Jack Howland , Poughkeepsie Journal

Plaza was arraigned before Town of Wappinger Court and remanded to Dutchess County Jail without bail. He’s due to reappear in court Monday.

Anyone with information about this case or similar incidents with Plaza are urged to report it to one of three places: The Child Advocacy Center — asking for deputy sheriff Ben Sistarenik — at 845-486-3778; the sheriff’s office detective bureau at 845-486-3820; or the sheriff’s office Tip Line at 845-605-2583.

Man Extradited from Guatemala Faces
Child Sex Abuse Charges

WHITE PLAINS – Westchester County District Attorney Anthony A. Scarpino, Jr. announced that Luis Ortiz, age 49, formerly of 118 Palmer Avenue, Mamaroneck, has been extradited from Guatemala and returned to Mamaroneck Village Court on a bench warrant issued in 1998 when he failed to appear on two felony complaints.

The defendant is charged on the felony complaints with one count of Course of Sexual Conduct Against a Child in the First Degree, a class “B” Felony and one count of Sexual Abuse in the First Degree, a class “D” Felony.

On Nov. 9, 1998, the then five-year-old victim told her mother that the defendant had sexually abused her while she was in the defendant’s home the previous weekend. That same day the victim’s mother filed a report with the Village of Mamaroneck Police Department. The defendant was arrested two days later on Nov. 11, 1998 and charged with Sexual Abuse in the First Degree after admitting to sexually abusing the child that weekend.

Ortiz was arraigned on the charge in the Mamaroneck Village Court and bail was set at $25,000, however that amount was reduced by a County Court judge to $5,000.

On Dec. 1, 1998, during a forensic interview of the child, she disclosed additional information which indicated the defendant had engaged in several more serious sexual assaults against the child over a period of months, and the defendant was thereafter charged with Course of Sexual Conduct Against a Child in the First Degree.

The crimes are alleged to have occurred between March 1, 1998 and Nov. 8, 1998 when the victim was being babysat by the defendant’s wife at their home in Mamaroneck.

Men babysitters should be illegal!!!!

He was arraigned on the new charges in Mamaroneck Village Court and this time bail was set at $50,000. After the bail was reduced in County Court to $10,000, the defendant made bail on Dec. 10, 1999. He failed to appear at his two next scheduled court dates and on Jan. 7, 2000, a warrant was issued for his arrest.

That was nice of county court to reduce his bail to where it was affordable for him to jump.

Local police questioned defendant’s family but the defendant could not be located.

On Jan. 20, 1999, Crime Stoppers offered a $10,000 reward for information leading to the defendant’s whereabouts.

On March 7, 2000, the Westchester County District Attorney’s Office requested that a Red Notice, an international alert, be issued by Interpol. Extensive paperwork was filed which included a statement of facts and an agreement to extradite the defendant in the event he was ever located.

His arraignment in Merrimack County Superior Court in Concord has not yet been scheduled.

Redlands man who threw Fontana K-9 out window suspected of sexual abuse of child
By Beatriz Valenzuela, San Bernardino Sun

FONTANA >> A Redlands man arrested for reportedly sexually abusing a kindergarten-aged child has an extensive criminal record including throwing a Fontana police K-9 out a window in 2013.

Bryan Patrick Bills, 32, pleaded not guilty April 28 in West Valley Superior court to charges of lewd acts with a child, sexual abuse of a child under the age of 10 and sexual penetration, court records show. He is expected to be back in court Monday.

“Our detective, (Kyle) Slusser, really worked diligently on this case,” Sgt. Kevin Goltara said Thursday.

Investigators were first tipped off to the abuse in late 2016, according to investigators. Authorities learned the abuse had reportedly taken place since 2014. Goltara said he could not release the connection between the child and Bills in order to protect her identity.

Slusser worked for several months to gather the evidence needed to secure an arrest warrant from the San Bernardino County District Attorney’s Office, Goltara said. Bills was arrested on the evening of April 27 at a home in the 17000 block of Dolphin Street in Fontana.

Bills first made international headlines in 2013 when he flung a Belgian Malinois out a second-story window. The dog, Jaris, landed on the concrete below.

And.... Did the dog survive? Well?

Police went to a home in the 9500 block of Mango Avenue on the afternoon of March 31, 2013 in search of Bills, who was listed as an armed and dangerous parolee.

A woman answered the door and said that no one else was in the house, but then officers heard noises coming from the second floor of the residence. An officer standing outside saw Bills trying to climb out of an upstairs window, police said.

Bills refused to surrender to officers, so police sent Jaris into the home, according to reports at that time.

When Jaris ran toward him, Bills used the dog’s momentum to throw the animal out of an open window. The dog fell on his head on the concrete below, police said.

And still no report on the dog's condition. Good grief! Have to assume it wasn't good.

Bills was arrested and charged in the case. He ultimately pleaded guilty to assaulting a police dog and sentenced to 3 years in jail, court records indicate.

Following his release from the 2013 case, he was charged and convicted of evading police, records show.

A 61-year-old man pleaded not guilty in Butte district court on Thursday to a charge of felony child sexual abuse for allegedly filming a 11-year-old girl showering and having child porn on his phone.

Patrick William Shea was arrested on March 29 after police said an 11-year-old girl reported to them that she believed she was being secretly filmed while showering at a home in Butte.

Police interviewed Shea and obtained a search warrant for his phone where they said they found evidence he had used it to visit child porn websites. Police arrested Shea, who pleaded not guilty at an initial appearance in justice court.

Lincoln man charged with sexual abuse of child
By Dennis Carlson

HELENA - MT
Louis Mikesell of Lincoln has been charged with three felonies involving children.

Mikesell, 65 years old, was arrested on Wednesday.

He is charged with sexual intercourse without consent on a child under the age of 12, and two counts of felony assault on a minor.

Prosecutors say Mikesell sexually abused a girl on numerous occasions between January 2015 and April of this year.

The abuse allegedly occurred in Mikesell’s home, and in a recreational vehicle on his property.

The child told investigators that Mikesell would put his "privates" in her "privates."

Mikesell told investigators that he would routinely take naps with the victim, but never did anything other than sleep.

The girl told investigators she was afraid of the 65-year old Mikesell because of his alleged abuse of two boys.

During a forensic interview with the boys, they said Mikesell would take the victim into his room to take a nap, with the bedroom door often locked.

The boys told investigators that Mikesell punched and hit them when they made him angry on one occasion, leaving one boy with a black eye.

One victim said when he slammed a door in February or March, Mikesell allegedly hit him in the face with his fist and slapped him on the back of his head.

On another occasion, the same boy said Mikesell “monkey punched” him, using a closed fist with one knuckle sticking out while punching him in the forehead to the point where it left a bump.

Mikesell was seen by Justice of the Peace Michael Swingley on Thursday.

Bond for Mikesell was set at $50,000. He is scheduled to be arraigned later this month.
