Abbotsford, British Columbia - When Graeme Willson first called CBC News more than a decade ago, he came across as a broken man. Some of his thoughts were jumbled and rambly, but his central memories and message seemed crystal clear.
In 1982, when he was a teenager in Abbotsford, B.C., he said he'd been sexually assaulted multiple times by a man who had power over him and trust in the community: an on-duty RCMP constable.
"I was repeatedly assaulted and victimized and stalked by Const. Don Cooke," he said in a 2007 interview with CBC.
"There was never a moment that was anything that was less than sickening and frightening and disgusting to me, through the whole period."
He described Cooke as "a policeman that uses his authority to manipulate and twist and destroy people."
Willson told CBC that he and his family had reported the allegations to the RCMP in 1982 but felt they had not been believed.
His life had been a mess ever since, he said.
Willson's account, while vivid and heartbreaking, was unproven. To this day Cooke, in court documents and in a recent email from his lawyer to CBC, denies ever sexually assaulting anyone.
But Willson also said there was more to the story than just him.
Willson told CBC News that the Abbotsford Police Department had told him they were then investigating similar allegations against Cooke made by a number of other men.
"When I heard [there might be others]," he said, "it made me cry."
Those others, who've never spoken publicly on this until now, are still fighting for compensation from Cooke and the RCMP decades later.

Wales - LOGAN Mwangi's baby-faced teen killer has today been unmasked after he was jailed for murdering the boy along with his mum and stepdad.
Craig Mulligan was just 13 when he murdered the five-year-old, who was found with "severe injuries" likened to falling from a great height or a "high velocity" car crash.
The "pure evil" teen, now 14, is the son of John Cole's ex-partner Rebecca Trudgill, who was in a relationship with the monster for over ten years.
The relationship ended in 2019 when Cole met Williamson and the teen was taken into care after his mum faked a cancer diagnosis.
As he had criminal convictions, Cole, who Mulligan saw as a "God-like" figure, was banned from unsupervised contact with children until social services became involved.
In May 2020, he applied to have parental rights of Mulligan - with the request granted just five days before Logan was killed.
Shockingly, Mulligan only referred to Logan as "the five-year-old" and made previous threats to kill the youngster.
A reporting restriction in place to protect his identity was lifted today after he was detained for life with a minimum of 15 years for murder.
Logan's (mum?) Angharad Williamson, 30, was jailed for life with a minimum of 28 years, while stepdad Cole, 40, was caged for at least 29 years.
The youngster was pulled from Ogmore River close to his home in Bridgend, South Wales, in mis-matched pyjamas in July last year.
He had suffered 56 external injuries to his head, face, torso arms and legs from "blunt force trauma".
The horrific catalogue of injuries included a fractured shoulder, extensive bleeding to the scalp and back of his head and a significant trauma to the brain.
Logan had been so battered even his tongue was bruised but tragically he was still alive for several agonising hours after his liver and bowel were torn.

Uttar Pradesh - A 13-YEAR-OLD girl has died after she was allegedly gang-raped by four men while her older sister egged them on.
The teenager was allegedly raped and strangled before the twisted men dumped her body in the mud in the horrifying attack in Uttar Pradesh, India.
The girl's lifeless body was found on Tuesday, sparking a huge manhunt for the suspects.
According to cops, the teen was lured by her older sister into a nearby sugarcane field, where the horrific incident took place. She was allegedly raped by at least four men as her sister encouraged them. The sister, who has reportedly confessed to being involved, allegedly held her younger sibling down during the attack.
Cops said the sick men took turns raping the 13-year-old girl in the field using grass stalks before gouging her eyes out.
The group allegedly strangled her using a dupatta - a shawl traditionally used by Indian women to cover their head and shoulders.
The attackers then dumped the child's body in the mud.
Seven suspects have been detained, including the four men believed to have raped the girl. They have been arrested on suspicion of gang-rape, murder and perverting the course of justice.
The alleged attackers are understood to be her sister's lovers.
Sanjiy Suman, the superintendent of police in the district of Lakhimpur Kheri, said: "The sisters were having frequent quarrels after the younger one recently came to know about her elder sister's illicit relations."
The shocking details surrounding the case emerged after police quizzed the sister's family members and she later admitted being involved.
Cops said there is a ₹20,000 (£200) cash reward for information.
It comes just days after a mum and her six-year-old daughter were gang-raped by a group of men who offered them a lift home in northern India.
The men had promised the woman and her daughter they would drive them safely back from Piran Kaliyar, a holy site for Muslims and Hindus.
The alleged driver already had passengers in the car when he agreed to drive the unidentified women, police superintendent Pramendra Doval said.
The men allegedly attacked and raped the woman and her daughter in the moving car before they dumped the victims near a canal.
In spite of the ordeal, the mother managed to reach a police station, where she reported the crime.
