Nearly 260 Workers Freed from Myanmar Scam Compounds Identified as Trafficking Victims in Thailand

IJM praises collaboration between Thai authorities and non-profit organization partners.

Bangkok, Thailand — Last week, 260 people from 19 different countries working in industrial-scale, online scamming operations based in Myawaddy, Myanmar were released by an ethnic armed militia group and handed over to Thai authorities across the border in Mae Sot, Thailand. These scamming complexes are notorious for trafficking victims into horrific working conditions involving constant surveillance, threats of physical punishment, and beatings. Over the weekend, Thai officials identified 258 of the freed individuals as human trafficking victims under Thailand’s National Referral Mechanism for protecting victims of trafficking.

In coordination with local non-profit organizations and Thai authorities on the ground, IJM Thailand rapidly mobilized a team on Saturday morning to respond by assisting victim identification and response efforts at the border. IJM staff are providing translation services, assisting survivors, and working with local officials to support the Thai government Multi-Disciplinary Teams (MDT) tasked with identifying victims of trafficking. “The hope is that strengthened government victim identification in forced scamming cases will lead to better protection for migrant workers overall," says an IJM casework staff who assisted the MDTs during the victim identification process.

“This is the beginning of one of the largest releases of victims from the scam compounds in Myanmar, with hundreds or thousands expected to be freed in the coming weeks. We’re grateful for the Thai government and the non-profit organizations we partner with, who have been working tirelessly to support survivors of forced labour in online scam operations,” said Andrew Wasuwongse, Country Director of International Justice Mission (IJM) Thailand.

“We also commend the Thai government's decisive action by focusing attention on the scam compounds, including cutting off the supply of Thai-side electricity and internet to the compounds in Myanmar. We urge the Thai government to maintain the electricity and internet cuts and expand enforcement to include likely illegal internet connections, including the use of internet signal repeaters. These actions will strengthen Thailand’s commitment to cracking down on the criminal scam syndicates that have been operating with impunity for too long,” he added.

The majority of the identified victims of trafficking were from countries across Asia and Africa, including the Philippines, Laos, Cambodia, China, Sri Lanka, Nepal, Taiwan, Bangladesh, and Pakistan, and as far away as Ethiopia, Uganda, Kenya and Brazil.

Since 2022, IJM’s team in Thailand has supported survivors trafficked into forced scamming. Often working together with other NGOs, IJM staff have supported the government’s comprehensive victim identification process at the border or in Bangkok. Many people who have been trafficked face significant uncertainty as they await formal recognition as trafficking victims.

Gavesh*, a survivor of forced scamming who was trafficked to Myanmar, released, assisted by IJM, and repatriated back to Sri Lanka in 2023, expressed relief to IJM upon hearing the news: “I’m glad that more people are coming out of the compounds. I know they went through horrific experiences. I hope that even more victims will be freed and safely returned to their home countries.”

Over the past few years, thousands of people from more than 60 countries around the world have fallen victim to traffickers, lured to scam centers with promises of high salaries advertised as white-collar jobs located in Bangkok or elsewhere in the region. In most cases, criminal scam syndicates deceived individuals into traveling to Thailand for seemingly legitimate jobs, only to be trafficked across the border into Myanmar, and forced to work in exploitative working conditions.

IJM’s offices in Cambodia, Myanmar, Malaysia, the Philippines and Indonesia (through a local partner) are working with government agencies and embassies to facilitate the rescue, repatriation and care of survivors, as well as investigation by law enforcement partners into the cross-border human trafficking networks involved. Since 2021, IJM has assisted close to 500 individuals determined to be victims of forced scamming in Southeast Asia. IJM also supports the government’s criminal justice system response, which has led to the convictions of 15 perpetrators involved in forced scamming to date, including one trafficker in Thailand sentenced to 30 years imprisonment.

There is anger and frustration in Metro Vancouver, amid revelations a violent sex offender who police say poses a high risk to re-offend has been released back into the community, despite concerning behaviour.

