Staff

A husband and his wife have been arrested and charged after a girl told school officials she had been sexually assaulted by a man known to her on two separate occasions, according to the Guam Police Department.

The incidents allegedly took place in 2018 in Santa Rita and 2019 in Barrigada.

Police officers allegedly were told that the girl had talked to her older sibling, who then informed their mother. However, police said, the victim's mother told them not to talk to anyone else.

The defendants were transported to the Central Precinct Command for further interviews.

Officers later arrested:

Gilbert Florendo Kusterbeck, 45, on suspicion of second-degree criminal sexual conduct; child abuse and family violence; and

Monalisa Cabrera Kusterbeck, 47, on suspicion of child abuse and family violence.

The two were booked and confined at the Department of Corrections. Their case has been sent to the Office of the Attorney General of Guam for prosecution, police said.

Greenwood, S.C., man pleads following allegations
of child sex abuse
Index-Journal

A Greenwood man was sentenced to two decades behind bars after pleading guilty to charges stemming from an investigation into the sexual abuse of two girls younger than 11.

Joshua J. Jennings, 40, pleaded guilty Tuesday to two counts of third-degree criminal sexual conduct with a minor and two counts of first-degree sexual exploitation of a minor. Jennings originally pleaded not guilty but changed his plea while the court was selecting a jury.

Circuit Judge Eugene C. Griffith sentenced Jennings to 20 years in prison, and he will not be eligible for parole. At the end of his prison sentence, Jennings will be evaluated under the Sexually Violent Predator Act, which could result in his being involuntarily, indefinitely committed.

In March 2018, a woman came to Greenwood County deputies with two girls under the age of 11 who said Jennings touched them inappropriately multiple times since January 2017, according to a news release from the 8th Circuit Solicitor’s Office. Prosecutors said a search of Jennings’ phone found child pornography, with some of the images seemingly taken by him.

Assistant Solicitor Anna Sumner and Deputy Solicitor Yates Brown handled the state’s case, with help from 8th Circuit Investigator Windy Chappell and Victim Advocate Mary Ann Stroup. Jennings was represented by 8th Circuit Public Defender Janna Gregory and attorney Tristan Shaffer.

Eighth Circuit Solicitor David Stumbo praised investigators in securing the conviction while sparing the girls from having to testify in court.

“Joshua Jennings is just the sort of predator that must be removed from our community to prevent future victims,” Stumbo said in a released statement. “There are two young ladies whose lives will never be the same because this man had no regard for anything apart from his own twisted, sexual gratification. It is my hope and prayer that the survivors of this abuse can heal and be empowered by the knowledge that they confronted their abuser, and by doing so made sure that he was brought to justice for what he has done.”

Mine too!

Who are the 22 'most wanted' men in America,
accused of sexually assaulting and exploiting children?

By Hollie McKay | Fox News

They are school teachers and pastors, computer professionals and truck drivers. Some are in their 30's, and others are well into their 70's.

But these 22 men have one thing in common: all are fugitives accused of unspeakable violence against children.

The FBI has put them on their "most wanted" list.

A push by federal investigators across the country has put a renewed spotlight on the FBI's Crimes Against Children Most Wanted offenders page, of which there are 22 men at-large.

"The page is an awareness tool the FBI uses to ensure that the victims are not forgotten, and the perpetrators know the FBI continues their efforts to find and arrest them, so they are accountable for their criminal actions," an FBI spokesperson told Fox News. "Each of our 56 field offices uses this site to focus public attention on specific cases in their area."

(Left): Gustavo Cruz, 54, a Mexican national and a migrant worker, is wanted for allegedly repeatedly molesting an 11-year-old and recording the attacks on his cell phone in Indianapolis. (Right): Franz Dieudonne, 50, a chemist and nursing assistant from Haiti, is sought for his alleged involvement in sex crimes with a minor, after being indicted in Illinois and Utah. (FBI)

Individuals depicted on the site are all criminals who have committed "some of the worst crimes against a most vulnerable population."

"Each of the criminals was federally charged with various crimes against children and chose to flee before appearing in court to answer their charges or violations," the FBI representative said. "As such, each is now wanted for unlawful flight to avoid prosecution, as well as their original charges of violence against a child."

