Counselor sentenced to prison in
child sex abuse case

DOVER, Delaware — A female substance abuse counselor who pleaded guilty to sexually abusing a 16-year-old male client has been sentenced to six and a half years in prison.

Rebecca Winters was sentenced Tuesday after pleading guilty in December to three counts of fourth-degree rape.

Winters also uses the name Rebecca Adams

Winters was charged with multiple counts of rape and sexual abuse of a child by a person of trust, as well as providing alcohol to a minor, following an investigation involving a boy receiving treatment at Crossroads of Delaware.

Crossroads, a for-profit drug and alcohol counseling center in Milford, closed last year.

While in prison, Winters must complete a sex offender program. She must also register as a sex offender.





Edison man pleads guilty to distributing images
of child sexual abuse

An Edison man has admitted to distributing and possessing images of child sexual abuse.

John Fricovsky, 57, pleaded guilty in Newark federal court on Feb. 28 to an information charging him with one count of distribution of child pornography and one count of possession of child pornography.

Fricovsky admitted that in February of 2015 he sent an email attaching an image of child sexual abuse involving a child under age 12. He also admitted in December of 2015 to possessing computer devices containing at least 10, but fewer than 150, images of child sexual abuse, according to a statement provided by U.S. Attorney Paul J. Fishman.

Fricovsky faces 20 years in prison and a $250,000 fine for the possession charge when he is sentenced June 7. He also will be required to register as a sex offender.






Tuscaloosa man charged with sex abuse of a child

A Tuscaloosa man is under arrest and accused of inappropriate sexual contact with a child.

Bruce Lee Brown, 30, was arrested by Tuscaloosa Police Department's Juvenile Division, said Lt. Teena Richardson. Authorities launched an investigation in late January after the department received an anonymous tip that a child was being abused.

Richardson said the warrant against Brown was obtained after a thorough investigation. He is charged with sex abuse of a child under the age of 12, and is being held in the Tuscaloosa County Jail with bond set at $30,000.

Additional details weren't immediately available.







Former Fremont teacher can't his hands
off himself in court

OAKLAND, California — A former Fremont teacher charged with sexually abusing two elementary school boys almost two decades ago was accused of masturbating during victim testimony on Tuesday but was denied a mistrial.

Citing a law that says a defendant cannot cause a disruption and then profit from it, Judge Kevin Murphy denied a defense motion for mistrial after individually polling jurors and opining that they didn’t see anything.

Frank Montenegro, a 53-year-old Hayward native, denied the accusation levied by prosecutor Amanda Chavez for the second time since his trial began last month. Montenegro was also accused of masturbating during jury selection and subsequently instructed by Murphy to keep his hands above the defense table.

Tuesday’s incident occurred during cross-examination of the second alleged victim in the case, a 26-year-old man who said he was sexually abused by Montenegro in the summer of 2000 when he was 9 years old. He was also his summer school teacher at Blacow Elementary School in Fremont.

The witness was composed but constantly fidgeting with a stress ball as he described the sexual abuse that occurred when Montenegro held him back from joining the other children in recess and lunch.

The boy said the sexual abuse occurred while he was living in a group home after he had been removed by the government from his aunt and uncle’s custody and his mother was struggling with drug addiction.

His testimony was similar in many ways to that by another former Blacow student last week. Both boys were largely neglected and were small for their age and very shy.

Both testified that the sexual abuse occurred in a room inside Montenegro’s classroom and described the abuse starting the same way. But the victim last week testified to sexual abuse that spanned for three years after Montenegro befriended his mother and other family members and described being raped at least 20 times. The witness Tuesday described sexual abuse, which did not include sodomy, that he said occurred at least three times during the summer school session.

The witness Tuesday said he first reported the abuse a year after the fact when he had been returned to his mother. He disclosed to his mother after she questioned him about a pair of underwear she didn’t recognize, underwear that had been purchased by Montenegro.

Both victims also described in similar terms of being overpowered by Montenegro, who has lost significant weight since he fled the Bay Area for Mexico in 2001 after a warrant was issued for his arrest. Witnesses have either not recognized Montenegro, or commented that he looks significantly different than he did in 2001.