Brian Abrosimo was sentenced to 14 years in prison for a pair of horrific sex crimes in 2004.

In one case he used a van to knock down two pre-teen girls who were riding their bikes, before gagging and sexually assaulting one of them in a vacant lot.  The month prior, he violently assaulted a sex trade worker, handcuffing and gagging her with electrical tape.

VPD issues warning about high-risk sex offender living in the city

Abrosimo completed his sentence last November and was released in Surrey on a 10-year long-term supervision order with strict conditions, including living in a halfway house and staying away from children, prompting a warning from the RCMP.

“Very, very few times do the police ever make announcements to make the public aware that people like this are in our community and when I see it I am extremely concerned this is a failure of our justice system as far as I’m concerned,” said Surrey City Councillor Linda Annis.

In August, the Parole Board of Canada suspended Abrosimo’s supervision order, taking him back into custody, after it determined he appeared to have become “fixated” on a female shelter client.

Parole Board documents say he repeatedly approached the woman trying to strike up a relationship. Abrosimo continued his advances after the woman said she wasn’t interested and after his case management team told him to break off contact.

Abrosimo was subsequently taken back into custody, after which the Parole Board documents say he “downplayed and minimized” his actions.

“Overall, it is reported you took no accountability for your actions … and instead played the victim stance for the current circumstances,” the documents state.

The board further concluded that Abrosimo failed to see similarities between the situation and his crimes, “i.e. vulnerable women/girls, intense emotional needs on your part, and disregard for boundaries.”

“The (case management team) does not consider your behaviour to be a breach of conditions, however there is a concern that you appear to have fixated on the shelter client, which raises concern about your risk to re-offend,” it added.

Despite that conclusion, the Parole Board approved Abrosimo’s re-release in Metro Vancouver earlier this month.

“This case really brings up all sort of concerns with whether or not we actually have, in British Columbia, proper resourced housing, proper facilities that actually have the type of care that a person like this would need,” BC Conservative public safety critic Elenore Sturko said.

Under his modified release conditions, Abrosimo must not attempt to initiate any sexual or non-sexual relationships or friendships with females without written permission from his parole supervisor.

He must also continue to avoid children and children’s areas, live in a halfway house, avoid sex trade workers, and not consume drugs, alcohol or pornography.

Upon Abrosimo’s release last year, Surrey Mayor Brenda Locke blasted the justice system for what she called an “outrageous” decision.

“A judge called Abrosimo’s offences ‘the most heinous and grave crimes known to our society’ and it is reprehensible that this dangerous sex predator is being released into our community,” she wrote at the time.

“Abrosimo’s release into Surrey is yet another blatant example of what is wrong with our justice system. I ask that our residents to be extra vigilant and take safety precautions, as Abrosimo poses a significant risk to children and women in Surrey.”

For multiple domestic violence and repeated death threats committed in Brest between March 2019 and August 2023, a 44-year-old man was summoned, this Thursday, February 8, 2024, before the judicial court.

The man of Syrian origin, who has lived in France with his wife and their five children since 2019, creates a “climate of fear” in his family. His wife suffers from his violence every day. If she doesn’t boil the tea quickly enough, “he bashes my head in,” she says, not daring to make a complaint. The children are also abused to such an extent that the eldest daughter says: “I have a belt phobia.” When she can’t take it any longer, one of the children confides in a school nurse, who immediately files a complaint.

The medical findings substantiate the reports. The accused, who was subsequently banned from his home, denies the incidents. “…Through his interpreter, the accused finally admits: “In Syria, you can beat…just do anything.” He …[is] sentenced to two years’ imprisonment, one year of which is suspended…, and the complete withdrawal of parental custody.

Did he really think he could get away in France with the evils he committed in Syria? Maybe it's time for him to return to that god-forsaken country.

Louisiana sorority student Madison Brooks fatally struck by car

after alleged gang-rape

Four male suspects have been arrested in the rape of a Louisiana State University sorority member after she was later dumped on the side of the road and fatally struck by a car following a night of drinking, police said.