The bureau currently leads 85 Child Exploitation and Human Trafficking Task Forces throughout the United States with representation from over 400 state and local law enforcement agencies, as well as over 850 task force Officers. Their mission is to provide a "rapid, proactive, and intelligence-driven investigative response to the sexual victimization of children and other crimes against children."

"Law enforcement spends a lot of effort in this area. In some states, up to 40 percent of those incarcerated are in prison for sex crimes against children," said David Finkelhor of the Crimes Against Children Research Center in the Department of Sociology, University of Hampshire. "There are a lot of special units in local and federal law enforcement that work specifically on child sexual exploitation. This is important work."

But despite all the resources, including the Violent Crimes Against Children International Task Force – which enables the real-time transfer of information between the FBI and task force members from other countries – many alleged perpetrators have escaped justice.

So who are the 22 "most wanted"?

1 - Erik Kristian Moller, 52: The convicted child molester failed to appear for sentencing in San Luis Obispo in 2003. Between 1997 and 2000, he gave alcohol and drugs to a young relative prior to molesting the victim. Moller worked in the aviation fuel business.

2 - Elby Jessie Hars, 76: The convicted child sex offender is wanted for his alleged involvement in sexually abusing a girl. The crime occurred in Richland County, S.C., in 2000. Hars was a licensed commercial truck driver.

(Left): Gerard Boguslaw Zalewski, 35, is wanted for failing to appear at his March 29, 2006, sentencing hearing for committing involuntary deviate sexual intercourse with a 13-year-old girl in June 2004, in Bucks County, Penn. From approximately June of 2007 through December of 2009, it is alleged that Ramirez was involved in the trafficking of child pornography, via computers, in the New York City area. A federal arrest warrant was issued for Ramirez in the United States District Court, Southern District of New York, on March 7, 2011, after he was charged with possession and receipt of child pornography.

9 - Gerardo Beltran, 64: The Mexican national is wanted for alleged lewd and lascivious conduct in 1991 with four female victims under the age of 14 during 1991. Beltran held a position as a Catholic priest in two Sacramento, Calif., parishes, which he used to gain the trust of the families of the victims.

10 - Jeffrey Deal McDaniel,  52: He is wanted in Placer County, Calif., for alleged repeated sexual contact with a minor female relative. The girl was 13 at the time of the abuse. In September 1998, McDaniel left the area with the girl, and her whereabouts remained unknown until she was located in Mexico in September 2000.

11 - Jerold Dunning, 60: He is wanted for his alleged involvement in lewd activities with a child under the age of 16, in St. Petersburg, Fla., from 1996 to 1998. Dunning was charged with lewd and lascivious behavior. He worked as a boat builder.

13 - Jose Ruben Salinas-Rangal: wanted for the alleged rape of a 12-year-old girl in Gallatin, Tennessee, in 2014. Aged 28.

14 - Gregory Robert Whitehead, 59: allegedly lured two teenage girls to his home under the ruse of using them for housecleaning services. It was reported to the Colorado Springs Police Department that the girls were sexually assaulted by Whitehead. While at his Denver home, Whitehead allegedly served the girls alcohol, took nude and graphic photos of them, and paid them for sex.

15 - Luis Tejada, 43: The U.S. and Salvadoran citizen was indicted on Oct. 29, 2010, in Greenbelt, Md., for distribution of child pornography, and a federal warrant was issued for his arrest. Tejada allegedly distributed child pornography images and videos via the internet.

17 - Juan Najera Quezada, 61: The Mexican national who worked in landscaping is sought for his alleged involvement in the sexual abuse of a 6-year-old girl in Chicago in June 2007.

18 - Jose Antonio Barroso, 45: The Mexican national is wanted for his alleged involvement in the rape of a young girl in Fort Smith, Arkansas. The rape allegedly occurred from the time the victim was 5 until she was 11, when it was reported.

19 - Kent Douglas Eaton, 75: The photographer and youth group volunteer is wanted for allegedly molesting a minor and making child pornography. From approximately June to September 1985, Eaton allegedly molested multiple children in Santa Cruz County, Calif.

20 - William Willingham, 58: He is wanted for kidnapping and rape in Tate County, Miss. On Dec. 22, 1998, Willingham allegedly tied up his girlfriend in her room and proceeded to the next room to rape her daughter. He worked as a tractor driver.

21 - Curtis Lee Brovold, 67: The computer technician is wanted for his alleged sexual activities with a 14-year-old Minnesota girl he met on the internet in February 2000.

