ELBY JESSIE HARS

Unlawful Flight to Avoid Prosecution - Criminal Sexual Conduct With a Minor (Second Degree)

Elby Jessie Hars, a convicted child sex offender, is currently wanted for his alleged involvement in sexual activity with a minor girl. The crime occurred in Richland County, South Carolina, in 2000.
A state arrest warrant was issued in April of 2000 by a Richland County General Sessions Magistrate after Hars was charged with multiple counts of criminal sexual conduct with a minor (second degree). In March of 2001, Hars was charged federally with unlawful flight to avoid prosecution by the United States District Court, District of South Carolina, and a federal warrant was issued for his arrest.
Hars may have a shaved head. Hars may have fled to Texas or Mexico.


GERARD BOGUSLAW ZALEWSKI

Unlawful Flight to Avoid Prosecution – Failure to Appear (Involuntary Deviate Sexual Intercourse)

Gerard Boguslaw Zalewski is wanted for failing to appear at his March 29, 2006, sentencing hearing for committing involuntary deviate sexual intercourse with a 13-year-old female victim in June 2004, in Bucks County, Pennsylvania. 

On November 14, 2004, Zalewski pled guilty to one count of attempted involuntary deviate sexual intercourse and one count of involuntary deviate sexual intercourse. Zalewski failed to appear at a March 29, 2006, sentencing hearing. He was sentenced in absentia to serve 5 to 20 years in a state correctional institution and was given until March 31, 2006, to turn himself in. When he did not appear, a local arrest warrant was issued for Zalewski by the County of Montgomery, Commonwealth of Pennsylvania, Norristown, Pennsylvania, after he was charged with default in required attendance. 

On May 15, 2006, a federal arrest warrant was issued for Zalewski by the United States District Court, Eastern District of Pennsylvania, Philadelphia, Pennsylvania, after he was charged with unlawful flight to avoid confinement for involuntary deviate sexual intercourse and unlawful flight to avoid prosecution for failure to appear for confinement on those charges.

Zalewski has ties to Poland as well as New Jersey and Arizona.


JORGE ALBERTO MARTINEZ, JR.

Unlawful Flight to Avoid Prosecution - Lewd and Lascivious Act With a Child Under 14 Years of Age, Oral Copulation With a Child Under 14 Years of Age, Photographing a Minor During a Sex Act, Possession of a Concealed Firearm

Jorge Alberto Martinez, Jr. is wanted in Sacramento County, California, for allegedly engaging in multiple sex acts with a 13-year-old girl. Martinez was arrested for this crime and was found to be in possession of illicit photographs of the victim and a loaded handgun. Prior to his trial, Martinez fled Sacramento County. 

In August of 2006, he was charged in the Superior Court of California, County of Sacramento, with lewd and lascivious act with a child under 14 years of age, oral copulation with a child under 14 years of age, photographing a minor during a sex act, and possession of a concealed firearm. On July 11, 2007, Martinez was charged in the United States District Court, Eastern District of California, Sacramento, California, with unlawful flight to avoid prosecution and a warrant was issued for his arrest.

FRANTZ DIEUDONNE

Transporting a Minor in Interstate Commerce With the Intent to Engage in Sexual Activity; Traveling in Interstate Commerce With the Intent to Engage in Sex With a Minor; Failure to Appear

Frantz Dieudonne is being sought for his alleged involvement in sex-related crimes with a minor, after being indicted in Illinois on October 1, 2002, and in Utah on February 26, 2003. From November of 2001 through May of 2002, Dieudonne allegedly traveled across state lines from Pennsylvania to Utah to engage in sex with a 15-year-old minor. 

On June 1, 2002, Dieudonne was arrested in North Aurora, Illinois, for allegedly transporting a minor in interstate commerce with the intent to engage in sex and was released on bond one week later. Dieudonne was scheduled for a pre-trial motion on September 22, 2003, in the Northern District of Illinois, but he failed to appear, and a bench warrant was issued for his arrest. Dieudonne also failed to appear for trials, which were scheduled for October 20, 2003, in Salt Lake City, Utah, and November 3, 2003, in Chicago, Illinois.

Dieudonne has ties to New Jersey, Pennsylvania, and Utah.


JOSE ANTONIO BARROSO

Unlawful Flight To Avoid Prosecution - Rape

Jose Antonio Barroso is wanted for his alleged involvement in the rape of a young girl in Fort Smith, Arkansas. The rape allegedly occurred from the time the victim was five years old until she was eleven years old when it was reported.

A state arrest warrant was issued by the District Court of Sebastian County, Arkansas, on November 30, 2004, after Barroso was charged with rape. Barroso was charged federally with unlawful flight to avoid prosecution by the United States District Court, Western District of Arkansas, and a federal arrest warrant was issued on February 1, 2005.

Barroso is believed to be in the Guadalajara, Mexico, area.


