UPI -- A South Korean diplomat caught molesting a teenage girl in Chile was indicted for sexual assault in his hometown.

The former mid-level diplomat identified by his surname Park was first caught on video in December, making unwanted sexual advances on a local minor.

Park was also accused of forcing a hug on a 12-year-old Chilean girl and sending her lewd text messages in September 2016, the Gwangju District Prosecutors' Office said Wednesday.

The incident prompted the young victim to report the incident, and a local television station launched an undercover reporting project, using another girl to catch the diplomat engaging in misconduct.

After he was filmed, Park allegedly begged the television crew to not air the video, which was broadcasted in Chile.

Park was described as a "national disgrace" at home and was summoned back to Seoul after the incident.

A month before he was caught on camera, Park allegedly fondled a female employee, a Chilean national, who worked at the Korean embassy.

South Korea's foreign ministry fired the diplomat in December, and reported alleged sexual abuse to Seoul prosecutors.

Park admitted to the charges, according to Yonhap.

The incident caused uproar in South Korea and Chile.

South Korean Ambassador to Chile Yu Ji-eun issued an apology to the victims in December, immediately following the incident.

"I and the other diplomats at the South Korean embassy offer this sincere apology for causing serious harm and shock to the student victims, their families and the Chilean people due to this scandalous act," Yu said following the incident.

The diplomat was also accused of raping a 12-year-old girl as well as sexually harassing the Chilean wife of a Korean immigrant, Yoon said.






Internet pervert stored cruel sex abuse of children on computer
Pensioner gets no jail time and very few restrictions

A pensioner has been convicted of downloading hundreds of pictures and movies of child sex abuse.

Malcolm Hocking, 65, of Foxhole Road in Paignton, spent more than a year searching the internet for the most serious types of indecent images.

Police found 951 images of child abuse on his computer and 30 movies. Ages of the children involved were between four and 14.

He was given a suspended sentence when he appeared at Exeter Crown Court. The court was told it would be better for society if he was given support to change his depraved ways.

Why can he not be given support to change his depraved ways while in prison. At least there it will be difficult for him to access child porn while he is rehabilitating. What's stopping him from continuing his habit? He averages almost 3 images a day and a video every two weeks - how is he going to break that obsession?

The judge said people who downloaded such material from the internet encouraged those taking part in the cruel abuse of children.

Hocking admitted three counts of making indecent images of children.

I have had trouble with this term before. It seemed to me that making indecent images of children required the presence and abuse of children. However, that is not necessarily the case. Legally:

Prohibited activities are labelled ‘making’ and distribution, and the legal definitions for each are as follows:

Making – “To take or permit to be taken or make any [indecent images].”

Distribution – “Distribute or show any [indecent images]”

The Crown Prosecution Service have described prohibited ‘making’ offences (under Section 1 of the Protection of Children Act 1978) as:

To cause an indecent image to exist
Produce an indecent image through action

‘Bring about’ an indecent image (a particularly unspecific and wide-reaching definition)

In reality, these definitions include everything from forwarding an email of an indecent image, to unknowingly downloading an image to a hard drive. Storing a prohibited image in the cloud (a feature enabled by default in most modern mobile phones) could even be classed within this most severe category of offence.


It followed a search of his computers by police.

He told officers that he searched for material of children over the age of 12 and was not sexually interested in youngsters. But the material they found showed he had an interest in pre-pubescent children.

In total they found 13 movies of category A – containing the most serious kinds of abuse – and 251 images. There were 17 movies and 270 images in category B, and 430 images in category C.

Felicity Payne, mitigating, said the defendant was a man of previous good character but someone who now needed help.

A pre-sentence report said he was a low risk of reoffending but also said he lacked awareness about the impact of his offending.

Mrs Justice May said: "This is a very large quantity to view and the images appear to have been downloaded over a period of more than a year. The pre-sentence report says there is a worrying and entrenched pattern on your behalf and this was not a one-off. The ages of those involved are estimated to be between four and fourteen and are largely pre-pubescent children."

"These children are the victims of cruel exploitation which is filmed for the titillation of lonely and depraved people around the world. If nobody downloaded them the callous exploitation of these children would not happen."

She said a prison sentence was inevitable but she would suspend the sentence.

Hocking was given 12 months in jail, suspended for two years. He was told to do 20 days of a rehabilitation activity and 80 hours of unpaid work. He was made the subject of a Sexual Harm Prevention Order banning him from internet activity involving children. It will last for 10 years.






Five child abuse claims against dead Shropshire GP probed

Five allegations of historical sex abuse have been made against a Shropshire GP who died 17 years ago.

One alleged victim told the BBC he felt "dirty and embarrassed" after being regularly assaulted at a surgery in Whitchurch in the 1970s.

"Tom", not his real name, said the abuse was carried out between the ages of nine and 13 when his mother was in the room and later when he was alone.

He said he had spoken out because he wanted others to come forward.

A second alleged victim, who also wanted to remain anonymous, said he was abused by the same GP during the same era, from the age of 13 until about 18.

He said he had buried what happened for many years believing he was responsible and only talked about it five years ago during counselling.

The story was first reported in the Whitchurch Herald

"Tom" said it had taken 40 years to talk about what happened. He said he remembered coming home from the GP's surgery feeling "dirty, embarrassed and used".

"The first time I was examined I was nine-years-old and my mother was in the room and I was taken behind a big old heavy hospital-type screen."

He said things moved on "systematically" and things got "more intense" once he was examined on his own while his mother waited outside the room.

"I didn't know any different. I thought that's how doctors are, that's what doctors do, and it was only when it stopped happening that I thought, I started to wonder," he said.

"Tom's" story first appeared in the Whitchurch Herald but he has since spoken to other people who also claim they were sexually abused by the GP.

They include boys, girls and young women, said Victoria Neale from Hudgell Solicitors.

She appealed for anyone else to come forward.

West Mercia Police said it had received five reports of non-recent sexual offences in Whitchurch and investigations were ongoing.
