Jon Venables, the killer of two-year-old James Bulger, is set to begin a new life abroad in Canada in just days says inside source, as it will be cheaper for UK taxpayers than to give him a new life here.
The news comes weeks after officials were said to have hatched the plan to move the child killer abroad having grown tired of constantly creating new identities for him.
Venables, now aged 36, was granted lifelong anonymity after he was found guilty of murder aged 10. He has been given numerous different identities since his conviction in 1993 but is continuously outed by outraged members of the public.

Now the move abroad - with the most likely location Canada - is looking imminent as insider sources telling The Daily Star that the murderer is 'being kept quietly away from the general lot of prisoners'.
The source said that the prisoner's move abroad will most likely happen during the night to avoid security risks as a 'handful of people who know who he really is and where he is'.
James Bulger was killed by Venables and Robert Thompson, both aged 10, on February 12, 1993, after the pair snatched him from his mother in a Liverpool shopping centre.
Both murderers were granted lifelong anonymity once they were released from custody and Thompson has never been heard of again.
Venables, on the other hand, has been jailed twice more after admitting to owning more than 1,000 'sickening' child porn images as well as a paedophile manual.
A source told the Daily Star: 'Venables is costing a fortune. The thinking is that it would be cheaper to get rid of him abroad, than keep forking out.'
Sources say Venables will most likely be sent to Canada within days, but Australia and New Zealand are also options.

Venables's lawyers were paid £8,100 in legal aid while government lawyers were paid close to £57,300.
James Bulger's father, Ralph, 52, has said he will spend his life trying to overturn the ruling that his son's killers may remain anonymous to 'protect the public'.
However, High Court judges ruled against the bid because they believed it would endanger Venables's life.
At the time President of the High Court's Family Division, Sir Andrew McFarlane said: '(Venables) is 'uniquely notorious' and there is a strong possibility, if not a probability, that if his identity were known he would be pursued resulting in grave and possibly fatal consequences.
'This is, therefore, a wholly exceptional case and the evidence in 2019 is more than sufficient to sustain the conclusion that there continues to be a real risk of very substantial harm to (Venables).'

He said: 'That doesn’t mean we are going to relocate them to the Copacabana, but they do get a say.'
Mother-of-two Anna Dienne works with charity FAMS, which supports the families of children murdered, and told the Daily Star: 'Millions has been thrown at protecting him and yet he cannot stop himself. He needs locking up, and the key thrown away. The taxpayer has protected him, we are protecting him. It’s despicable.'
OK, 'millions' might be overstating it more than a little.
Robin Makin, acting on behalf of the Bulgers, claimed that authorities are using the anonymity order to avoid scrutiny for failing to keep Venables from re-offending following his release from prison.
The idea behind the lifetime anonymity order for Venables and Thompson, made by Dame Elizabeth Butler-Sloss, was that it would aid the rehabilitation of the killers.
To her credit, it certainly appears to have done its job for Robert Thompson, although we can't know for sure. Venables should be given a warning that he will no longer be protected if he breaks another law involving children, ie child sex abuse, child pornography, etc.
Canada, Australia or New Zealand should in no way accept Venables. He's a convicted murderer and a convicted paedophile. Whoever authorizes his entry to their country, be it the Immigration Minister or the Prime Minister should be held as complicit in any crimes committed and any children affected.

Israel is seeking the deportation of a Jewish convicted sex offender back to his native Yemen.
The Makor Rishon newspaper reported Friday about the case of Avraham Salem Alhadad, who immigrated to Israel in 2007 on a student visa.
Alhadad’s visa expired while he was serving a five-and-a-half-year prison term handed down in 2014 for molesting and sexually assaulting a minor from his own family. The former student at a religious seminary in Bnei Brak was declared an illegal alien upon his release this year.
His application to be naturalized under Israel’s Law of Return for Jews and their relatives was denied citing his criminal record. His application for asylum, based on his claim that his leaving Yemen in 2007 for the Jewish state would expose him to persecution there, also was dismissed.
Last week, a judge ordered the Interior Ministry, which was seeking Alhadad’s deportation to Yemen, to detail how it intended to deport him to a country with which Israel has no diplomatic relations.