OTIS LEE COOPER

Unlawful Flight to Avoid Prosecution - Lewd or Lascivious Act with a Child Under 14

Otis Lee Cooper is wanted for allegedly committing lewd or lascivious acts with a child under the age of 14. A local arrest warrant was issued for Cooper on September 20, 2011, by the Sacramento Superior and Municipal Court, County of Sacramento, Sacramento, California, after he was charged with 10 counts of lewd or lascivious acts with a child under 14. A federal arrest warrant was issued for Cooper on August 28, 2014, by the United States District Court, Eastern District of California, Sacramento, California, after Cooper was charged with unlawful flight to avoid prosecution.

Cooper has ties to Michigan and Mississippi.


GREGORY ROBERT WHITEHEAD

Unlawful Flight to Avoid Prosecution - Sexual Exploitation of Children; Soliciting for Child Prostitution; Inducement of Child Prostitution; Criminal Attempt to Commit Sexual Assault; Sexual Assault (Failure to Appear)

In October of 2007, Gregory Whitehead allegedly lured two young girls to his home under the ruse of using them for housecleaning services. It was reported to the Colorado Springs Police Department that two teenage girls were sexually assaulted by Whitehead. While at his Denver home, Whitehead allegedly served the girls alcohol, took nude and graphic photos of them, and paid them for their sexual favors.

Whitehead was arrested in Colorado Springs, Colorado, for the following crimes: sexual exploitation of children; soliciting for child prostitution; inducement of child prostitution; criminal attempt to commit sexual assault; and sexual assault. On January 4, 2008, Whitehead failed to appear at a hearing and the state district court issued a failure to appear warrant for his arrest. On June 26, 2008, Whitehead was charged federally with unlawful flight to avoid prosecution by the United States District Court, District of Colorado, and a federal warrant was issued for his arrest.

Whitehead may wear contact lenses or glasses.


GERARDO CRUZ-HERNANDEZ

Unlawful Flight to Avoid Prosecution – Forcible Rape, Rape of a Child, Statutory Sexual Assault, Involuntary Deviate Sexual Intercourse, Unlawful Contact with a Minor, Indecent Assault, Simple Assault, Recklessly Endangering Another Person, Terroristic Threats, Corruption of Minors

Gerardo Cruz-Hernandez is wanted for the alleged sexual assault of a female victim from 2011 to 2014 while she was between the ages of 12 and 15. 

A state arrest warrant was issued for Cruz-Hernandez by the Commonwealth of Pennsylvania, County of Montgomery, Norristown, Pennsylvania, on January 17, 2014, after he was charged with multiple counts of forcible rape, rape of a child, statutory sexual assault, involuntary deviate sexual intercourse, unlawful contact with a minor, indecent assault, simple assault, recklessly endangering another person, terroristic threats, and corruption of minors. A federal arrest warrant was issued by the United States District Court, Eastern District of Pennsylvania, Philadelphia, Pennsylvania, on January 28, 2015, after Cruz-Hernandez was charged with unlawful flight to avoid prosecution.


GERARDO BELTRAN

Unlawful Flight to Avoid Prosecution – Lewd and Lascivious Act with a Child Under Fourteen

Gerardo Beltran is wanted for alleged lewd and lascivious conduct with four female victims under the age of fourteen during 1991. Beltran held a position as Catholic priest in two Sacramento, California, parishes, which he used to gain the trust of the families of the victims. A local arrest warrant was issued for Beltran on February 10, 1992, by the Sacramento Municipal Court after he was charged with four counts of lewd and lascivious acts with a child under the age of fourteen. 

During the course of the investigation, Beltran fled, and on June 17, 2005, a federal warrant was issued for his arrest by the United States District Court, Eastern District of California, Sacramento, California, after he was charged with unlawful flight to avoid prosecution.
Beltran may have fled to southern Mexico.


WAYNE ARTHUR SILSBEE

Unlawful Flight To Avoid Prosecution - First Degree Sexual Abuse, First Degree Sodomy, Endangering The Welfare Of A Minor, First Degree Unlawful Sexual Penetration

Wayne Arthur Silsbee is wanted for his alleged involvement in multiple incidents of sexual assault involving several female victims who were between the ages of eight and ten at the time of the offenses. These assaults occurred between September of 1995 and April of 1996, in Clackamas County, Oregon. Silsbee was acquainted with each of the victim children, having either babysat for them or taken them to various events. 

Silsbee was charged with first degree sodomy, first degree sexual abuse, endangering the welfare of a minor, and first degree unlawful sexual penetration in a local arrest warrant in Clackamas County, Oregon, on July 24, 1996. A federal arrest warrant charging him with unlawful flight to avoid prosecution was issued on September 19, 1996, in the United States District Court, District of Oregon, Portland, Oregon.

Silsbee has a receding hairline. He is known to wear prescription contact lenses. Silsbee has ties to Springfield, Missouri; the San Francisco Bay area of California; Colorado; Arizona; and northwestern Washington State.

Silsbee is fluent in sign language and may try to obtain employment or volunteer work in that field. He has previously shown interest in nudist activities, including prior membership in the American Sunbathing Association. Silsbee is purported to be an active member of the Adventist Church.

Silsbee's hobbies include computer repair and programming, short-wave radio and C.B. operation, and singing in church or community choirs. He also enjoys playing musical instruments, including the piano, guitar, and handbells. 

In the past, Silsbee has played in handbell choirs.
