Man arrested for allegedly raping woman on commuter train

in Philadelphia as other passengers watched, did nothing

Police are investigating an incident in which they say passengers on a crowded Philadelphia commuter train stood by and did not even call 911 while a woman was assaulted and raped by a 35-year-old man in plain view.

The alleged attack reportedly occurred around 11pm on Wednesday as a Southeastern Pennsylvania Transportation Authority (SEPTA) train traveled from Philadelphia to neighboring suburb Upper Darby. SEPTA said one of its employees eventually saw the rape in progress and called police, enabling officers to apprehend the partially clothed suspect, later identified as Fiston Ngoy, near the victim.

Upper Darby Police Superintendent Timothy Bernhardt said the incident was caught on surveillance video, giving investigators ample evidence to charge Ngoy with assault and rape. The footage also showed other passengers witnessing the entire attack and doing nothing to help the victim.

“It’s disturbing,” Bernhardt told local NBC News affiliate WCAU-TV on Friday. “I’m shocked. I have no words for it. I just can’t imagine seeing what you were seeing through your own eyes, and seeing what this woman was going through, that no one would step in and help her.”



Bernhardt said in a separate interview there were many bystanders present during the rape who could have intervened. “Somebody should have done something,” he told CBS News affiliate KYW-TV. “It speaks to where we are in society. Who would allow something like that to take place?”

Police are trying to identify people who were on the train at the time of the assault to gather information on what they witnessed. SEPTA said the rape could have been stopped sooner if a rider had called 911. “SEPTA urges anyone who observes a crime being committed or any dangerous situation occurring to report it,” agency spokesman Andrew Busch said in a statement.

A Fox News report suggested that some passengers not only did nothing to help the woman who was being raped, but also recorded the incident on their phones.

The unidentified victim was hospitalized for treatment of her injuries after the attack. Police said Ngoy didn’t know the woman. He has been unable to post bail so far and remains in jail.




Springfield Man Sentenced to 15 Years for Child Pornography

SPRINGFIELD, Mo. – A Springfield, Missouri, man who downloaded thousands of images and videos of child pornography was sentenced in federal court today.

Nicholas Goins, 36, was sentenced by U.S. District Judge M. Douglas Harpool to 15 years in federal prison without parole. The court also sentenced Goins to spend the rest of his life on supervised release following incarceration and ordered Goins to pay $24,000 in restitution to his victims. Goins will be required to register as a sex offender upon his release from prison and will be subject to federal and state sex offender registration requirements, which may apply throughout his life.

On March 3, 2020, Goins pleaded guilty to one count of receiving and distributing child pornography. He has been in federal custody since December 2019.

According to court documents, law enforcement officers executed a search warrant at Goins’s residence on March 7, 2019. Officers seized multiple digital storage devices, which contained thousands of images and videos of child pornography. A forensic examination discovered messaging sessions with other individuals in which they shared child pornography. Goins actively encouraged such exchanges. One of the participants posted imagery of himself sexually abusing a 4-year-old child victim, for which he was charged in another district.

This case was prosecuted by Assistant U.S. Attorney James J. Kelleher. It was investigated by the Springfield, Mo., Police Department, the Southwest Missouri Cyber Crimes Task Force and the FBI.




Kalamazoo County jury convicts man, 30, of

criminal sexual conduct involving child

KALAMAZOO, MI – A man was convicted on multiple charges related to the sexual abuse of a child.

Peter Farris Casey II, 30, of Quincy, Michigan, was convicted of six felony charges by a jury Oct. 20 in Kalamazoo County Circuit Court.

Casey was found guilty of first-degree criminal sexual conduct person under 13, second-degree criminal sexual conduct person under 13, first-degree criminal sexual conduct communicating with another to commit crime, causing or allowing aggravated child sexually abusive activity, aggravated causing or allowing using computer to commit a crime and aggravated possession of child sexually abusive material.

