4 malnourished kids, 2 locked in cage found in Texas home

(UPI) -- Four malnourished children, two of whom were locked inside a dog kennel, were found by Wise County Sheriff's deputies during a disturbance call in Texas Tuesday morning.
The parents, Andrew Fabila and Paige Harkings, both 24, face four charges of child negligence, authorities said. Harkings was additionally charged with aggravated assault.
"The four children have been taken to Cook's (Children's Medical Center) in Fort Worth to be examined," Wise County Sheriff Lane Akin said Tuesday in a telephone interview with the Fort Worth Star-Telegram.
Wise County deputies discovered the children after receiving a report of domestic violence at a residence in Newark, about 30 miles north of Fort Worth.
When police arrived, they found Fabila with cuts to his face and heard children inside the home, the sheriff said.
A 5-year-old boy and a 4-year-old girl were discovered inside a 3-foot by 3-foot cage, while the two other boys, ages 3 and 1, were discovered inside the home. All of them were said to be malnourished and covered in waste.
Food was also found inside the home but it had been locked away and out of the reach of the children, WFAA reported, adding that deputies fed the children before they were sent to the hospital.
Harkings is the biological mother of all four of the children while Fabilia is the father to only one of them, the Wise County Messenger reported.
The couple was staying at Fabilia's father's house, which is a barn-like structure with no running water or bathroom facilities.
The children were released from hospital and placed into foster care Tuesday evening.
The investigation is ongoing.
California Man Accused Of Child Sex Abuse

SOLANO COUNTY, CA — Following an eight-month-long investigation, a 57-year-old Solano County man was arrested Thursday on allegations of lewd and lascivious acts upon a child, a spokesman for the Solano County Sheriff's Office said.
Unfortunately, this report spells the accused's name in two different ways. I have no idea which is correct.
Johnny Bo Carbajal, a resident of an unincorporated area of Vacaville, was taken into custody by special enforcement — SET — deputies during a traffic stop in Dixon early Thursday morning, sheriff's Deputy Daniel Pratt said Thursday evening in a news release.
The Solano County Sheriff's Office, in partnership with the Dixon Police Department and the Solano County District Attorney's Office, are continuing to investigate Carabajal in an ongoing child sexual abuse investigation, Pratt said.
"Carabajal was arrested for an outstanding court-issued felony arrest warrant for various violations of lewd and lascivious acts upon a child," Pratt said.
Carbajal was booked into Solano County Jail, with his bail set at $405,000, Pratt said.
According to Pratt, Carbajal was booked on the following charges: one count of lewd and lascivious acts upon a child under 14 years of age, using force; one count of attempted lewd and lascivious acts upon a child under 14 years of age; and three counts of contacting a minor with the intent to commit a felony sexual offense.
Authorities believe there may be more victims. "Solano County Sheriff's detectives are asking for the community's help in finding possible victims of a sexual predator," Pratt said.

A Mesa man was arrested Tuesday after four adult women came forward claiming they were sexually abused by the man when they were 12 to 14 years old, Maricopa County court records show.
Glenn Anthony Schmitz, 57, was arrested and booked on nine counts of sexual abuse, five counts of molestation of a child, one count of sexual conduct with a minor and one count of sexual assault, according to the records, which include a probable cause statement submitted by police.
One victim told Mesa police investigators that over the summers of 1999 and 2000, when she was 12 to 14 years old, she and her brother would stay at Schmitz’s residence while their mother was at work.
The woman, now 31, told police Schmitz would play with the children in the pool by throwing them in the water, court records show. When it came time to throw her into the water, Schmitz would hold her, grab her breasts and touch her inappropriately, according to court records.
The woman told police she was unable to provide specific incidents because she suppressed the memories until she started experiencing flashbacks at the age of 25, records say.
According to the probable cause statement, investigators learned that three other women were alleging they also were sexually abused by the man years ago.
One woman, now 26, told police she would spend weekends with Schmitz’s daughter when they were about 12 years old. She claimed Schmitz touched her inappropriately while in a car, records show.
A third woman, now 30 years old, told police she was around 14 and would go swimming with Schmitz’s children at his Mesa residence. Before throwing her in the pool, the woman said Schmitz would touch her inappropriately and did so on other occasions.
The fourth woman, now 27, told investigators about the time she was in 7th grade she went to Schmitz’s home for a Fourth of July party, according to court records.
While at the party, she said Schmitz approached her from behind and grabbed her breasts while she was on a computer. Later that night, Schmitz groped her again, records detail.
The woman also said she had experiences similar to the other women around the pool.
Schmitz denied the accusations at first, then admitted he remembered a few incidents, but not the others, according to court records. Later on, Schmitz admitted he probably touched the victims' genitalia because of his childhood abuse and unhappy previous marriage, records show.
During the investigation, police learned that Schmitz had been investigated in 2002 for a similar incident involving a girl.
Schmitz’s next court date is Feb. 20.

