The STOP FGM Act of 2020 strengthened a 1995 original law. The revamped law increased the maximum jail sentence to up to 10 years. Yet as the report points out below, there have been no prosecutions in the high Somali-populated Minnesota. This proves that a two-tier legal system is still operational in America; it must be stopped. No region anywhere in the U.S. should reflect Islamic norms, despite high Muslim populations in some areas and fierce efforts to expand the hegemony of the Sharia — while leftist crazies either deny the nature of Sharia or aid its expansion.

In Somalia, 99 percent of women between 15 and 49 years have undergone FGM. And yes, it is Islamic.

It is not strictly Islamic, as it also occurs in some non-Muslim countries, and it is not taught in the Quran or the Hadiths. But the majority of girls and women who undergo this madness are Islamic.

Minnesota FGM prosecutions remain zero despite state felony law

More than half a million women and girls in the United States are living with the physical and psychological scars of female genital mutilation — including many in Minnesota, home to a large Somali community from a country where roughly 98% of women have undergone the procedure, according to United Nations data.

Yet despite a state law that makes performing the procedures a felony, Minnesota has never secured a single criminal prosecution under its law — raising questions about enforcement, and whether cases could be going on undetected.

Female genital mutilation, or FGM, involves the cutting or removal of parts of a female’s genital organs, typically for cultural rather than medical reasons. The practice is irreversible.

“It’s hidden — it’s a cultural practice, and who is doing the cutting could be a family member or a doctor who is also in that same culture,” Minnesota Republican state Rep. Mary Franson told Fox News Digital, noting it may be carried out within tight-knit communities. She said the secrecy surrounding the practice makes it exceptionally difficult to detect and confront…

But the UN claims that female mutilation is a Christian, Jewish and European practice.

A staggering number.

The UN recently commemorated its ‘International Day of Zero Tolerance for FGM’ by not mentioning Islam in any way, but by mentioning that 230 million, almost a quarter of a billion women and girls, were mutilated by the traditional practice that is especially prevalent in the Muslim world of ‘female genital mutilation’ whose purpose is to prevent women from having normal sex lives and can lead to serious injury and major risks during pregnancy.

The UN frenetically dances around the Islamic factor in all this. Its official FAQ claims that  “although female genital mutilation is not endorsed by either Islam or Christianity, supposed religious doctrine is often used to justify it” implying that FGM is a Christian practice.

Then it even more feebly tries to link FGM to Jews.  “Although often perceived as being connected to Islam, perhaps because it is practised among some Muslim groups, not all Islamic groups practise it, and many non-Islamic groups do, including some Christians, Ethiopian Jews and followers of certain traditional African religions.”

Not all Muslims. Look that way, the UN urges, at Christians and Jews.

Then the UN promotes a list of where FGM is practiced that focuses on Europe and Western nations.

Europe: Austria, Azerbaijan, Belgium, Bulgaria, Croatia, Cyprus, Czechia, Denmark, Estonia, Finland, France, Georgia, Germany, Greece, Hungary, Ireland, Italy, Latvia, Luxembourg, Malta, the Netherlands, Norway, Poland, Portugal, Romania, Russia, Slovakia, Slovenia, Spain, Sweden, Switzerland, and the United Kingdom of Great Britain and Northern Ireland.

Oceania: Australia, New Zealand.

The Americas: Canada, Colombia, United States of America.

Who exactly is practicing FGM in Belgium, Norway and Switzerland? If FGM a traditional Polish or British practice?

A Somali woman from canton Neuchâtel has been sentenced to eight months’ prison over the genital mutilation of her two daughters, in the first Swiss case of its kind after a law change.

Rights activists in The Gambia are calling for justice after a one-month-old baby’s death was linked to female genital mutilation, a widely practised but illegal procedure up for review before the country’s Supreme Court.

The Gambia has one of the highest rates of FGM in the world, with 73 percent of women and girls aged 15 to 49 having undergone the procedure, according to 2024 figures from UNICEF.

The baby girl was pronounced dead upon arrival at a hospital in the capital Banjul after being “allegedly subjected to circumcision” and developing severe bleeding, The Gambia Police Force said in a statement Sunday.

The death has sparked outrage among women’s rights defenders working to combat the deeply rooted cultural and religious practice that they say is a harmful violation against women and girls.

“FGM is not a cultural tradition to be defended — it is a form of gender-based violence that can kill,” Santana Simiyu, a human rights lawyer with rights group Equality Now, said in a statement sent to AFP Tuesday.

Two women allegedly involved in the case are in custody, police said, as an investigation is carried out in the western town of Wellingara, where the incident occurred.

