Matt Carr
Singleton Argus

A MAN will face more than 20 child abuse charges after an investigation into alleged online child exploitation in the Hunter.

Detectives from the specialist Child Abuse and Sex Crime Squad's Strike Force Trawler began investigating in September after they engaged online with a man from the region.

"Police will allege in court that the man believed he was speaking with the 37-year-old mother of a nine-year-old girl and engaged in sexually explicit conversations about acts he wished to perform on the child," police said in a statement.

"It will be further alleged that the man also believed he was speaking with a 14-year-old girl and engaged in conversations about sex acts he wished to perform on the teenager."

Investigations led officers to arrest the 34-year-old man at a Hunter property shortly after 11am on Thursday. Police also searched the home, seizing a mobile phone and electronic storage devices.

The 34-year-old was taken to Muswellbrook police station and charged with a range of offences including use carriage service to groom under 16 years for sex, 19 counts of use carriage service transmit/publish/promote child abuse, and possess child abuse material.

He was refused bail to face Newcastle Local Court.

Strike Force Trawler is an ongoing operation into the sexual abuse and exploitation of children made possible through the internet and telecommunications.

Detectives regularly conduct covert investigations and work closely with law enforcement interstate and overseas.

Anyone with concerns about the suspected abuse or exploitation of children should call Crime Stoppers on 1800 333 000 or https://nsw.crimestoppers.com.au.

One of Canada's most vile and evil creatures - Could he be paroled?

Families of Paul Bernardo's victims file for access to records of parole hearing

'Bernardo surrendered his privacy rights when he chose to murder two teenage girls and raped so many others'
Bobby Hristova · CBC News

Paul Bernardo is serving a life sentence for the brutal kidnappings, rapes and first-degree murders of two teenaged girls in the early 1990s and two counts of aggravated sexual assault.

Two families whose teenaged daughters died at the hands of Paul Bernardo are pushing for access to Bernardo's entire file with the Parole Board of Canada out of fear the convicted killer and rapist could be released into the public without supervision.

The families of Kristen French and Leslie Mahaffy filed the federal court documents on April 14.

Their longtime lawyer, Tim Danson, wrote that the Parole Board of Canada (PBC) should release Bernardo's file and any information involved in his failed attempt to get parole in 2018.

Danson argued a future hearing could see Bernardo released if the courts don't have all the facts.

The documents would include transcripts, audio and video recordings of the parole hearing and any materials in the public record at Bernardo's trial and sentencing.

Bernardo's low self-esteem 'mantra' sign of poor insight, parole board says

Ontario killer and rapist Paul Bernardo denied parole

The application also asserts the public's right to know all facts about the case overshadow Bernardo's rights to privacy.

Danson wrote the parole board "ought to have found that Bernardo surrendered his privacy rights when he chose to murder two teenage girls and raped so many others."

He added the file is not a part of Bernardo's personal information, but an extension of his sentencing and other hearings, and not releasing the information breaches the Canadian Charter of Rights and Freedoms.

Bernardo is serving a life sentence for the brutal kidnappings, rapes and first-degree murders of two teenaged girls in the early 1990s and two counts of aggravated sexual assault.

Leslie Mahaffy was 14 when Bernardo kidnapped, tortured and killed her in June 1991 at the Port Dalhousie, Ont., home of Bernardo and his then-fiancée, Karla Homolka.

Kristen French was 15 when Bernardo and his then-wife, Homolka, kidnapped her and tortured her for three days in April 1992 before killing her.

Despite strict lockdown measures in India, a 19-year-old girl was allegedly gang-raped by seven men, including three minors in the Indian state of Madhya Pradesh on Wednesday evening. Indian tweeps have shared “shocking” news reports of the crime that took place in Betul village.

The victim was reportedly raped about 4km from her village. According to the police, she had accompanied her brother on his motorcycle to go to a petrol pump. On their way back home, the headlight of the motorcycle stopped working. When her brother was trying to fix it, the duo were attacked by three men who came on two motorcycles.

