Md. Police officer busted for allegedly soliciting
child sex from undercover agent on internet
By: WMAR STAFF
GLEN BURNIE, Md. — An Anne Arundel County Police officer is in custody after an undercover officer caught him trying to solicit sex from an 8-year-old on the internet.
The alleged encounter happened February 26 on a porn website. An unknown user sent a message to the undercover FBI Task Force officer, about having sex with a child.
Anne Arundel County child abuse detectives received the information on March 23, and identified the suspect as 33-year-old Zachary Steven Koshlap, a six-year veteran of the department assigned to patrol.
Investigators served a search warrant at Koshlap's Glen Burnie home and recovered several digital devices and other evidence. During an interview with detectives, Koshlap admitted having a conversation about the child.
After finding apparent child pornography on the devices recovered from his home, police charged and arrested Koshlap for sexual solicitation of a minor and ten counts of possession of child pornography.
He's currently suspended without pay.
“True police, those with protective hearts, care about two groups of people more than any other. Those groups are our children and our elderly. Both groups, by virtue of their innocence or the effects of aging are the most vulnerable to predators," said Anne Arundel County Police Chief Timothy Altomare. "If someone wearing a badge betrays our oath of protection, we will do everything within our power to bring them to justice and make sure they never wear our uniform again. I am heart sick, physically ill, disgusted and enraged at the actions alleged in this case,” Altomare said.
Anyone with information can call police at 410-222-4733 or the Anne Arundel County Tip Line at 410-222-4700.

Carroll, Ia, Man Convicted For Sexually Abusing A Child
Submits Yet Another Request For Post-Conviction Relief
Carroll County, News Chantelle Grove
On Nov. 6, 2019, the Iowa Supreme Court rejected the seventh appeal of a Carroll man who was convicted and sentenced to 25 years in prison on second-degree sexual abuse charges.
It seemed this would be the end of the line in the appeals process for 29-year-old Jesse Raymond Neitzel, but at the end of March, Neitzel formally filed an application for post-conviction relief with the Iowa District Court for Carroll County.
In his application, Neitzel writes that his grounds for this request are ineffective assistance of his trial, appellate and post-conviction counsel and their failure to “discover evidence material in nature that would have led to conviction being reversed and remanded.”
Neitzel also claims that his case should have been tried in the juvenile courts. He was 16 years old when arrested and convicted by a jury and sentenced at 19 years old, in June of 2010.
He was found guilty of this class B felony for the sexual abuse of a seven-year-old child. Neitzel was ordered to serve a minimum of 17.5 years of that 25 year sentence. In his last appeal, his own counsel told the courts they could take no position to argue for relief in this case as they have “an ethical duty to present meritorious and non-frivolous evidence and argument.”
The Dalles, Ore, Man Sentenced to Seven Years in Federal Prison for Transporting and Possessing Child Pornography
FBI Portland
Beth Anne Steele
PORTLAND, Ore.—Jonathan David Murphy, 42, of The Dalles, Oregon, was sentenced today, April 2, 2020, to seven years in federal prison and five years’ supervised release for transporting and possessing child pornography.
According to court documents, in 2017, local and federal law enforcement conducted undercover investigations of online peer-to-peer file sharing programs being used to exchange images of child pornography. Three separate investigations led investigators to an Internet protocol (IP) address registered to a home Murphy shared with his fiancée in The Dalles.
In June 2018, investigators executed a federal search warrant at the residence and Murphy consented to an interview. Murphy admitted to using uTorrent, a peer-to-peer file sharing network, to download and share child pornography.
On February 27, 2020, Murphy pleaded guilty to one count each of transportation and possession of child pornography. After his release from prison, Murphy will be required to register as a sex offender.
This case was investigated by the FBI with assistance from the Wasco County Sheriff’s Office and was prosecuted by Natalie Wight, Assistant U.S. Attorney for the District of Oregon.
Anyone who has information about the physical or online exploitation of children are encouraged to call the FBI at (503) 224-4181 or submit a tip online at tips.fbi.gov.
Federal law defines child pornography as any visual depiction of sexually explicit conduct involving a minor. It is important to remember child sexual abuse material depicts actual crimes being committed against children. Not only do these images and videos document victims’ exploitation and abuse, but when shared across the Internet, child victims suffer re-victimization each time the image of their abuse is viewed. To learn more, please visit the National Center for Missing & Exploited Children’s website at www.missingkids.org.
This case was brought as part of Project Safe Childhood, a nationwide initiative launched in May 2006 by the Department of Justice to combat the growing epidemic of child sexual exploitation and abuse. For more information about Project Safe Childhood, please visit www.justice.gov/psc.

VFW leader charged with sexually enticing minor
via the internet

A high ranking leader within the Veterans of Foreign Wars is accused of trying to meet a five-year-old girl — really a fake child created by an undercover agent — for sex.
Adam Swift, 30, has pleaded not guilty in federal court to enticing a minor for sexual activity via the internet. If convicted, he would be sentenced to at least 10 years in prison.
Swift is the commander of VFW Post 1273 in downtown Rapid City, and the Judge Advocate for the South Dakota VFW. His positions are listed on his Facebook page, the post’s Facebook page and the state VFW’s website as of Thursday afternoon.
Swift is being investigated by the South Dakota and national VFW, state Commander Sean Johnson said in an email.
What follows is alleged in an affidavit signed by Brent Gromer, supervisor of the Internet Crimes Against Children (ICAC) unit in South Dakota:
Swift came under investigation Feb. 24 when he sent a private message to an undercover FBI agent on the Kik messaging app.
The two discussed whether they were “active,” a term that means sexually active with children. Swift said he was active with a 4- and 7-year-old boy while the agent said he was active with his 9-year-old stepchild.
The pair then exchanged clothed photos of minors, and Swift sent the agent two videos of a man sexually abusing a child. Swift also told the agent that he’s sexually abused multiple children, including an infant.
The agent, who works in New York, contacted the FBI in Rapid City who asked ICAC to continue the investigation. ICAC was able to confirm Swift’s identity by linking his Kik account to his email, workplace IP address and Facebook page.
An undercover agent with Homeland Security Investigations then began messaging Swift on Kik, posing as a woman who sexually abuses her five-year-old daughter. Swift said he wanted to arrange a “swap,” where he would sexually abuse the five-year-old and bring a child for the undercover agent. He also offered to send live videos of him abusing a child.
The agent met Swift at his workplace on March 24 to discuss plans. Instead, the agent had Swift arrested.
Swift let agents seize his cellphone and laptop. He admitted to Gromer that it was him chatting with the agents but said he had never really planned to have sex with the five-year-old, and that he hadn’t sexually abused one of the children he had mentioned to the agents.
Swift, who is incarcerated at the Pennington County Jail, has until May 15 to reach a plea deal or his case will go to trial on June 2.
It’s unclear if federal or state officials plan to further charge Swift with distributing porn or child sexual abuse.