22 - Gerard Boguslaw Zalewski, 35: He is wanted for failing to appear at his March 29, 2006, sentencing hearing for committing involuntary deviate sexual intercourse with a 13-year-old girl in June 2004, in Bucks County, Penn.

Statistically speaking, there has been a dramatic trend downwards of violent crimes against children over the past decade, according to Child Trends, the nation's leading research organization focused on improving the lives of children and youth, especially those who are most vulnerable. By 2016, the rate of victimization from violent crimes (which include rape, robbery, and aggravated and simple assaults) for adolescents ages 12 to 20 had fallen to a little over one-sixth of the rate in the mid-1990s—from a high of 181 victimizations per 1,000 population to 28 victimizations per 1,000.

"Sexual abuse has declined since the 1990s," Finkelhor said. "Although it is still a widespread problem that affects as many as one in 10 kids. The decline may be linked to more aggressive law enforcement, and more awareness and education."

However, in 2018 an estimated 1,770 children died of abuse and neglect at a rate of 2.39 per 100,000 children in the national population – underscoring that the problem is still a potent one. And as Francey Hakes – a former DOJ official and the first national coordinator for Child Exploitation Prevention and Interdiction pointed out – many such crimes continue to go unreported.

"Children are uniquely vulnerable to abuse by trusted adults. The vast majority of children who are sexually abused are abused by someone inside their ''circle of trust.'' This often means a delay or a complete lack of disclosure to authorities," she said.

Autopsy says death of  13-year-old American girl was due to physical and sexual abuse

SAN PEDRO, Ambergris Caye, Belize

The lifeless body of American, Faye Lin Cannon, a 13-year-old student of San Pedro, was found on her bed in her room by her adoptive parents, who are also Americans, at about 7:30 Monday morning. Police took her to the San Pedro Polyclinic, where she was declared dead on arrival.

The child’s body was then taken to the Karl Heusner Memorial Hospital, where a post-mortem examination was performed this morning. It certified the cause of her death as compression on the chest causing internal hemorrhage and sexual and physical abuse.

Police have detained the girl’s adoptive parents as they investigate her death.

Police said that on Monday morning, they went to the room of the teenager and saw her apparently lifeless body on her bed. According to police, the officers saw bruises on her legs, and a cut wound on the right side of her head. The right side of her head was also swollen.

The girl’s adoptive mother told police that the teenager was mentally challenged. She said that the girl would hit herself and slam her body against the wall, and that for the past three weeks she had refused to eat, or come out of her room.

They said that the girl got up at around 7:00 Monday morning to get some water, and then went back to her room.

Shortly after, at about 7:30, they went to check on her and made the sad discovery.

Initially, the demise of the child was declared by police as a “sudden death.”

Superintendent Henry Jemmott, Commander of San Pedro police, told Amandala tonight that they are treating the death as a murder and will do all they can, to solve the case. He said that even though the autopsy certified that the girl was sexually abused, police will try to find physical evidence to support the allegation.

Jemmott said that they are working closely with their legal advisors and will not anticipate what charges will be brought against the parents until the investigation is concluded.

According to the San Pedro Sun, the young teenager leaves behind three sisters, who have been placed in the care of Human Services, which has been working in collaboration with police and the US Embassy, since the children are U.S citizens.

Jemmott said that a counselor from the U.S Embassy will be taking custody of the children for the duration of the investigation.

Donegal man jailed for eight years for the rape and sexual assault of partners daughter

by News Highland

A Donegal man who raped and sexually assaulted the daughter of his former partner over a period of at least five years has been jailed for eight years.

The 52-year-old man, who cannot be named for legal reasons, told gardaí he had “no knowledge” or recollection of abusing the child, but that he did not doubt she was telling the truth.

The man was charged with rape, sexual assault and producing child pornography.

The court heard that the abuse took place over a number of years, when the child was aged between 4 and 9 years of age.

The investigating guard told Róisín Lacey SC, prosecuting, that the abuse came to light in 2014 after the girl’s school principal became concerned that she was at risk of self-harm.

The girl, then aged 13, made allegations of repeated sexual abuse by the accused while she had been staying with him.

The man was the former partner of the victim’s mother and also the father of her younger sister whom she stayed overnight with at his home on a regular basis.

