Tillamook Co. man faces 30 sexual abuse charges after allegedly recording child with hidden camera

TILLAMOOK COUNTY Ore. (KPTV) - A Tillamook County man is facing 30 child sexual abuse charges after allegedly recording a child related to him with a hidden camera, the Oregon Department of Justice announced on Thursday.
According to the Oregon DOJ, 51-year-old Dale Willis was indicted on 30 charges related to child sexual abuse material by a grand jury.
The charges include:
First-degree encouraging child sex abuse.
Invasion of personal privacy.
Using a child in display of sexually explicit conduct.
According to the Oregon DOJ, between Dec. 23, 2025, and March 26, 2026, they received nine tips from the National Center for Missing & Exploited Children, which were used to identify Willis as a suspect and determine where the alleged abuse was happening.
Investigators also learned that Willis was a registered sex offender after a 2018 conviction in Alaska for 10 counts of possessing child sexual abuse material.
The Oregon DOJ said Willis was arrested this week and is being held at the Tillamook County Jail.
Gresham man arrested on 48-charge indictment linked to child sex abuse materials

GRESHAM, Ore. (KATU) — A 39-year-old from Gresham was arrested on 48 encouraging child sex abuse charges for an apparent investigation into child sexual abuse materials, police officials said on Thursday.
James Charles Wise Jr. was arrested and booked into the Multnomah County Jail on 24 counts of First-Degree Encouraging Child Sexual Abuse, and 24 counts of Second-Degree Encouraging Child Sexual Abuse.
According to an indictment filed on Tuesday, the charges are related to Wise Jr. having recordings of sexually explicit conduct regarding children, “with the intent to duplicate, publish, and disseminate the visual recording.”

At this point, Gresham Police officials have not released any more information about their investigation into Wise Jr.
He is scheduled to appear in court on Friday.
The charges in the indictment reference recordings that date back to August of 2022, and as recently as January of 2026.
Utah sex offender jailed for meeting, sexually abusing 12-year-old girl, while on probation for previous offense
MURRAY, Utah (ABC4) — A Murray man, previously convicted of a sexual offense against a minor, is facing child rape charges for allegedly committing the same crime again, this time against a 12-year-old girl.
James Jayden Smith, 19, has been arrested on charges of rape of a child, a first-degree felony; object rape of a child, a first-degree felony; and sexual abuse of a child, a second-degree felony. Formal charges have not yet been filed.
According to the arrest statement, on July 22, the Murray Police Department received a report that a 19-year-old man met with and sexually abused a 12-year-old girl.
The man, identified as Smith, allegedly coerced the victim into riding the FrontRunner from her home in Davis County to the Murray Central Station. There, he and his mother picked the 12-year-old up and brought her to his home.
Police brought the 12-year-old victim to the Children’s Justice Center for an interview, during which she explained that Smith asked her to take her clothes off while she was at his house, and described him sexually abusing her.
Notably, in 2025, Smith met with a minor in a very similar manner for sex. He was convicted of unlawful adolescent sexual activity —an 18-year-old in high school with a 13-year-old, a third-degree felony.
He was placed on probation as part of his sentencing, meaning this new alleged rape case is in violation of his probation.
On July 23, Smith was apprehended and brought in for questioning. Documents say he agreed to speak with detectives and admitted that he met the 12-year-old over Snapchat. He said that they decided to meet in person, and his mom brought him to pick her up from the FrontRunner station.
Smith allegedly stated that he engaged in sexual relations with the underage victim and sexually abused her. He told police that he “should have known better since he was convicted of past child sexual assault charges.”
Smith was arrested and booked into the Salt Lake County Jail, where he is being held without bail. The arresting officer noted that he “clearly did not adhere to his probation conditions and committed the same exact offense, using the same exact method.”

SHREVEPORT, La. (KSLA) - The following information was provided by Attorney General Liz Murrill’s Office:
The Louisiana Bureau of Investigation has arrested a man following an investigation into child sexual abuse material (CSAM) and the alleged possession of an illegal child sex doll.
Attorney General Liz Murrill said Herald Francisco Huete Vivas, 32, of Bragg Street in Bossier City, has been charged with:
2 counts of production of CSAM
579 counts of possession of CSAM
1 count of possessing, trafficking, or importing a child sex doll
According to the attorney general’s office, agents began investigating an account that was reported to the National Center for Missing and Exploited Children. Investigators said the account contained 581 files depicting CSAM, including two video calls in which Huete Vivas allegedly spoke live to a juvenile who was exposing themself.
Authorities also said the account contained videos showing the suspect with the child sex doll. Investigators said they recovered the doll from Huete Vivas’ home as evidence.
After his arrest, officials said Huete Vivas waived his rights and confessed to viewing CSAM, purchasing the doll from Temu, and using it for sexual purposes.

Officials said Huete Vivas is a Nicaraguan national with no legal status in the United States. He was arrested July 23, 2026, and booked into the Bossier Maximum Security Facility. Bond was set at $750,000.
“Louisiana is not a safe haven for illegal aliens who exploit children,” Murrill said, thanking multiple agencies for assisting in the case.
The investigation remains ongoing.