The accused first attacked the brother and threw him into a well and thereafter took the victim to a stop dam nearby.

At the stop dam, the three were joined by four others who took turns to rape her.

According to the sub-divisional officer of police at the local Padhar station, the brother of the victim managed to come out of the well and called his family for help.

“While searching for the victim, the family members managed to get hold of one of the accused. They informed the police.

However, before help could reach them, the accused escaped from the spot leaving behind his shirt in which he was carrying an identity card. From the card he was identified as Lokesh Senia, police said.

The family members found the victim lying unconscious, near the stop dam.

Local police cordoned off the entire area on Wednesday night and on early Thursday morning, and detained five people including Sandeep Handiya, Shubham Bele and three minors.

According to an article on the Indian website News18.com, police said: "The five were identified by the victim on Thursday and have now been arrested.”

Including, Lokesh Senia, two accused remain at large, one has still not been identified.

According to the police a massive manhunt has been launched to nab the two missing accused. Police said all the seven accused worked as labourers in the area. “We have gathered some information about the two absconding accused and they will be arrested soon,” they added.

The medical examination of the victim was done on Thursday after which a case of gang rape was registered. Police officials have said that after the investigation is complete the case would be put up in a fast-track court for a speedy trial.

While India’s lockdown has been extended for two more weeks, crimes against women and children continue to rise in the country.

And Facebook user Amrita Raj posted: “Took so long to hang Nirbhaya rapists, now how long will this case take? Why do we take so long to punish rapists?”

@bold22atheist also tweeted: “These are reported cases. Not to forget that in India many rape cases go unreported. Also, marital rape isn't considered a rape here. Domestic rape too goes unreported. Many underaged females do not even know about what's happening to them. So they don't report.”

The rape statistics in India is Horrifying. These men are sexual predators online and offline.

India in lockdown has seen a spike in women and children facing domestic abuse. India's National Commission for Women (NCW) on Friday said it registered 587 domestic violence complaints between March 23 and April 16.

400,000 calls for help from women and children in 11 days of lockdown

Amid the lockdown, India is seeing a rise in crime against children. According to an April 9, India.com article quoting Harleen Walia, deputy director of Childline India, wrote: “The Childline India helpline received more than 92,000 calls asking for protection from abuse and violence in 11 days, a sombre indication that the lockdown has turned into extended captivity not just for many women but also for children trapped with their abusers at home. Of the 307,000 calls received by the 'CHILDLINE 1098' helpline for children in distress across the country between March 20-31, covering the first week of the lockdown, 30 per cent were about protection against abuse and violence on children." said.

Ontario man charged with 2 counts of child luring following online investigation: OPP
BY GREG DAVIS, GLOBAL NEWS

A Bobcaygeon, Ont., man faces child luring charges following an online undercover child sexual exploitation investigation by OPP.

According to the City of Kawartha Lakes OPP, a man allegedly attended a location in Lindsay on Friday for the purposes of meeting a child that was under the age of 16.

“When the individual arrived, they were met by police and arrested without incident,” OPP stated.

Peter Austin Rae Swanton, 22, of Bobcaygeon, was arrested and charged with two counts of luring a person under the age of 16 and four counts of breach of a release order.

Would be nice to know what the 'breach of release order' was all about, but I guess we will have to wait for another report.

He was held in custody and is scheduled to appear in court in Lindsay later Friday.

The investigation involved the OPP’s child exploitation unit and uniformed officers.

Dagenham, UK, serial child sex attacker jailed for 15 years

A man from Dagenham has been jailed for 32 sexual offences.

Daniel Archbold, 33, was sentenced to 15 years imprisonment at Snaresbrook Crown Court on Friday, 1 May, for 32 sexual offences.

At the start of trial, on Tuesday, 10 March, Archbold pleaded guilty to 9 counts of sexual assault of a child and 21 counts of taking indecent images of children. He pleaded not guilty to two counts of rape.