SKOWHEGAN — A former Skowhegan woman entered pleas of not guilty Thursday to two felony charges of unlawful sexual contact with two girls under the age of 12.
Amy Lorene Bussard, 43, showing addresses in Okmulgee, Oklahoma, and Leesburg, Florida, appeared Thursday afternoon in Skowhegan District Court via video conference from the Somerset County Jail in East Madison.
Represented by Philip Mohlar, the lawyer of the day, Bussard pleaded not guilty to two separate charges of unlawful sexual contact, both class B felony charges punishable with a conviction by up to 10 years in prison and fines of up to $20,000 on each charge. She told District Court Judge Andrew Benson that she understood the charges against her and that there is a risk of incarceration if she is found guilty.
According to court documents, Bussard is alleged to have had sexual contact with the two girls, who both were under 12. The first case is alleged to have taken place on or about July 1, 2011, in Skowhegan. The second case is alleged to have happened to a different girl on or about Aug. 1, 2011, also in Skowhegan.
The girls have the same last name. The Morning Sentinel is not listing the named victims because they are the alleged victims of child sexual abuse.
Skowhegan police Chief David Bucknam said in January that Bussard was arrested on a Somerset County warrant Jan. 15 by officers from the Okmulgee Police Department in Oklahoma. The warrant has been sealed, he said.
He said Deputy Chief Brian Gardiner and Officer Tifani Warren, of the Skowhegan police, flew to Oklahoma with extradition papers to bring Bussard back to Maine to face charges. He said the officers dropped Bussard off at the county jail Wednesday night without incident.
The arrest warrant was issued by the Somerset County courts stemming from a grand jury indictment on two charges of unlawful sexual contact.
The alleged crimes took place about eight years ago and involved two underage girls, Bucknam said. He said the girls came forward recently to disclose the assaults.
Detective Michael Bachelder, the investigating officer, originally found Bussard in Leesburg, Florida, where she was interviewed by detectives there on his behalf before police obtained the warrant, Bucknam said.
He said Bussard moved back to her hometown in Oklahoma, where Bachelder contacted local authorities and brought the warrant to their attention, and she was arrested.
Bail was set Thursday at $20,000 cash. If Bussard manages to post bail, she is ordered not to have contact with the girls or anyone else under the age of 18 and to go no closer than 1,000 feet from a school, day care center or playground.
Bussard is scheduled to appear April 17 for a dispositional hearing in court in Skowhegan. Her bail can be reviewed once she fills out the necessary paperwork for a court-appointed attorney and one is appointed to represent her, the judge said.
Former Maryland Youth Pastor Convicted

According to the Office of the State's Attorney for Worcester County, Rodney Harmon, Jr., 34 of Stockton, was convicted on three counts of sexual abuse of a minor and one count of displaying an obscene item to a minor.
The charges come from a complaint received by the Worcester County Sheriff's Office in August 2018. The Worcester County Child Advocacy Center and Child Protective Services then started a joint investigation. They found that Harmon had sexually abused multiple children (7th story on link) while serving as a youth pastor for a local church in Pocomoke City.
Each count of sexual abuse of a minor carries a maximum penalty of 25 years’ in prison. Harmon's sentencing was deferred by the court pending a pre-sentence investigation.