On the day of his scheduled trial in April, the man pleaded guilty to having sexually assaulted the child in 2006 at his home, when she was four years old.

He later pleaded guilty to six further counts of sexually assaulting the child when she was aged between four and nine years old on dates between March 2008 and August 2011 and to one count of knowingly producing child pornography for the purpose of distribution, exportation, sale or show on an unknown date between August 2007 and August 2008.

The court heard that a home video recorded by the accused on a camcorder surfaced during a separate and unconnected investigation when gardaí found the video in the man’s house.

The victim told the court that she has no memory of the 30 minute video being filmed.

In her victim impact statement the teenage girl said every area of her life had been affected by the abuse.

The accused’s barrister said that the man told gardaí he had “no knowledge” of having committed the abuse, but that he had “absolutely no doubt” that the victim was telling the truth and that she was honest.

SNAP to Guam church: Stop fighting accusers
in civil courts
Haidee V Eugenio

Hagatna, Guam - The world's largest group of clergy sex abuse survivors said Thursday the only way the Archdiocese of Agana can now make amends is to stop fighting accusers in the civil courts.

The Survivors Network of those Abused by Priests, SNAP, said making amends now also means cooperating completely with civil authorities, and turning over and making public all evidence of child sex abuse and cover-up in the church's secret personnel files.

Joelle Casteix, volunteer western regional leader for SNAP, was responding to Archbishop Michael Jude Byrnes' declaration of the Year of Reparation for the Catholic Church on Guam.

"The laity of the Archdiocese of Agana has already showed tremendous solidarity with victims by standing with them, believing them, praying for them, protesting outside of the cathedral, and demanding transparency and accountability from Archdiocesan leadership and the Vatican," Casteix said in a statement.

Casteix said Byrnes must stop putting the burden of amends on the laity because that burden must sit squarely on the shoulders of church officials and their attorneys.

"Prayers are for those without the immediate power to enact change. Coadjutor Byrnes has the immediate power to enact change in the courts, open files, stop wrongdoing, and hold those who committed or covered up child sex abuse accountable," Casteix wrote.

Byrnes declared a "Year of Reparation" because of the magnitude of clergy sexual abuses and outbreaks of violence, child abuse, drug abuse and the highest divorce rate in the world, among other things, on Guam.

Guam's Catholic Church is facing 82 lawsuits in federal and local courts — 78 of them involving alleged rape and sexual abuse by priests and other clergy.

Outrage after woman, 41, 'got off lightly' for
sex attack on vulnerable boy
By Paul_Greaves

The sentence of a 41-year-old mum jailed for two years for having sex with a 15-year-old boy has started a heated public debate about whether female sex offenders get favourable treatment in the eyes of the law compared with male offenders

Lindsey Taylor, 41, plied her vulnerable victim with drink and drugs before forcing him to have sex with her on the sofa.

He was so traumatised that the next day he disappeared and Taylor had to call his mum to tell her what she had done.

The mum-of-two was given a two year jail sentence at Exeter Crown Court.

The judge said: “You are 42 and in August last year you engaged in sexual intercourse with a 15-year-old boy. He was a child with difficulties, as you knew. However this came about, this was very, very wrong and you must have known that. It happened after you had been drinking alcohol and smoking cannabis with him, and these are obvious aggravating factors.

"What you did caused untold damage. I have read the victim impact statement from the boy's mother and understandably she feels sick about it."

But many reading the story on DevonLive's Facebook page have commented that had Taylor's gender been different she would have received a different charge and a tougher sentence.

Here are a selection of the public comments, all left by other women:

“Why wasn't she charged with rape? If it was a man he would've been.
“I have to agree... sex without consent is rape... he asked her to stop.
“Even adverts on the TV focus on no means no! Whether he was aroused or not, he is a child and said no!!! ...
“I would have killed her had that been my son and had she been a man that would have been rape. A gross act of injustice when you get more than that for not paying your council tax!!!
“She's a rapist and a paedophile
“The headline would have been very different if it was a man who did this. She is a paedophile and what she did was rape!! Disgusting woman grrrrrrrrrrrr!
“This is NOT good enough what she did was disgusting and she deserves much longer there is no excuse for what she did."

Statistics from the Ministry of Justice in 2011 do not throw much light on the matter. The most recent figures do show that men receive on average tougher sentences for almost all types of crimes. Men commit the vast majority of sexual crimes.