Researchers at Britain’s University of Birmingham estimated in a study published in 2023 that approximately 44,320 girls and young women die each year due to FGM in the countries where it is practised.

Former Gambian dictator Yahya Jammeh, now in exile, outlawed FGM in 2015, branding it outdated and not a requirement of Islam.

Parliament later that year adopted the first law specifically banning the practice, which is now punishable by up to three years in prison but is rarely enforced.

In July 2024, lawmakers revisited the matter, upholding the 2015 law despite pressure from religious traditionalists.

But the ban was immediately challenged before the Gambian Supreme Court, where the petition remains pending….

Note how carefully AFP dances around the fact that FGM is Islamic, as it is always Job One for the establishment media, in all stories involving Muslims, to make Islam look as good as possible. First, we hear that “FGM is not a cultural tradition to be defended — it is a form of gender-based violence that can kill,” which establishes at the outset that some people think it is a cultural tradition worth defending, while telling us that those people are wrong. The idea that it is a religious tradition doesn’t even come in for a mention until farther down in the article, when we are told that “former Gambian dictator Yahya Jammeh, now in exile, outlawed FGM in 2015, branding it outdated and not a requirement of Islam.” Great, but “in July 2024, lawmakers revisited the matter, upholding the 2015 law despite pressure from religious traditionalists.”

So AFP tells us, without telling us, that some traditionalist Muslims consider female genital mutilation to be part of the Islamic faith. This is the main reason why it is still prevalent in many areas today, but the establishment media does its best to obfuscate any connection between FGM and Islam.

“It is a religious thing. Do you want to change religion?” said one Egyptian in response to a campaign to eradicate female genital mutilation. “You only listen to what the West is saying.”

The establishment media ignores the fact that FGM is mandated in Islamic law: “Circumcision is obligatory (for every male and female) (by cutting off the piece of skin on the glans of the penis of the male, but circumcision of the female is by cutting out the bazr ‘clitoris’ [this is called khufaadh ‘female circumcision’]).” — Umdat al-Salik e4.3, translated by Mark Durie, The Third Choice, p. 64

Why is it obligatory? Because Muhammad is held to have said so: “Abu al- Malih ibn Usama’s father relates that the Prophet said: ‘Circumcision is a law for men and a preservation of honour for women.’” — Ahmad Ibn Hanbal 5:75

“Narrated Umm Atiyyah al-Ansariyyah: A woman used to perform circumcision in Medina. The Prophet (peace be upon him) said to her: ‘Do not cut severely as that is better for a woman and more desirable for a husband.’” — Abu Dawud 41:5251

That hadith is classified as weak, but this one is classified as sahih (reliable): “Aishah narrated: ‘When the circumcised meets the circumcised, then indeed Ghusl is required. Myself and Allah’s Messenger did that, so we performed Ghusl.’” — Jami` at-Tirmidhi 108

If Muhammad had the genitals of his favorite wife, Aisha, mutilated, that is a strong endorsement of the practice from the man who is an “excellent example” (Qur’an 33:21) for Muslims.

Why does it matter whether or not FGM is Islamic? Because the practice will never be eradicated if its root causes are not confronted. As long as those Muslims continue to believe that Allah and Muhammad want it done, for some that will override all other considerations, in the United States and everywhere else.

Global Female Genital Mutilation (FGM) Rates Higher Than Previously Estimated, Up to 304 Million Women Affected

The Center for the Study of Political Islam (CSPII) has published the first of its yearly FGM Indexes. It includes an estimate of the number of girls and women who have undergone female genital mutilation (FGM), plus what proportion of this estimate is attributable to Islamic communities and to non-Islamic communities. A second report analyses the most important references to FGM in the foundational texts of Islamic doctrine.

FGM comprises all procedures that involve partial or total removal of the external female genitalia for non-medical reasons. It’s nearly always done to prepubescent girls, with most girls being cut before the age of 5. It can involve partial or complete amputation of the clitoris and/or the excision of the labia. Its most severe form is infibulation, whereby the clitoris and labia minora are removed and the edges of labia majora trimmed. These are then stitched together so that, on healing, they form a seal over the urethra and vagina. A small hole is left for urination and eventual menstruation.

The universally-cited estimate of FGM’s global prevalence is UNICEF’s 230 million . It is, however, a significant underestimate: FGM is practised in at least 90 countries, but UNICEF’s estimate is based on data from only 31, mainly African, countries.

CSPII’s report uses numerical data from 77 countries, including those where FGM has only recently been introduced, such as those in Europe, North America, and Australia. The report also identifies 20 countries for which there are reports of FGM being practised, but no numerical data.