by Associated PressNAMPA, Idaho (AP) - An Idaho woman who refused to report her husband's years-long sexual abuse of young family members, choosing instead to pray for "the demon" to leave him, has been ordered to spend a year in a prison treatment program.
The Idaho Press reports 51-year-old Sarah Kester was sentenced to the retained jurisdiction program on Thursday. Judge Christopher Nye said that if Kester fails to successfully complete the treatment program, she will have to serve at least four and up to 10 years in prison.
Prosecutors say her husband, Lester Kester Jr., molested five children over two decades. He pleaded guilty in October to five felony charges of lewd conduct with a minor in exchange for prosecutors not pursuing charges of possession of child pornography.
The couple is affiliated with the Followers of Christ Church, whose members eschew medical care for themselves and their children in favor of "faith healing" because they believe that prayer and rituals can sufficiently treat even catastrophic illnesses.
The church has a prominent following in parts of southwestern Idaho and Oregon, and the congregation has been accused of allowing dozens of children to die from a lack of basic medical care. Idaho's child injury law, however, includes a religious exemption that has long allowed church members to act without state intervention.
After Sarah Kester's July 11 arrest, she said she had known of the abuse for the past 17 years, according to the Canyon County Sheriff's Office.
"Sarah Kester told detectives that she didn't report the abuse because it was against her belief system to involve agencies such as law enforcement, child protection services, or counseling services into personal matters," the agency said in a press release. "Instead, she said she attempted to protect ... children through praying for 'the demon' to leave Lester (10th story on link) and attempting to keep him busy with other tasks."
Sarah Kester's defense attorney said at sentencing that her client grew up in an isolated community and experienced her own trauma.
"She did everything that she knew to do to take care of them," attorney Bethany Harder Haase said.
Sarah Kester cried as she addressed the court. "I should've paid attention to all the rumors going around," she said. "I feel so devastated. I should've got out of marriage right there and then."
Three of the victims, now in their teens and 20s, also gave statements, saying Sarah Kester called them offensive names and blamed them for her husband's actions.
The Associated Press isn't identifying the victims or their relationship to the Kesters.
Sarah Kester entered in October a modified guilty plea (3rd story on link), in which she maintained her innocence but acknowledged there was enough evidence to convict her. Lester Kester is set to be sentenced Feb. 26.
How utterly pathetic! Are the children getting the psychological help they need? It should be court-ordered that they do.
Indictment brings 46 charges against New Jersey cop

Jim Walsh, Cherry Hill Courier-Post MOUNT HOLLY – A 46-count indictment alleges multiple sexual assaults against two children by a Burlington Township man who worked as a police officer.
The indictment charges William L. Sanchez-Monllor, 37, with 10 counts of aggravated sexual assault and eight counts of sexual assault, the Burlington County Prosecutor’s Office said Friday.
Sanchez-Monllor, who worked for Trenton’s police department when he was arrested in September, is also accused of eight counts of aggravated criminal sexual contact and five counts of criminal sexual contact, the prosecutor’s office said in a statement.
Additional charges against him include endangering the welfare of a child, invasion of privacy, terroristic threats and official misconduct.
Details of the assaults are sealed under a court order, the prosecutor’s office said.
The prosecutor's office previously has said the assaults occurred "on multiple occasions in Burlington County."
Sanchez-Monllor, a resident of the 600 block of Neck Road, is being held in Burlington County Jail.

Katherine Hoffman, the director of center relations with the Tuckaway Child Development & Early Education Center, said Friday that the employee under question has been placed on leave.
The allegations came forward to the day care center after a Child Protective Services report was filed on Thursday, Feb. 14.
The day care center is on Midview Road.
No charges have been filed.