Kaivon Deondre Washington, 18, Everett Lee, 28, and Casen Carver, 18, turned themselves in Monday, more than a week after 19-year-old Madison Brooks was fatally struck in Baton Rouge, the Advocate reported.

A fourth suspect, a 17-year-old boy who had not been identified because he is a minor, turned himself in on Sunday, the outlet reported.

Brooks had been drinking at Reggie’s, a bar near the LSU campus where she met the 17-year-old suspect on Jan. 15, the newspaper reported.

She left between 1 and 2 a.m. with the teen and the three other suspects, according to an arrest warrant.

Carver admitted to police that Brooks “was very unstable on her feet, was not able to keep her balance, and was unable to speak clearly without slurring her words,” the document states.

Carver told investigators he witnessed Brooks and the 17-year-old boy “hugging and walking together,” saying she asked for a ride home.

“He admitted that he agreed to give her a ride because he did not want to leave her while very intoxicated and the bar was closing up,” the arrest warrant says.

Carver told authorities that he sat in the driver’s seat and Lee was in the front passenger seat, while Washington and the 17-year-old were in the back along with Brooks.

He said he asked Brooks for her address, “but she fell over and could not answer him.” the warrant says, “so he drove a short distance and pulled over.”

Carver “stated he overheard his 17-year-old juvenile friend as he asked the victim five times if she wanted to have sex with him,” to which Brooks “gave verbal consent,” according to the document.

Brooks was sexually assaulted by an 18-year-old man and a 17-year-old boy in the back seat of a car, police allege.

He said the 17-year-old and Washington then had sex with Brooks before he told them, “We got to stop this, let’s go,” the document says.

When asked during the police interview if he thought the woman was too impaired to give consent to sex, Carver said, “I guess.”

Police also interviewed Washington, who said he was sad about Brooks’ death, but also admitted that he laughed while he walked behind her earlier and thought, “How y’all meet a random girl and just bring her home?”

He said they later dropped Brooks off at a nearby subdivision, where she was struck around 3 a.m. by a rideshare driver on Burbank Drive near Pelican Lakes Parkway.   

Investigators said she had a blood-alcohol content of 0.319% — nearly four times the legal limit.

Washington and an unidentified 17-year-old were charged with third-degree rape, while Lee and Carver were charged with principle to third-degree rape.

I would be interested to see how many different DNA's the rape kit comes up with. I doubt that the other two would pass up an opportunity to have a go at such a beautiful young woman.

According to Louisiana law, a third-degree rape charge generally involves a victim who is “incapable of resisting or of understanding the nature of the act by reason of a stupor or abnormal condition of mind produced by an intoxicating agent or any cause and the offender knew or should have known of the victim’s incapacity,” KSLA. reported.

Ron Haley, an attorney for two of the suspects, told WAFB that this was “absolutely not a rape. Listen, this is a tragedy, definitely not a crime.”

He told the outlet that a video taken during the incident shows Brooks was coherent.

“Can you tell that she was intoxicated, yes. To the point under the law that you say you’re in a drunken stupor, to the point that you cannot lawfully give consent or answer questions, absolutely that was not the case,” Haley told WAFB.

The attorney claimed Brooks and Carver got into an argument in his car.

“Based on a disagreement, she got out of the vehicle. She indicated she was getting an Uber. I want the public to know, these young men or really the driver of the vehicle and the young men that were in there, did not put her off on the side of the road,” he said.

The LSU sophomore, a native of Covington, Louisiana, was a member of the Alpha Phi sorority.

“Madi was a bubbly, loving, and selfless friend. She left an indelible mark on our chapter, we cherish our memories together and we will never forget her. Our forever friend was also a hero, Madi donated her heart and kidneys to save others,” the sorority said on Instagram on Monday.

“We send our deepest sympathies to her family and friends during this incredibly difficult time. And we respectfully ask for time and space so we may support each other in our healing process,” it added.

LSU president William Tate called Brooks “an amazing young woman with limitless potential. She should not have been taken from us in this way.”

