Shattering Saga of Child Sex Abuse with the Complicity of Six Mothers

Another family from Hell. God have mercy on the children.

FIVE mothers arrested for letting children stay and be abused at mobile home park where EIGHT sex offenders were known to be living.

At least five women from Iowa are facing charges of child endangerment after it was found they knowingly allowed children to live close to eight men with a history of sexual abuse and child pornography.

Police have confirmed that at least nine children were victims of child abuse, child neglect or child pornography, all under the age of 13 years.

An online search also confirms that even now there are still seven known sex offenders living in the same Patriot Mobile Home Park and Apartments in Davenport, Iowa.

The home where Faler and Lucier lived and abused children
The initial investigation started after a man reported suspicions that three children – ages 2, 4 and 6 at the time – were sexually abused by James Faler and Melvin Lucier.  Faler and Lucier are brothers-in-law and roommates with David Conger at the time of the alleged abuse.

Lucier was arrested in his trailer at the Patriot Mobile Home Park.  Faler remains in jail in Louisville, Kentucky, where he had been previously arrested and allegedly had digital and printed images that showed him sexually abusing children.

Iowa’s residency laws force offenders into remote, low-rent areas to comply with the law that keeps offenders 2,000 feet away from schools or daycare centers.

The law ends up creating clusters in low-rent motels, trailer parks and neighborhoods around poor families with children ripe for the picking.

Nine children have been identified by police as sex-abuse victims at the Mobile Home Park and were surrounded by offenders.  Eight of them lived within feet of one another.

Melvin Lucier and James Faler are registered sex offenders and were room mates. Lucier is charged with three counts of abuse. Faler was found with pictures of child porn shot in Davenport.

Melvin Lucier
James Faler
An affidavit filed March 28, 2014 states multiple police and Department of Human Services reports were taken between 2011 and 2012 of a 4-year-old girl that reported that she was being sexually abused by Lucier.

That's hardly believable - multiple reports of sexual abuse by a convicted pedophile, and it took police and Human Services 3 years to act. How many times was she abused on those three years?

Jenni Jenkins
An affidavit from April 7, 2014, states a five-year-old girl reported to the Department of Human Services that she was sexually assaulted by Lucier.

Jessica Epping was also arrested for allegedly allowing Faler to supervise her six-year-old son.

Sherry Oates
Jenni Jenkins, 29, was charged with one count of child endangerment with bodily injury.  She was held in the Scott County Jail in lieu of $10,000 cash-only bond.

Sherry Ann Oats, 48, was charged with four counts of child endangerment plus one count of child endangerment with bodily injury.  She was held in the Scott County Jail in lieu of $30,000 cash-only bond.

Sherry Ann Oats, pleaded guilty Dec 3rd to one count child endangerment with injury, a Class D felony, and four counts of child endangerment, an aggravated misdemeanor.

Epping and Jenkins are sisters. Oats is their mother. What a family!

Sarah McConnell
Sarah Melissa McConnell, 34, was charged with one count of child endangerment plus three counts of child endangerment with bodily injury.  She was held without bond in the Scott County Jail.

Shaneka Posey, 23, was charged with two counts of child endangerment with bodily injury.  She was held in the Scott County Jail in lieu of $10,000 cash-only bond.

Shaneka Posey
'At one point or another, they had custody of children, and they allowed those children to go to a sex offender’s residence,' said Schmidt, 'Unfortunately in some of those incidents, there were some sexual acts that did take place.'

Records that are searchable online show that on multiple occasions kids reported being sexually assaulted by either James Faler or Melvin Lucier.

David Conger
Some of the women are even accused of letting their own kids spend the night with the two men.

One mom allegedly sent her kids to the home Faler and Lucier lived in after the child reported sexual abuse and was allegedly present when another child was assaulted.

David Conger pleaded guilty to not registering his sex offender status while traveling out of state. He could get up to 5 years for that felony. He has not been charged with abusing any children in the Mobile Home Park.

A man who admitted to Scott County Jail inmates he molested an 8-year-old girl while living at in a Davenport trailer park in 2012 is the latest suspect in an ongoing child abuse investigation.
Thomas Jenkins

Thomas E. Jenkins, 24, of Davenport was arraigned last month on a second-degree sexual abuse charge after the inmates turned him in.

Jenkins has a hearing set for Nov. 21, when a judge is expected to schedule his trial. He has pleaded not guilty to the Class B felony, which carries a penalty of 25 years in prison.

Jenkins is a registered sex offender. He's also the ex-husband of Jenni Jenkins.

A 33-year-old Rock Island woman is the latest person charged in an ongoing child abuse investigation involving a Davenport mobile home park.

Andrea Rodden
Andrea Lynn Rodden, was arrested Thursday and charged with child endangerment with bodily injury, a Class D felony, for allowing a minor child to spend the night with a known registered sex offender living at the Patriot Mobile Home Park.

The felony count stems from the minor having also been sexually molested by the offender.

Rodden is accused of allowing the child to stay with James "Jim" Everett Faler on Oct. 30, 2011.

Scott County Sheriff's Lt. Bryce Schmidt said. "Rodden knew that James Faler was a convicted sex offender."

Rodden was caught by federal marshals in Phoenix, Ariz., and has been returned to Scott County to face allegations that she facilitated the sexual abuse of a child.

I'm too shattered and heart-broken for those children to make any sensible comment.
