A man who grew up in Alberta’s child welfare system is suing the province for $11 million for sexual abuse he suffered while in care.

Steven Morin says Alberta Child Services failed to protect him from a convicted sex offender.

He says between the ages of five and nine, he was sexually assaulted – almost on a weekly basis.

Morin says what should have been a safe foster home was instead, a place of fear and trauma.

And the man who lived with his foster mother, John Edward Beaver, should never have been anywhere close to children, he said.

“This man came back into our home, and when he came back into our home, he continued to abuse us,” said Morin. “But not only did he continue to abuse us, the abuse towards me severely accelerated. In the most horrendous, disgusting ways you can think of.”

Beaver had a conviction of possession of child pornography, and sentenced to six months in prison in 1999. Then he was back in the foster home where Morin and other foster children lived and the sexual abuse continued. Now, Morin wants Alberta Children’s Services to pay for failing to protect him.

“How could they have missed this man? If he was not a foster parent, how could they have missed this? If he was a foster parent how could they again have missed this? Time and time again, they missed it. Missed it.” said Morin.

Morin received a $35,000 dollar injury claim from an Alberta government fund for victims of crime. He said he was too young and foolish when he received the money. One month later, it was all gone.

He spent it on alcohol and hard drugs to help numb the pain. He said he contemplated suicide.

It took years to recover, a road he is still on.

On September 10, Martin and his lawyer are attending a joint settlement meeting in court to decide whether a settlement is possible or whether the case should go to trial.

Morin wants others who were abused to demand compensation as well. “If my lawsuit wins, then I’m hoping that setting the bar at eleven million, it’s going to show the government that we are not kidding around here,” he said.

Beaver was charged with more than a dozen counts of sexual assault. But he would never stand trial for those charges. He died in his sleep in 2014.

A Yate man's "utterly depraved behaviour" towards a child cost him 19 years in prison.

Paul Starr was due to face trial today (September 2, 2019) charged with sexually abusing a child when she was aged as young as 12.

But he admitted 12 charges from a total of 16.

Starr, 63, of Beaufort Road, pleaded guilty to: three sexual assaults of a child under 13; rape of a child under 13; two sexual assaults; assault by penetration, two rapes; two charges of causing or inciting a child under 13 to engage in sexual activity; causing a person to engage in sexual activity.

The Recorder of Bristol, His Honour Judge Peter Blair QC, jailed him for 19 years.

He told Starr: "I have to sentence you for your utterly depraved behaviour towards a child.

"She will almost certainly suffer for the whole of her life with flashbacks of your abuse upon her.

"I don't believe you've shown real recognition of personal responsibility for the devastation you've wreaked on this poor child's life."

Starr was told to register as a sex offender for life and was also barred from ever working with children or vulnerable adults.

After the hearing the complainant's mum told Bristol Live: "I think it is really good he got 19 years, amazing. My daughter was left broken."

Jennifer Tallentire, prosecuting, said Starr groomed the child, gave her treats and asked her: "What I am I going to get in return?" The court heard he touched her improperly and made her touch him.

When Starr forced himself on the girl she told police: "It was just, absolutely horrible."

Starr told police he had been "touchy-feely" and blamed the youngster for flirting with him.

Catherine Spedding, defending, said: "He is sorry for what happened. The biggest demonstration of that is his guilty plea." 

Right! Or, he just wanted a lighter sentence than he would otherwise have gotten.

Children’s NGO Sovann Komar yesterday claimed it had uncovered compelling evidence that sacked founder and former executive director Arun Sothea sexually assaulted children, and treated them cruelly, including by starving them.

Mr Sothea was fired from the NGO in August, along with Nou Savath, its former head of security, and about a dozen other staffers.

They were dismissed for allegedly committing financial fraud, misusing organisational funds, corruption, breach of trust, physical abuse, perpetuating an abusive environment, compromising the safety and well-being of children, negligence, dereliction of duties, nepotism and coercion.