In a statement, LSU president William Tate said: “Madison was a daughter, a granddaughter, a sister, a niece, a classmate, and a friend to many of you. By all accounts, she was an amazing young woman with limitless potential. She should not have been taken from us in this way. What happened to her was evil, and our legal system will parcel out justice.

“Our collective grief and outrage cannot be put into mere words. So what can we do? It is time for action. One place to target our attention is the very place where this encounter began,” Tate wrote.

He noted that three of the suspects are underage, “yet were able to consume alcohol at a local bar. As such, our action plan starts with a deep and relentless focus on any establishment that profits off our students by providing alcohol to underage individuals.”

A pimp described as one of “the most violent traffickers” ever prosecuted by the Manhattan District Attorney’s Office was sentenced to 50 years behind bars on Wednesday for forcing children into prostitution.

Arthur Dawson, 31, learned his fate in Manhattan Supreme Court after he was convicted by a jury of sex trafficking of a child, promoting prostitution, and conspiracy, among other charges, in July 2022.

Dawson, along with co-defendant Daniel Washington — who was sentenced to 25 years in prison in November 2022 — lured teenage girls through Facebook’s messaging service and then sold them for sex in the Bronx and other parts of New York City.

The sicko once raped and choked a 17-year-old girl in a stairwell when she asked him for half of the money she had received from a client at a hotel, according to prosecutors.

“Arthur Dawson ranks among the most violent traffickers this Office has ever prosecuted,” said DA Alvin Bragg in a statement.

“Along with Daniel Washington, Dawson operated a horrific enterprise recruiting girls and young women to work in prostitution for their personal gain,” Bragg continued.

The trial convictions for sex trafficking of a child were the first in the state following the enactment of the penal law in June 2018, meant to crack down on predators who force or manipulate children into prostitution

Previously in New York, child victims had to testify against their pimps in order for prosecutors to prove a charge of sex trafficking.

“By eliminating the need to prove force, fraud, or coercion for children under 18 years old, we will be able to bring stronger cases, and spare young survivors from the trauma of having to testify mere feet from their traffickers,” then-Manhattan DA Cyrus Vance Jr. said at the time of the bill’s passing.

Violent and sexual offender being released in Edmonton

As normal, violent sex offenders and paedophiles get inadequate sentences. Canada's justice system is designed to ensure the perpetrator gets justice, but not the victim. Our courts bend over backwards to be lenient with guys like this but don't give a thought as to whether he should ever be allowed free in society. There is something seriously wrong with a justice system that has to warn people that a violent sex offender is being released among them.

EDMONTON -- Police have issued a warning about a convicted violent and sexual offender who is being released into the Edmonton area. The Edmonton Police Service said there is reasonable grounds to believe he will commit another offence.

Tshiyoyo Mufuta will be monitored by the Behavioural Assessment Unit, and police are seeking a recognizance order.

Police say Mufuta is particularly likely to reoffend with adult women he is in a relationship with.

He is described at 5’11”, weighing 246 pounds, with brown eyes and black hair.

And, apparently, a mottled complexion and some tattoos.

Mufuta is under a number of court-ordered conditions, including:

Must abide by a curfew of 10 p.m. to 6 a.m. daily.

 He must reside at an approved residence and must not change that address until he has received written approval from his supervisor.

 He must not have any guests at his residence during the hours of curfew unless previously approved by his supervisor.

 He shall not purchase, possess or consume any alcoholic beverages. He shall not consume or possess any drug listed in the schedules of the Controlled Drugs and Substances Act including cannabis, any prescription drugs not prescribed to him, or any other intoxicating substances.

 He shall not be in any licensed premises other than a dining room for the sole purpose of having a meal. He shall not attend at any liquor store.

 He shall not possess any drug paraphernalia such as crack or marijuana pipes, self-made pipes of any kind, e-cigarettes, bongs, water pipes, cigarette papers, or syringes.

 He must not travel out of the City of Edmonton without written approval of his supervisor or the Provincial Court of Alberta.

