Police chief turns in brother, sister-in-law accused in sex abuse case, ID officials say

The couple face charges in a sex abuse case, authorities said.
A police chief in northeast Idaho turned in his brother and sister-in-law accused of child sex abuse, news reports say.
Richard G. Cowell III, 54, and Katherine Cowell, 50, both of Bonners Ferry, were arrested Feb. 5, the Boundary County Sheriff’s Office said in a Feb. 6 news release.
Richard Cowell faces a charge of criminal conspiracy and Katherine Cowell faces a charge of lewd conduct with a child under 16, KREM reported. Investigators say there may be additional victims. They ask anyone with more information to call 208-267-3151.
“The safety and well-being of children in Boundary County is our utmost priority,” said Boundary County Sheriff Travis Stolley in the news release. The case will be prosecuted by Bonner County, KXLY reported.
Bonners Ferry is about a 530-mile drive north of Boise.
Surgical castration: Madagascar tackles child sexual abuse head-on
In Madagascar, 673 rape cases involving minors were recorded in 2023.
And, of course, that is only a small percentage of the actual number of child rape cases.
In January 2024 alone, at least 4 rapes were reported daily according to the Ministry of Justice ... figures that are likely underestimated.
Madagascar is also one of the top 10 countries in the world for online child pornography.
Madagascar has a population of about 32 million. 85% are apparently Christian, split almost evenly between Protestant and Catholic. Islam makes up only 3%.
To tackle this problem, Madagascar has legalised surgical castration against child rapists. But the measure has sparked outrage among several organisations, who denounce the punishment as cruel and an affront to human dignity.
Child rapists have no human dignity, nor any other kind of dignity. Cruelty is the only language they speak.
Until now, no castrations have yet been carried out, and medical professionals refuse to speak publicly on the subject. Gaëlle Borgia reports.