In a press statement issued yesterday, Sovann Komar said that during his time with the NGO, Mr Sothea physically assaulted and gravely endangered children.

“In an extraordinary act of punishment, one of the children was starved for more than one week before Mr Sothea, who condoned the abuse and action of starvation, granted permission to concerned wardens at the village to provide the child with food,” the press statement said.

It alleged that Mr Sothea’s apparent girlfriend and staff members of the village had psychologically tortured a child, while he was held in an office at the premises for several days, by scaring him with ghost stories and malicious tricks.

The child fled the office and was left to wander outside with no appropriate shelter.

“This child had uncovered instances of Mr Sothea misusing funds and having a number of inappropriate sexual relationships with staff members in the village,” the statement said. “Mr Sothea then orchestrated a plan to show that the child suffers from a psychiatric disorder.”

The NGO said that it had also uncovered a case where two children were scalded with hot water, locked in a wardrobe and beaten by wardens at one of the 10 hostels in the village.

It added that a teenage girl was also sexually assaulted by a village staff member but Mr Sothea refused to take action.

“This evidence emerged during a review of operations at the children’s village commissioned by Golden Children Inc, the American charitable organisation that controls Sovann Komar LLC,” the statement noted.

It also said the top management of Sovann Komar LLC’s children’s village are also under investigation for creating and condoning a hostile environment where children were physically and sexually abused.

Men Makara, spokesman for Sovann Komar, yesterday said the NGO is preparing to take legal action against Mr Sothea.

A self-described "porn addict" who said he would "go weird" when taking drugs reportedly tried to bite a phone in half so police could not see the hundreds of child abuse images he had downloaded onto the device, which he had stolen from a 79-year-old woman.

Shaun Fearon, 36, of Middlesbrough, England, also wrote down fantasies about "pedos" and "jailbait," a sexualized term referring to pubescent girls, Teesside Live reported. On the phone were 240 images of children mostly under the age of 10, including ones showing rape.

"I'm just a porn addict and a drug addict," Fearon, who has multiple previous convictions ranging from burglary to fraud, told the court, adding that he would "go weird and do weird **** like that" when "off his face on drugs."

According to The Northern Echo, Fearon used his grandmother's internet connection to download the child abuse images and other extreme pornography to the phone.

Police had sought Fearon for two years after the downloading of child abuse images was traced to an address to which he was linked. He was located at a property close to a police station.

"Officers eventually found him at a hostel in March 2019. He was in a room and sat on the bed. They spotted a phone on the bed which the defendant tried to cover with the duvet. His response was 'You're not seeing that one,'" Prosecutor Jenny Haigh told the court, the Echo reported.

"The officers tried to take it but he struggled and put the phone in his mouth, he tried to bite it in half. The phone was retrieved and examined. It was revealed the phone belonged to a 79-year-old lady and it was stolen in February from her car when she was out visiting her niece."

"Shaun Fearon had an unenviable record, largely revolving around drugs. He's struggled with that over the years," John Nixon, the defense attorney, told the court, Teesside Live reported.

"He has from time to time managed to beat the demons. But he relapsed this year and, as he says in the pre-sentence report, by and large these offences have related to his drugs misuse.

A blackmailer threatened to expose a teacher as having a sexual relationship with an underage boy at the school where he worked.

Derby Crown Court heard how Matthew Vickers made up the allegations and demanded £12,000 from his victim.

He tried to unnerve the teacher by claiming he had proof and that he would email it to the school unless he paid up.

The victim decided to involve the police and Vickers was soon arrested.

'No option than prison'

Now Vickers, a father-of-one who had money problems, has been sent to jail after he pleaded guilty to blackmail.

Jailing him for 28 months, Recorder Adrian Reynolds said: “It gives me no pleasure but I have no option than to send you immediately to prison.

“You are a 35-year-old man who has no previous convictions, a teenage son and a mother who is in poor health.