 He must immediately report any motor vehicle he acquires or has access to.

 He must not be in possession of weapons of any kind, including knives (except in his residence or at a restaurant for the sole purpose of consuming a meal), bear spray or dog spray, firearms, ammunition, explosive material, or any weapons whether homemade or otherwise.

 He shall not enter into a dating, intimate, sexual relationship with any person or any friendships with females until her identity has been disclosed to his supervisor and she has been informed of his previous offending.

 He shall not have contact, direct or indirect with the victims of his offences, or the families of the victims of his offences, in which he has been convicted unless he has received written approval from his supervisor.

Bhopal: An 18-year-old girl from Morena district of Madhya Pradesh has accused her father of raping her twice during the lockdown. The girl claimed that she was raped twice by her father within 16 days and her mother was an accomplice. 

The girl's parents, however, denied all allegations and said that the girl was framing them. The accused said that the girl was accusing them falsely as they had raised an objection to her relationship with a youth. 

First instance 

At around 2 pm on March 26, the 18-year-old girl was working in the kitchen. During this time, the girl's father allegedly grabbed her and took her to a room. The accused man tied the girl to a bed and her mother stuffed a cloth into her mouth. 

The girl was then allegedly raped by her father while her mother watched in silence. The girl's father said that it would make things less painful after marriage. After the incident, the girl's parents locked her inside a room to prevent her from informing the cops. 

Girl escaped from her home 

On April 10, however, the girl managed to escape from her home and went to her aunt's home. The accused managed to trace the girl's location and took her home. After taking her back, the accused allegedly raped her again. 

The girl's problems came to an end when her elder sister called 1098 toll-free number and narrated her ordeal. The girl showed bite marks on her cheeks and injuries on her wrist when she was rescued by the police. 

Asit Yadav, Morena SP told The Times of India, "We have detained the couple following her complaint. Her statement would be recorded before the magistrate. " Yadav said that the girl's parents have a different version of the same story. 

Wainwright, Alberta man arrested, charged with child luring, sexual assault

EDMONTON -- A 30-year-old Wainwright, Alta., man is facing multiple charges including child luring, sexual assault and extortion after an internet child exploitation investigation.

Jesse Keller was arrested at his home on May 6 after a joint operation between Alberta Law Enforcement Response Teams and Wainwright RCMP. 

Police allege Keller used social media to lure and extort at least three victims, and in one instance, met and sexually assaulted a victim. 

"Increased online activity during isolation puts children at risk of being taken advantage of,” said Cpl. Kirk Smith with Wainwright RCMP.

"We are asking all parents to be aware of who their children are chatting with online and the type of conversations that are taking place."

Keller's arrests follows what police describe as multiple complaints going back to January of 2019. 

He is facing the following charges: 

 Child luring

 Sexual assault

 Extortion

 Invitation to sexual touching

 Making sexually explicit material available to a child

 Making arrangements for a sexual offence against a child 

 Possession of child pornography

In a shocking incident, a 25-year-old man was arrested in Punjab, Pakistan, for killing three of his siblings and parents by setting them ablaze.

The incident occurred in the Muhammadpura area of Daska city in late April, and the culprit was arrested on May 10, Sunday, according to a report by the Pakistan daily, Dawn News.

Sialkot District Police Officer Captain retired Mustansar Feroz told media that the accused was identified as Ali Hamza and the fight started with his family due to his “bad habits” and drug addiction.

Hamza reportedly told police that he had set ablaze his family by pouring kerosene on them when they were asleep. Then he staged the scene to look like a house fire, saying that the flames were caused by a burning coil kept in an earthen pot to get rid of mosquitoes.

His father Muhammad Ashraf and mother Yasmeen Bibi died on the spot while sisters Sobia and Fauzia, and brother Haider succumbed to their burns at the Mayo Hospital, Lahore, a few days later.

His minor sister Harram Shehzadi and brother Ali Raza are reportedly still fighting for their lives at the facility.