Detectives found text messages, video messages and Facebook messages between Casey and a woman, in which Casey had repeatedly requested her to conduct graphic sex acts on a child, according to previous reporting. The woman recorded videos of those acts and sent them to Casey, who saved them to his phone, according to court documents.

The woman involved in the case was sentenced in March 2020 (5th story on link) to a minimum of 20 years in prison.

Casey is scheduled to be sentenced Nov. 22 before Judge Gary Giguere Jr. He has not been granted bond, and is being held at the Kalamazoo County Jail.




Jacksonville man sentenced to 12 years in prison

for trying to lure a child into sex

A 36-year-old Jacksonville man has been sentenced to 12 years in federal prison for using the internet to attempt to entice a child to engage in sexual activity, according to the U.S. Attorney's Office.

And when Wayne Dale Epps Jr. gets out of prison, he will also serve a life term of supervised release as he registers as a sexual offender, prosecutors said.

Epps pleaded guilty on June 10 to the charges, which stem from an undercover FBI investigation that begin on Valentine's Day in 2020, the U.S. Attorney's Office said.

On Feb. 14 2020, Epps contacted an agent posing online as the family member of a 12-year-old child beginning using the screen name “ksaber2040,” according to court documents. Over the next several days, Epps expressed his desire to meet the “child” for sexual activity during multiple online conversations with the undercover agent, the documents said.

“[T]his is a first for me I’m nervous but I’ve been wanting to try younger," one online message from Epps read, court documents said.

Epps provided the undercover agent with graphic details about how he intended to sexually abuse the “child,”  court documents stated.

Four days after the online conversation began, Epps drove to a prearranged location at a Jacksonville shopping center to meet the “child” for sex, according to the court documents, and he was arrested by FBI agents.

During an interview with agents, Epps stated that it was “possible that [he] would have followed through” and engaged in sex with the 12-year-old child, adding that he “should have never made that decision," the U.S. Attorney's Office said.

I guess he didn't have his lawyer present at the time.




Lindley, NY man arrested on rape, child sex abuse charges

HORSEHEADS, n.y. (WENY) -- A Lindley man has been arrested on multiple charges of child sex abuse following an over a year-long criminal investigation. 



According to the Horseheads Police Department, 44-year-old Jonathan P. Poyneer was arrested at 8:00 a.m. on Monday, October 25th, with the assistance of the New York State Police. Poyneer had an outstanding Superior Court Warrant issued from Chemung County Court. 

Poyneer is charged with two counts of rape in the second degree, two counts of sexual abuse in the first degree, course of sexual contact against a child in the second degree, two counts of criminal sex in the second degree, unlawful surveillance in the second degree, possessing a sexual performance by a child, and two counts of endangering the welfare of a child. 

Poyneer was sent to the Chemung County Jail.  




‘Disturbing conduct’: Carroll County twin brothers each sentenced

to 10 years in prison on child pornography charges

Twin brothers from Hampstead were each sentenced to 10 years in federal prison for the possession of child pornography.


U.S. District Judge Ellen L. Hollander on Friday sentenced Matthew Curtis and Tyler Curtis, both 24, to a decade prison each, followed by 18 years and 17 years of supervised release, respectively.

According to a news release, Judge Hollander ordered that, upon their release from prison, the defendants must continue to register as sex offenders in the places where they reside, where they are employed, and where they are students, under the Sex Offender Registration and Notification Act.

The twin brothers were previously convicted of child pornography-related charges in 2017 within the Circuit Court of Carroll County. Specifically, Tyler Curtis was previously convicted of the promotion and distribution of child pornography and was subsequently required to register as a sex offender. Matthew Curtis was convicted of possession of child pornography and was sentenced to one year and six months in prison and three years’ probation. He then was required to register as a sex offender.

“Thankfully, the Curtis brothers will spend the next decade in federal prison for their extensive and disturbing conduct.” stated United States Attorney for the District of Maryland, Erek L. Barron. “This office will continue to aggressively protect our children and relentlessly prosecute those who perpetuate child exploitation.”