“In May of 2018 you decided to blackmail this teacher by threatening to expose him as being someone who was in the past involved in sexual activity with a young boy at the school.

“There allegations were wholly untrue and left him utterly devastated.

“You did not just send one email, you followed the first one up with others to the school and to his wife.

“You are a perfectly intelligent person and you did this for your financial advantage and I am afraid prison it has to be.”

I'm not sure 'perfectly intelligent' is a good description of this man.

Rife With Child Sex Exploitation

The highway between Bogotá and Medellín is one of Colombia’s worst sites for child sex trafficking and exploitation, as criminal groups abuse underage, underprivileged girls who are now being encouraged to fight back by going to the authorities.

Girls between 12 and 15 years old, usually from very poor families, have been forced to offer sexual services to drivers passing through the service station known as Caracolí, located between the municipalities of Honda and La Dorada, as was first reported by El País. This service station is just a few meters away from a police station, yet it’s one of the focal points of a network of pimps and motel operators working along this crucial road.

A number of organizations assisting survivors to file reports with authorities told InSight Crime that at least 39 underage girls were sexually exploited around the Caracolí service station.

Through long investigations, involving wiretaps and intercepting phone calls, authorities have managed to identify some of the sex traffickers and the modus operandi of these networks.

The usual method is that potential clients are approached and offered a catalog bearing the photos of the children, one investigator who asked to remain anonymous told InSight Crime.

Once a price has been agreed to, “they call the chosen girl and take her to the indicated site, whether it is a motel or private residence,” the source added. This type of sexual exploitation operation, showing a catalog instead of having the girls present, is also known to exist in Medellín.

However, other girls reported having been coerced by their families. One 14-year-old girl identified as Patricia told El País that her aunt first took her to Caracolí and offered her directly to truck drivers for 20,000 Colombian pesos (around $6).

In March 2019, prosecutors dismantled one sex trafficking ring which forcibly recruited girls around the town of Guaduas, 60 kilometers away from La Dorada and the highway, according to judicial sources consulted by InSight Crime.

The girls are now fighting back. An increasing number of them are filing complaints with authorities with the assistance of organizations such as Todas con las Mujeres.

Colombia is known as a destination for child sex trafficking. More than 100 cases of child sexual exploitation were filed with authorities every month between January 2013 and July 2018. And the figure is rising, with the number of reported cases having tripled in the last five years.

Yet the conviction rate has been abysmal. Of 85,000 investigations into claims of child sex abuse between 2005 and 2018, only 6,116 ended in a conviction.

To date, no arrests have been made related to complaints filed by the survivors of the crime networks operating on the Bogotá-Medellín highway.

Despite wider investigations into sex trafficking in Colombia, this lack of a response for the “girls of Caracolí,” as investigators refer to them, has shown the lack of protection being offered to these girls and to other potential targets, leaving them as easy prey for criminal groups.

Most of these cases have been filed in Bogotá and Medellín, considered to be major centers for sex tourism and child exploitation.

The case of the girls of Caracolí has also shown how child sex trafficking rings have extended their reach to other highways across the country, where they allegedly act with impunity due to a lack of state controls in service stations and other facilities.

Due to fears about obstruction of justice related to the case, their complaints are now being overseen in Bogotá by Mario Gómez Jiménez, Colombia’s special prosecutor for crimes against children and adolescents, who is in charge of the investigation.

Access to justice has historically been limited for the victims of child sex trafficking, who often do not file complaints. Authorities say that this has meant they do not have a full understanding of how many children have been abused in the country.

Gómez Jiménez told InSight Crime in an interview that many girls also do not want to participate in witness protection programs as they fear they could be taken far away from their families and homes.

The girls also refrain from speaking out for fear criminal gangs will target their families in retaliation, he explained.

This vulnerability has also seen many girls seek protection from different criminal groups or abusers, who may pledge more protection or only a certain type of client.