On Thursday, 12 March he was found guilty of the two counts of rape by a jury that reached its verdict in less than 20 minutes.

Archbold, was assessed as a dangerous offender and in addition to his custodial sentence, will be the subject of a Sexual Harm Prevention Order and subject to Sex Offender notifications indefinitely.

Three counts of making indecent images of children will lie on file.

On 12 April 2018, police received a call from a third party that indecent images and videos of children were found on Archbold’s hard drive. Officers attended, seized the hard drive and other technical equipment and arrested Archbold. He gave a no comment interview and was released on bail while officers conducted a thorough investigation.

While detectives’ enquiries continued, they discovered a wealth of other evidence including several indecent images of children which he’d created himself. He was rearrested and given a Sexual Risk Order, which imposed restrictions on his whereabouts and lifestyle to prevent further offending, while officers continued to discover more evidence.

More work into his devices revealed further victims, officers then tracked them down and had to inform their families who were left extremely shocked and distressed.

Officers discovered that he breached the Sexual Risk Order twice in making contact with some of the victim’s and possessing an electronic device, a kindle fire, to search for child pornography. He was sent to prison for eight weeks and on the day before he was due to be released (12 September 2019) the CPS authorised for him to be charged with the offences and he remanded back into custody.

Detective Constable Sam Rivers lead the investigation. She said: “Archbold’s actions were sickening and affected the lives of so many people. The fact that he breached his Sexual Risk Order twice shows just how prolific and dangerous he is.

“Prison is the only place for this man and thanks to the person who reported their concerns to us and the subsequent investigation, he will be there for a long time.

“This has been a particularly distressing case for everyone involved and I commend everyone who played their part in giving evidence and supporting our enquiries.

“People who look at or share indecent images of children online may think that their offending is harmless but that couldn’t be further from the truth. There is a vulnerable child being exploited and abused in every indecent image or video. By viewing and distributing them, the abuse is repeated over and again.

“Anyone who tries to find or distribute indecent images of children online can expect to come to our attention, and eventually be arrested and prosecuted.”

Archbold was sentenced to 16 years imprisonment, reduced to 15 years to take into account his guilty pleas on the first day of trial. He has an extended sentence so he will have an additional year on licence.

Just one year on licence? That should be long enough for him to molest a few dozen more children. 15 years is not enough, it should be the minimum and based on a complete change in behaviour.

Protecting and safeguarding the young and vulnerable is and will always be a priority for the Met. That is why we dedicate significant resource to tackling child sexual abuse and exploitation and supporting those who become victim to it.

Anyone tempted to view indecent images of children can access support through the Lucy Faithfull Foundation.

Anyone who has concerns about the sexual behaviour of someone they know should contact police immediately.

Paedophile jailed for Hove, UK, sex crimes

By Aidan Barlow,  Argus

A SICK paedophile filmed a baby in nappies in a changing room and filmed himself sexually abusing a nine-year-old girl.

Laurence Wheeler tried to indulge his horrific fantasies, committing five acts of voyeurism, including filming footage of a baby in a nappy and very young children under the stalls at public swimming pool changing rooms.

The 32-year-old also filmed women taking showers in a property in Hove.

Victims said they were left feeling “violated”, while the mother of the girl said she felt “physically sick” when she was told what had happened. She said it has “destroyed” their lives.

At Hove Crown Court Wheeler admitted five counts of voyeurism, two counts of inciting a child under the age of 13 into sexual activity, and three counts of possessing indecent images of children.

Judge Anne Arnold said Wheeler, formerly of Mortimer Gardens, Polegate, was a danger to children with a risk of committing similar crimes in the future.

She jailed him for six years, but extended the sentence to make sure he is not automatically released halfway through the sentence. Wheeler will instead serve at least two thirds of the jail spell before he can be considered for parole.

Rachel Beckett, prosecuting, told the court Wheeler could be identified on the child abuse videos by his voice, tattoos, and glimpses of his face.

Wheeler was arrested at his mother’s address in Croydon, where he told her: “I’ve done a silly thing.”