The report finds the prevalence of FGM to be between 291 and 304 million: 1 in 13 girls/women alive today. It also finds that about 80% of this prevalence is attributable to Islamic populations and 20% to non-Islamic populations, and that about 23.5% of Islamic girls/women have undergone FGM compared to about 2% of non-Islamic girls/women.

This correlation between FGM and Islamic populations raises the question of what Islamic doctrine has to say about FGM. CSPII’s second report, ‘Female Genital Mutilation in Islamic Doctrine’, addresses this question.

When FGM is mentioned in the mainstream discourse it is now accompanied by claims purporting to prove that FGM can’t be Islamic e.g. ‘not all Muslims practice FGM’, ‘FGM existed before Islam’ and ‘some Christians practice FGM’. Whilst all these claims are true, none prove that FGM is not Islamic. The commonest claim, however, is ‘FGM’s not mentioned in the Koran’[1]. Let’s evaluate this claim.

At first glance it appears to be true: neither of the classical Arabic words for FGM–khitan and khaffad—occur in the Koran. But this is not the end of the story for chapter 30, verse 30 of the Koran indirectly supports FGM:

So direct your face toward the religion, inclining to truth. [Adhere to] the fitrah of Allah upon which He has created [all] people.

Note the word fitrah. This is its only use in the Koran. To learn what the fitrah is and how to adhere to it one must turn to another of Islam’s foundational texts: the hadiths.

The hadiths are eyewitness reports of incidents from the life of Mohammed, the founder of Islam. 89 Koranic verses establish Mohammed as the perfect human, whose example and teachings must be followed and obeyed by everyone, Muslim and non-Muslim, today just as much as in the past.

Mohammed’s followers cherished and memorised everything he said, did and was. After Mohammed’s death these eyewitness reports were passed on orally for a few generations, to be eventually collected and evaluated by scholars and written down in tomes containing thousands of hadiths.

These scholars were aware that oral transmission invites error and fabrication, especially when conducted over several generations. They devised methods for determining which hadiths were trustworthy and which were not, with hadiths that are entirely trustworthy being referred to as ‘sahih’.

So, what do the hadiths say about the fitrah? The most authoritative collection of hadiths was compiled by the 9th Century Persian scholar al-Bukhari. His Sahih al-Bukhari contains only sahih hadiths, several of which refer to the fitrah. From these we learn that the fitrah is the idea that mankind has an instinctive predisposition towards Islamic beliefs and behaviour. One hadith explains how to adhere to the fitrah:

I heard [Mohammed] saying. “Five practices are characteristics of the Fitra: circumcision, shaving the pubic hair, cutting the moustaches short, clipping the nails, and depilating the hair of the armpits.”

So ‘circumcision’ is one of the acts of the fitrah. But what exactly is meant here by ‘circumcision’? Of the male? FGM ? Both?

The Arabic word here translated as ‘circumcision’ is khitan which, as mentioned earlier, is one of the classical Arabic words that can denote FGM. The two most authoritative dictionaries of classical Arabic (Ibn Manzur’s Lisan al-Arab and Edward Lane’s Arab-English Lexicon) both define khitan as:

Circumcision of a boy and of a girl

Two hadiths confirm that khitan can refer to the ‘cutting’ of girls–and of girls only. Both ‘circumcise’ and ‘circumcised’ are translations of khitan.

A woman used to circumcise females in Al-Madinah, and the Prophet said to her: “Do not go to extremes in cutting, for that is better for the woman and more liked by the husband.

[W]hen the daughters of ‘A’isha’s brother were circumcised, ‘A’isha was asked, “Shall we call someone to amuse them?” “Yes,” she replied. ‘Adi was sent for and he came to them. ‘A’isha passed by the room and saw him singing and shaking his head in rapture – and he had a large head of hair. ‘Uff!’ she exclaimed, ‘A shaytan! Get him out! Get him out!’”

So, to summarize: Koran 30:30 requires that we ‘adhere to the fitrah’. A hadith that is sahih (and therefore doctrinally reliable) says that khitan is part of the fitrah. Dictionaries and usage indicate that khitan denotes circumcision of the boy and of the girl.

Therefore the Koran advocates FGM, albeit indirectly.

CSPII’s FGM INDEX 2025 finds that female genital mutilation is more common than previously thought and that it significantly correlates with the influence of Islamic doctrine. Most organizations combating FGM minimize, deny, or are unaware of this correlation. However, a solution is unlikely to be effective if it’s not based on an understanding of the problem’s true causes. It is our hope that our reports, by revealing the links between Islamic doctrine and FGM, will contribute to a better understanding of the nature and causes of FGM, and thereby help eliminate this grave violation of the dignity and rights of girls, and of the women they grow up to be.
