Dundee, NY, foster parent charged, allegedly sexually abused children
DUNDEE, N.Y. (WETM) — A Dundee man who was a therapeutic foster parent is facing charges for allegedly sexually abusing children under his care.
Ronald Chilson, 48, was arrested after a child abuse investigation. The Yates County District Attorney’s Office stated that the investigation stemmed from alleged abuse against children he was responsible for as a foster parent or adoptive parent between 2022 and 2023.
Chilson appeared in the Yates County Supreme Court on Jan. 27 to hear the following charges be read against him: two counts of third-degree rape (a class E felony), two counts of third-degree criminal sexual act when the actor is at least 21 years old and the victim is less than 17 years old (a class E felony), two counts of third-degree incest- engage in sexual conduct with related person (a class E felony), one count of first-degree endangering the welfare of an incompetent or physically disabled person (a class E felony), and one count of forcible touching- touch the sexual or intimate parts of another person (a class A misdemeanor).
The district attorney’s office stated that this was the second time charges were brought against Chilson for the alleged abuse that occurred between 2022 and 2023. Chilson was arrested on July 24, 2024, on the following charges: two counts of first-degree sexual abuse when the actor is more than 21 years old and the victim is less than 13 years old (a class D felony), one count of first-degree criminal sexual act- victim physically helpless (a class B felony), one count of second-degree criminal sex act when the actor is more than 18 years old and the victim is less than 15 years old (a class D felony), and one count of second-degree course of sexual conduct against a child (a class D felony).
District Attorney Todd Casella is informing people that they can report suspected abuse or neglect against children by calling the New York State Central Registry Child Abuse Hotline at 1-800-342-3720 any time of day, and they can stay anonymous.
Married NJ cops arrested on child sex abuse and pornography charges, accused of having sex in front of children
PHILADELPHIA (KYW Newsradio) — A married couple in Mercer County, New Jersey who both worked in law enforcement are accused of making and distributing images of child sex abuse, including instances in which the couple allegedly had sex in front of children.
New Jersey Attorney General Matt Platkin announced charges against Brian and Elizabeth DiBiasi, of Hamilton Township, including creating, producing and distributing images of child sex abuse.He said the state Attorney General’s Office received a report on Jan. 28 from the National Center for Missing and Exploited Children saying a user on an unspecified mobile messaging platform had uploaded and distributed dozens of images and videos of suspected child exploitation and abuse material.
Investigators said that the user was Brian DiBiasi. Platkin’s office said some images showed Elizabeth DiBiasi nude in the presence of children.
In chat logs obtained by investigators, Brian DiBiasi allegedly said children were present while he and his wife had sex.
Brian DiBiasi has been with the Hamilton Township Police Department for 21 years, while Elizabeth DiBiasi has been a Mercer County sheriff for 18 years.
Both were arrested on Wednesday. The charges against Brian DiBiasi range from first- to third-degree. Elizabeth DiBiasi is facing one second-degree charge of engaging in sexual conduct that would debauch the morals of a child.
“These actions are not only abhorrent,” said Hamilton Township Mayor Jeff Martin, “but have also shaken our community’s sense of security and trust in those who are sworn to protect us.”
Brian DiBiasi has been suspended without pay and served a notice of termination. Elizabeth DiBiasi was suspended without pay.
Both are currently being held in the Monmouth County Jail.
Testa is currently a teacher at Amherst Central School. The NYSP are working with the School administration with this incident.

Ohio State Highway Patrol trooper facing child sex abuse material-related charge
COLUMBUS, Ohio (WSYX) — An Ohio State Highway Patrol trooper is facing a child sex abuse material-related charge and has been removed from duty.
The Ohio State Highway Patrol stated they are aware of the charges against Pagan.
"The Patrol is aware of the charges against employee Anthony Pagan, which do not reflect the values of the agency. Immediate action was taken by placing Mr. Pagan on administrative leave without pay while the criminal investigation is conducted," Staff Lieutenant Nathan Dennis said.
Pagan was assigned to the Granville Post after his promotion from cadet in 2023. He is scheduled to appear in court for a preliminary hearing on February 13.