According to Makor Rishon, Israel has never deported a Jewish person to Yemen or any other Arab country.
Until the deportation plan is presented, Alhadad, who is married and has a 6-year-old son in Israel, is being held at the Givon detainment facility for those staying in Israel illegally.
This is good! I hope it works out well and Alhadad is deported. Now I wish Israel would get it's act together and deport Malka Leifer to Australia. This case is an extreme embarrassment to Israel's justice system and should be dealt with promptly.

Child killer and serial paedophile Michael Guider will walk free from prison on a five-year extended supervision order.
The State of NSW, in an application brought by Attorney-General Mark Speakman, had fought to keep the 68-year-old in jail for at least another year.
He has been behind bars since 1996 (8th story on link) for countless child sexual abuse crimes and the manslaughter of Bondi nine-year-old Samantha Knight.
But Justice Richard Button today said: “I have imposed a five-year extended supervision order of great stringency” and adjourned the court.
Guider will be subjected to 56 conditions including:
Wearing electronic monitoring equipment, living at a fixed address, never changing his name and providing a weekly schedule of his movements to a Department Supervising Officer from Corrective Services NSW.
He must not purchase, possess, access, obtain, view, participate in or listen to any material classified as pornogrpahic or violent.
Unless approved by his DSO, Guider must not go near day care centres, preschools, schools, amusement parks, cinemas, libraries, camping grounds, playgrounds, pools and other such recreational areas where children could be.
“The Court found that a further period of incarceration would not serve any rehabilitative purpose,” Justice Button’s summary judgment states.
With Guider's history, rehabilitation out to be of little concern. Protection of society, and the health and welfare of his many victims ought to be the main concern. His sentencing was ridiculous to begin with.
“Whilst it could not be said definitively that the defendant’s sexual interest in children had disappeared, his Honour considered that the defendant had done all that can be done in terms of rehabilitation in a prison setting.
“The three experts highly experienced in psychology and psychiatry all agreed that the defendant (Guider)’s risks can be reasonably managed under a stringent and lengthy system of supervision within the community.”
So any new victim's blood will be on their hands!
Samantha Knight vanished after she was seen talking to an adult male on Bondi Rd in Bondi in August 1986.
Guider pleaded guilty to her manslaughter in 2002 and was jailed for a maximum of 17 years.
His 12-year minimum sentence for manslaughter expired in 2014 but the State Parole Authority declined to release him on the advice of the Serious Offenders Review Counsel.
He never again applied for parole.
Guider was sentenced to a total of 52 years for murder, numerous rapes, drugging children and many other horrific child abuses. But because all the various sentences were served concurrently he is getting out after 23 years, and could have been paroled 5 years ago. That is one pathetic justice system - no obvious concern for the victims who are still alive and the victims yet to come. Guider should never be allowed to walk free in society.
Celtic ‘inextricably linked’ to Boys Club, finds SFA review into historic sexual abuse in Scottish football

CELTIC are "inextricably" linked to the boys club, according to an SFA-commissioned report.
The Parkhead club maintain they are a separate entity but the Independent Review of Sexual Abuse in Scottish Football has concluded they cannot distance themselves from the feeder team.

The review does not name the youth team by name but officials have spoken to the Glasgow giants.
It states: "Historically in Scotland, in some areas, community-based youth football clubs have come into existence, developed and grown with an identity shared with the local senior professional club.
"In some cases, these are quite prominent. Essentially, they were 'feeder' clubs but with a relationship that went well beyond the throughput of young talent."
It goes on to speak of the "clear and strong" links between the clubs, highlighting they were part of the same "family".
The review concludes that Celtic FC and Boys Club share a history.
It also suggests the senior side failed to 'do the right thing' about abuse allegations, choosing instead to try and protect their reputation.
It states: "If the relationship and history between the youth football club and the senior club was so shared, so close and so inextricable on positive achievements then when alleged sexual abuse of young players formed part of the history of one then it too formed part of the history of the other.
"A shared heritage is not confined to trophies, victories and celebration. It also extends to defeats, failures, and deficiencies.
"There are many downsides to this which sometimes overshadow the positives. At times the closeness of this relationship might, in the past, have manifested in a 'closing of ranks'. This is not surprising since any 'reputational damage' to one is therefore shared by the other.
"Where the review has found that when allegations of sexual abuse have been made concerning the community-based youth football club our expectation would have been that the senior club (almost like a parent) would have taken steps to put this right permanently by doing the right thing.
Which, of course, they didn't!
UK child abuse charity suspends former chief executive
as spokesman