Traci Rosenbaum, Great Falls Tribune The Cascade County Attorney’s Office has released more information about the allegations against a former Lewis and Clark County Sheriff’s deputy who has been charged with 81 counts of sexual abuse against children.
According to Cascade County Attorney Josh Racki, Virgil Allen Wolfe, 52, will be prosecuted in Cascade County, although the alleged crimes occurred in both Cascade and Lewis and Clark counties.
Wolfe currently lives in Cascade County.
The Tribune first learned of Wolfe's arrest via the Cascade County Sheriff's Office Facebook page.
According to charging documents, a detective with CCSO was assigned in June 2017 to investigate a disclosure of sexual abuse by a 17-year-old who claimed that Wolfe had been molesting her since she was 6 years old.
The alleged incidents began in Helena with Wolfe exposing himself and increased in frequency and severity as the girl grew older, then slowed and mostly came to a stop when she was around 14, although she claims the last time Wolfe sexually abused her was two months before she reported him.
The girl also alleged that Wolfe took nude photos of her, using his hobby of pastel painting as justification and uploading the photos to his personal computer.
In a police interview, the alleged victim’s mother said she knew that Wolfe had photographed her daughters either in panties and a tank top or topless to “get their contours so he could draw them,” the affidavit said.
The woman’s other two daughters were questioned and denied any abuse by Wolfe, although images of them in a state of undress were found by police.
When officers contacted Wolfe to request an interview, Wolfe consulted with his attorney and invoked his right to remain silent.
While executing a search warrant, police found a diary written by the alleged victim that referenced molestation by Wolfe.
A diary by the girl’s mother was also found where she had written about suspecting abuse by Wolfe as early as 2010.
And yet.... OMG!
A report from the Department of Homeland Security on the examination of Wolfe’s computers and memory cards identified more than 1,000 images and thumbnails depicting children in various stages of undress and three videos of the alleged victim posing without her clothes on.
The charges Wolfe faces are for 58 total images of the alleged victim at 16 years old, three videos of her at age 15, and 17 images of her at age 13.
Wolfe was arrested on a warrant Thursday with a $100,000 bond, which Racki said he has since posted.
The Independent Record in Helena reported that Lewis and Clark County Sheriff Leo Dutton confirmed that Wolfe was a deputy from 1999 to 2008, when he was fired by previous Sheriff Cheryl Liedle for unrelated issues.
Illinois man charged with sexual assault, abuse of child
By BRITTANY KEEPERMANA Woodstock man has been charged with multiple sex offenses involving a child, police said Friday.
Jose J. Vega, 31, of the 300 block of Railroad St., Woodstock, is charged with predatory criminal sexual assault of a child, domestic battery, aggravated criminal sexual abuse and sexual exploitation of a child, according to a news release from Woodstock police.
Woodstock School District 200 contacted the police department Wednesday to report that a student had told school staff that she had been assaulted. A Woodstock detective then met with school staff, the Department of Children and Family Services, the McHenry County State's Attorney's office and the McHenry County Child Advocacy Center.
An investigation revealed that a male family member had allegedly sexually assaulted the girl multiple times, according to the release.
Police arrested Vega Thursday and he is due in court 9 a.m. Wednesday. His bond is set at $200,000, and he must post 10 percent to be released.
He could face six to 30 years in prison if convicted of the most serious charge.
Man Sentenced 50 Years for Continuous Child Sex Abuse Tried to Have Victim Killed, DA Says
NBC 5 NewsKylil Jamall Killian, 20, of Crowley, was found guilty and sentenced to 50 years in prison without parole for continuous sexual abuse of a child.
A Crowley man is headed to jail for 50 years after prosecutors say he sexually abused an 11-year-old girl for a year and then tried to have her killed to prevent the case from coming to trial.
The Collin County District Attorney's Office said 20-year-old Kylil Jamall Killian was sentenced to 50 years behind bars without parole for continuous sexual abuse of a child and indecency with a child by sexual contact.
According to prosecutors, in April 2018 an 11-year-old girl told a school counselor that Killian sexually abused her several times over the course of the previous year. The counselor reported this information to police and the child was forensically interviewed by the Children's Advocacy Center of Collin County.
Investigators, with the help of US Marshals, arrested Killian in Arkansas and returned him to Texas where he was put on trial and found guilty this week.
During the punishment phase of the trial, prosecutors said Killian tried to have the child killed to prevent the case from moving forward. It's not clear if prosecutors plan to file any other charges.
"We are thankful for the Collin County jurors who continue to send the message that child predators will not be tolerated. The protection of children will always be our top priority. By working together, we will ensure our children receive the protection they deserve," said Collin County Sheriff Jim Skinner. "Children are safer now because this brave child put her own life at risk by outing this dangerous predator. We're grateful that the school counselor, forensic interviewer, investigator, prosecutors, jury, and judge all did their duty in this difficult case well."
By law, a charge of continuous sexual abuse of a child is without eligibility for parole.
North Carolina man pleads guilty on 22 charges
of sexually assaulting, hurting children
WENTWORTH, N.C. — A man has been sentenced on a string of sex offense charges involving children.
On Thursday, Darren Lawson, 37, pleaded guilty to three counts of statutory rape of a child by an adult, six counts of statutory sex offense with a child 15-year-old or younger by an adult, seven counts of sex act by a substitute parent, one count of indecent liberties with a child, one count of disseminating obscene material to a minor and four counts of assault on a child under 12-years-old.
He was initially arrested as one of a couple, alongside Josephine Ellen McQueen, 36.
Superior Court Judge Lora Cubbage sentenced Lawson to 456 to 608 months, or 38 to 50 years.
North Carolina law requires that Lawson serve at least the minimum 38 years and register as a sex offender once he is released.
He’s accused of performing various sex acts with two children from October 2017 to April 2018, as well as making a child watch pornographic movies with him.
After sex acts, Lawson is accused of poking the children with safety pins and using a Taser on them.
Eden police and the Rockingham County Department of Social Services were contacted on April 4.
“I commend Chief Greg Light, Sergeant Brian Disher, Detective Brandon Buckner and Assistant District Attorney Michelle Alcon for delivering justice for the victims of these atrocious crimes and for ensuring that Lawson will spend most, if not all, of the rest of his life behind bars,” District Attorney Jason Ramey said. “We are thankful that the victims in this case did not have to endure a trial and pray that they will be able to find some closure.”
Ramey also extended thanks to the Rockingham County DSS and Help Incorporated of Rockingham County for their assistance.
On April 4, Eden police responded to a domestic assault call on Lewis Street. As a result, Lawson was arrested and charged with assault on a female. During the investigation, allegations of sexual assault of children were made, according to a news release.

