Lawrence Co., Tenn couple, son face indictment in child abuse investigation

LAWRENCE COUNTY, Tenn. (WKRN) — Agents with the Tennessee Bureau of Investigation said an investigation into allegations of child sex abuse led to the indictment of a Lawrence County couple and their adult son.
TBI Special Agents began the investigation at the request of 22nd District Attorney General Brent Cooper in August. TBI officials said the investigation included allegations of child sex abuse which led them to connect their investigation with a case from the Georgia Bureau of Investigation. The connection led them to identify a Leoma couple and their adult son as those responsible for, or knowing about, child abuse-related crimes in 2019.
TBI officials said on September 15, the Lawrence County Grand Jury returned indictments charging Jeffrey Wade Howell with one count Continuous Sexual Abuse of a Child and one count Statutory Rape by an Authority Figure. Glenda Sue Howell was charged with one count Failure to Report Known or Suspected Child Abuse. In addition, Donnie Wayne Jackson, of Cumming, was charged with one count Sexual Battery by an Authority Figure.
Jeffrey Howell and Jackson are in custody at separate jails in Georgia. Glenda Howell was arrested on September 16 and was booked into the Lawrence County Jail. She was released after posting bond.

HOUSTON, TX -- A 45-year-old Southwest Houston man has been ordered to federal prison following his conviction of sexual exploitation of a child otherwise known as production of child pornography, announced U.S. Attorney Ryan K. Patrick
Reginald Desean Love aka Tru pleaded guilty Jan. 28, admitting he had recorded a video of a minor female performing oral sex on him.
Today, U.S. District Judge Sim Lake ordered Love to serve 300 months in federal prison. In handing down the sentence, the court referred to his history of violence against women as reflected in his criminal record. Following his prison sentence, Love will serve the rest of his life on supervised release during which time the court can impose a number of special conditions designed to protect children and prohibit the use of the internet. He is expected again to register as a sex offender.

In September 2017, a 15-year-old girl contacted authorities and gave them a cell phone that contained the video Love made depicting the sex act. Law enforcement conducted a search on two rooms at a local Motel 6 where they discovered another juvenile girl performing oral sex on an adult male.
Love was previously convicted in 2010 of felony indecency with a 14-year-old girl. As part of his sentence, he was ordered to register as a sex offender.
Love has been and will remain in custody pending transfer to a U.S. Bureau of Prisons facility to be determined in the near future.
DPS conducted the investigation.
Ozark, Ala man, woman arrested for sexual abuse of a child

An Ozark man and woman have been arrested and charged with sexual abuse of a child.
John Bright, 49, and Tiffany Hughes, 32, are free on $180,000 and $150,000 bonds, respectively, after their arrests Sept. 17, according to Dale County Sheriff’s Chief Deputy Mason Bynum.
Bynum said that Sept. 17 the DCSO’s office received allegations of sexual abuse involving a minor child under the age 12 from a source in Ozark.
“Investigators immediately acted on the information and subsequently we have executed multiple search warrants both physically and electronically,” Bynum said. “Forensic interviews have been conducted and based on evidence obtained so far we have charged John Bright with first-degree rape, first-degree sodomy, sexual abuse of a child less than 12 and electronic solicitation of a child. Tiffany Hughes has been charged with first-degree rape and sexual abuse of a child less than 12.
“This is an ongoing investigation and we plan to bring additional charges in the future as more evidence is collected,” Bynum said. “Both subjects were arrested and made bond today after their first appearance hearing. Due to the sensitive nature of these crimes no further information will be released. We are being assisted by the State Bureau of Investigation and Federal Bureau of Investigation.”
South Jordan, Utah man accused of sex abuse of minor

SOUTH JORDAN — A South Jordan man accused of manufacturing and distributing child pornography was arrested Tuesday after federal authorities served him with a search warrant.
Thomas Michael Wallin, 21, was booked into the Salt Lake County Jail for investigation of aggravated sexual abuse of a minor and three counts of sexual exploitation of a minor.
A search warrant was served on Wallin’s residence after investigators from the Department of Homeland Security received information that he was “manufacturing and distributing child pornography via the internet from his residence and electronic devices,” according to a police booking affidavit.
When interviewed by authorities, Wallin admitted to producing child pornography, and claimed in one disturbing incident he inappropriately touched a young child at a church during a funeral and filmed the abuse, the affidavit states.
“Wallin has an extensive juvenile history of engaging in sexual contact with minors,” according to the affidavit. “Wallin is believed to be danger to children and has admitted to speaking with another associate regarding kidnapping and rape of a child.”
Sin is progressive. If he can think of such a thing, he is well on his way to doing it. He needs to be locked up for the rest of his life.
Smiths Station, Ala man charged with more than 20 child sex charges