Members of Todas con las Mujeres, who have followed the girls of Caracolí for the last year to assist and document their lives, told InSight Crime that many of these children are no longer at Caracolí, but that they are sexually exploited at other points along the Bogotá-Medellín highway.

An accomplice of notorious rape and murder ring 'The Family' has revealed how the group drugged and raped teenage hitchhikers.

Prominent Sydney gay identity Lewis Turtur admitted he let his acquaintance Bevan Spencer von Einem bring drugged boys to his home in the early 1970s.

Von Einem was jailed for life in 1984 for the murder of Richard Kelvin, 15, who was held captive, drugged, tortured, and repeatedly raped for five weeks until he died.

The now-73-year-old monster is suspected of killing four other teenagers and The Family of torturing and killing up to 150 in the mid-1970s to early 1980s.

He, to this day, denies all the murders and blames Richard for his own death. He was charged with killing to others but the cases collapsed.

Mr Turtur said he knew von Einem well before the murders began and all the boys left his home alive the morning after they were drugged.

But during the night they were raped by von Einem and other men who 'took turns' with them. Mr Turtur has admitted to having sex with two of them.

'How did they give consent? I don't know. Honestly, I don't know,' he told upcoming Foxtel podcast Frozen Lies.

'All I know, they came… he dropped them off at our place, he went home, we let them sleep it off, they left in the morning.'

The program got suppression orders on five men linked to The Family lifted, including Mr Turtur's housemates, drag queens Prudence Firman and Noel Terrance Brooks.

Mr Turtur, the brother of Olympic cycling gold medallist Mike Turtur, said von Einem would pick up the boys as they hitchhiked, then bring them to his home. There they would be given a spiked drink and taken inside Mr Turtur's home where the abuse would begin.

'I was a stupid fool, wasn't I,' he admitted.

Mr Turtur said he was in the car several times when von Einem picked up hitchhiking boys but couldn't remember much of how it was done.

'Half the time I was drugged out anyway so I don't really care. I was in my own little world,' he said.

Mr Turtur said he didn't know of von Einem's alleged murders until much later, and told police his suspicions during the investigations.

Frozen Lies managed to interview von Einem for the first time in decades but he still refused to confess even as his health deteriorated from type 2 diabetes.

'I'm not a killer, for starters. I didn't do it. Yes, I picked up hitchhikers but I didn't harm them,' he said.

Von Einem then blamed Richard, the son of Channel 9 newsreader Rob Kelvin, for his death, claiming he was actually gay.

'Everyone painted him as this straight boy, but he wasn't. His father was in the media and they wanted to get the message out, that he was straight,' he said.

However, von Einem also made a telling error during the interview, admitting to have seen Richard wearing a dog collar he'd put on as a joke but taken off at a bus stop before being kidnapped.

This was a key point in his murder trial and at the time von Einem denied seeing him wear it. He has now contradicted his testimony.

If von Einem saw the collar on him, then he was stalking him at the bus stop, or put it back on him after the abduction.

Though he refused to confess his crimes, the remorseless killer spoke in great detail about how his harsh father's friend raped him when he was seven.

In an effort to convict him of more of the murders, police in 2014 examined the diary of Trevor Peters, who died last year, lived next door to two cross-dressers who assisted von Einem - possibly two of Mr Turturm, Mr Firman, and Mr Brooks.

Peters, who was gay and mixed in the same circles as von Einem and the cross-dressers, says in his diary he saw photographs of one of The Family murder victims, Alan Barnes, in von Einem's possession.

Peters said in June, 1979, he was at the same hairdressing salon as Von Einem and another man.

The pair was giggling and saying, 'oooh how evil' and 'oooh it's evil' over a group of between four and six polaroid photographs of an attractive young blond-haired man pictured in the front seat of a car.

Peters later recognised the man as Alan Barnes, after seeing newspaper stories about his abduction.

Barnes was last seen on June 17, 1979, while hitchhiking, being picked up by a white Holden sedan with three or four people in it.

