FBI seeks man who may know the identity
of a child sexual assault victim
BY WHNT NEWS 19Do you know the man pictured above? The Federal Bureau of Investigation says he may know a child who is the victim of sexual assault.
The FBI released these photos today of the man, known only as John Doe 40.
Investigators say the National Center for Missing and Exploited Children found video of this man with a child in October of 2017. They believe the video was produced before that date.
Investigators describe John Doe 40 as a white male, likely between 30-40 years old. He appears to be heavyset with dark-colored hair. They also say he speaks English in the video.
Anyone with information can submit a tip online or call the FBI’s toll-free tip line at 1-800-CALL-FBI (1-800-225-5324).

Three people have been arrested by Webb County sheriff's deputies on charges of aggravated sexual assault and endangering of a child.
In the three separate cases, two of the suspects were found to have sexually assaulted a child and the other was accused of child endangerment, the Sheriff's Office said Tuesday.
The three suspects were taken to the Webb County Jail.
Nicholas Bishop, 23, was arrested on four counts of sexual assault of a child, a second-degree felony. He was held on a combined bond of $600,000.
Oscar Hernandez, 26, faces four counts of aggravated sexual assault of a child, a first-degree felony. His bond was set at $300,000 for all four counts.
Alice Bevans, 49, faces charges of endangering of a child, a second-degree felony. She was held on a $25,000 bond.
"These children are the victims and we are bringing justice to them and to their families," said Sheriff Martin Cuellar. "These predators will be brought to justice."
Details of the allegations against the three suspects were not available as of late Tuesday.
Camp counselor at NJ Jewish Community Center

CHERRY HILL, N.J. (WTXF) - Police in South Jersey are investigating allegations of sexual abuse involving a camp counselor at a Jewish Community Center.
The Betty and Milton Katz Jewish Community Center in Cherry Hill released a statement confirming an investigation involving a minor who worked at the early childhood camps.
He's since been fired.
An email went out to parents Monday night, followed by a meeting with them Tuesday afternoon.
The JCC says it is fully cooperating with police and is committed to the safety and security of its children.
Former Swimming Legend Sentenced In
Child Sex Abuse Case

NEW CITY, NY — Swimming legend David "Skip" Storch, who sexually abused a pre-teen girl, has been sentenced to seven years in state prison with 15 years post-release supervision. When a long-distance swimmer, Storch used his feats to call attention to environmental issues. He is the former recreation director of the Town of Ramapo.
He had pleaded guilty to one count of Course of Sexual Conduct Against a Child in the First Degree, a class "B" Felony.
"The defendant has admitted to being a sexual predator who took advantage of an innocent child who trusted him, Rockland County District Attorney Thomas Zugibe said in his announcement Tuesday. "For that reason alone, the prison sentence meted out by the Court today is more than warranted. He has been held accountable for his crimes and, as punishment, will be jailed for seven years and registered with the State as a sex offender under Megan's Law."
Over a three-year period, from August 2007 to December 2011, Storch engaged in a course of frequent sexual conduct with a young girl at a location in South Nyack. The abuse began when the victim was 10-years-old.
Upon satisfaction of his sentence, the 61-year-old New City resident will be required to register as a sex offender under the Sex Offender Registry Act, commonly known as Megan's Law.
Executive Assistant District Attorney Stephen Moore and Senior Assistant District Attorney Kathleen Devlin prosecuted the case.

South Barrington, Illinois: A massive Chicago-area evangelical church whose founder faces accusations of sexual harassment paid $3.25 million to settle lawsuits alleging a church volunteer sexually abused two disabled children.
The Chicago Tribune reports that court documents show Willow Creek Community Church made the payments last year and in February. The church has denied related allegations of negligence.
The volunteer, Robert Sobczak Jr., is serving a seven-year prison sentence after pleading guilty in 2014 to sexually abusing an 8-year-old boy at the church and an older boy who wasn’t connected to Willow Creek.
The payments came before church founder Bill Hybels resigned in April. He has denied groping allegations dating to the 1980s. The church’s Board of Elders apologized last week for being slow to take the accusations seriously.
Former CHP Officer Facing Child Sex Abuse,
Child Rape Charges

JACKSON, CA — A former officer from the CHP Amador Area Office is facing a number of sexual abuse and rape charges.
Michael Joslin, 35, was arrested Monday by deputies from the Amador County Sheriff’s Office.
He was booked into jail on charges of continuous sexual abuse of a child, lewd and lascivious acts, penetration with a foreign object, and rape by force or fear.
A spokesman from the Amador County Sheriff’s Office said Joslin’s alleged victim is 12 years old, and the abuse had been carried out for roughly a year.
The girl’s mother had reported the abuse to a pastor, investigators said, who then contacted the sheriff’s office.
A CHP spokesman said Joslin is “recently” a former officer, but would not say if Joslin was fired because of the charges.
Joslin is expected to be in court Wednesday afternoon.

HARRISBURG, Pa. – A sweeping grand jury report into child sexual abuse in Roman Catholic dioceses in Pennsylvania said church officials gave a former priest a positive reference to work at Disney World, even though they'd fielded at least one allegation about him sexually abusing a boy.
The ex-priest, Edward Ganster, left the priesthood in 1990, moved to the Orlando area and went on to work at Disney World before he died in 2014.
The report said Ganster worked at the theme park for 18 years. Ganster drove the train at the Magic Kingdom, according to an obituary in the Orlando Sentinel, which said Ganster worked there for 15 years.
Disney World did not respond to a request for information.
Ganster, who became a priest in 1971, was working at St. Joseph's Church in Easton in the late 1970s when a woman complained to a monsignor that Ganster had gotten in bed with her 13-year-old son on an overnight trip and "hurt" him, the report said. The boy also told his mother that "something happened" in the confession booth, it said.
The monsignor told her Ganster would be given counseling and Ganster was promptly reassigned, the report said.
About a decade later, Ganster was on sick leave at a Catholic mental health hospital as he sought to leave the priesthood and get married.
Ganster wrote the Diocese to say he would apply for a job at Disney World and wanted to use the Diocese as a reference, the report said.
Allentown's bishop, Thomas Welsh, wrote to Orlando's bishop that Ganster's problems were "partially sexual" and that he couldn't reassign him. A monsignor separately assured Ganster that he would get a positive reference.
"I am quite sure that the Diocese will be able to give you a positive reference in regard to the work you did during your years of service here as a priest," the monsignor wrote, according to the report.
A diocese spokesman, Matt Kerr, said he knows of no reference letter, or if one was written.
"That should not have happened," Kerr said. "It would not happen today."
More than a decade after Ganster left the priesthood, a man contacted the Allentown Diocese to report that Ganster had victimized him when he was 14 and an altar boy some two decades earlier, the report said.
Ganster fondled, groped and beat him repeatedly, once dragging him across a living room floor by his underwear and once beating him with a metal cross, the report said.
Years later, in 2015, the mother of another victim contacted the Allentown Diocese to report that Ganster abused her then 12-year-old son in 1977, the report said.