A Smiths Station man is facing more than 20 child sex charges, including sexual torture and sexual abuse, after a joint investigation by the Lee County Sheriff’s Office and the Federal Bureau of Investigation.
Brandon Thomas Hart, 31, was arrested and charged with two counts of sexual abuse of a child less than 12, four counts of first-degree sodomy, one count of first-degree sexual abuse, one count of first-degree sexual torture, six counts of production of child pornography and seven counts of possession of child pornography, the Lee County Sheriff’s Office said in a Wednesday news release.
Lee County sheriff’s investigators and FBI investigators conducted a search warrant at a residence in Smiths Station on Tuesday in reference to possible dissemination of child pornography. Hart was developed as a suspect during the investigation, authorities said.
Investigators say Hart’s victims appear to be between 2 years of age and 14 years of age. Authorities are withholding specific information to protect the identities of the victims.
Hart is being held in the Lee County Jail on a $990,000 bond. The investigation is ongoing and authorities anticipate more charges.

Santa Barbara School District staffer arrested for
child sex abuse felonies

Santa Barbara Unified School District's (SBUSD) Custodial Services Supervisor has been arrested for various sex crimes against children.
Jose (Joe) Reyes Arroyo, 48-years-old of Santa Barbara, was arrested on September 12 for felony charges of continuous sexual abuse of a child, possession or control of child pornography, and a misdemeanor of "Invade Privacy: Look Through Holes/Etc."
Arroyo has pled not guilty and is currently in custody at the Santa Barbara County Jail on a $350,000 bail. The Santa Barbara Police Department (SBPD) confirmed Arroyo was not a threat to the general public.
“The crimes were an isolated domestic matter. The only nexus to the Santa Barbara Unified School District were that the subject of the investigation was a school district employee. At this time, our investigation is able to eliminate the possibility of a threat to the general public. Anyone wishing to provide additional information please contact the Santa Barbara Police Department at 805-897-2346,” said SBPD Public Information Officer Anthony Wagner.
SBUSD confirmed on Tuesday evening that upon receipt of this information Arroyo was immediately placed on unpaid leave.
As of Wednesday morning, Arroyo was still listed on SBUSD's website.
Plainfield, NJ man wanted in 2018 child sex assault

Investigators have asked for the public’s help in locating a Plainfield man wanted for allegedly sexually assaulting a child during the summer of 2018.
And Union County Crime Stoppers has offered a reward of up to $10,000 for information leading to the arrest and indictment of Jose A. Donis, whose last known address was the 900 block of West Third Street in Plainfield.
Donis has been charged with sexual assault of a child under the age of 13 and endangering the welfare of a child, acting Union County Prosecutor Lyndsay V. Ruotolo and Plainfield Police Director Lisa Burgess said in a prepared statement.
An investigation by the Plainfield Police Division and the Prosecutor’s Office’s Special Victims Unit revealed that the alleged sexual abuse took place between early June and late September 2018, when the child was on summer vacation and the defendant rented a room in the building where she lived, according to Union County Assistant Prosecutor Kathleen Dillon.
Donis was criminally charged in June 2020 and has remained at large since, according to the statement.

