Layland, West Virginia, USA, man charged with 21 counts of child sexual abuse
A Fayette County man has been arrested and jailed following allegations of committing sex crimes against children, according to a press release by Sheriff Steve Kessler.
Information was received through the Fayette County 911 Center May 11 concerning the possible sexual molestation of three minor children in the Danese area of Fayette County, according to the release.
During an investigation by the Sheriff’s Office Detective Bureau, the three alleged victims, all under the age of 12, were interviewed at the Just For Kids Inc. Child and Youth Advocacy Center in Oak Hill. All three children provided positive disclosures of sexual abuse.
As a result of a joint investigation by the Child Protective Services and the Sheriff’s Detective Bureau, criminal charges were filed against Gale Wayne Swaggerty, 67, of Layland.
He was arrested earlier Monday afternoon in Raleigh County by officers from the Central West Virginia Drug Task Force assisting the Fayette County Sheriff’s Office.
Swaggerty is charged with 10 felony counts of sexual abuse by a parent, guardian, custodian or person in a position of trust in relation to a minor child, 10 felony counts of first degree sexual abuse and one felony count of first degree sexual assault.
He was arraigned in Raleigh County Magistrate Court and remanded to Southern Regional Jail on $100,000 bond.
Kessler said the possible penalty for each count of sexual abuse by a parent/ guardian/custodian is 10 to 20 years in prison. The possible penalty for each count of first degree sexual abuse is five to 25 years in prison and the possible penalty for first degree sexual assault is 25 to 100 years in prison.
Because of the age of the victims in this case, should Swaggerty be convicted of one or more of these charges, he would also be required to register as a sexual offender for the rest of his natural life, according to the release.
“Investigations of this nature are made significantly easier because of the services provided by our Child and Youth Advocacy Centers,” said Sheriff Kessler. “Our excellent working relationship with Child Protective Services is also of great importance in the successful resolution of these types of criminal investigations.”
These centers are crucial to handling sexually abuse kids before, during, and after the trial of their abuser. Kudos to West Virginia for establishing it.

FLEETWOOD, North Carolina -- The Ashe County Sheriff's Office announced the arrest of a couple on child sex and child abuse charges.
Joni Kay Baldwin, 31, of Fleetwood, was arrested Saturday and charged with felony child abuse and first-degree sexual offense of a child by an adult.
The Sheriff's Office says Baldwin's arrest is a result of an investigation that began in January of this year.
Baldwin's husband, James Allen Jordan, was arrested in late-January. He's charged with rape of a child and five counts of sexual assault by an object.
Both Baldwin and Jordan were arrested in January and each charged with multiple counts of obstruction of justice and intimidating state witnesses.
More charges are expected, the Sheriff's Office says.
NC man wanted for child sex abuse arrested in Bradford Co.
Another North Carolina man wanted for alleged child sex abuse was arrested in Bradford County, Pennsylvania, last Friday.
State Police in Towanda arrested Guylie Gene Williford, 41, of Jacksonville, N.C., on Friday, May 16. On May 5, a warrant was issued for Williford out of North Carolina, where he was wanted on charges of sexual offense with a child, indecent liberties with a child and felony child abuse-sex act.
He was found and arrested on Friday in Leraysville Borough, Bradford County. He was charged with arrest prior to requisition and after a preliminary hearing, was taken to Bradford County Correctional Facility in lieu of $200,000 straight bail. He will remain there until his extradition to North Carolina.
Lincoln County Man Charged in Federal Sex Abuse Case
SHOSHONE - A Lincoln County, Idaho, USA, man facing state charges for allegedly sexually abusing a 10-year-old girl has now been charged in federal court.
William Roger Wilkinson, 53, has been charged with two counts of sexual exploitation of children through production of sexually explicit images of a minor.
An affidavit by an FBI agent gives this account of the investigation:
In May 2013, the Lincoln County Sheriff's Office began investigating Wilkinson for alleged sexual abuse of the girl. The girl told police Wilkinson touched her inappropriately at his Shoshone residence in 2012.
The girl also told police she remembered him looking at pornographic websites in her presence including one with "barely 18" in the title.
In a Children At Risk Evaluation Services the girl said Wilkinson took pictures of her and made her wear adult underwear.
Sheriff's deputies arrested Wilkinson in May 2013, but the charges were dismissed pending DNA results. Huh?
On Nov. 1, 2013, Wilkinson was charged with five felony counts of lewd conduct with a child younger than 16. Wilkinson was arrested Nov. 12 in Utah. Two of the lewd conduct counts were dismissed after a March 14 preliminary hearing in which the girl testified.
An August jury trial is scheduled for the remaining counts.
The FBI became involved after Wilkinson was arrested in Utah. The bureau began investigating the potential travel of Wilkinson across state lines with the girl with the intent to engage in sexual acts with her or produce sexually explicit images.
In an interview with FBI specialists, the girl said Wilkinson took naked pictures of her and watched pornography in her presence. The girl said Wilkinson told her not to tell anyone because he could go to jail and said he would kill the girl's mother if she talked.
Wilkinson took the girl to California and Las Vegas, she told investigators. The girl also described times when Wilkinson would force her to perform sexual acts with him.
On Nov. 27, the FBI searched Wilkinson's Chevrolet pickup and seized a number of items including a computer that had explicit images of the girl stored on it.
GPS location information shows the photos were taken on Wilkinson's cellphone at his Shoshone house on Nov. 3.
Online court records show the criminal complaint was filed May 13 and Wilkinson was arrested Friday in Twin Falls.
An initial court appearance is scheduled for 2 p.m. Monday in federal court in Boise before Judge Larry M. Boyle. On Wednesday, the U.S. Attorney's Office in Boise filed a motion requesting that Wilkinson be held in jail until his trial. That motion has not been ruled on.