One of Montenegro’s brothers also testified Tuesday. He identified a condo that Montenegro allegedly used as a place to rape a boy as belonging to a female preschool teacher who was a friend of the Montenegro family.

Montenegro was captured by the FBI in L.A. in 2015 and has been held in Santa Rita Jail without bail since.

Testimony continues Wednesday.

$100,000 warrant issued for child sex abuse suspect

St. George, Utah Police are searching for a suspect in a child rape who may have fled to Mexico.

Jose Rosemberg Martinez, 33, is accused of sexually abusing a pre-teenaged girl who is not his child but whom he has had a long relationship with.

The 5th District Court has issued a $100,000 cash-only bail warrant Monday for his arrest.

The girl’s mother informed officers she had learned Martinez was allegedly abusing the girl last week and took her to Dixie Regional Medical Center for further attention.

The girl reportedly told medical personnel that she had been abused multiple times last week and that the abuse has been going on for the past five years.

Police officers were unable to locate Martinez at his downtown St. George home but they contacted him by phone and asked him to come to the police station. Martinez said he was en route to Salt Lake City, riding with a friend, and would have to wait until Monday, according to an affidavit filed for the warrant.

Seriously, that's all the effort the police made to arrest this guy? Good grief!

Martinez did not arrive at the police station and the girl’s mother told officers Monday she learned Martinez went to his construction industry job, turned in his work keys, and told coworkers “he was heading to Mexico.”

Court records show no prior felony charges but since 2010 Martinez has been cited for five traffic violations, all of which alleged he didn’t have a valid driver’s license.






Ex-Substitute Teacher Faces Judge on
Child Sex Abuse Charges

A former Cape Cod substitute teacher faced a judge on multiple child sexual abuse charges Monday.

Blake Rider, 37, of Forestdale, Massachusetts, was arraigned at Barnstable District Court on multiple charges of indecent assault and battery on a child under 14, along with two counts of reckless endangerment of a child, the Cape and Islands District Attorney's Office confirmed.

Sandwich Public Schools confirmed that Rider was a substitute teacher back in 2015 "for a very short time" and has not worked in the school district since then.

The DA's office said Rider's charges are unrelated to his prior job as a substitute teacher.

Police reports on the cases that resulted in Rider's arrest have been sealed because of the nature of the allegations and the alleged victims' ages, according to the Cape Cod Times.

Bail for Rider was set at $10,000. His next court date was set for March 28. It's unclear if Rider has an attorney.

CPS investigator arrested in connection to husband's sexual abuse of a child arrest

A Child Protective Services investigator was arrested Wednesday on a felony charge of endangering a child, two weeks after her husband was arrested on sexual abuse of a child charges.

Heather Michelle Bond's arrest Wednesday comes after her husband, Preston Lewis Bond, 43, of Waco, was arrested in mid-February on two first-degree felony charges of sexual assault of a child, a second-degree felony charge of indecency with a child and a third-degree felony charge of online solicitation of a minor.

Waco police Sgt. W. Patrick Swanton said a warrant for Heather Bond was issued after police began investigating her husband, who allegedly sexually assaulted a teenage girl and sent sexually explicit messages to another teen.

"The detective learned that Heather was aware of the sexual abuse against a child and apparently did nothing about it," Swanton said.

A Department of Family and Protective Services spokeswoman verified that Heather Bond is an investigator with the department and she was initially placed on leave. The spokeswoman said the decision has been made to begin the termination process .

According to Preston Bond's arrest affidavit, a 16-year-old girl told a school counselor that Bond had touched her inappropriately between April and June. The sexual abuse ended in June when the girl confronted Bond, and she told officers Bond claimed he got two weeks of therapy after the confrontation, according to the affidavit.

Officers also discovered a 14-year-old girl had received sexually explicit text messages from Bond in November, the affidavit states. He allegedly also sent her sexually explicit messages in early January.

Swanton said Heather Bond knew of her husband's activities with the young girl but did not report the incidents to law enforcement.

Heather Bond was taken to McLennan County Jail on a $3,000 surety bond and remained jailed Wednesday evening.

Her husband also remained in custody Wednesday on a $160,000 surety bond.