A charity for victims of child abuse has suspended its former chief executive as a spokesman after newspaper claims that he had a "drunken sexual encounter" with a survivor of childhood sexual abuse.
The National Association for People Abused in Childhood said it had suspended Peter Saunders, who founded the charity, during its investigation of "the issues raised" by a Mail on Sunday story surrounding events in 2008.
Since the story was published, Saunders has also resigned from his role on the victims and survivors panel of the Independent Inquiry into Childhood Sexual Abuse, the public investigation of systemic sexual abuse in the UK.
The article, which appeared last week, alleged that the incident occurred in 2008 at a restaurant when Saunders met the woman, who had given TV interviews about the molestation she experienced as a child, and her female friend, to discuss how she would work with Napac.
The newspaper alleged that Saunders bought three bottles of wine for the table using the charity’s credit card.
One whole bottle of wine for each person? I'm sure there was no intent there.
Saunders was later arrested on suspicion of rape, but was never charged because the Crown Prosecution Service decided there was a lack of evidence, according to the newspaper.
Saunders denied the allegations, saying the encounter was consensual and instigated by the woman, the newspaper said.
The article said the charity was made aware of the incident in 2008 and considered the matter to have been dealt with at the time.
But in a statement published on the charity’s website after The Mail on Sunday’s story, Nacap said that the board had suspended Saunders "with immediate effect".
The statement said: "This period of suspension will allow a process of investigation into the issues raised by a story published on 25 August 2019 regarding an incident in 2008.
"We will share updates on the outcomes of this process. Napac is committed to continuously improving our governance and practices, and the valuable work we do in supporting victims and survivors of childhood abuse remains unchanged."
A spokesman for the IICSA said Saunders had failed to disclose the incident when he joined the investigation in 2015.
"The Victims and Survivors Consultative Panel members were chosen by IICSA in 2015 after a fair and open competition, at the end of which all successful candidates were expected to complete a declaration about conflicts of interest.
"The inquiry holds our consultative panel members to the same high standards we expect of our staff. Peter Saunders offered his resignation and we have accepted it with immediate effect."

After suffering years of sexual abuse she claims inflicted by several Orangemen, Sara (not her real name) says she was then abused by a man in his own home as his wife looked on.
The man is now a school bus driver and it is the second time the allegations of child sex abuse have been made to this newspaper about this man.
And Sara can remember the incidents “as if it were yesterday” while her father has also come forward, independently, to corroborate her version of events.
He also claims he witnessed the man making inappropriate sexual remarks before “taking the trousers off” a young girl “no older than 14 or 15”.
As Sara lay in bed she could hear the family friend creeping up the stairs of his home and before long he would get into the bed beside her where he would take her clothes off. Then he’d sexually abuse her, she says, sometimes as his wife looked on.
She was 10 years old when she began babysitting for the family friend, a man she claims repeatedly sexually abused her as his own children slept in the next bed.
For Sara the abuse by this man was frequent and occurred, she says, under the watch or supervision of his wife.
“His wife used to walk around naked. When she first did it I thought it was a bit weird, but I thought I was safe when she was there, I was wrong,” she said.
She recalled one of those encounters.
“There I was in that bed on the left hand side, the other children were asleep and there he would come in and all he was wearing was a pair of bottled green Y-fronts, I remember that.
“He got into bed and tried to get off whatever I was wearing. I was pushing him to get off me, I heard her footsteps, I thought it was over, I thought she’d make it stop.
“But she got into bed beside us and she held me down so he could rape me, they didn’t want to wake the children.”
Sara reported this man, along with others, to the police but her case was later dropped by the Public Prosecution Service due to a lack of evidence.
Good grief! How many times have I seen this statement, "her case was later dropped by the Public Prosecution Service due to a lack of evidence". The PPS in Ireland and Northern Ireland seemed to have very little interest in prosecuting child rape cases. Either that or they were just plain lazy.
The claim, however, is that this man went on to abuse at least one other child who contacted this newspaper earlier this year. “This man is a school bus driver, he drives a bus with children on it! How many kids’ lives could have been different if the police had listened to me 20 years ago?
“You talk about David Sullivan abusing children on his school bus? This is another school bus driver and the reality is an abuser never stops abusing,” she said.
“I am speaking out in the hope that it helps other victims and survivors and that we can all do more to protect children from these evil predators,” added Sara.