By Jonah Meadows, Patch Staff SKOKIE, IL — A Chicago Public Schools teacher accused of sexually abusing a student over a period of two years was ordered Thursday to remain held without bail. Prosecutors said they met when the student was 12 years old before having sex and exchanging naked photos.
Jason Pierre Gil, 42, of the Belmont Gardens neighborhood in Chicago, was arrested Sunday by Skokie police and charged with seven felony counts including aggravated criminal sexual assault, soliciting and possessing child pornography, criminal sexual abuse and grooming.
According to prosecutors, Gil started tutoring the student after regular school hours while she was a student in sixth grade. They began communicating over text messages and in 2017, they kissed while in a school classroom. She was 13 and he was 41 at the time.
"After this, the nature of the text messages between [Gil] and the [student] changed and they began to exchange naked pictures of themselves, [with Gil] frequently soliciting [the girl] to send naked pictures of herself," Cook County Assistant State's Attorney Jasmine Morgan said at a bond hearing Wednesday.
Between 2017 and 2019, Gil and the student met outside of school multiple times to have sex. "These incidents took place in [Gil's] car at times and also at [the girl's] home when her parents were not present," Morgan said.
Gil would often pick the girl up and take her shopping for clothes and shoes without her parents' knowledge, according to the prosecutor. The girl confided to a close friend about the relationship. The friend told her mother, who contacted the Skokie Police Department.
Skokie police said it opened an investigation into Gil on Saturday and arrested him the following day — the same day he was reported missing by Chicago police.
Once in custody, Gil confessed to having sex with the student and soliciting and possessing child pornography of the girl. Authorities were able to extract thousands of text messages between the two, which "corroborated the sexual encounters" with the girl, Morgan said.
Defense attorney Adam Sheppard said Gil has never been arrested before and had been very cooperative with police. He said Gil had a master's degree from the University of Chicago and two children, aged 12 and 9, and there had been no allegations of any untoward conduct involving them.
Gil is employed as a part-time bilingual teacher at Waters Elementary School, a Lincoln Square magnet and performing arts elementary school, according to Chicago Public Schools records. His now-deleted class website said he had been teaching at the school for more than 5 years and had taught in nearly all grades but "really enjoy[ed] the middle school."
CPS released a statement saying Gil was immediately suspended when it learned of the allegations and would look to terminate him "should these allegations be substantiated." It said an inspector general's investigation has been opened.
The allegations are "disturbing on a whole bunch of levels," Circuit Judge John Lyke said at the hearing. As a CPS teacher, Gil had been entrusted with the care and security of students.
"It's a special calling to be a teacher where parents trust you to safeguard their children, not place them in harm's way," Lyke said.
"There's no doubt in my mind he knew how young this person was because she was in sixth grade and he was her teacher, and on the other hand, his lawyer tells me that he has a master's degree from the University of Chicago — one of the most prestigious schools in the country," the judge said, according to a transcript of the hearing. "More disturbing he has two children of his own, 9 and 13, roughly the same age — the oldest one — of the alleged victim in this case."
On Wednesday, Lyke found that Gil poses a continuing threat to the community and his former student and ordered him held without bond. On Thursday, Circuit Judge Anjana Hansen upheld the no-bond order and Gil was ordered to remain jailed until a preliminary hearing or return of indictment March 5.
What does this story tell us? About the power of lust? About how a seemingly brilliant and successful man can throw away his career and bring astonishing shame upon his family? How a father can have sex with a girl about the same age as one of his children? Clearly there was no fear of God in the man, and remarkably little self-control for such an educated man.

Pensioner accused of child sex crime in North Carolina
By: WSPA StaffHENDERSON COUNTY, NC (WSPA) - Henderson County Sheriff's Office officials said a man was arrested following an investigation into a child sexual abuse by the sheriff's office and the Henderson County Department of Social Services.
According to a sheriff's office news release, George Daniel Summey, 76, of Hendersonville, was charged with felony first-degree statutory sex offense.
Summey was arresed on Wednesday and was booked into the Henderson County Detention Center, where he was being held on $150,000 bond.