Thousands of British youngsters are being persuaded to broadcast sexually explicit videos from their own bedrooms as part of a worrying new trend,  the Sunday Telegraph can reveal.

Monitors who scour the internet to remove indecent images of children are identifying more than 100 new webcam videos a day, mostly featuring girls aged between 11 and 13.

So called 'self-generated' material now accounts for a third of indecent web pages being intercepted in the UK, with 22,000 separate videos removed from the internet already this year.

Many of the youngsters who film themselves performing sexually do so in the belief that the video will only be viewed by a boyfriend or a close circle of acquaintances, and film themselves in the comfort of their own bedroom.

But in reality the person on the other end of the web-camera is often a predatory paedophile, who has manipulated the victim into believing they are in a relationship with someone their own age. 

In other cases, material that was meant to be kept private between a girlfriend and boyfriend, can be posted on the internet and then tracked down by paedophiles.

And experts have also found live streaming websites where youngsters film themselves performing explicit acts in order to win the approval of an online audience 

Last year the Internet Watch Foundation (IWF), which is funded by the tech industry and works to eliminate child sex abuse imagery from the internet, removed 105,000 web pages, the highest figure ever.

Susie Hargreaves, the CEO of the organisation, said there had been an explosion in the volume of self generated videos featuring very young girls and they were now beginning to replace traditional paedophile material found online.

She said: "Of the material we have seen this year 96 per cent of the videos feature girls and of those 85 per cent are aged between 11 and 13.

"These are children who are mainly in their bedrooms. In one video I have seen a little girl is responding to a request online, she is actually actively engaged in what we call a Category A activity which is the worst level of sexual abuse, and yet you can hear someone shouting ‘dinner is ready’."

Ms Hargreaves said any child who has a web enabled device and access to high speed internet is vulnerable to exploitation in this way and ought to have their online activity supervised.

She said: “Children are at home in their bedrooms on webcams and they are being coerced or tricked or encouraged into performing sexual acts which are then videoed by someone on the other side of the screen and they they then make their way onto child sexual abuse websites. 

“Children are terribly unaware that these videos are being shared on the internet. In some cases they are clearly being groomed by someone they think is a boyfriend, someone they are having a relationship.

“The other side in which we have seen a huge increase is children going onto sites where people can make comment and can ask them to do things, and the children are saying ‘well if I get a thousands likes I’ll do that’.

“You can often see them reading the comments on screen, there are live streaming sites that exist. The girls will be unaware what they are doing. They are so young they are unaware what they are doing is going to be captured and distributed on the internet.

“Sexual predators no longer need to have contact with a child, they can meet them online and encourage this behaviour. Of course in the really bad situations it might escalate and they can blackmail these children and that can lead to contact abuse.”

Last week the NSPCC published new figures that revealed the number of grooming cases in which paedophiles had contacted children online had soared by a third in the past year. 

British Man Charged with Child Sex Abuse in Bulgaria

A British man convicted in the UK of child pornography offenses was charged Friday with sexually abusing minors in a poor minority Roma community in central Bulgaria, AFP reported, citing prosecutors.

They said Daniel Erickson-Hull, 44, was detained Thursday in a Roma neighborhood in the town of Sliven, where he lived as a self-proclaimed evangelical preacher.

He is charged with abusing four boys under the age of 16, the regional prosecutors' office said in a statement.

"The charges... are for sexual abuse between January and September 2019," the office's spokeswoman Vanya Beleva told AFP.

Television pictures showed a small crowd of Roma people from the man's self-styled congregation gathered outside the Sliven regional court on Friday to protest against his detention.

The charges followed a BBC report, broadcast earlier this week, on sex offenders fleeing abroad.

The program revealed that Erickson-Hull breached his court orders by spending time near unaccompanied children and by failing to report to police in his home country.

He had been sentenced in Britain for downloading hundreds of indecent images of children.