Paedophile care worker jailed after using
Manchester United links to abuse children
A PAEDOPHILE care worker who used his links with Manchester United to sexually abuse young boys has been jailed for 15 years. Depraved Bruce McLean was previously found guilty of 27 indecent assault sex charges against schoolboys – including some as young as seven – between 1975 and 1991 in two separate trials.

He used his football connections to shower his victims with free sports clothing and took them to watch Manchester United training matches in order to "buy their silence”. McLean must now serve half his sentence before being released on licence and was also placed on the sex offenders register for life. Judge Patrick Thompson branded him an arrogant “sexual predator” at Chester Crown Court.
He said: "You treated these boys as your sexual playthings. You were young and friendly and groomed these boys with trips to Manchester United and furnished them with adidas clothing to make them compliant.
“If that didn't work you would threaten them. this was the actions of... I can't imagine a greater breach of trust of a person who was in a position of such responsibility. These were the actions of a sexual predator. Your only concern being your own sexual gratification."
He said McLean – whose role was to care for vulnerable children – showed a “complete lack of remorse” to any of his victims. He added: "You stole their childhood, their innocence and by forcing them to relive what you had done you finally stole their dignity. It is clear you have no compassion or remorse for the damage you have caused."
He admitted he knew the trips to Manchester United's then training ground would be "thrilling" for the boys and later went on to molest them. McLean denied all the charges but was only found not guilty on four out of 31 charges levelled against him.
His reign of terror started at Taxal Edge children's home from 1975 until 1978 before he moved to Knutsford based Kilrie where he worked from 1979. McLean set up the Cheshire-based children's charity The Adventure Farm Trust to transform a derelict farm into a holiday haven for sick, disabled and disadvantaged children.
It was backed by celebrities including singer Phil Collins, actor Sir Michael Caine, former England football legend Bryan Robson and ex-England cricket captain Michael Atherton.
McLean was suspended in 1995 after trustees of the charity were informed of a police investigation into him abusing boys which later saw him jailed for nine years.
In January this year, former fireman McLean was charged with abuse again after ex-pupils at two homes contacted the police to say they were victims of historic sexual abuse. He was originally investigated in 2013 but his case was reopened again in 2015 when more victims came forward.
Incredibly, in Taxal Edge where Mclean worked, paedophile soccer coach Barry Bennell later also became a care worker and went on to abuse more victims. Both sick perverts used training games and connections at Manchester United as part of their grooming process.
One former McLean victim, now in his fifties and whose evidence helped nail McLean, told of his time as a resident at Taxal Edge care home. The father-of-three, who wished to remain anonymous, described living in a “paedophile's paradise” where perverts stalked the corridors and abused boys with impunity.
He said: "It was horrendous, a very scary place to be as a child and there was no escape. They could abuse you and do what they wanted with impunity. It's disgraceful that sort of thing went unchecked. We were just kids.
“These people were not only in charge of children and using them as sex objects but they were also getting paid for it. There was no way that those responsible for running the home didn't know what was going on. Every time I left the police brought me back.
“I have to live with the effects of his abuse for the rest of my life, but hopefully now this sentence will give me and other victims some sort of closure."
He told how McLean would regularly "fondle his genitals" while pretending to restrain him in front of other boys. He said: "It was the perfect cover. He would restrain me for no reason. Then he would start groping my testicles. I would start resisting and shouting and this would excite him and give him the justification he needed to restrain me further and grope me more.
“I had no chance as a nine-year-old against a grown man. We were just kids - it's disgusting."
The victim used to live in a dorm with other boys and was also attacked by another worker who used to prowl the rooms at night in white underpants. The victim added: "They used to come into the rooms at night, always night time.
"One time I had something go over my face – it was really wet and sticky but I didn't know what it was at that time. It was quickly wiped off and he went away. But it was never discussed, it was just something that happened.
“Another boy was always complaining of a sore bum. I only found out years later what it was and now it makes me shudder thinking about it."
The abuse had a profound effect on most of his life and he has been plagued by drug addiction and prison and has battled with flashbacks and depression. He said: "I have night terrors and sweats and it has affected all my relationships."
But he says now he has turned his life around to become a health worker helping people suffering with addiction.
Peter Garsden, Head of Abuse at Simpson Millar Solicitors, who is representing victims of abuse at both homes and has previously won McLean victims compensation totalling over £100,000, said: "This is one of the most prolific offenders I have dealt with. He ruled the care homes he worked in by fear and abused with impunity for years.
"He is a cold, callous and calculating individual who knew just what to do to target vulnerable boys. There appears to have been plenty of opportunities that seem to have been missed that allowed him to carry on abusing boys in his care.
"In my experience, in situations like this, I estimate there will be at least another hundred affected victims who are yet to speak out and many of these will be in the Cheshire area. But now they can come forward knowing they are not alone.
"Despite Mclean being jailed today this is not the end for the victims as they continue to suffer a life sentence. But hopefully it will bring a small sense of closure.”

