The Ontario Provincial Police investigation into the teen began on Jan. 3 after the victims, both minors, came forward to police, said OPP spokesman Const. Joel Doiron.
The incidents are alleged to have occurred at a home on County Road 2 in South Glengarry Township between June 2013 and January 2015, OPP said.
The 16-year-old boy was arrested on Jan. 9. He is facing the following charges:
Two counts of sexual assault.
Two counts of invitation to sexual touching.
Two counts of sexual interference.
Two counts of indecent exposure.
Two counts of making sexually explicit material.
One count of distribution of child pornography.
Two counts of uttering threats.
He was released into the custody of caregivers and is scheduled to appear in Cornwall court on Feb. 12.

Elk Island teacher, facing sex charges against a student
A teacher from Elk Island Catholic School Division, east of Edmonton, Alberta, Canada, faces six sex charges in relation to a female student.
Brett Daniel Mittlesteadt, 32, is charged with sexual interference, sexual exploitation, invitation to sexual touching, child luring, committing a sexual offence against a child and sexual assault.
He was on the staff of Holy Redeemer Catholic School in Ardrossan.

Michael Haupman, superintendent of Elk Island Catholic Schools, said Middlesteadt has taught with the district since 2004.

“As with all of our staff, it's gut wrenching," he said. "I mean these are people that are part of our family. I know the staff in this community and it doesn't matter who it would be, I would feel the same way."
RCMP say the offences are alleged to have occurred between March 2013 and September 2014. A complaint was laid against Middlesteadt on Monday after the complainant came forward to a female teacher.