Women, unsurprisingly perhaps, are more likely to be victims of sexual crimes and domestic abuse.

Studies and figures in the US and Australia do show that women benefit from a gender bias when sentences are handed out for sex crimes, receiving on average a far shorter jail term than men.

It has been suggested that the history of women being abused by men is given greater weight by judges. The role of women as child carers and low earners is also a likely factor of mitigation. Women are also more likely to self-harm in prison than men.

As for rape, very few women are convicted of the crime in the UK. This is because in principle a woman cannot rape a man due to the way the law is defined. A woman forcing a male to engage in sex is classed as a serious sexual assault.

An NSPCC spokesman for South West England said: “The law clearly states that the age of consent in the UK is 16 years old. Laws are there to protect children and prevent abuse or exploitation from taking place.

“Children under 16 cannot consent to sexual activity, so any adult engaging in such acts is committing a serious crime. Its impact on the victim should not be underestimated.

“This is child sexual exploitation (CSE) – a form of sexual abuse that often involves the manipulation or coercion of young people into sexual activity in exchange for things they may need or want.

“It is a form of abuse which is often misunderstood by victims and outsiders as consensual."

Anyone with concerns about the welfare on a child can call the NSPCC's adult helpline 24 /7 for free, on 0808 800 5000. Help for children and young people is available through ChildLine on 0800 1111.

Church lay reader jailed for sexual abuse
of teenage boy

A LAY reader at a Warwick church who sexually abused a teenage boy in the 1990s was arrested after the offences came to light when his victim made a complaint against another man.

And despite now suffering from serious health conditions, abuser David Palmer was jailed for three years by a judge who also ordered him to register as a sex offender for life.

The 81 year-old of Woodhouse Street, Warwick, had pleaded guilty at Warwick Crown Court to four charges of indecent assault and two of gross indecency with a child.

Prosecutor Andrew Wallace said the offences against the boy, who was ‘a vulnerable individual,’ took place in the 1990s, when Palmer was a lay reader at St Paul’s Church.

St Paul's is an Anglican Church, I believe, although its website does not make that obvious.

But they did not come to light until the victim, now in his 40s, went to the police to complain about abuse he suffered as a boy at the hands of someone from another Warwick church.

The man, who had come forward after reading of Alan Baker’s abuse of another teenager, told them of abuse he had also been subjected to by Baker when he was 14 or 15.

As a result Baker, a former assistant verger at St Mary’s Collegiate Church in Warwick, was jailed for two-and-a-half years earlier this year.

But in the course of his interview, he also disclosed that a couple of years later, when he was 17, he had also been sexually abused by Palmer.

“He described the behaviour [of Palmer] as being more overtly abusive than the other person, in terms of the degree of control and manipulation,” said Mr Wallace.

“There was a significant degree of grooming. Palmer informed him he would help him prepare for sexual relationships, saying he wanted to shape him and help him to grow.”

During incidents at two addresses, one in Warwick and the other in Hatton, Palmer touched the boy indecently on a number of occasions, and also got the boy to do the same to him and to perform oral sex on him.

And on one occasion Palmer got the teenager in a position where it seemed he was about have sex with him – but then told him it was to show how he could be at risk of such behaviour.

When Palmer was arrested, he said he did not know if he had had a sexual relationship with the teenager.

But he then claimed the youth had had a crush on him, and that ‘like an idiot’ he had fallen for it, claiming it was the boy who had wanted sexual activity.

Jabeen Akhtar, defending, observed: “These offences took place a very long time ago, when the penalties were far lower than they are now.

“It is clear this man has been in denial for a very long time.  He finds it hard to accept what he has done.  He just can’t understand why he allowed himself to be in that situation.

“Even he cannot explain what went wrong in his life at that time.  His wife had passed away, and he was a very lonely figure, and has been since then.  He keeps himself to himself, and has cut his ties to the church.”

Miss Akhtar said Palmer has serious health problems, and has undergone an amputation to his right leg, but has been having difficulties and needs to go back to the amputation clinic.

In addition he has a heart problem and his lungs are not effective, and he is on ‘a huge amount of medication,’ she added, asking the judge to consider a suspended sentence because of the difficulties Palmer would have in prison.