According to a report by Pakistani daily, The News, local police registered a case against the accused on the report of Muhammad Akram, the uncle of the culprit.

Chennai: In a gruesome incident, a 14-year old schoolgirl was set on fire in Tamil Nadu's Villupuram district by two men connected to the ruling AIADMK party. The girl, who had suffered 95 percent burns, died on Monday, police said.

According to police, Jayashree, daughter of small shop-owner Jayapal, had given a statement to the magistrate naming two persons - G. Murugan and K.Kaliaperumal - as the persons who had set her on fire.

The crime occurred on Sunday at Sirumadurai locality near Thiruvennainallur when the girl was alone at her house.

On hearing the girl's cries and the smoke coming out of her house, neighbours rushed in and were shocked. They took the girl to the government hospital where she breathed her last.

Police told IANS that Murugan and Kaliaperumal have been taken into custody and are being questioned.

According to a police official, there had been a previous enmity between the girl's father and the alleged killers.

Again, children pay for the foolishness of adults.

Meanwhile, major opposition parties have demanded severe punishment to the killers.

Demanding quick and severe punishment to the two accused, including a former municipal councillor, opposition DMK's President M.K. Stalin on Monday claimed that the duo tied the hands and legs of Jayashree, stuffed her mouth with a cloth, and set her afire.

The girl was admitted in a government hospital with 95 per cent burn injuries, and in her dying declaration to a magistrate, named the two AIADMK members as the culprits, he added.

According to Stalin, it is the second such crime of burning alive a student by AIADMK members. A bus was set ablaze in Dharmapuri, in which three girl students of Tamil Nadu Agricultural University were burnt alive in 2000.

Stalin urged the police to act impartially and ensure the strictest punishment to the culprits. Similarly, PMK Founder S.Ramadoss said whatever be the previous enmity, the gruesome act of burning alive a school girl cannot be permitted.

Ramadoss, in a tweet, said the killers should be speedily punished in such a way that it remains as a lesson for such killers.

MDMK General Secretary Vaiko too demanded a speedy and severe punishment for the killers.

Meanwhile the ruling AIADMK is silent on the issue.

sexual abuse and cruelty to a child

A Rochdale man has been jailed for 15 years for a string of child abuse and sexual assault counts after appearing at Manchester Minshull Street Crown Court today (Friday 15 May), whilst a woman living at the same address has been jailed for four years for her role in the crimes.

In July 2018, police were made aware that a young girl had reported being abused by Shola Ogundare, 49, and Olwafunmilayo Emmanuel, 35.

An investigation was launched and officers established that the girl had been physically and sexually abused by Ogundare and physically abused by Emmanuel. Enquiries also established that a young boy had been physically abused by Ogundare and Emmanuel.

Ogundare and Emmanuel were arrested and taken into police custody for questioning. They were subsequently charged and pleaded not guilty.

Following a one-week trial, a jury found Ogundare guilty of attempted rape of a child, sexual assault by penetration of a child, sexual assault by touching of a child, causing a child to watch a sexual act, cruelty to a person under 16 and four counts of assault. Emmanuel was found guilty of four counts of cruelty to a person under 16, and sentenced to four years in prison.

Detective Constable Russell Clarke, of GMP’s Rochdale district, said: “First and foremost I would like to commend the victims for their strength in seeking help and disclosing what had happened to them. Both children have demonstrated incredible courage throughout our investigation and this trial, especially considering their age.

“Abuse of this kind often has a long-lasting impact on victims but I sincerely hope that they can move forward with their lives – free from the fear of being abused.

“Ogundare subjected these children to a prolonged campaign of abuse. Under the pretence of punishment, he sexually abused one of the victims to satisfy his most repulsive desires. Throughout this investigation, he has shown no remorse and the things he has said to try to evade justice have been beyond comprehension.

“Emmanuel also subjected the children to physical abuse and has also shown no remorse. She has repeatedly defended Ogundare and tried to discredit the victims.

“I hope today’s result sends a clear message to members of the public and offenders alike that police officers will do everything in their power to see justice done.”