It was revealed he had joined messenger apps like Kik with other paedophiles, where it was required to upload sick child sex images as a condition to join. But Wheeler claims he never sent the images of him abusing the nine-year-old girl to anyone.

Justin Rivett, defending, said Wheeler had pleaded guilty at the earliest opportunity, and realised what he had done was wrong. He said his client did not get sexual gratification from the abuse, but enjoyed the “thrill of getting caught”. Wheeler was considered to be on the autism spectrum and does not relate well with adults, it was claimed.

Judge Arnold said: “Clearly you developed links to paedophiles in the Kik app. You have an entrenched attraction to children.”

She said the six year sentence “does not fully represent the risk you present” and added an extra two years to his prison licence period.

Wheeler was put under a Sexual Harm Prevention Order for life.

A Herne Bay, UK, resident responsible for the repeated sexual abuse of a child has been jailed

Neil Williams was sentenced to four years and six months’ imprisonment after carrying out a series of offences between 2014 and 2017.

Allegations of abuse were first reported to Kent Police on 6 March 2019 and the 51-year-old was arrested the following month.

An investigation revealed he had assaulted the child on a number of occasions, warning his young victim that they were not to tell anyone.

During police interview Williams initially denied any wrongdoing, claiming that on one occasion there had been a misunderstanding after he examined and touched the victim in relation to a medical complaint.

Appearing at Maidstone Crown Court, Williams, aged 51, of Mickleburgh Hill, Herne Bay, pleaded guilty to two counts of sexual abuse of a child. He was sentenced on 23 April 2020 and also given an extended licence of four years. Williams is also subject to an indefinite sexual harm prevention order.

Detective Constable Becki Taft, of the West Kent Vulnerability Investigation Team, said: ‘Williams was responsible for the calculated abuse of a young and vulnerable child. He has no doubt caused immeasurable trauma to the victim and their family. Thankfully their bravery in coming forward has enabled us to provide the courts with the evidence needed to ensure justice has now been served. If you have been a victim of any sexual offence it is never too late to report this to police. We will always treat any information with the upmost confidence and sensitivity.’

23 children sexually assaulted in Rawalpindi, PK,
in four months
By Imran Asghar
The Express Tribune

RAWALPINDI: Some 23 children including minors were sexually assaulted in the garrison city during the first four months of the current year said a police report released on Thursday.

However, in a display of intolerance against the offense, the Rawalpindi police booked some 20 suspects involved in the heinous crime.

The Rawalpindi police released a report containing data of the child abuse cases reported in Rawalpindi from January 1 to April 30 on Wednesday.

The report read by The Express Tribune stated that the police apprehended some 20 suspects who had committed the heinous crime of child abuse while it claimed that all 23 incidents occurring during the duration were reported to the police and none of it went unnoticed.

Of course, that isn't seriously saying that there were only 23 incidents of child sex abuse in Pindi this year, I hope. These are only those cases the police know about and make up a small minority of the actual numbers. I don't doubt that one victim could account for 23 incidents of CSA in 4 months.

Amongst the total registered first information reports (FIRs) against the offense, some 12 involved minor girls or boys as the victims. Police booked 11 paedophiles for targeting minors for the vile practice.

The report claimed that different police stations registered FIRs against every complaint lodged against the sexual assault involving children and minors and no case was hushed up or silenced.

That would be unusual!

Further, the reported cited that the police had arrested a psychopath stalker and serial killer.

The suspect identified as Zulfiqar was charged with raping two children in separate incidents and murdering them later. The suspect’s mother was also held for abetting his son in the criminal activity.

Moreover, the Rawalpindi City Police Officer (CPO) Muhammad Ahsan Younus once again clarified that the police force was implementing a zero-tolerance policy against the sexual assault involving children or women.

The city police chief asserted that nobody would be allowed to play with the dignity and honour of them. Younus announced that the police would continue its crackdown against all criminals leaned towards the heinous activity, adding that all such suspects would be made an example for others.