But jailing Palmer, Recorder Anthony Potter told him: “I recognise you are a far from healthy man, and that a prison sentence will be difficult for you to cope with.

“That is significant mitigation in my judgement, and the most significant mitigation is that, years later, you have had the courage to plead guilty.

“While your interview is far from frank, and some of your comments are unpleasant, in seeking to undermine him, in large parts you did admit the activity which took place.

“But your offending is so serious that it demands an immediate custodial sentence.

“You and people like you have continued to have an effect on people who volunteer in religious communities throughout the country, by such behaviour.”

Guam Clergy Child Sex Abuse Cases Could Reach 150-200

Haidee V Eugenio

The world’s largest network of priest abuse survivors says Guam’s clergy sex abuse cases could reach into the hundreds over the next couple of years, from 46 at present.

Guam children were allegedly abused by Catholic clergy between 1956 and 1988, based on lawsuits filed in local and federal courts between Nov. 1 and April 6.

“I would not be surprised if you saw 150 to 200 cases over the next couple of years,” said Joelle Casteix, volunteer western regional director for the St. Louis-based Survivors Network of those Abused by Priests, or SNAP.

Casteix said her estimate may seem high but Guam children faced a very influential Catholic leadership.

Based on lawsuits, former altar boys said their parents and other adults they knew, were devout Catholics who did not believe them when they tried to tell them about a priest abuse. Others did not attempt to tell adults at all, out of fear they won’t be believed, lawsuits say.

Casteix said the current number of cases is not surprising, either.

The current plaintiffs -- 45 men and one woman -- are now 37 to 73 years old.

“This scandal has rocked the entire Catholic faithful on Guam, to the point where confidence and trust in our clergy is zero,” said David Sablan, president of the grassroots movement Concerned Catholics of Guam.

Casteix said two other factors have not yet been fully explored: the issue of military chaplains, and finding much younger victims who were abused in the 1990s and 2000s, now that the statute of limitations on childhood sexual abuse has been completely removed.

“Abuse did not stop in the 1980s,” Casteix said. “The reason that you are not hearing from younger victims is that many are not ready to come forward. Others are not healed enough. Others are struggling with addiction. Many have young children and families.”

The present number of lawsuits does not necessarily reflect the full extent of clergy abuses.

A handful of others, for example, reached out to the Archdiocese of Agana to report their childhood abuse by priests, but were not among those who already filed lawsuits, said the church’s sexual abuse response coordinator, Deacon Leonard Stohr,.

When she visited Guam a few years back, Casteix said what she found shocking was the fear and secrecy surrounding the mere discussion of clergy sexual abuse.

“That indicated to me that the problem was far bigger than even I had imagined,” she told Pacific Daily News.

‘Nowhere to escape’

Casteix, who has been working in child sex abuse prevention for almost 15 years, said the children of Guam faced the same problems that Native Alaska children faced: strong, centralized, very influential Catholic leadership, and children with nowhere to escape.

“Eskimo kids were trapped in Alaska villages with no way out, just like Guam’s children were trapped on the island. And for generations, they were sexually abused,” Casteix said.

Like fishing in a barrel! Remote locations with lots of children are huge magnets for pedophile priests.

She said Guam lawsuits are unique in the way that they mirror the abuse in the Native Alaska villages of Western Alaska.

“They are the only two places I have worked where child sexual abuse was the biggest unspoken ‘elephant in the room’, so to speak. Everywhere else I have worked — California, Delaware, New York, Florida, Washington, almost every state in the union, Native American reservations, even Europe, the abuse was shocking to parents and the community,” Casteix said.

On Guam and Alaska, everyone was just waiting for the first victim to come forward publicly, she said. “Then the floodgates opened,” she added.

When men started publicly accusing Archbishop Anthony S. Apuron of raping or sexually abusing them in the 1970s in Agat, the Legislature introduced a bill lifting the statute of limitations on child sexual abuse.

‘Pope Francis’ legacy’

Guam’s archbishop for nearly 31 years, Apuron is also undergoing a Vatican canonical penal trial. This has put a global spotlight on the island’s Catholic church sex abuse scandal. Pope Francis suspended Apuron on June 6, 2016 over abuse allegations.

“What truly makes Guam unique is Apuron. How his case unfolds, I believe, will write Pope Francis’ legacy on child protection and victims’ rights. What will he choose?” Casteix said.