Craig Williams downloaded 139 indecent images of children including adults raping infants.
The 37-year-old was arrested after police executed a search warrant at his home in Porthill, Staffordshire, and seized his mobile phone which contained the photos on November 1, 2018. The pictures were downloaded between December, 2017 and September, 2018 and the ages of the children in the images ranged from three to 14.
He claimed he viewed the indecent images 'almost accidentally' when he was downloading music and films, a court heard. But the court was told he then 'became curious and started searching,' Stoke on Trent Live reports.

Williams has pleaded guilty to three offences of making indecent images of children. The dad-of-two has been handed a three-year community order at Stoke-on-Trent Crown Court.
Prosecutor Brian McKenna said: "Police had intelligence that indecent images of children were being uploaded from that address. "The defendant immediately indicated he was the one to be spoken to. He was arrested."
Jason Holt, mitigating, said the defendant admits he had an addiction to pornography which led to him looking at the explicit images. Mr Holt said: "He tells me he got into viewing these illicit images almost accidentally.
"He was downloading music and films but he accepts once the images came up he became curious and started searching. There are relatively low numbers over a relatively long period of time."
What a shame! This will follow him the rest of his life. His children will find out if they don't already know. All because he had an addiction to pornography and not enough self-discipline to say no to himself.
As part of the community order, Williams must complete a 25-day rehabilitation activity requirement. He is now on the Sex Offenders' Register and subject to a five-year Sexual Harm Prevention Order.
Three arrested on child sexual abuse charges
in Istanbul Quran school
An Istanbul prosecutor’s office has arrested three men accused of sexually abusing at least six children at a Quranic studies boarding school in the city's Ãœmraniye district.
The arrest of the school’s staff members follows an investigation launched by the Istanbul Anadolu Chief Prosecutor's Office after the children filed a complaint, Cumhuriyet newspaper reported on Sunday.
While six children filed the complaint, reports indicate there are over 20 victims in total at the Fıkıh-Der Association, which runs an unlicensed boarding programme, it said.
Statements by the alleged victims include detailed accounts of repeated rape, sexual misconduct and unlawful restraint, Cumhuriyet said.
The prosecutors have asked for up to 50 year prison sentences for the three suspects.
