Oregon men sentenced for child sex crimes

Two men were individually sentenced to prison by a Lane County Circuit Court judges last week for crimes related to the sexual abuse, rape and sexual exploitation of children.

James Ferrell, 36, was charged in May with second-degree rape and second-degree sexual abuse after engaging in unconsented sexual intercourse with a child under the age of 14 sometime between September 2020 and October 2022.

Ferrell pleaded guilty to the charges on May 31 and was sentenced on Aug. 7 to nearly eight years in prison and at least 45 months of post-prison supervision by Lane County Circuit Court Judge Debra Velure, according to court documents.

Ferrell was previously charged and convicted of sex crimes in Lane County in 2011 when he was sentenced to three years in prison for one count of rape, two counts of third-degree sexual abuse and two counts of contributing to the delinquency of a minor.

In 2023, a case was dismissed against Ferrell in June after he was charged with second-degree rape and second-degree sodomy of a child under the age of 14.

William McDonald, 61, was charged in August of last year with three counts of encouraging child sex abuse in the first degree, one count of using a child in display of sexually explicit conduct and unlawful sexual penetration in the first degree of a child under the age of 12.

Court documents reveal that McDonald did "unlawfully and knowingly employ, authorize, permit, compel, or induce a child to participate in or engage in sexually explicit conduct for a person to record in a photograph."

McDonald then duplicated photos of sexually explicit conduct involving a child while knowing or being aware of and consciously disregarding the fact that the creation of the visual recording of sexually explicit conduct involved child abuse, according to the documents.

A Lane County jury found McDonald guilty of all five charges on June 28 and Lane County Circuit Court Judge Charles Zennaché sentenced him to over 36 years in prison with a lifetime of post-prison supervision on Aug. 5. Jessica's Law was used in the sentencing decision, which was a measure signed by former Oregon Gov. Ted Kulongoski in 2006 that increased mandatory minimum sentences for offenders convicted of first-degree rape, sodomy or unlawful penetration if the victim is under 12 to 25 years in prison.

McDonald was also required by the court to register as a sex offender per the guidance of Oregon Revised Statutes.