According to their plea agreements, from 2019 to 2020, Tyler and Matthew Curtis downloaded, possessed, and distributed child pornography while on state probation for their previous convictions for child pornography related charges. Furthermore, Matthew Curtis used an internet-based messaging application to repeatedly share depictions of prepubescent minors engaging in sexually explicit conduct with other users of the application.

On March 5, 2020, the cloud-based service submitted a CyberTip to the National Center for Missing and Exploited Children. Specifically, the service reported that a user account had uploaded 22 files of suspected child pornography. Images included the sexual abuse of prepubescent children. The IP address used to login to the cloud-based application was assigned to the defendants’ Hampstead residence and the email address was an address used by Matthew Curtis.

The investigation revealed that within messaging chat rooms, Matthew Curtis frequently posed as the mother of an infant or toddler and discussed the sexual abuse of his purported children. Matthew Curtis also distributed images documenting the sexual abuse of what he claimed were his children. Matthew Curtis and other online users frequently discussed their sexual abuse of children and their desire to abuse Curtis’s purported children.

As stated in their plea agreements, on May 28, 2020, law enforcement executed a search warrant at the Curtis’s residence and seized electronic devices, including two of Matthew Curtis’ cellphones. A forensic review of Matthew’s cellphones revealed a total of 429 images and 129 videos of child pornography. Some of the images and videos depicted prepubescent minors and sadomasochistic conduct.

During an interview with law enforcement, Tyler Curtis falsely informed investigators that he had not viewed child pornography since his 2017 conviction and that he did not have a cellphone in his possession. As a result of the search warrant, law enforcement seized a cellphone that was hidden in the bottom of Tyler Curtis’s bedroom dresser.

A forensic review of Tyler Curtis’s hidden cellphone revealed artifacts associated with at least 13 different email addresses. Investigators also discovered 115 images and 137 videos of child pornography on Tyler Curtis’ cellphone.

The sexually abusive material contained sadomasochistic content as well as images of prepubescent females engaged in sexual acts with adult men, including at least two videos that depicted the sexual abuse of an infant or toddler. A forensic review of Tyler Curtis’ file storage and hosting service account revealed that he uploaded 185 images and 10 videos of child pornography to the service.

This case was brought as part of Project Safe Childhood, a nationwide initiative launched in May 2006 by the Department of Justice to combat the growing epidemic of child sexual exploitation and abuse.




Man convicted of sex trafficking at Super Bowl in Miami

A Florida jury has convicted a Connecticut man of sex trafficking at the 2020 Super Bowl in Miami. 

Edward Walker of New Haven, Conn., was found guilty of sex trafficking by force and coercion, sex trafficking of a minor and by force and coercion, and transporting a person for sexual activity, the Justice Department (DOJ) said on Friday.

During the eight-day trial, prosecutors presented evidence alleging that Walker brought two adult women and a 17-year-old girl from Connecticut to Miami to engage in commercial sex acts during the sporting event. 

During the Super Bowl, Walker emotionally, psychologically and financially coerced his victims into soliciting customers and having sex with them in exchange for money, all of which Walker kept to himself, the DOJ said.

According to the DOJ, evidence shows that Walker had plans to take the victims to other locations, including Chicago during the NBA All-Star Game, New Orleans during Mardi Gras, and Las Vegas to further exploit them. 

This comes as Walker’s case was brought up as part of Project Safe Childhood, a nationwide initiative launched by the DOJ in 2006 to combat child sexual exploitation and abuse. 

Walker, 48, could face life in prison when he’s sentenced in January 2022, the DOJ noted.

I certainly hope so. I also hope that they charge more than one perv for trafficking. In Brazil, NGOs estimated that trafficking of children doubled from 250,000 to half a million, during the World Cup and the Olympics. 

I guarantee there were a lot more than just one trafficker in Miami during the Superbowl.