Weehawken, NJ student was sexually abused by art teacher 41 years ago

A California man says he was sexually abused by his art teacher over a 13-month period when he was a 14-year-old student at a Weehawken school 41 years ago, according to a lawsuit filed last week.
The man, who is not identified in the lawsuit, claims the abuse occurred on school grounds, in his teacher’s apartment and in the apartment of another teacher.
Janis Maltin, now 71, is named as the Woodrow Wilson school teacher who had alleged relationship with the man, who is now 55 years old. The lawsuit, filed in Hudson County Superior Court by Ari Taub, of the law firm Phillips and Paolicelli, names the Weehawken Board of Education, the Weehawken school district and the now-closed Woodrow Wilson school as defendants.
Maltin, whose name was Tepe at the time, was not named as a defendant in the lawsuit. “Oh my god, I have nothing to say,” said Maltin said when reached by telephone. “I can’t even validate this.”
The district declined to comment on the lawsuit.
Last year New Jersey passed two laws that extend the statute of limitations in civil actions for sexual abuse claims, a well as creating a two-year window for parties to bring previously time-barred actions based on sexual abuse they suffered as minors.
Taub said there are multiple reasons for the lawsuit being brought now, 41 years after the alleged abuse, one being the new law allowing such lawsuits. Taub also said his client is concerned with the growing number of child sex abuse cases and “how common it has become.”
“The more claims, the larger impact it will have on institutions to monitor employees and place a greater emphasis on the safety of the children,” Taub said.
According to the lawsuit, on multiple and numerous occasions Maltin “used her position as a teacher to manipulate, abuse, influence and coerce plaintiff on the (Weehawken school district) premises for her own gratification and pleasure.”
The sexual contact between the then 30-year-old art teacher and the eighth-grader is alleged to have occurred on school grounds after school hours. The relationship continued into the summer at various locations, including Tepe’s home and the home of another Weehawken teacher, the 27-page lawsuit says.
The lawsuit claims that two teachers, one of whom died in 2018, “had actual knowledge of, or should have known, that Tepe was a danger to children before she sexually assaulted plaintiff and/or that the sexual abuse of the plaintiff was ongoing.” Neither teacher notified the district of the alleged sexual abuse, the lawsuit says.
The board of education and the district failed in its duty to keep the eighth-grader safe, the lawsuit claims, adding that they were also negligent in hiring, training and monitoring Tepe.
The alleged victim “has suffered, and will continue to suffer, great pain of mind and body, severe and permanent emotional distress, physical manifestations of emotional distress, embarrassment, loss of self esteem, humiliation, physical, personal and psychological injuries” because of the abuse, the lawsuit says.
The lawsuit does not mention an amount being sought, but asks for punitive and compensatory damages, together with interest, attorney’s fees and costs of suit, “and such other relief that the court may deem just.”
Taub said he is confident he can prove the sexual abuse occurred, even 41 years later. “There are witnesses. There are documents,” he said. "The question of whether it occurred will be easily established.
“With respect to proving liability, the facts of the abuse are sufficient in and of themselves. In this particular case, there are allegations that there are specific individuals who worked for school who knew what was going on and in some cases even facilitated it.”

A Belleville convict must spend at least five years in state prison for trafficking a child rape video and similar pornography.
Luis Felipe Pacheco-Loja, 33, was among 79 defendants nabbed in “Operation Safety Net,” a multi-agency child protection sweep led by State Police.
Jurors earlier this year convicted him of distributing, storing, maintaining and possessing the images.
Superior Court Judge Siobhan A. Teare sentenced Pacheco-Loja in Newark to six years in state prison, five years of which he must serve before becoming eligible for parole. He also must register as a sex offender under Megan’s Law and will be subject to parole supervision for life.
“Offenders like Pacheco-Loja who share child sexual abuse materials online perpetuate the victimization of the children who are brutally assaulted to produce these vile materials and further motivate those who commit these horrific assaults,” Attorney General Gurbir S. Grewal said.
Grewal commended “commend our attorneys and trial team, as well as all of the investigators who helped secure this verdict.”
Deputy Attorneys General Jamie Picard and Danielle Counts prosecuted Pacheco-Loja for the state Division of Criminal Justice Financial & Cyber Crimes Bureau, with assistance from Analyst Nathalie Kurzawa and members of Grewal’s Cyber Crimes Unit.
In addition to DCJ, the State Police-led New Jersey Regional ICAC Task Force that conducted “Operation Safety Net” included U.S. Homeland Security Investigations, all 21 county prosecutors’ office and several other state, county and local law enforcement agencies.
Along with those caught trafficking child porn, 10 accused child predators were arrested – among them, eight New Jersey men and two men in California and Indiana who Grewal said crossed or tried to cross state lines to have sex with children.
Grewal urged anyone who has information about the distribution of child sexual abuse materials on the internet – or who suspects improper contact by persons communicating with children via the internet or possible exploitation or sexual abuse of children – to contact the New Jersey Internet Crimes Against Children Task Force Tipline at 888-648-6007.