The Guam situation is also unique because its own archbishop is among the ones accused of abuse, canon lawyers had said. Most cases across the United States involve a bishop or archbishop accused of covering up the abuse of his priests.

The pope appointed Archbishop Michael Jude Byrnes, of Michigan on Oct. 31, 2016 , to replace Apuron should Apuron be permanently removed, resign or retire.

One former island priest, Louis Brouillard, has admitted to abusing at least 20 boys while he was on Guam. The number of complaints naming Brouillard as their alleged perpetrator now nears 30.

'Late in the game'

Across America, states have been considering expanding or eliminating statutes of limitations on rape and child sex abuse because of high-profile sex abuse allegations.

“Guam is late in the game,” attorney David Lujan told reporters when a Vatican tribunal for the Apuron canonical trial went to Guam. Lujan represents most of the clergy abuse plaintiffs.

Not as late as New York and Pennsylvania! They are disgustingly dragging their feet on statute of limitations reform.

He said lawsuits against priests and the church were filed in the early 2000s across the country, but Guam started only in 2016.

Tim Rohr, who writes about critical church issues on his blog, JungleWatch, initially posted in 2015 a notice asking for information about clergy sex abuse. A year later, Concerned Catholics of Guam paid for newspaper advertisements to post the same notices and the first former altar boy to publicly accuse Apuron came forward on May 17, 2016.

“Concerned Catholics of Guam is hopeful that the survivors of the clergy sex abuse get justice, and that Apuron is defrocked, and will no longer serve as the archbishop of Agana,” Sablan said.

Judge recusals

Guam’s justice system is also just beginning to realize the extent and nature of the clergy sex abuse cases. Guam's population is about 85 percent Catholic.

All of the eight Superior Court of Guam judges already filed 89 notices of recusals from hearing clergy sex abuse cases, to avoid doubts about their partiality.

Some conflicts of interest that the judges cited, included relationships with the plaintiffs or defendants. But some were bordering on just being a Catholic. Many of the cases have been filed in the U.S. District Court of Guam because of the local court  judges’ recusals.

Seattle-based Attorney Michael Pfau, who has represented hundreds of childhood sexual abuse survivors in multiple states and is co-attorney for some Guam clergy abuse survivors, said it’s unusual for a judge to recuse himself or herself even if that judge is Catholic.

“It is extremely unusual for so many judges in one court to recuse themselves as they have in Guam,” Pfau said. “I have never seen anything like it in my 15 years handling Catholic clergy cases in the United States.”

The Pacific Daily News reported the latest case was filed on Wednesday by a former altar boy who alleges he was repeatedly molested by former island priest Louis Brouillard in the early 1970s.

Last year, Brouillard, who is now 95 and lives in the US state of Minnesota, publicly admitted that he abused more than 20 boys in the more than 30 years he was on Guam.

In September, the island's governor Eddie Calvo signed into law a bill removing the statue of limitations for lawsuits against child sex abusers and their institutions.

And God bless you for that!

That came after a scandal surrounding the island's former archbishop, Anthony Apuron, who now faces a trial at the Vatican.

Each of the 16 lawsuits filed against the Catholic Church so far require a jury trial and a minimum of US$5 million in damages.

Guam's Catholic Church facing potential
$80m in payouts

Guam's new Catholic Archbishop Michael Jude Byrnes says he's been instructed by the Pope to bring healing and unity to the territory as the church faces legal action for child sex abuse.

The Guam Daily Post reports 16 cases involving accusations of sexual abuse against former Guam clergy have been filed in the district court, each demanding a minimum of $5 million in damages.

Archbishop Byrnes said the church was considering bankruptcy protection and out of court settlements as it was facing $80 million in potential payouts.

He said the clergyman at the centre of the scandal, Archbishop Anthony Apuron, still retained his title and salary.

The Vatican placed Archbishop Apuron on leave last June after former altar boys accused him of sexual abuse in the 1970s.

Guam is a U.S. island territory in Micronesia, in the Western Pacific. It's distinguished by tropical beaches, Chamorro villages and ancient latte-stone pillars. Guam’s WWII significance is on view at the War in the Pacific National Historical Park, whose sites include Asan Beach, a former battlefield. The island’s Spanish colonial heritage is evident in Fort Nuestra Señora de la Soledad, atop a bluff in Umatac.
